Parking areas on campus are designatedand posted as STAFF, VISITOR, or STUDENT. The numerical listings below are keyed to the map and define the classification of vehicle authorized topark in each lot. ALL VEHICLES must display a valid parking permit.

MOTOR VEHICLEREGULATIONS
INTRODUCTIONThe College of Wooster Security & Protective Services(SPS) Office is responsible for the administration andenforcement of the motor vehicle regulations on thecampus. This pamphlet will acquaint you with theseregulations. The motor vehicle regulations have beendeveloped to maximize efficient use of existing park-ing areas and to create a safe and orderly environ-ment so that all members of this community and visitors to the campus may enjoy their stay. SPS personnel must enforce Federal and State laws, cityordinances, and College regulations; therefore, yourcooperation is imperative and appreciated.
It is expected that No Vehicle will be parked onCollege of Wooster property without a valid parkingpermit. We have established a 24-hour visitor permitsystem to assist in making this work. Individualsmust come to the SPS Office to get a permit beforeparking a vehicle on College property.
If you encounter any problems arising from a traffic situation or have questions concerning park-ing, parking citations or parking permits, please contact the SPS Office, Monday through Friday, 8 a.m.to 4 p.m. The SPS Office is located at 602 East WayneAve. The phone number is 330/263-2590 (campusextension 2590).

DEFINITION OF TERMS� Motor Vehicle includes automobiles, trucks, motor-
cycles, motor scooters, motor bikes, mopeds, andany other motor powered vehicle designed for landoperation.
� Student refers to all persons enrolled in acourse(s) for credit.
� Staff designates any member of the College community (other than students) who is employed by the College. The term does not include sub-contracted employees (not directly employed).
� Visitor defines any person, other than staff or student, who parks or drives a vehicle on campus.This group (visitors) includes participants in anysummer programs.
� Immobilizer describes the device placed on avehicle’s tire to prevent the vehicle from beingmoved.
VEHICLE REGISTRATION REQUIREMENTSSTUDENT: Any student registered at the College whowishes to drive or park a vehicle on College propertymust register his/her vehicle with the SPS Office anddisplay a valid parking permit. A student may registeronly one vehicle. He/she must be the owner or primary operator of that vehicle and may not registerthe vehicle of another student. Permits (includingTemporary Permits) are limited to the number ofparking spaces available on campus. Permits are soldon a first-come, first-served basis. At the end of eachspring semester, returning students are offered theopportunity to purchase permits for the followingacademic year.
At the time of registration, a student must beprepared to show proof of registered ownership (copy or original of valid state registration papers)and a College of Wooster Identification Card.Registration forms and parking permits for visitorsare available at the SPS Office at 602 East WayneAve., 24 hours a day, seven days a week. Studentsmay purchase permits M-F, 8am-4pm only.Registration fees are as follows:

Registration fees can be paid by COW card or billed tostudent accounts with a signature.
STAFF: All members of the staff or faculty must register any vehicle that they plan to park or drive on campus property. The SPS Office offers the registration service to all employees of The College of Wooster. Each employee may register only twovehicles. If a non-registered vehicle is driven to campus, a temporary permit must be obtained fromthe SPS Office.
VISITOR: Any visitor who wishes to drive or park avehicle on campus must register his/her vehicle withthe SPS Office. Registered visitors may park for up to three consecutive days without charge. After threedays, there is a $1 per week charge for visitors.Individuals are eligible for four such weekly visitorpermits during an academic year. Registration formsand permits are available in the SPS Office on a 24-hour basis.
PARKING PERMITS
� Parking permits are not transferable from one vehicle/individual to another.
� Parking permits must be displayed in lower lefthand corner (driver’s side) in the rear window ofthe vehicle, whenever parked on College property,with the permit number visible to the rear of thevehicle.
� Individual permit holders may park on a space-available basis in any parking area to which theirclassification (student, staff, visitor) entitles them.The map on the reverse side shows these areas.
� Parking permits should be removed from a vehiclebefore the vehicle is sold or traded-in.
� If you are unable to purchase your desired lot area (North/South), it is recommended that youpurchase a permit and add your name to the wait-ing list to exchange your permit for the desired lot if/when a permit becomes available. If yourresidence changes after purchasing a permit, youmay exchange your permit provided that permitsare still available.
The waiting list is also on a first-come first-served basis. You must have already purchased apermit for the current year/semester in order to beplaced on the list. Frequent violations of theParking Rules and Regulations will result indenial/removal from the waiting list.
PERMIT REPLACEMENTA lost, damaged, or destroyed permit may bereplaced at the SPS Office for a $10 fee. Damagedpermits should be returned when applying for areplacement. Lost or stolen permits should be reported to SPS immediately.
BICYCLESBicycles may not be stored or parked in any residencehall public area which has not been explicitly desig-nated for bicycle storage. All bicycles should be adequately secured when not in use. For the purposeof theft protection, individuals bringing bicycles tocampus are strongly encouraged to take advantage ofthe registration service offered by the College SPSOffice or the Wooster City Police Department. The SPSOffice will retain unclaimed or abandoned bicycles forthree (3) months, after which time they will bedonated or disposed of.
REGULATIONSThe College assumes no responsibility or liability forany vehicle or its contents while it is operated orparked on the campus. Every member of the campuscommunity driving or parking a motor vehicle on oraround the campus is responsible for knowing andobserving the State of Ohio and College of Woostermotor vehicle regulations. College regulations are asfollows:
1. No Parking Zones are indicated by signs, yellowcurbs, or white and yellow lines. EmergencyVehicle Lanes, marked by yellow curbs, yellow linesand/or lettering, are No Parking Zones. Theseinclude but are not limited to: parking lot drives,Holden Drive, Babcock Circle, Scheide Circle,Freedlander Theater Circle, PEC Drive, and portionsof Lowry Center Front Circle. Parking is also pro-hibited in all small house driveways.
2. Parking or driving on the lawns or sidewalks isprohibited except for College service and emer-gency vehicles.
3. Loading or unloading of items into or from vehi-cles parked in designated loading/unloading zonesmust be limited to no more than 15 minutes, andthe vehicle’s emergency flashers must be operating during this time. Vehicles parked in excess of 15minutes and/or not having their flashers workingwill be subject to enforcement actions.Handicapped parking areas and crosswalks may notbe used for loading or unloading purposes at anytime.
4. Most street parking in the area of the campus isgoverned by the Wooster Police Department regulations. However, University Street is con-trolled and governed by the College. Students areprohibited from parking on both the east and west segments of University Street.
5. Memorial Walkway from Galpin east to BeallAvenue, the Campus Mall from Kauke Hall south toPine Street, the walkway between Holden Hall andLowry Center, as well as the walkway betweenLowry Center and the PEC are restricted to pedes-trians, service vehicles, and emergency vehicletraffic only.
6. Pedestrians always have the right of way.
7. Residential Students are not permitted to drive toclass. However, commuter students and those liv-ing in off-campus, non-College owned housing maydrive to campus and park their vehicles in studentareas. A valid parking permit is required.
8. All motor vehicles operated on campus should bedriven and parked responsibly.
9. Without exception, all members of the campuscommunity must park in the areas designated fortheir classification (student, staff, and visitor) asindicated on the signs for each lot.
ENFORCEMENT OF MOTOR VEHICLEREGULATIONS
Any individual who violates the motor vehicle regula-tions should expect to be cited. In addition to beingfined, violators may have their vehicle immobilizedand/or towed, may have parking privileges denied,and may be subject to judicial process and/or remu-neration for property damage. Fines for a citationMUST be paid at the SPS Office within five (5) workingdays of issuance. If an appeal is to be filed, it alsoMUST be filed within five (5) working days of issuanceof the citation. Unpaid fines will be billed to the individual’s account in the Business Office. No appealswill be accepted after 5 working days of issuance ofcitation.
Parking violation fines are assessed in the followingmanner:

Expired parking (such as Lowry circle) will be cited as “Not a Valid Parking Space”. The College reservesthe right to revoke or deny registration and campusparking privileges for the following reasons:
� Continued failure to abide by the regulations(chronic violations).
� Falsification of information on registration forms.
� Tampering with, defacing, or defrauding a parkingpermit.
� Actions deemed hazardous to the safety andproperty of others or The College of Wooster.
Primary responsibility for a parking violationremains with the owner or permit holder of suchvehicle. Therefore, violations occurring with an indi-vidual’s vehicle while driven by another may affectthe owner’s parking privileges, and any fines will bebilled to the owner’s account.
A student whose vehicle is chronically in violationof parking regulations or is used in an act of vandal-ism or any student attempting to defraud the Collegeby counterfeiting or illegally obtaining a permit mayalso be referred to the College judicial system for disciplinary action. No refunds will be given for permits that have been revoked.
TOWING/IMMOBILIZATIONAny vehicle that inhibits traffic flow (includingaccess for emergency and service vehicles), is parkedin a no parking zone, and/or blocks a “dumpster”may be towed immediately. A vehicle may also betowed or immobilized for parking in areas other thanthose to which the vehicle has been assigned or forparking on lawns. In addition, towing and immobi-lization may be used for vehicles owned by chronicviolators, for vehicles owned by individuals deniedcampus parking privileges, and for all vehicles notdisplaying a valid parking permit. Vehicles may betowed or immobilized for other reasons deemed nec-essary by SPS. Information on a vehicle that hasbeen towed may be obtained by calling the SPSOffice, Extension 2590. The violator will be requiredto pay all towing expenses prior to the release of thevehicle. Owners of vehicles that have been immobi-lized must come to the SPS office for removal. NEVERATTEMPT TO MOVE AN IMMOBILIZED VEHICLE.Attempting to move an immobilized vehicle willresult in damage. All outstanding fines must be paid,in addition to the $25 removal fee prior to theimmobilizer being removed.
PARKING APPEALSBecause The College of Wooster is concerned with the individual rights of its community members, anappeals process has been established for parkingcomplaints. If an individual wishes to file an appealfor a parking violation, he/she should report to theSPS Office, located at 602 East Wayne Ave., duringthe normal business hours. The appeal must be filedwithin five (5) working days of the citation beingissued. The citation must accompany the appealform. None of the fines reflected on the citationbeing appealed will be processed until the appeal hasbeen reviewed and decided upon by the ParkingAppeal Review Committee (PARC). The PARC decisionwill be final. It is the responsibility of thevehicle/permit owner to check his or her vehicledaily to make sure no citations have been issued tothe vehicle.
PARKING LOTSAll campus parking lots are indicated by a parkingsign posted at or near the entrance to the lot. Thesigns are color-coded and clearly indicate who is permitted to park in the lot as follows:
North student parking lots . . . . . . Light blue
South student parking lots . . . . . . . . . Gold
Staff parking lots/spaces . . . . . . . Dark blue
Visitor parking lots/spaces . . . . . . . . Green
Service/emergency vehicle spaces . . . . . Red
It is the permit holder’s responsibility to know wherehe/she is permitted to park.
If you are unable to find a space in your desig-nated lot, please contact SPS (330-263-2590) immediately so that they may find you a space. No open spaces in your designated lot is not anacceptable reason for parking illegally. Violators willstill be cited, immobilized and/or towed.
