As the City of Westlake embarks on its 200th year, it is with a collective smile of contentment that we celebrate a place where families and businesses thrive.
“We have accomplished much in our nearly two centuries. Our early founders would be proud of what their dreams have become,” says Westlake Mayor Dennis Clough.
It’s hard to believe that the foundation for those dreams started with just two families who arrived by oxcart to set up homesteads in 1810. They settled in the portion of the Connecticut Western Reserve that would later become Bay Village, and one of the family members, Leverett Johnson, started clearing the land for what would ultimately grow into the City of Westlake.
Many of the activities for the coming year, like the Century Grove and Founder’s Trail Dedication and the Bicentennial Mayor’s Ball, are geared toward celebrating the layers of history
200 Years that comprise the foundation for what Westlake has become.
And there is much to be proud of. The population, just 4,912 in 1950, passed the 33,000 mark in 2005, making it clear that Westlake really is one of the most desirable communities in Cuyahoga County to live, work, and play.
But a growth in population isn’t the only place Westlake continues to expand. Nearly 60 new and unique
businesses have put down roots in 2009 alone, offering residents more choices when it comes to places to shop and receive services, with Crocker Park experiencing the greatest surge in economic growth. This Westlake jewel continues to inspire other communities as well as attract new business.
All of this growth during an economic downturn, and a tax rate that has declined by 25% since 1985, make Westlake a remarkable success story.
The city administrators have targeted controlling expenses and lowering the tax rate as a key component of its goals and objectives for the past and coming year. In fact, Westlake’s tax rate is among the lowest in Cuyahoga County, yet safety services, outreach services, and recreational services have continued to be enhanced.
Why does Westlake remain such a successful and desirable community?

The City of Westlake is celebrating its 200th birthday in 2011 with numerous special events observing this important milestone. A committee of more than 100 representatives from community organiza-tions, nonprofits, service groups, representatives from the city’s public and private schools and other interested individuals have come together to make this yearlong celebration a success!
The answers are many, but all can be tied to good planning, financial stability, exceptional services, outstanding schools, and an open and responsive government.
With the passage of an $84 million levy by the voters of Westlake, the Westlake City Schools will break ground on a new 230,000 square foot high school and a new 100,000 square foot middle school in 2011 so that the standard of excellence established a long time ago can continue.
Other school buildings will be renovated, as will St. John Medical Center — a key component of University Hospitals. A $100 million renovation of the center is planned for 2011, and with it comes more prosperity, and jobs, for the residents of Westlake.
Improved government stability, better programs and services, and businesses that thrive no matter what the economic climate: all are wonderful aspects of the magnificent city so many call home. But it’s the people — the 50-year plus resident to the newest infant — that give Westlake it’s heart, and it’s soul.
Its people are the reason that Westlake began, and its people are the reason that Westlake will continue to prosper for many more years to come.
The dream that started 200 years ago lives on, thanks to people…just like you!

Let me get my biases out right up front: I love my City. Over 20 years ago my wife and I decided to buy our first house in Bay Village. Now in our third house in Bay, we have never looked back. And if you ever have the chance to talk to people who live here, our experience is quite the norm. People come to Bay for
various reasons and most end up never leaving.
And why would they? Bay Village is a predominantly residential community (97%) where one can truly feel like part of one big family. It’s a town of roughly 15,000 people that has the closeness and community feel of 1,500. Its beautiful tree-lined streets sheltered from the hustle and bustle of a big city, but only 15 minutes from everything downtown Cleveland has to offer. It’s over 5 miles of the most beautiful waterfront setting anywhere with 130 acres of parkland. It’s home to one of the finest school systems in the state complemented by a vibrant and diverse religious community. In short, it’s one of the “best locations in the nation” to live and raise a family.

The history of Bay Village began when the Joseph Cahoon family settled in the area over 200 years ago, on October 10, 1810. They migrated from Vergennes, Vermont with hope and prospects of new land and a fresh start. At that time, our country’s flag had 15 stars and 15 stripes. Just as the flag has changed over the past 200 years, the wooded area near a busy brook that Joseph Cahoon and his family called home has also changed and prospered.
Today’s Bay Village is a proud and wonderful community of 6,200 attractive residences located in a beautiful lakeside setting. With something for everyone, Bay Village is home to the Huntington MetroParks, picturesque Huntington Beach, BAyarts, historic Huntington Playhouse, and the Lake Erie Nature and science Center.
Additionally, Bay is a city of parks. Historic Cahoon Memorial
Park, a treasure trove of Bay history and the location of the 1818 Cahoon Homestead and Library, Reese Park, Columbia Road Park and Bradley Road Park, as well as Walker Road Park, which the City jointly operates with the City of Avon Lake, offer places for residents to picnic, play, or just pause.
Daily, in this peaceful community, residents can enjoy walking trails, picturesque gardens, boating and waterfalls, an award- winning rose garden, energetic civic organizations, excellent schools, historic homes and buildings, the Dwyer Memorial senior Center, and friendly, fair merchants.
There is much to celebrate, for Bay Village has developed into a welcoming residential community, close to the amenities of Cleveland but just far enough off the beaten path to offer the peace, privacy and comfort of suburban living.
There is truly something for everyone in Bay Village. We are home to a warm and welcoming group of merchants offering unique dining and shopping experiences. We have a wide range of community organizations that are truly the life-blood of our City. Our community recreation and senior citizen programs are second to none with opportunities for all ages and interests. And as our recent Bicentennial celebration demonstrated, you won’t find a more involved citizenry anywhere.
I came to Bay Village over 20 years ago for “a cup of coffee” and never left. I invite you to do the same. You’ll always find the “Welcome” mat out in Bay Village.

This past school year Westlake City Schools’ students continued to demonstrate the support of an exceptional staff and our com-munity’s insistence on excellence being the standard. For the 12th consecutive year, our students performed at a level where the state recognized the district as “Excellent” on the State Report Card.
We are truly grateful for the incredible community involvement in various aspects of our school district. The Westlake community helped us develop a solution to address our facility challenges and supported that vision with the passage
of a bond issue in May. We are excited about beginning Phase 1 of the Master Facilities plan and the
opportunities this will provide our students. A new three-year Continuous Improvement Plan (CIP) was
developed over the summer to set a vision for the future. More than 120 stakeholders took part in an Education Summit to provide input on the plan, including members of the Chamber of Commerce, civic organizations, higher education institutions, city leaders, Board of Education members, parents, staff and students. We look forward to reaching the goals set within the strategic plan to build on our tradition of excellence.
Fiscal responsibility continues to be a district emphasis. The

Westlake City Schools were recognized for excellence in financial reporting for the 17th consecutive year. For the second consecutive year the treasurer’s office and district were recognized by the State Auditor for exceptional reporting and financial processes with a perfect audit. The district continued to secure grants and partnerships to aid in achieving goals as well. An additional $30,000 was awarded to the district for Science, Technology, Engineering and mathematics (STEM) programming and a number of regional businesses have provided our students opportunities for internships and real problem solving projects. Additionally, the Westlake Schools’ bond rating was upgraded from Aa2 to Aa1 by Moody’s Investor Service, placing the district one notch away from the highest quality Aaa rating. Westlake is one of 23 Ohio local school districts rated in this category, placing Westlake in the top 4% of all Ohio schools. We recognize it is critical that our schools provide an outstanding value to the community.

out that our school district achieves top academic results while keeping our spending levels among the lowest in our county. Bay Village had the sixth-lowest expenditures per pupil in Cuyahoga County during the 2009-10 school year. This is a consistent trend that goes back at least a decade, and one which, coupled with our academic performance, we are equally proud.
Our students and staff are grateful for a community that supports our efforts not just financially, but in many volunteer and partnership efforts as well. A supportive community,
involved parents, dedicated staff and motivated students combine to make our school district one in which
all our community members can take pride, and one which adds significantly to making Bay Village a highly attractive community to call home.

Bay High senior Michael Brajdic is Division II state running champ for the second year in a row. Earlier this year, he became one of the few high school runners to break the 15-minute barrier for 5,000 meters.

For the second year in a row, Westlake Porter Public Library was named #1 in the nation among libraries in its population category by Hennen’s American Public Library Rankings. This is the third time the library has achieved a #1 ranking, the first being in 2005.
The rankings are based on usage and service data such as

circulation, number of materials, reference service, number of visitors, staffing levels, and funding.
But those are just numbers. The real story behind the #1 ranking is the people who use the library day in and day out. In an average hour, one can observe visitors browsing the large book, CD, DVD and downloadable media collections, attending

Targeted Care for Youth with Urinary Problems at UHkids with disorders ranging from simple urinary infec-tions to complex birth defects that affect the urinary tract can get the specialized care they need at University Hospitals Urology Institute’s Pediatric Urology Center.
“Children with urological conditions have very different needs than adults,” says Jonathan Ross, MD, Chief of the Pediatric Urology Center and the Division of Pediatric Urology at University Hospitals Rainbow Babies & Children’s Hospital. “This often requires tailored approaches to diagnoses and treatment.”
Diagnosis and TreatmentThe Center’s pediatric urologists work with other pediatric specialties to provide
the best, most comfortable care available. Doctors avoid painful, invasive procedures whenever possible. Instead, they may use ultrasound and other kid-friendly tests, as well as pediatric seda-tion services.
The Center’s multidisciplinary team develops individualized treatment plans. If needed, the Center offers advanced surgical options, including laparoscopic and robotic surgery to repair or reconstruct congenital abnormalities, remove obstructions or improve urinary function. These techniques minimize blood loss, pain and scarring, and recovery times.

Clinic Offers Program for Kids Who Are Serious About Weight loss Fit youth is a program for children ages 7-11, or for teens ages 12 - 16 years, who are serious about wanting to lose weight. Specifically designed for kids and their parents, Fit Youth groups meet once a week for 90 minutes, for 12 weeks.
The program features psychological, nutritional and exercise components:q A psychologist shows families how to set goals and change
harmful habits to create healthy new ones.q A registered dietitian explains the new food guide pyramid,
defines portion control, shows the group how to read labels, and offers guidance on eating out and healthy snacking.
q An exercise physiologist teaches the four components of exercise: aerobic, strength, flexibility and balance in the context of fun games and activities.In one session, a pediatrician with a special interest in weight
management addresses the medical complications and health risks of excess weight. In this shared setting, families discover that they face similar issues.
In addition to losing weight, the program helps kids develop new eating and exercise habits. Fit Youth teaches parents and their children to change the things at home affecting eating and exercise habits.

Westlake is celebrating its bicentennial this year, while Bay Village celebrated its bicentennial last year. These long established cities have their own history and attributes. Westlake covers 15.9 square miles, with a population of 31,719. Bay Village covers 4.6 square miles, with a population of 16,087. Westlake has had controlled development over the years, with planned separation of housing development areas, retail establishments and industrial properties. While Bay Village has sought to maintain its village atmosphere, housing development areas have stayed up-to-date with the changing times.

Making the decision to move loved ones from their home to a live-in facility for long-term care isn’t easy. Change is difficult in any situation, especially when it involves making decisions for someone you love who may not embrace the final outcome. With many options and information available today regarding care for the elderly, a difficult process can be easier on everyone.
How do you know your loved one needs more care?Many life events can result in the need to re-evaluate current
living arrangements for the elderly. The most common events that cause people to look into a facility for care include:• Problems with mental health issues, serious forgetfulness and
Alzheimer’s.• A fall that causes a broken hip or other bone. Many times
a person will fall and require surgery, followed by physical therapy or rehabilitation in a hospital or nursing home. While many people return to their normal routines, others remain in the nursing home.
• The death of a spouse. This is especially true when the spouse who passed away served as the caregiver. Daily tasks can become more difficult for the survivor and health issues requiring medication and other attention can become problematic.

What types of Living and Long-Term Care Facilities are Available?
Nursing homes are only one of several options for a loved one’s living arrangements. Generally there are three types of facilities where elderly loved ones can reside.
Independent Living These are apartment-type complex-es that offer to help if necessary, but not regularly. This provides better security and closer help, but residents basically live on their own.
Assisted Living These facilities are licensed by the state and offer more staff on site, including nurses and aids to assist with medication and provide some help with getting around.
Nursing Home These facilities provide 24-hour, seven-days-a-week-staff including physicians on call.
There is also the option of hiring a caregiver to come into your loved one’s home to help with daily chores or medical care.
How Can I Make the Transition to a Nursing Home Easier on My Loved One?
Start by being upfront and honest as possible. Include them in some of the decision making so they feel in control and

empowered. If possible, it’s best to have the conversation about elderly care with your loved one before the need arises. Have information already gathered about different options in your specific community. It’s also a good idea to ask permission to have the discussion as well as choosing the right time and place in which to talk.
Once you’ve selected a home for your loved one, become as involved as possible in order to nip problems in the bud and make things as comfortable as possible for them. Visit as often as you can and talk to the staff about any concerns or questions you may have. Staying involved will help all of you reach a comfort level that will benefit the entire family.

after several years of trying to find a new use for this historical building in Westlake, the “Red Brick school” on Dover Center Road is no more. Demolition occured from Nov. 23-27, 2010. City officials barricaded the area to ensure safety for students and parents going to nearby lee Burneson middle and Dover elementary schools. Bricks from the building were salvaged and distributed to local residents who requested them.
