LETTER OF NOTIFICATION FILING FOR THE HATFIELD-YUKON 500 kV TRANSMISSION LINE LOOP TO RHODES LANE SUBSTATION PROJECT
To the Pennsylvania Public Utility Commission:
West Penn Power Company (“West Penn”), a FirstEnergy company, requests that the
Pennsylvania Public Utility Commission (“Commission”) approve a Letter of Notification
(“LON”) for the siting and construction of a high voltage transmission line under two miles in
length. In support of its LON West Penn submits as follows:
1. Pursuant to 52 Pa. Code §57.72 (d)(l)(vi) West Penn submits this LON requesting
that the Commission approve the proposed construction of the Hatfield-Yukon 500 kV
Transmission Line Extensions to Rhodes Lane Substation Project (“Project”). West Penn requests
that the Commission approve this LON on or before March 2,2017, to meet the required in-service
date of November 1,2017 as described herein. The construction of the Transmission Line loop
will require the installation of two (2) new 3-pole steel dead-end loop structures in order to connect
the existing Hatfield-Yukon 500 kV Transmission Line to the new Rhodes Lane Substation,
creating the Hatfield-Rhodes Lane 500 kV and Rhodes Lane-Yukon 500 kV Transmission Line
circuits. The Project is needed to provide 500 kV electric connection to the 940 MW natural gas
fired combined cycle generation plant proposed by Tenaska Pennsylvania Partners, L.L.C.

2. West Penn provides electric transmission service to retail customers in
Pennsylvania and is subject to the Commission’s regulation of the siting of transmission lines.

6. The Project will be located in South Huntingdon Township, Westmoreland County,
approximately 0.4 mile east of the intersection of Dutch Hollow Road and Interstate 70 Highway.
General Description of the Proposed Project:
7. The Project will extend a loop from the existing Hatfield-Yukon 500 kV
transmission line approximately 530 feet (0.1 mile) to the Rhodes Lane Substation creating the
Hatfield-Rhodes Lane 500 kV and Rhodes Lane-Yukon 500 kV Transmission Line circuits. Two
(2) new 3-pole steel loop structures will be installed within the new, cleared right-of-way
(“ROW”). The new 3-pole steel loop structures will be approximately 105-122 feet in height and
will be installed on concrete foundations. A topographic map of the area showing the location of
the Project is attached as Exhibit 1. The general layout of the Project is provided in Exhibit 2.
The new 500 kV structures are depicted in Exhibit 3.
8. The Project will be conducted within the easement area acquired by Tenaska
Pennsylvania Partners, L.L.C. (“Tenaska”) on said property in South Huntingdon Township. All
necessary property rights for the Project have been acquired by Tenaska. Since this is an Option
to Build project, Tenaska will assign its easement rights to West Penn after the facilities are built.
Additionally, Tenaska is responsible for securing all the applicable permits to support the Project
construction.
The Project, which is approximately 530 feet (0.1 mile) long, is under two miles in length
for the purpose of Section 57.72(d)(l)(vi) of the Commission’s regulations that allows a LON in
lieu of a full siting application.
9. Attached hereto as Exhibits 1 through 3, and made part hereof, are:

• Exhibit 1 shows the general location of the Project on a map which is a partial
copy of the United States Geologic Survey, Westmoreland County, Fayette
County, PA Quadrangle; 40079-B6.
• Exhibit 2 shows the general layout of the Project.
• Exhibit 3 shows the configuration for the 500 kV structure.
Statement of Need:
10. As part of its construction of the 940 MW natural gas fired combined cycle
generation plant, Tenaska Pennsylvania Partners, L.L.C. is building a new interconnection
substation, named the Rhodes Lane Substation, to be owned after completion by West Penn, near
Smithton Borough, in South Huntingdon Township, Westmoreland County, Pennsylvania. The
proposed Project by West Penn will construct a new 500 kV transmission line loop to the existing
Hatfield-Yukon 500 kV Transmission Line to the West Penn’s new Rhodes Lane Substation and
ultimately provides the Tenaska generation plant’s connection the transmission grid. PJM and
FirstEnergy Transmission Planning evaluated the generation addition. Results of the PJM and
FirstEnergy analysis are documented on the PJM website for queue projects T174 and AB1-106.
Safety Considerations:
12. Design, construction, and operation of the Project will meet or exceed the
requirements specified in the latest revision of the National Electric Safety Code (“NESC”) and
all applicable safety standards established by the Occupational Safety and Health Administration
(“OSHA”). All work shall be done in accordance with NESC, OSHA, and any applicable local,
state or federal requirements.

Construction Schedule:
13. The proposed construction commencement date of the Project is June 1,2017.
The proposed in-service date of the Project is November 1,2017.
Estimated Construction Cost:
14. The total cost for the transmission facility work associated with the Project is
estimated to be $5,584,000, to be paid by developer Tenaska Pennsylvania Partners, L.L.C.
Filing Date:
15. This Letter of Notification Filing is filed with the Commission on the date shown on
the filing letter.
Certificate of Service:
16. A copy of this LON will be served by certified mail upon those who are entitled to
receive a copy of an application or notice of filing an application as set forth in 52 Pa. Code §57.74,
in accordance with the provisions of 52 Pa. Code §57.72(d)(3), and as shown on the attached
Certificate of Service.
WHEREFORE West Penn Power Company respectfully requests that the Pennsylvania

Enclosed for your information is a copy of West Penn Power Company’s (“West Penn”), a FirstEnergy company, Letter of Notification for the proposed Hatfield-Yukon 500 kV Transmission Line Extensions to Rhodes Lane Substation Project (“Project”). The Letter of Notification is provided pursuant to the regulations of the Pennsylvania Public Utility Commission at has been developed in the format described in Commission regulations at 52 Pa. Code §57.72(d).
West Penn has identified the need to extend a loop from the existing Hatfield-Yukon 500 kV Transmission Line approximately 530 feet (0.1 mile) to the Rhodes Lane Substation creating the Hatfield-Rhodes Lane 500 kV and Rhodes Lane-Yukon 500 kV Transmission Line circuits. The construction includes installation of two (2) new 3-pole steel deadend loop structures on concrete foundations in order to connect the existing Hatfield-Yukon 500 kV Transmission Line to the new Rhodes Lane Substation. The entire Project is located in South Huntingdon Township, Westmoreland County, Pennsylvania. Exhibit 1 of the Letter of Notification identifies the general location of the Project.
