PORTFOLIO SUMMARY
Westgate Technology Park is a four-building portfolio consisting of single and multi-tenant office, flex, and warehouse
properties situated just outside the west entrance into Naval Surface Warfare Center, Crane Division (or Crane Naval Base as
most call it) in southwestern Indiana. The primary use of these properties are research and development, and they contain
office, lab, light manufacturing, and industrial spaces that are 100 percent occupied by national tenants contracted by Crane
Naval Base. The portfolio is located in southwestern Indiana approximately 20 miles south of Bloomington, Indiana along the
currently expanding Interstate 69. Crane Naval Base is the third largest naval installment in the world encompassing over 108
square miles and spanning three counties, is the only Naval base not on a coast, employs over 3,200 Indiana residents on base
– which makes it one of the 20 top employers in the State, and procured $922,000,000 in products during the most recent fiscal
year as of February of 2018.
The investment offering is a combined 135,597 square-feet and features a mix of regional and national tenants, most of which
are credit-rated and incredibly strong. All of the tenants in the Subject Properties are Department of Defense contractors who
bid on contracts generated by Crane Naval Base, which among many notable facts is the world leader in night vision
technology, electro-optics and sensory devices as well as a foremost leader in battery technology innovation as emphasized by
the brand new 40,000-square foot Battery Innovation Center (BIC) recently built in the park for $14,000,000 by a joint-venture of
private and public entities.
The opportunity for the investor is to acquire four stabilized assets in a newly built and expanding research and development
park that is experiencing substantial expansion funded by private, state, and federal dollars. Recently, the expansion of
Interstate 69 from Crane to Evansville was due to the importance of getting direct highway access to Crane Naval Base. Also,
the Lily Foundation has given a grant of $42 million to southern Indiana for economic development with $18-$22 million going
directly to Westgate. Other new developments including the convention center and various facilities for hospitality, retail and
healthcare all attribute to the growth of the Westgate Technology Park.

Alion is a technology solutions company delivering technical expertise and operational support to
the United States Department of Defense, civilian government agencies and commercial
customers. Alion was established as an employee owned company in 2002 from the purchase of
Illinois Institute of Technology Research Institute (IITRI) by the employees through direct
contribution and loans. Alion was unable to continue to service its debt load and was purchased
by private equity company Veritas Capital in August 2015.
Based in Tysons Corner, Virginia, Alion has 3300 employees at major offices, customer sites and
laboratories worldwide[citation needed]and utilizes subcontractors whenever possible to keep
their costs down.
On August 2016, Alion Science and Technology signed a potential five-year, $145 million

Science Applications International Corporation (SAIC) is an American company
headquartered in Tysons Corner, Virginia that provides government services and
information technology support. The original SAIC was created in 1969 by J. Robert
Beyster. Then on September 27, 2013, it spun off a $4 billion unit which retained its
name, while the parent company changed its name to Leidos. Following the split,
Anthony J. Moraco was appointed CEO of SAIC, and John P. Jumper was
appointed CEO of Leidos. The primary motivation for the spinoff was the conflicts
of interest provisions in the Federal Acquisition Regulations which prevented the
company from bidding on some new contracts because of existing contracts.
On May 4, 2015, SAIC acquired Scitor Holdings, Inc. for $790 million to expand
their presence in the intelligence industry through classified contracts, cleared
personnel, and a robust security infrastructure. Scitor was previously owned by
Leonard Green & Partners, L.P., a private equity firm.
SAIC has adopted a matrix operating model in which different service lines
collaborate to serve a given contract.
Deborah Lee James, president of SAIC's technology and engineering sector, was
sworn in as Secretary of the Air Force on December 20, 2013 after being appointed
by President Barack Obama.

Alion is a technology solutions company delivering technical expertise and operational support to
the United States Department of Defense, civilian government agencies and commercial
customers. Alion was established as an employee owned company in 2002 from the purchase of
Illinois Institute of Technology Research Institute (IITRI) by the employees through direct
contribution and loans. Alion was unable to continue to service its debt load and was purchased
by private equity company Veritas Capital in August 2015.
Based in Tysons Corner, Virginia, Alion has 3300 employees at major offices, customer sites and
laboratories worldwide[citation needed]and utilizes subcontractors whenever possible to keep
their costs down.
On August 2016, Alion Science and Technology signed a potential five-year, $145 million
contract to provide various support services to the U.S. Navy’s DDG 51 shipbuilding program.

logistics services.

CRANE NAVAL SURFACE WARFARE CENTER
Naval Surface Warfare Center Crane Division is the principal tenant command
located at Naval Support Activity Crane. NSA Crane is a United States Navy
installation located approximately 25 miles (40 km) southwest of Bloomington,
Indiana and predominantly located in Martin County, but small parts also extend
into Greene and Lawrence counties. It was originally established in 1941 under
the Bureau of Ordnance as the Naval Ammunition Depot for production, testing,
and storage of ordnance under the first supplemental Defense Appropriation Act.
The base is named after William M. Crane. The base is the third largest naval
installation in the world by geographic area and employs approximately 3,300
people. The closest community is the small town of Crane, which lies adjacent to
the northwest corner of the facility.
With an increasing demand in the 1990s and 2000s by the U.S. military for bases
to support multiple functions rather than being sole-purpose installations, Crane
has taken on a broad variety of development and support operations. These
include expeditionary warfare systems, fleet maintenance and modernization,
radar, power systems, strategic systems, small arms, surface and airborne
electronic warfare, night vision systems, and undersea warfare systems. Crane is
also involved in systems development for the upcoming DD(X) class of destroyer
for the U.S. Navy and the Littoral Combat Ship.
WestGate Academy Conferencing & Training Center is the crown jewel of WestGate@Crane
Technology Park. This spacious, state-of-the-art facility opened its doors in October 2012, and
since then it has been serving the needs of NSWC Crane and the surrounding communities.
WestGate Academy focuses on workforce education, government and military contract support,
technical transfer and incubation, and conferencing.
WestGate Academy first opened its doors in October 2012. The groundbreaking for the Technology Park, which is where the Academy
is located, occurred in 2006. Both the Tech Park and the Academy have seen tremendous growth over the years. In 2015 alone, at least
30,000 people attended an event at the Academy.
Since opening in 2012, WestGate Academy has easily seen over 100,000 people for events like the I-69 Ribbon Cutting, NSWC Crane
trainings, private conferences, weddings, CTE Summits, science and college fairs, Crane Tech after school STEM activities, charity
5K’s, and many more.
Due to its convenient location one mile off I-69 just outside NSWC Crane, people come from all over the state and U.S. to visit the
Academy and Technology Park.
Both Indiana University and Purdue University have a strong presence at WestGate Academy, offering courses and Management
Capabilities.

The Battery Innovation Center (BIC), located in the WestGate Technology Park, is a collaborative initiative designed to incorporate
leadership from renowned universities, government agencies, and commercial enterprises to focus on the rapid development, testing
and commercialization of safe, reliable and lightweight energy storage systems for defense and commercial customers.
