February 2014Comprehensive Economic Development Strategy (CEDS)

Required for designation as an Economic Development District (EDD)

Basis for the WNDD is the 2012 Stronger Economies Together (SET) project

CEDS contains nine Goals:

Capacity Building Goals: Access To Capital Communication and Networking Infrastructure Improvement Workforce Development

Regional Economic Sector Goals: Agribusiness Energy Manufacturing Tourism Transportation/Logistics

SET - Capacity Building Goals

• Access to Capital – Increase the access to financial capital that is available for the development and expansion of business throughout the region

• Communication and Networking – Improve communication between government, business, and the general community on what is needed to implement sustainable growth

• Infrastructure Improvement – Increase improvements and investments in infrastructure, transportation, water, wastewater systems and broadband to make the region more business ready and to attract, retain, and expand business

• Workforce Development – Increase knowledge and understanding of existing worker skills, knowledge and experience, and present and future business workforce needs across the WNDD region. Develop a workforce that is well educated and with the appropriate skills to meet the demands of businesses today and in the future, per the sectors identified as important to the region.

February 2014SET – Regional Economic Sector Goals

• Agribusiness – Increase the production, processing, local consumption, and export of food products such as produce, fish, and milk and dairy products, from farming and value added activities within the region.

• Energy – Expand the production and use of alternative/clean energy within the region and increase the export of such energy outside the region and across state lines. Continue the development of the clean energy research, innovation, and consulting services and export such services.

• Manufacturing – Increase manufacturing capacity and output across the WNDD region.

• Tourism – Create a world class destination for state, national, and international visitors that highlights the cultural, recreational, and entertainment amenities of the region.

• Transportation/Logistics – Increase the reputation and knowledge of the region as a location for logistical efficiency and as an effective transportation hub.

SET / CEDS Work Group Activities –

Agribusiness – received $5,000 grant from Southern Rural Development Center, Mississippi State University

Will work with Washoe County Food Bank to develop a regulatory food map for the region.

Used by small producers to know requirements for selling locally grown foods and food products in the region.

Communications and Networking – WNDD received $25,000 USDA RBEG grant to implement a Buy Local Northern Nevada web site.

Web site is: buylocalruralnv.comLocally owned regional businesses can have a free listing to encourage buying locally.

SET / CEDS Work Group Activities – (cont.)

Access To Capital – WNDD received $20,518 USDA RBEG grant to establish the WNDD Revolving Loan Fund

1st Loan approved November 2013, $5,000 for equipment to borrower in Yerington

WNDD RLF received additional funding through City of Fernley CDBG Rural Economic Development Fund (REDF) grant awarded July 1, 2013.

Energy – Awarded $5,000 by Nevada Governor’s Office of Energy to produce on-site videos of practical application of alternative energy, videos to be placed on Facebook and Youtube.

Plan to involve local school district media programs in this effort.

Investing In Manufacturing Communities Partnership (IMCP)

The U.S. Economic Development Administration (EDA) will designate up to 12 communities in the U.S. as “manufacturing communities”.

There is an advanced manufacturing base in the WNDD region, concentrated in Washoe, Carson City, Douglas, and western Lyon Counties.

Advanced manufacturing firms will support the un-manned autonomous systems (UAS) in Nevada.

UAS will be an emerging economic sector in the region.

UNR created a UAS minor

UNR and DRI have been working with UAS

UAS is in some of the newest logistics operations in the region
