NOTICE IS HEREBY GIVEN THAT THE ONE HUNDRED AND THIRTEENTH ANNUAL GENERAL MEETING OF WESTERN PROVINCE BOWLS WILL BE HELD IN THE HALL OF
PINELANDS BOWLING CLUB, ST STEPHEN’S ROAD, PINELANDS ON SATURDAY 17TH AUGUST 2019 AT 09H30.
NOTE:
In terms of Clause 6.8.5 of the Association's Constitution a Member of any Member Club and representatives of the Press and Media shall be admitted to all Meetings of the Council (save where the Council shall move into Committee) but shall not participate in the business of the meeting nor be entitled to vote.
NOTE:
The Members of the Clubs referred to in the foregoing and elsewhere in the report and Notices of Motion and Recommendations by the Executive shall mean Bona Fide Members who shall be those who are either Life Members, Honorary Life Members with full privileges, Ordinary members liable for full subscriptions or Junior members. Members in default with any Club, Honorary Members, Country Members or any Members of similar status, whatever their designation, shall not be considered Bona Fide.

12. Motions for changes to the WPB Constitution as set out below:
12.1 Refer 5.6: Each Member Club shall maintain correct Minutes and Account Books and
shall submit to the Association by not later than the 1st September in each year, a true copy
of its Annual Report and Accounts for the immediately preceding financial year and a list of
its Office Bearers for the ensuing year. The word AUDITED will be removed from the
clause.
12.2 Refer 14: Point 14 – A new clause 14.7.1 shall be added, taken from the BSA
Constitution, which will state the following: An individual who participates in a game of bowls
at an affiliated club on a regular basis, whether socially or otherwise, for a period exceeding
three months shall be regarded as a bona fide member of that club and is liable to pay
subscriptions and shall become a registered member of Bowls South Africa through their
district.

Clause 7 The Executive Committee as per the Constitution
7.1 Composition
7.1.1 The Executive shall consist of nine members, three of whom shall be elected
President, Vice-President and Treasurer respectively.
7.1.2 At least two of the members shall be of the opposite gender and no Club shall have
more than two members on the Executive.
7.1.3 All of the above shall be elected by Council at an Annual General Meeting or
adjourned Annual General Meeting.
71.4 The Executive shall be elected for a period of 2 years after which the procedure as
prescribed in paragraph 7.2 of the Constitution will be effective.

5 Record Obituaries for the year
The President stated that that there had been 31 affiliated members who had passed on
during the Period 1 July 2017 - 30 June 2018. These were recorded in the Annual Report of
which the delegates were in receipt of and had been acknowledged in the previous Council
meeting. Council stood for a minute’s silence.
The President requested that all clubs please inform our District office immediately of the
passing of any of their members to ensure that the records be kept up to date.
6 Address by Mark Gibbs, Director of Personal Trust
Mark Gibbs of Personal Trust thanked WP for giving them the privilege of sponsoring WP and are proud and felt confident with their professionalism and transparency in the communications. He further was happy to state that they have renewed their commitment to sponsor WP Bowls and also the All Cape. Thanked clubs for their commitment and for displaying their A5 leaflets and thanking them as sponsors at all our competitions. He also stated that it was indeed exciting to have Taz Bright on board with the main focus on increasing membership. He hoped that all clubs could share their best practice and made reference

to Gardens and Outeniqua. He once again stressed the importance that bowls needs sponsors and that sponsors need the bowlers. The President, Graeme Kemp thanked them for their commitment and was pleased to say that Personal Trust is the only bowls sponsor to have secured a 10 year sponsorship so far and thanked members and clubs for their support.
7 Address by Elton Davids, Chairman of Cape Town Sport Council
Elton Davids, Chairman of the Cape Town Sport Council, thanked the President for the invite to talk to the Council and said that he attends all the sports meetings in the WC and is extremely pleased with Bowls as they attend all the Workshops and are indeed in good standing with the Sport Council. Elton Davids shared the statistics and funds available from Lotto with 5% of the 45million being allocated to Sport and urged all clubs to make use of this opportunity in order to improve their facilities, whether it was for boreholes, greens, transport for leagues, disability equipment but to name but a few of the categories to apply for. He further stated that there is no longer a closing date and clubs could apply every year. Meadowridge confirmed that they had followed all the procedures and requirements and yet were awarded a considerably lower amount than applied for and Elton said he is happy to investigate this on their behalf. Clubs having a lease, need to get permission from the Lessor if any permanent changes/structures are going to be made. Various clubs also stressed their concerns that they have not been rewarded any funding and Elton invited those clubs to direct their queries to him. Elton further informed Council of the Provincial Government funding for Capacity Building, Transformation and Development which bowls currently do apply for. He confirmed that that WP Bowls can apply for Major Event funding and also for any SA representative up to 8K provided they supply a letter to SASCOC. 8 Address by Taz Bright, WPB Marketing & Membership Manager
There are currently three main tiers to the new position created by WPB. Firstly, there is the Schools Development Project. The goal of this initiative is to create awareness of the sport in our Western Cape Schools. As schools are already in their third quarter, timetables have been established and routines set for the current year. However, communication links have been established with various schools and correspondence has been positive so far. Once up and running, a blue print will be presented to all clubs. Secondly, we are working on the Business League Project. This will aim at increasing membership and promoting the sport to all. Thirdly, there will be a focus on the marketing of bowls via various media platforms.
8.1 There were various questions from the floor with regards the size of the bowls for the Youth
and suggestions were made to get Taylors to sponsor larger sizes for the U19 as the 00’s too light. It was also confirmed that the resizing of bowls is on-going and it was stated that the brown bowls were better to reduce as opposed to the black one and clubs are to bear this in mind.
8.2 Fish Hoek questioned as to what the clubs approach to schools must be and Taz confirmed that once a blue print is available, this will be presented to clubs.
8.3 It was also confirmed that another 30 sets have been applied for from the Lotto 8.4 It was also confirmed that scholars or students studying are exempt from BSA & WP affiliation
fees and clubs decide on what their fees are. 8.5 The President took this opportunity to thank and congratulate Strand BC on their recent inter-

12 To present recommendations of the Executive: 12.1 BSA Motions for AGM as well as the SA Nationals The following BSA motions were tabled and agreed to as follows:
7.1 To increase affiliation fees due to Bowls SA for each member from 1 January 2019 to R 225 p.a. VAT inclusive. This represents a 4.7 % increase. ACCEPTED
MOTIVATION The financial stability of the Federation allows the Executive to propose an increase well below CPI. This increase also takes account of the effect of an increase in VAT.
7.2 To allow the Executive to make appropriate transfers from the General Reserve account to such funds as is necessary to fulfil the strategic goals of the Federation. ACCEPTED
MOTIVATION The core objective of Bowls SA is to develop and promote the sport of bowls. The Executive annually prepares a strategic plan to achieve these goals. Funding thereof can be inhibited in terms of the support from institutions such as Lotto and therefore in light of the funds accumulated over a period of time a request is made to be able to utilise such funds in accordance with strategic planning. The Executive will account to Council as to the funds transferred and the projects against which they have been utilised.
7.3 JBA propose that the number of ends to be played in future Inter-District tournaments
be reduced to 15 ends for all games. LEAVE AS IS MOTIVATION
Falls in line with the International tournament format.
Only 2 or 3 days leave required by participants instead of 5 days.
Reduces the accommodation costs for districts by 40 to 50 percent. 7.4 JBA propose that the item GENERAL on the agenda in all future Bowls South Africa workshops be allowed to accommodate a general discussion by the districts. ACCEPTED
MOTIVATION JBA believes that this is the forum for Districts to debate and resolve bowls issues of concern.
12.2 The President proposed that the green fees / tea money would remain at R25.
12.3 A proposed increase of R10 (R175) onto the WPB Affiliation Fees was unanimously
accepted.
12.4 BSA affiliation fee is to be increased by R10.00 (R225). This is to be confirmed at their
AGM.
12.5 A proposal was made to increase the levy of the ID selected players of the Open, B &
Veterans to R2 000 and to introduce a R1 000 for the U30’s selected players for the new
season.

for their support and sacrifices made in the line of their particular duties for the District.
13 The Auditors Reports were presented by Michael Higgins, the Treasurer. To consider and if approved, adopt: 13.1 The 2018- 2019 Budget
We have budgeted for all the competitions being held in the new season and also for a slight increase in membership as well as the R10.00 in WPB levy giving us a Trade Income of R772,870 which is some R71,320 up on last year. We need to show our appreciation again to Personal Trust as they have agreed to renew their sponsorship and have in fact increased it by an additional R10,000 to R135,000. Again please show your appreciation for Personal Trust and Mark Gibbs for this really generous sponsorship and bear in mind that they also agreed to the R35,000 balance of prize money being carried forward. We also anticipate a slight increase in Interest which gives Total Income of R982,870 being R83,144 higher than last year. Expenses generally have been increased by an inflation factor or decreased using prior period knowledge. Points of note are the decrease in consulting fees of nearly R25,000, the Inter District expenses being some R20,000 lower as the ‘B’ ID’s are in Cape Town. All Competitions are expected to be held so the Prize money has increased, salaries were increased as were Printing Expenses. Overall the Expenses were budgeted at R982,870 giving us a ‘Break Even’ Budget. As you are aware we have appointed a M & M Manger and as promised there will be no additional cost to Clubs. You can see from the breakdown this will be funded using the R35,000 Personal Trust carryover, R72,576 being part of the Lotto balance for Coaching & Development and R87,424 from the WPB Development fund.
13.2 The Audited “WPB” Financial Statements for the year 01 July 2017 – 30 June 2018 Unfortunately I cannot present the audited financials as they have not been returned from the auditors, in spite of them starting on 9
th July – very disappointing.
We will present the audited accounts at the next Council meeting. I will go through the estimated Income Statement as we have it and the final accounts should not be too far from these. The Men’s & Ladies Competitions were below budget by R42,350 offset by a slightly higher income from the Mixed Competitions. Members subs and levies were higher as a result of membership being higher than budget. The Trade Income of R701,550 was some R23,355 below budget. Other Income of R198,176 was slightly below budget by R381 giving Total Income of R899,726 – R23,736 below budget. On the Expenses, we have overspends on DCAS Capacity Building of R12,388, mainly as a result of the Level 1 Markers course and the Coaches course as well as purchasing Coaching manuals. Admin costs of R6,281 was a result of having to purchases a new Pastel Accounting package but the Transformation was the largest overspend due to Envar Buys tournament, U15 tournaments in Beaufort West as well as Bloemfontein. The Audit fee was higher than anticipated and an Accrual has been taken. The Inter District expenses are higher than budget as a result of purchasing new kit. This was arranged prior to cancellation of the various competitions otherwise it would have been put on hold. Salaries are higher as a result of paying out overtime, which was not budgeted. The Masters was only partially sponsored this year by Distell by an amount of R15,000 and the yearbook printing expenses were higher due to lack of advertising. The above were offset by savings on Consulting fees, Insurance, which was phasing, prizes R34,937, Savings by the Standing Committees of R26,712, Printing & Stationery and the Website.

The total Expenses of R938,343 were some R14,881 higher than budget which resulted in a loss for the year of R38,617 plus the Accrual of the R35,000 which was not used for prizes. Mark Gibbs has told us that we do not need to repay this and we can use the money to offset some expenses on the Marketing & Marketing programme. We owe Personal Trust a real debt of gratitude for all their sponsorship. Can we have a huge round of applause for Personal Trust and Mark Gibbs. Many thanks again Mark. Increase in fees for WPB of R10 and a mandate for Graeme Kemp to vote for the BSA increase, which also equates to R10. Proposed by Somerset West and Seconded by Bergvliet
13.3 To elect an Auditor and approve the fee for the past audit It was mentioned that the service and poor quality offered us by the current auditors is unacceptable and it was proposed to find new auditors which will be tabled at the next Council Meeting. All delegates in favour of this proposal.
14 Motions for changes to the WPB Constitution as set out below:
7 THE EXECUTIVE COMMITTEE 7.1 Composition 7.1.4 The executive shall be elected for a period of 2 years after which the procedure as prescribed in Paragraph 7.2 of this constitution will be effective. 7.1.5 If a position becomes vacant on the executive through any of the reasons as stated in paragraph 7.2.4, the executive may co-opt another member in such position for the rest of the term. 7.2 Nomination for Election 7.2.1 Nominations shall be made by the Member’s Club where he has paid his Bowls South Africa and WP levies, and shall be in writing on the official Association nomination form, together with the written acceptance of the nominee, which shall be lodged with the Association on or before the first day of July of every alternative year. 7.2.2.1 The member/s nominated for the position of President must have served at least two terms (4 Years) on the current Executive. Where no candidate[s] is/are available, Council can prevail upon the incumbent to remain for a further period of not more than one term (2 Years) at a time. 7.2.2.2 The members/s nominated for the position of Vice President must have served at least one term (2 Years) on the current Executive. Where no candidate[s] is/are available, Council can prevail upon the incumbent to remain for a further period of not more than one term (2 Years) at a time. 7.2.2.3 The term of office for a President shall not be longer than two consecutive terms. (4 Years) Where no candidate/s is/are available, Council can prevail upon the incumbent to remain for a further period of one term (2 Years) at a time. CHANGES TO BYE-LAWS 11 Standing Committee – Selectors 11.1 The Executive shall appoint separate Standing Committee for Selectors, Men & Women, consisting of five members each, from different clubs; those appointed should preferably have played at Inter-District level as a minimum requirement and shall not be available for selection in any Inter-District side. 11.1.1 The Selectors may be announced prior to the scheduled AGM and this only in the instance where a full compliment of nominations and no more (5 ladies and 5 men) has been received by WP Bowls by the closing date of the 1
st July.
11.12 Committees shall select squads for each of the following: Open Inter-District Side B Inter-District Side Veterans Inter-District Side U30 Inter-District Side 11.15 The Selection Standing Committee members, both Men and Women, appointed by the Executive (Clause 1.1) shall not make themselves available for selection for the events described in clauses 11.3, 11.4 and 11.5 above. 12 Standing Committee – Provincial Bowlers (Disa’s) 12.1 The Executive shall appoint a Provincial Bowlers Standing Committee, consisting of three of the current executive committee. 12.2 The Chairperson of this Standing Committee shall be one of the three members. 15. Standing Committee - Youth Bowls 15.1 The Executive shall appoint a Youth Bowls Standing Committee consisting of three members and with one of these members being appointed as Convenor. This Committee will be responsible for the following: 15.1.1 To select the U15 & U20 teams to take part in the National Championships with the final approval of the Executive.

15.1.2 Arrange fundraising events and source sponsors to assist in covering the costs of all Tournaments. 15.2 The selection of the U30 team/s will be done by the Selectors Standing Committee and approved by the Executive. 15.3 The Executive shall appoint managers to assist with the management of the selected sides.
ANNEXURE “D” SOUTH AFRICAN INSTITUTE FOR DRUG-FREE SPORT (SAIDS) COMPLIANCE Western Province Bowls shall accept and abide by the spirit and terms of the South African Institute for Drug-Free Sports (SAIDS) Anti-Doping Programme and the Anti-Doping Rules, including the application of its sanctions to individuals and shall respect the authority of and co-operate with SAIDS and the hearing bodies in all anti-doping matters which are not governed by the rules of the relevant International Federation.

EXECUTIVE COMMITTEE
The Executive Committee met eleven times during the year. Apart from the formal meetings, the Executive frequently took the opportunity to discuss ‘business’ when they met at the finals of the various Championships and elsewhere. Use of the telephone, fax and email also helped to assist the smooth running of the Association’s affairs.

WESTERN PROVINCE BOWLS PRESIDENT’S REPORT FOR 2018-2019
The official opening of the 2018/19 season was held at Edgemead Bowling Club on the 6th October 2018. The first bowl was bowled by Jo Peacock, former Springbok and Protea player. All invitees and delegates then enjoyed an afternoon of bowls followed by snacks prepared by members of Edgemead Bowling Club. SPONSORSHIP WP Bowls must express their thanks to our sponsors for their loyal support during the season. PERSONAL TRUST have made it possible for us to award prize money of R110 000.00 to successful competitors in WP Bowls district competitions. We would also like to thank DISTELL for their R20 000.00 prize money for the WP Masters. FINANCES We can report that the district finances are again reflecting very positive results and remain under the custodianship of Mike Higgins. The Department of Cultural Affairs & Sport funding has again allowed the district to address issues to Transformation, Capacity and Administration projects. Through James Littler and Wynberg Legacy Funds the district has again this year been able to supply financial assistance to various individual members from many clubs. We have not had to turn anyone away. MARKETING & MEMBERSHIP Membership stands at a total of 2 969 some 136 more members at the same time last year. With the employment of Taz Bright the development in school bowls has opened the sport to younger players. Approx 500 youngsters and school teachers have been introduced to bowls and more to come. Well done Taz - the first year has brought more to bowls than I thought it would. I am sure the next year or two will show even more improvement. Many districts are watching us closely. ACHIEVEMENTS Well done to the men and ladies selectors - you have all put in a lot of time and effort ensuring that the best players were selected to play for the district. Well done to the Men’s B side, Men’s Vets and Ladies Open for achieving bronze. Congratulations to all the prize winners of WP competitions. These achievements were celebrated at a gala evening at Pinelands BC on the 26
th July, 2019. This evening was enjoyed by all.
JUNIOR ACHIEVEMENTS The U20 A team achieved Bronze at the Inter Districts in March 2019. Let’s hope that next year the overall results will reflect that we are a province to be reckoned with. GREENS With the drought behind us most of the greens are back to normal and this is due to the hard work of the Green’s Committee and all the club’s green keepers. Well done to all of you. The machinery with the Lotto money continues to be extremely useful to all the clubs. COACHES The number of coaches has increased and they continue to run very successful coaching courses. Thanks to you all for the many hours you have put into bowls, without you help many new bowlers would not be so well equipped to start playing bowls. TECHNICAL OFFICIALS Not an easy job but a very necessary job – so thanks to all of you that have given up your time ensuring that the rules are interpreted correctly. A number of courses have been held and thereby bringing more technical officials on board. We certainly are going to need you all as we have a very challenging year ahead with the Men’s National and the All Cape which is being held in Cape Town in 2020. CONSLUSION There have been many changes this year and there are many more to come. All of this has been to help bowls to grow and improve membership. I shall not be naming anyone by name as I shall inevitably leave someone out. A big thank you to my executive, the ladies in the office, all standing committee members, all club committees and members for your support this year and I wish you and your respective clubs every success for the future and let’s keep the district flag flying high. STANDING COMMITTEES OF THE ASSOCIATION
COACHES
The season ran smoothly with no major problems. A successful Level 1 Coaches Course was conducted in
May 2019 and was held at Helderberg BC. All the necessary after course checks were carried out by our
mentor coaches and all those who took part in the course, were found to be progressing at an acceptable and
encouraging standard. They also made it known that they were happy with the way the course was
conducting and thereby giving them the knowledge and guidance which helped them progress in their
coaching.
After a meeting held at Pinelands BC which was organised by BSA representative Con Dixie, the committee in
co-ordination with Joel Roëbert, agreed to initiate the Zone Coaching project in our area. Central zone and
Helderberg Basin zone are still carrying out these coaching sessions on a monthly basis. Initially many
bowlers were interested but unfortunately as usual, numbers decreased over time due to dates clashing with
competitions, holidays and in my humble opinion, the usual inability to commit to long term programmes.
Those that remained are enjoying their sessions and my thanks go out to all coaches who have donated their
time. The Z-Squad sessions have now been taken over by Jenny Griffiths who also runs the coaching
sessions in the Central zone.

GREENS CARE
This committee met on 11 occasions during the 2018/2019 season. The focus this year was on improving communication between the Committee and the individual Clubs. In order to achieve this, we initiated a WhatsApp Group for Greenkeepers, provided a monthly newsletter that was distributed to Clubs, ran a very well-attended Q and A seminar at Oakdale Bowls Club, and invited GKPs to attend our monthly meetings. Each of the members of this Committee is responsible for the oversight of a small selected grouping of Clubs. In addition, we continue to carry out formal Annual Evaluations of all the Clubs. The objective of these evaluations is to identify areas of concern and to share ways in which these weaknesses may be overcome. The ratings of these Clubs are also intended to provide the WP Executive with information which might assist them in allocating WP and National events to the various Clubs. We are pleased to report that there has been considerable improvement in the standard of many of our Clubs over the past year. TERRY HEPWORTH CONVENOR
DEVELOPMENT (U15’s& U20’s)
The 2018/2019 year was another year of many achievements for the under 15’s as well as the under 20’s. At the Envar Buys Tournament WP Walked away with most of the Medals available. At the 2018 Inter District for juniors the Under 20 side brought home the Bronze medal. Four of our Junior Bowlers are also invited to play in the first ever junior Schools singles championship played in Worcester on 9

th August 2019.
As convenor of the Under 15 and Under 20 Bowls I would like to thank the Executive for their support and willingness to financially support our efforts in developing junior bowls. CHRISTO OLIVIER CONVENOR
MEN’S SELECTION
The men's selectors as a team worked well. We had a rigorous period of trial games, looking at both new talent and settled stalwarts with unbiased judgement. Unfortunately a few players were not available amongst others both the A side skips of last year. Nonetheless we picked the best sides available based on performances at trials. We continued to give new, younger talent a preference in composing the B side, but maybe less aggressively than last year. Both A side skips were new in that position, but in Adriaan and Joel, we had experience enough. The B side brought back Bronze, while the A side had one or two unlucky outcomes seeing them drop out of medal contention. I believe WP has the talent available to improve on our inter-districts record. I believe we should implement a provincial squad system where players with talent are identified during trials and then invited to the squad of settled experienced bowlers. Regular practices and coaching is a given, and players must commit to the system. This must be a continuous process with the final ID teams being named from this squad. Performance

at Trials has been too big a factor over the last two years, but at the same time, senior "record" players are also not putting enough effort into building a team. I wish the selectors for the new season the best of luck and seriously hope they implement some of the lessons learned in previous years. FRIKKIE PRETORIUS CONVENOR
LADIES SELECTION It’s hard to believe that the end of the 2019 season is upon us. During the season we had many good practices (trials) with ladies that were nominated by their clubs for the Provincial team. A concern or hindrance that we experienced is that they did not advise upfront of their preferred or strongest position played at club level. It therefore took a little longer to sort out the teams. Once we reduced the numbers down to a smaller group, we encountered the difficulty of then making the final selection – as they all deserved a place. Open Side: Performed very well and brought home the bronze! B-side: Pity we had to have a special meeting with these ladies, due to disrespectful messages sent to the selectors. This didn’t start the “season” off well. However, they seemed to get the message and played reasonably well to end 3
rd in the section.
Senior Side: Performance improves year on year and with the team ending 4th in their section. Perhaps it’s
time to look at picking a “younger” side. I would like to take the opportunity to thank Riva Myers, Pikkie Downing and Sandy Wehrli for all their time and effort during the period of selection and tournament. All the best to the new selection committee, I will be watching this space for fantastic results! GWEN REY CONVENOR
MEMBERSHIP & MARKETING
It has been a busy year for the M&M team; with new initiatives, fresh branding and an overall increase in bowls awareness. The future is looking bright! The year started with fresh branding of the WP Yearbook, new WP banners and a branding scheme behind all WP events, for example the Awards Gala. A monthly WP newsletter, the Mother City Toucher, was launched and we have just published our 10
th edition. Readership of the newsletters and on our social media, facebook
page increases monthly. This has not only improved awareness of the sport among non-bowlers and potential sponsors but also has improved communication between the office, clubs and its members. Last year a new competitive league was introduced to clubs in the district that have floodlights, namely the Premier League. Three clubs hosted the event and saw affiliated bowlers playing competitive bowls during the week after work and under lights. The long term goal of this initiative is to attract the working class age-group with a competitive league available to them other than on weekends. During the business league season, and thanks to the sponsorship from Zandvliet Wine Estate, nineteen of our clubs hosted social tournaments for non-affiliated players. These social leagues attracted 1370 people to the sport in our district alone. There was an extra incentive when a Business League semi-final was arranged with the top 11 out of 48 teams being invited to a Western Cape final in Bonnievale. This has turned our social leagues into something slightly more competitive to ultimately attract those individuals looking for a new competitive sport. These events created revenue for the clubs and a wonderful social environment for potential new members. A number of BSA initiatives have also originated from the WP M&M department. Last year November was Disability Month and during this time a number of clubs hosted events. One of the great success stories has been our bowls introduction to the Dominican School for the Deaf in Wynberg. Out of the pilot project we have signed up over 100 pupils and 6 teachers recently completed the Level A Coaching Course. Bowls is now a part of their sports curriculum. Then in February, many of our clubs supported the CANSA drive. BSA raised R200 000 overall. There was Bowls Awareness Month in March and marketing material is out for Women’s Month in August. Inroads have been made with Cape Town TV, initially by Allan Bennett and Anina Black. Hopefully we will see some bowls coverage in the future. A big thank must be extended to our WP M&M Committee for their dedication in attending meetings and driving the various projects in our district. I am looking forward to the year ahead with even more excitement and planning. TARYN BRIGHT CONVENOR

(PROVINCIAL) DISA BOWLERS
On the 27th of August 20I8 we had our first meeting with Gerrit van Milligen, Christo Olivier and Nina Painter and the first order of discussion was to review the original "Protea Constitution" and adjust to present day changes outlining the function of today's DISA Provincial Bowlers Association. Christo (Ollie) was to oversee the constitution. All past and present ID Bowlers were invited to the "Disa Association Revival Day” on the 4th of November 2018, at Bellville BC. 20 Disa bowlers pitched for a fun morning of bowls. Thereafter in an open discussion led by Gerrit, most present agreed that a Disa Association was feasible and could be beneficial. On the 14th of July 2019, the Gerry Benson was held at the Helderberg BC being supported with 24 Teams of 4 players each. Each team had to include an under 20 or Novice bowler which the rest of the team sponsored. R6 605.00 was raised. Taz Bright ran the day with great success and with Gerrit van Milligen assisting her. SAIDS were present to give a talk on their role towards Drug Free Sport. Hopefully the new bowling season of 2020 fosters a more meaningful and spontaneous support for the Disa Association. TECHNICAL
The Technical Officials this year worked together to resolve all their and Western Province requirements for the season. Bob Standen took over as convenor from Helen Edwards and without the support from Helen would surely have been left floundering. I must thank Helen for all her assistance and input. Bob was also appointed to the Technical Officials Standing Committee for BSA. Our season hit a complication with the Western Province Masters due to misunderstandings with the Executive. My thanks to the Western Province Secretary’s Office for the assistance they created to set the matters right. In the end the combined efforts of the Executive and the standing committee members led to a satisfactory conclusion to a well-run event. The Standing Committee officiated at all subsequent semi-final and finals of all Western Province competitions and my thanks to my committee members for their willingness to support the days where our expertise was required. During March we held the Inter-Districts “B” Open event here in Cape Town with the main venues being Durbanville, Somerset West, WP Cricket Club and Bergvliet. To all the supporters of the Technical Committee a big thank you for your assistance. Without your support we could not have run the event. It was made more difficult that the event was a week long and many of those that could have assisted were committed to the workplace. In the end it was a super effort by all to run a very prestigious event. The need for the Standing Committee is not just to officiate at finals days and the largest part of our involvement is relative to the courses we provide to produce new markers, Level 1 and Level 2 Technical Officials. In the past there was an expectation that we would find ways to pass every candidate but this has now come to an end. The message from BSA is to provide quality not quantity when it comes to producing satisfactory members to these posts. The work has changed little but the standard of expectation from the tests has risen and creates a need for all candidates to study beforehand and follow the course closely. Courses this year for Markers and Level 1 Technical Officials were run at Jaggers, Kraaifontein and Gordon’s Bay. Congratulations to all who passed the test. BLIND BOWLERS (PENINSULA REGION) Peninsula Blind Bowlers, based at Jaggers Bowls Club, remain as the strongest “ Blindie “ bowls club in the country . They returned home from the National Championships held in Ekurhuleni, winning the team trophy for the 8
th time in its 13 year history.
Peninsula have 16 Blind / partially sighted bowlers that play at Jaggers on Saturday mornings. We, like all clubs / groups of visually impaired bowlers, require additional help as directors guiding our bowlers! Please come and join us for 2 hours or so on Saturdays - Contact Princess on 084 9000 111. Roy Peters (Bellville), Princess Schroeder and I (Jaggers) recently returned from a friendly International in Israel, played against players from NZ, Australia, England, Scotland, N Ireland and Israel. Roy returned home with Gold in the Mixed Trips and Gold in the B4 Mixed Pairs, whilst Princess and I achieved Silver in the Ladies B3 Singles and Gold in the B3 Mixed Pairs. South Africa has been invited to the IBD World Champs scheduled in NZ in November 2020 and the IBBA World championships in Australia in March 2021.
