The annual Parent and Family Weekend is a great time for WKU parents and families to meet fellow parents, WKU students, as well as WKU faculty and staff. I specifically invite you to join us for our annual Festival on the Green on Saturday, Sept. 21, at 3:30 p.m. on the South Lawn, in front of the Raymond B. Preston Health and Activities Center. There will be great food, music, and fellowship for all to enjoy. Please make plans to attend the football game at 6 p.m. as WKU welcomes the Bears of Morgan State to Houchens Industries-L.T. Smith Stadium. Ticket information is included in this mailer. Please return the reservation form on page 7 or register online at www.wku.edu/pfw to ensure an accurate count for the 3:30 p.m. meal.

The WKU Parents’ Advisory Council is a group of leaders, which includes parents of a wide range of WKU students. They have planned a grand weekend for you, so it is important that we hear from you and get acquainted with as many WKU parents, and brothers and sisters, as possible. The

Parents’ Advisory Council, as well as our faculty and staff, seek to ensure the best quality of life for our students. We have had two sons, a daughter-in-law, two nephews and a niece graduate from WKU in recent years, so we know how important family is to our students. We want to get to know you and your family. Bowling Green is Kentucky’s third-largest city, with a population of more than 60,000, and the heart of the Southcentral Kentucky region that 215,000 people call home.

The city is an old one, founded in 1798 near what is now the picturesque Fountain Square Park in downtown Bowling Green.

It was from this city that Western Kentucky University came to be. In 1906, Dr. Henry Hardin Cherry’s Southern Normal School was the foundation that the Commonwealth of Kentucky used to create the Western Kentucky State Normal School, a teacher-training institution. It eventually grew into Western Kentucky State College and, in 1966, Western Kentucky University.

Bowling Green is best known, of course, as the home of WKU. But it’s also home of the only place in the world where General Motors builds the Corvette sports car. Other major businesses include The Medical Center, Fruit of the Loom, Sun Products and Houchens Industries.

The city has a rich history, and its location has been key to its growth. Steamboat commerce on the nearby Barren River was pivotal in the city’s early years, and in 1859 the Louisville & Nashville Roadroad came through town, connecting Bowling Green to markets in the North and South. And while the city declared itself neutral during the

Civil War, both the Union and Confederate armies sought to control the city because of its location. It was named the Confederate capital of Kentucky

in 1861, though Union troops took control of the city just a few months later, in 1862.

Today, Bowling Green is undergoing a renaissance. Its growth over the past decade pushed it into being the No. 3 city in the state, and its job growth has led the Commonwealth.

The city’s core also is showing growth, with redevelopment downtown and new construction at WKU steadily moving those two areas closer together.

Bobby Petrino• Head Coach• Helena, Mont.Petrino enters 2013 with a 75-26 coaching record, seven bowl appearances, including 2007 BCS Orange Bowl and 2011 BCS Sugar Bowl

Antonio Andrews• Senior• Running Back• Fort Campbell, Ky.In 2012, Andrews led the nation in all-purpose yards with 3,161, making it the most in school history and second in college football history behind 1988 Heisman Trophy winner Barry Sanders.

Andrew Jackson• Senior• Linebacker• Lakeland, Fla.Jackson was named the 2013 Sun Belt Conference Preseason Defensive Player of the Year after leading WKU last season in tackles (122), and forced fumbles (4).

2013 WKU Football Schedule/Tailgating Information



Everyone’s favorite Hilltopper was actually created by WKU student Ralph Carey (‘80). Since then, Big Red has been named one of USA Today’s Top Mascots and frequently appears on the annual Capital One All-America Mascot Team. Big Red was inducted into the Mascot Hall of Fame in 2007, one of seven college mascots now in the hall. Big Red is one of the most well known college mascots in the nation. WKU students can find him at athletic events and games dancing, eating people’s heads (for fun!) and being his jolly ol’ self.

It began innocently enough as a cloth to wipe off sweat. It became a trademark of Edgar Allan Diddle, one of the nation’s most successful basketball coaches. Now it is the symbol of athletic tradition at WKU. Diddle clutched the red towel through 1,062 Hilltopper basketball games - 759 of them victories. Like most legends, this one can’t be traced back to the beginning. The stories are as numerous as the storytellers. Each can vividly recall how the red towel got its start. But each version varies just enough to give the proper mystique to the legend.

Located in the Student Success Center within the Downing Student Union (DSU), the AARC provides a wide range of academic services to undergraduate WKU students to support their academic journey.

Billings and ReceivablesBillings and Receivables Office handles all

tuition and fee payments for students.WKU offers payment plans through our

partnership with Tuition Management Systems (TMS). For the Fall 2013 semester, we will offer the following interest-free semester payment plans:

E-BillsAll billing is electronic, with students receiving

account statements through their WKU email address. Students can add a billing email address to their account so they can have their statements sent to another email address in addition to their WKU email address. The process of setting up a billing email address is easy:

The ONLY way to select your university refund preference.

WKU has partnered with Higher One, a financial services company that specializes in

student refund services. All refunds are disbursed through the WKU Debit Card. Refunds are delivered to students by the option that they choose when activating the WKU Debit Card:

WKU Student Publications: College Heights Herald and the Talisman

The College Heights Herald is published twice weekly in print throughout the academic year to inform students of campus news and activities and to provide a forum for issues of interest to the WKU community.

The Herald, which was launched in 1925, is student-run and continues to win national awards every year. The Herald’s web site, WKUHERALD.com, is updated continuously, including when the print edition is not publishing. The free WKUHERALD mobile apps are available for the iOS and Android platforms.

The Talisman, the official yearbook at WKU since 1924, documents the academic year through the eyes of students. The Talisman showcases award-winning photography, writing and design from WKU’s student journalists and is recognized as one of the best yearbooks in the nation. Health ServicesHealth Services is a full service primary care

center dedicated to providing the WKU campus community with quality medical care and health promotion services. Services include physician and nurse practitioner office visits, psychiatric mental health, women’s and men’s health, ECG, laboratory, x-ray, allergy shots, immunizations, pharmaceutical dispensary, STI testing/treatment, contraceptives, international travel clinic, physicals, colposcopy services, occupational health, and health education and wellness services.

Our services are provided based on a fee-for-service schedule. Patients are encouraged to have a current copy of their health insurance card, photo ID, and applicable co-pay when checking in.

To purchase student health insurance, please contact the billing coordinator at Health Services at 745-5034 or email: [email protected]. As a courtesy, we will file insurance when appropriate or bill the patient directly.

We are currently unable to accept Medicare, Medicaid or any State Medicaid Insurance Plan. During the fall/spring semester we are open Monday - Thursday, 8 a.m. - 4:30 p.m. and Friday, 10 a.m. - 4:30 p.m. During the summer we follow the University hours of operation.

Intramural-Recreational SportsThe Department of Intramural-Recreational

Activities Center houses 6 basketball/volleyball/badminton courts, 6 racquetball courts, 2 indoor tennis courts, a swimming pool, a fitness center, a suspended indoor running track, a dance studio, separate faculty/staff and student locker rooms, multipurpose room, a smart class room, a Health and Fitness Lab, an Outdoor Recreation and Adventure Center, a pro-shop, a bike repair shop, and the Intramural-Recreational Sports Office.

Preston Center membership fees for all full-time students are included in their tuition during the fall and spring semesters.

The Hattie L. Preston Intramural Sports Complex is located two miles from campus on the corner of Campbell Lane and Industrial Drive. This 24-acre facility accommodates four ASA regulation softball fields, seven NIRSA flag football fields, two regulation NCAA soccer fields, two NCAA Lacrosse fields, and one USA Rugby regulation rugby pitch.

The Health & Fitness Lab, located in the Preston Center, provides fitness, massage and consultation services to WKU students, WKU faculty and staff and community members. Other programs offered are personal training, massage therapy and instructional programs such as boot camp, and various fitness certifications and workshops.(A separate fee is required for these services)

The Outdoor Recreation Adventure Center (ORAC) at WKU offers a variety of outdoor programs for the University community for a minimal cost. Student Wellness ProgramA great way to stay healthy and to relieve stress

Lost River CaveThe Cave Boat Tour begins with a leisurely stroll in the valley as

your guide shares the tale of the blue hole and disappearing Civil War soldiers. When you arrive at the massive cave entrance, prepare to board Kentucky’s only underground boat tour.

Duck your head for just a moment as you glide under the famous wishing rock. Touch the cool limestone ceiling before the passage opens into a cathedral-like cavern. Sturdy shoes are recommended. For individuals with or without disabilities who would prefer to experience the cave tour above ground, free audio-visual materials are available at the Visitors Center.

The Symphony at WKUThe Symphony at WKU will open its 2013-14 season on Friday, Sept.

20, with a 7:30 p.m. classical jazz concert at Van Meter Hall auditorium on the WKU campus. The concert will feature Willis Delony on piano and will showcase selections from Ellington and Gershwin. The Symphony at WKU was founded in 1908 and is conducted by Dr. William Scott, who came to WKU in 2003 as the Baker Professor of Music and music director for the symphony. WKU’s budget staff is moving for-ward now that decisions have been made regarding budget cuts for the coming fi scal year.

The cuts were announced in an email from President Ransdell on Wednesday.

Ann Mead, vice president for Finance and Administration, said in an email that “no budget reduction, small or large, is easy.”

“After a series of budget reductions, our choices of where to make cuts,

given a goal to protect positions, have become even more lim-

ited,” she said. “Administrative council discussed proposed

budget reductions and recognized that there

are pros and cons to each of the re-ductions. However, as a package of re-ductions, it’s a reasonable response to our fi nancial challenges.”

She said she believes these cuts are fi nal.

Mead also said they tried to present the cuts in a straightforward manner.

“What may not be as clear is in some circumstances funding for a specifi c program or activity is being reduced, but that doesn’t necessarily trans-late to a reduction in the program or activity,” she said.

Approximately 91 percent of the budget reductions have been identifi ed and will be implemented

The university budget cuts announced on Wednesday are affecting various departments and programs on campus, and the Student Gov-ernment Association, Campus Activities Board and leadership programs are no exception.

These three groups usually get an automatic budget increase, due to the Higher Education Price Index (HEPI), an infl ation index that calcu-lates potential fi nancial waste at colleges.

Charley Pride, director of Student Activities and SGA’s adviser, said now the programs won’t be getting those increases. This will save the uni-versity $8,000.

Less than 24 hours after news broke about the $93,000 in reductions to the Talisman yearbook budget, students took action.

Tweets bearing the #SavetheTalisman hashtag have been sent at a breakneck pace, while the Save The Talisman Facebook page totals 261 likes as of Thursday night.

The Talisman’s operating budget has been slashed as part of the more than 2 million dollars cut in WKU’s proposed budget.

Charlotte Turtle, current Talisman adviser, said the students have dictated the movement.

Regents OK land purchase, discuss CPE’s tuition decision

The Council on Postsecondary Education’s decision to cap the in-state, undergraduate and face-to-face student tuition increase at 3 percent was a point of discussion at last Fri-day’s Board of Regents meeting.

At the meeting, President Gary Ransdell dis-cussed the roughly $2.5 million defi cit this 3 percent cap presents. After the meeting, he said this is the only discussion he’s had with the board about it. “I think the board is looking to me and our administration to address the budget reduc-tion in a thoughtful way,” he said. The board authorized the purchase of 1580 Normal Drive for $240,000 to make way for the future Honors College and International Building. They also approved the authority of the uni-versity to procure property at 1590 Normal Drive, including the use of eminent domain if necessary at the meeting. These two pieces of property are currently the Chi Omega sorority house and an apart-ment complex, Ransdell said. “The board affi rmed that that is the pre-ferred site and then endorsed the acquisition of both pieces of property,” he said. Faculty Regent Patti Minter and Student Re-gent Cory Dodds voted against these approv-als. Minter said one of the disappointing things about the CPE’s decision to cap tuition is that it forces some hard choices. “But the other thing that bothers me after the Board of Regents meeting on Friday is that at the same time that we’re talking about cuts because we didn’t get our 5 percent tuition in-crease, at the very same time we’re purchasing more property and we’re getting ready to ini-tiate a taking of property by eminent domain to build an Honors College and International Center that while it is defi nitely a want, it is absolutely not a need,” Minter said. To build the $22 million Honors College and International Center, WKU has to sell agency bonds, which means that the university will be paying off the debt on the building, not the state. Minter said this is something WKU can’t afford right now. “So the CPE’s decision not to give us 5 per-cent has tremendous repercussions for this campus, but it’s also going to force us to think very carefully about every dollar we spend,

It took 10 years for it to happen, but a WKU play-er’s name was called dur-ing the 2013 NFL Draft over the weekend.

Defensive end Quanter-us Smith was selected by the Denver Broncos in the fi fth round with pick No. 146.

Smith became the fi rst Topper since Jeremi Johnson in 2003 to be drafted. Johnson was a fourth-round pick by the Cincinnati Bengals.

Although Smith was the only one of the 254 play-

ers selected in the draft, former Topper tight end Jack Doyle and offensive linemen Adam Smith also landed shots to make an NFL roster.

Doyle agreed to sign as an unrestricted free agent with the Tennessee Titans just minutes after the draft concluded Sat-urday night. Adam Smith received his call Sunday morning from the Tampa Bay Buccaneers.

Doyle won’t move far from WKU — the Titans’ facilities are located in Nashville, just an hour south of Bowling Green.
