Welcome to Western International University Associate ProgramsWestern International University (WIU) is a private university with some very uniquecharacteristics. The majority of WIU’s students are working adults who thrive on thestrength of our educational programs while appreciating the flexibility and convenienceof our course schedules and services.

Recognizing the importance of flexibility to our freshman and sophomore students, WIUestablished Western International University Associate Programs (WIUAP), an onlinecollege specializing in meeting the unique needs of those who are just beginning theirpostsecondary education. Offering only associate degrees, WIUAP’s courses are conductedin an online asynchronous learning environment. This modality provides students withthe opportunity to interact with faculty members and other students from around theworld as they develop their own critical-thinking, research and writing skills. Courseclassrooms are available 24 hours a day, 7 days a week in nine-week sessions so studentscan continue to work and attend to personal obligations while earning their degrees.High levels of interaction and easy access to WIUAP faculty members uniquely tailor theacademic experience for each student.

WIUAP faculty members hold advanced degrees in their teaching fields and havecompleted a training program to enable them to teach students in the online modality.As part of earning an associate degree from WIU, students can acquire not onlydiscipline-specific knowledge, but also college skills that can help prepare them for abachelor’s degree program. Students learn as they participate with faculty members andthe other students in the online classroom. They share information from class readings,discussion questions and feedback from faculty members. Students demonstrate theirlearning through individual quizzes, tests, papers, projects and presentations. Studentswith no previous college credits can earn their associate degree in as few as 20 months.Western International University is part of Apollo Group, Inc., a leading provider ofquality educational programs for working students. Western International University (WIU) was founded in1978 as a private, non-profit institution and regionallyaccredited in 1980. In 1995, WIU was acquired by ApolloGroup, Inc. and became a for-profit subsidiary of one ofthe leading educational corporations in the United States.

WIU is headquartered in Arizona, the Grand Canyon state.WIU’s main campus is conveniently located adjacent tothe Black Canyon Highway in northwest Phoenix.Additional campuses in the Phoenix metro area aresituated in the East Valley communities of Chandler and

Scottsdale, and the West Valley community of Peoria. TheSouthern Arizona campus is located on the Fort Huachuca ArmyPost in Sierra Vista. Campus classrooms are designed toencourage student and faculty member interaction anddiscussion. In addition to campus programs, WesternInternational University provides onsite coursework at numerouscorporate and governmental teaching sites including: Salt RiverProject, Maricopa County, and the city of Tempe. WIU also offerscoursework in classrooms at affiliate campuses in Delhi,India and Beijing, China.

Western International University Associate Programs isheadquartered in Phoenix, AZ. It was created to meet theunique needs of those who are new to post-secondaryeducation and educate them in an online modality. The onlineformat provides convenience and flexibility for students whoare working or busy. WIU associate degree programs aredesigned to prepare students for the workplace or subsequenteducational endeavors.

Students can study and complete their associate of arts degreein less than two years. WIUAP’s online and asynchronouslearning environment blends the latest technologicaladvancements with its innovative instructional model so

students can tailor their educational experiences. As part of thelearning model, students take two courses simultaneously fornine weeks, logging in to attend class at times most convenientto their schedule. Faculty members are available to assist studentsby providing timely feedback and coaching as needed. Thesefeatures maximize student learning and academic success.

Mission StatementWestern International University provides an educationalfoundation, including a focus on business and technology, thatis designed to prepare students for leadership in a dynamic,global marketplace.

Purposes1. To provide education programs to a student population that

includes domestic and international students.

3. To provide programs that meet educational needs identifiedby industry, government and other institutions of highereducation in communities served by the University.

As of April 2006 WIU associate programs contained in thiscatalog are no longer accepting applications for enrollment.Current students will be able to complete their associate degreeprogram through a teach-out of the degree program. WIUAP welcomes applications from all students qualified toachieve the University’s educational goals without regardto gender, race, creed, age, disability, national origin orreligious belief.

Because online coursework at WIUAP begins regularly,applications and registrations are accepted on an on-goingbasis. Please work with your enrollment representative toensure sufficient processing time of all application materials.

Students must complete all application requirementsbefore being considered for admitted status. All studentsapplying for admission to WIUAP have the responsibility ofsubmitting a complete and accurate application packageincluding all academic and professional credentials required.Applications to WIUAP are considered current for 12 monthsfrom the date of submission. Admission requirements must bemet within 12 months of application date. Should this not occur,students will be notified in writing and must reapply to continuethe admission process. Special consideration is given to applicantswho are active service members or reservists called to active duty.

For admission and transfer credit purposes, WIUAP recognizesonly coursework attempted and credit earned at regionally ornationally (associate-degree granting) accredited (or equivalent)colleges and universities. As a service to students, the WIUAPAdmissions Office accepts the responsibility of obtaining transcriptsfrom previously attended regionally accredited institutions. However,should another institution refuse to release a student’s records, thestudent will be notified and must assume responsibility for obtainingdocumentation required for admission.

As of April 2006 the WIU associate degree programs are no longeraccepting applications for enrollment. All associate degree seekingstudents should contact WIU main at 602.943.2311 forenrollment information.

Degree-seeking StudentsUniversity applicants pursuing associate degrees at WIUAP areconsidered degree-seeking students.

Students applying for financial aid must be accepted forenrollment as degree-seeking students prior to financial aidbeing processed. Students having completed a WIUAP applicationand granted provisional status are considered eligible forenrollment. The three types of admission to degree programs areprovisional, conditional and admitted.

Undergraduate Admission-Associate of Arts Degrees

EligibilityAll applicants must meet the following requirements to beconsidered for admission to WIUAP:

• High school graduation or equivalent from an institution thatis regionally accredited or state licensed.

• United States citizenship or appropriate legal status allowingUniversity enrollment.

NOTE: Because of the purposes and specific mission of WIUAP, admission criteriadiffer from those of other Western International University degree programs.

StandardsAll students who have presented qualifications that meetpublished admission criteria will be provisionally admitted toWIUAP during their first four courses and will receive a letterindicating this status.

Upon completion of four courses with a GPA of 2.0 or better, all students will be moved to admitted status and receive a letternotifying them of their admission. Students demonstrating atransfer GPA of 2.0 or better can be admitted prior tocompletion of four WIUAP courses.

Student’s whose primary language is not English mustdemonstrate English language proficiency prior to enrollment.

ProceduresCandidates for admission must:

• Submit a completed and signed WIUAP Application forAdmission listing secondary and all post-secondary institutionsattended. Applicants under the age of 18 must have thesignature of a parent or legal guardian.

• Pay non-refundable application fee.

• Sign request form(s) for official transcripts from all previouslyattended regionally or nationally (associate-degree granting)accredited colleges, universities and national testing agencies.Students relying on foreign transcripts for transfer creditpurposes must provide official academic records from allinstitutions attended outside the United States. Studentswhose records are on administrative hold at another institutionmust resolve the issues and provide the required documentsto WIUAP.

Provisional and Admitted StatusProvisional status is granted to applicants who have presentedqualifications meeting WIUAP’s published admission criteria.Under this status, degree-seeking students are eligible toimmediately enroll in and attend a maximum of four coursesafter submission of an Application for Admission and payment ofthe application fee.

Students attending courses under provisional status must achievethe University’s required academic standards by the end of thefourth course to be granted admitted status. Associate degreestudents must achieve a cumulative grade point average of 2.0 orabove in the first four courses to be admitted.

Students who transfer more than 12 college credits with acumulative GPA of 2.0 or higher from an accredited transferinstitution will be immediately admitted and subject to allpolicies therein.

Denial of AdmissionApplicants will be denied admission to WIUAP if they do notmeet published admission requirements. Students who have notachieved an acceptable cumulative grade point average (2.0)upon the completion of four courses will be denied admissionand be academically disqualified.

Students submitting false, misleading or incomplete informationon their application may be denied admission and academically dismissed.

Denied students are not eligible to register for further coursework.Students in attendance at the time of the denial decision will beimmediately withdrawn from all courses in progress withoutpenalty, and all future course registrations will be cancelled.

As of April 2006 the associate programs are no longer acceptingapplications for admission.

Notification of Admission StatusStudents are notified of their provisional admission by mailwithin four weeks of receipt of all application materials.

If the official admission decision is favorable, either uponcompletion of four courses, or transfer of more than 12 collegecredits with a GPA of 2.0 or above, students will meet with anacademic representative to review transfer credits and remainingdegree requirements, as well as develop a course of study. If theofficial admission decision is not favorable upon completion offour courses, students will be immediately withdrawn from all

courses in progress at the time of notification with no penalty.No further registrations will be accepted.

Admission AppealsAn applicant whose admission to the University is denied mayfile a written appeal of the decision. The appeal should bedirected to the attention of the Student Faculty AppealsCommittee. Students are not allowed to register for coursesduring the appeal process.

As of April 2006 the WIU associate programs are not acceptingnew applications.

The applicant must provide an explanation of extenuatingcircumstances or other pertinent information that is, in thestudent’s opinion, relevant to the decision. Upon receipt of thewritten appeal and supporting information, the Student FacultyAppeals Committee will review the appeal and render a decision.Applicants will be notified by mail of the committee’s decision,which may include specific requirements and/or recommendations.Should the denial be upheld, further appeals will not be consideredfor 12 months from the date of the denial. At that time, thestudent may petition for admission by submitting a letter describingthe reasons for previous academic deficiencies and a statementexplaining how these issues have been resolved. Re-admissionapplications should be submitted to the attention of the StudentFaculty Appeals Committee.

As of April 2006 WIU associate programs are not accepting newapplications for enrollment. In the event that a student has to sitout a year due to denial of admission, the student petitionshould be addressed to Western International University (main campus): Attention: Student Faculty Appeals Committee.

Re-admissionStudents who interrupt their enrollment for more than 12consecutive months must apply for re-admission by completing a new WIU Application for Admission. Official transcripts from all colleges or universities attended since the last enrollment atWIUAP will also be required. (Refer to Re-entry to the Universitysection of this catalog for further information).

Western International University (WIU) welcomes students fromaround the world. International students are defined as thosewho are neither citizens nor permanent residents of the United States.

WIU Associate Programs (WIUAP) International Admission Policies

Eligibility:International (non-U.S. citizens) candidates for admission toWIUAP are expected to meet comparable requirements foradmission as applicants from the United States.

All associate degree applicants must have completed theequivalent of a U.S. high school diploma (12th-grade secondaryschool). All applicants from countries where English is not the officiallanguage of instruction must demonstrate English proficiency.

Students are responsible for submitting official postsecondarynon-U.S. institution transcripts within 60 days of application tothe University for review for possible transfer credit.

Students who wish to receive transfer credit must provide officialacademic records from all postsecondary schools attendedoutside the United States. An official academic record/documentis an original or true copy, which includes seal, stamp andsignature of the institution.

Copies must be certified by an official of the institutionattended, U.S. Consular official, or U.S. Information Agency(USIA) office. All documents must be in English or accompaniedby a certified English translation. Graduation date, degree earned(if applicable), courses, grades, and years of attendance should beclearly indicated. Students desiring transfer credit must furnishcatalogs and/or course descriptions. The University reserves theright to request official documents to be sent directly from theissuing institution or request students to provide a professionalevaluation from a WIU approved agency.

English ProficiencyAll applicants from countries where English is not the officiallanguage must demonstrate English proficiency prior toenrollment in any WIUAP course. Proficiency can bedemonstrated by:

• Graduation from an English-speaking high school orequivalent (GED)

• Completion of at least 12 semester college-level creditsfrom an English-speaking, accredited institution of which sixcredits (two seminars) of English composition is equivalent toCOM 110 and COM 112, with a cumulative GPA of 2.0 on a 4.0scale.

• Completion within the past two years of an approvedstandardized English proficiency test with an acceptable score*

*Approved tests and acceptable scores:

TOEFL (TWE) 173-computer/500 paper(TWE 5.0)CELSA 65+IELTS Band Score 6.0ACCUPLACER 70+OEPT 107Documents verifying proficiency must be provided to WIUAP bythe issuing institution.

U.S. CitizenshipAll non-U.S citizens residing within the United States mustpossess an immigration status (VISA type) allowing study in theUnited States in compliance with guidelines of the Bureau ofCitizenship and Immigration Services (BCIS). Non–U.S. citizenswill need to provide front and back copies of their VISA orPermanent Resident Card prior to enrolling in WIUAP. Studentsmust acknowledge responsibility for maintaining acceptableimmigration status throughout their entire period of study with WIUAP.

Advisement services are provided to all WIUAP studentsthroughout their program at various periods of degree progression.At a minimum, all students will meet with their academicrepresentative online or by telephone upon admission and priorto graduation.

Upon official admission, transfer credit implications and creditalternatives, such as assessment of prior learning and nationaltesting programs, will be explained. A graduation plan, designed

to support the students’ successful completion of their academicgoals, also will be developed to ensure a student’s timely progression.

Students are responsible for following WIUAP’s policies, knowingtheir degree requirements, adhering to their plan of study, andcontacting their academic representative to make adjustments toor extend their schedules.

CalendarBecause the mission of WIUAP is to meet the educational needsof working adults, qualified students can begin their associatedegree program online virtually any week of the monththroughout the year. Classes generally start each Monday,making it possible for new students to begin their educationwhen it is most convenient to them.

HolidaysClasses are continuously taught over a nine-week interval. Bothstudents and faculty members have posting requirements,however the number of online postings required per week can beaccomplished without requiring any posting to be done on holidays.

Student Contact InformationIt is the responsibility of each student to maintain currentpersonal and contact information on file with the University. A Change of Information form may be completed with youracademic representative or financial representative. Students alsocan update contact information on the student website (formnot required).

All official University documentation will be issued in the student’sname as indicated on the WIUAP Application for Admission. Anyrequest for a change of name must be accompanied by legaldocumentation and submitted to the WIUAP Office of StudentRecords by faxing 602.735.7019, [email protected], or mailing to 9215 N. BlackCanyon Highway, Phoenix, AZ 85021.

Drop/Add PolicyThe student’s academic representative must be notified of astudent’s intent to drop a course, or the student may be subjectto full tuition costs. Students with seven or more total weeks ofattendance in any course will receive their earned letter grade. Ifa student meets the attendance requirement for any week and

chooses to withdraw from a WIUAP course, the student’spermanent record will reflect a grade of W.

Students utilizing financial aid should contact their financialrepresentative prior to dropping or adding any coursework asschedule changes could affect financial aid eligibility.

Schedule AdjustmentsWIUAP reserves the right to cancel any course. Students enrolledin a course that has been cancelled will be contacted in a timelymanner. Academic representatives will assist students in makinganother course selection.

Class AttendanceSince WIUAP offers non-traditional course schedules,governmental compliance requires tracking of studentattendance. Three-credit courses are scheduled over a nine-weekperiod, and student adherence with the WIUAP attendance policyis mandatory to earn any letter grade other than W. Classattendance requirements are as follows:

1. Students may not miss more than two weeks of attendance ina nine-week course.

2. Students who have missed three or more weeks of attendancein a nine-week course will be administratively withdrawn andreceive a grade of W. Absences from a course may impact astudent’s grade. It is important for students to understand thedistinction between attendance and participation. Attendanceguidelines outlined in this section present the minimumadministrative requirement for a student to be eligible toreceive an earned grade in a course. WIUAP students meet theminimum attendance requirement each week by posting atleast one message to a newsgroup on two separate days ofeach week.

Withdrawal from the UniversityAll students who find it necessary to interrupt their attendanceat the University, withdraw from the program, or take a leave ofabsence for any reason, must contact their academic representativesand financial representatives to complete appropriate paperwork.For students receiving financial aid, a change in enrollment statusmay result in a loss of financial aid eligibility or cancellation of funds.

Re-entry to the UniversityThe University considers students who allow a time lapse of 12months between the completion of one WIUAP course and thebeginning of the next course to be on inactive status. To regainactive status, students must submit a new Application forAdmission. Academic representatives assist students with thisprocess as well as scheduling appropriate coursework followingre-enrollment. Associate degree candidates will re-enter undercurrent catalog degree requirements unless all three of thefollowing criteria have been met:

• A minimum of 24 credits that are applicable to the student’sassociate of arts program have been earned at WIUAP.

• All degree-required coursework (within six credits) has been completed.

• The student will be able to complete the program within fiveyears from its original start date.

Students meeting all three of the above requirements may re-enter under their original catalog’s degree requirements. Allstudents are subject to University policies in effect at the time of re-entry.

As of April 2006 a student out of attendance for a period of 12months will not be eligible to re-enter WIU associate programs.The student will need to contact the Western InternationalUniversity main campus for re-entry information.

Residency RequirementsAt the associate degree level, a minimum of 18 total credits must be earned through WIUAP courses for issuance of a WIUAPdegree. Please see the specific associate of arts programrequirements for additional information related to the residency requirement.

Transfer of CreditAcademic credit earned for courses appearing on an officialtranscript from a regionally or nationally accredited associate-degree granting college or university will be evaluatedaccording to University policies and accepted subject to approvalof the Central Office of Admissions.

All official transcripts received and evaluated by the AdmissionsOffice are considered the property of WIU and will not bereleased. Only coursework documented on official transcripts willbe evaluated. The regional accreditation agencies withcommissions on colleges or institutes of higher education are:

Credit earned through personal, professional and militaryexperience, institutional exam or assessment, and nationaltests for credit also will be considered for transfer by the University.

Evaluation of CreditA preliminary estimate of transfer credit may be provided at thetime of application for admission to WIUAP. The official transfercredit evaluation will be completed and applied to the student’srecord by the Admissions Office upon admission to an associateof arts degree program. Any questions regarding the evaluationmust be addressed by the student with an academic representativewithin 60 days of the date of admission notification. The evaluationof prior academic credit will be considered final after this period.

The University engages in transfer credit articulations withvarious institutions. These articulations are designed to supportthe academic mission of University programs and supersede theUniversity’s standard transfer credit policies. Unless otherwisenotified, the Admissions Office will evaluate prior credit based onthese articulations. Any request for re-evaluation of creditsunder general policies must be made in consultation with anacademic representative and submitted in writing within the 60-day period.

Eligible CreditTransfer credit is accepted if the coursework is applicable, theresidency requirement is met at WIUAP, and an acceptable gradehas been earned. A minimum grade of “C” must be earned fortransfer of an undergraduate course. Grades earned at otherinstitutions are considered for admission but are not included incomputing a student’s cumulative grade point average at WIU.

LimitationsThe 18-credit hour residency requirement for associate of artsdegrees must be met to graduate from the program at WIU.Please see the specific program requirements for moreinformation about the courses required as part of the residencyrequirement. Semester-hour courses are transferred with thecredit hour value assigned by the issuing institution.

Quarter-hour credit earned is equivalent to two-thirds of asemester credit hour. A transfer course must bear a minimumweight of 2.5 semester credits to fulfill a specific courserequirement at WIUAP.

Non-eligible CreditTransfer credit will not be awarded for non-credit courses,workshops, activities or seminars offered by postsecondaryinstitutions as part of continuing education or professionaldevelopment programs. Courses identified by the issuinginstitution as not applicable to a baccalaureate degree orotherwise pre-college level are not transferable. A maximum offour vocational/activity credits may be accepted in transferunless specified in a University articulation agreement.

Coursework in information technology must have beencompleted within five years of the date of application to beapplied toward specific IT courses at WIU.

Military training is considered for transfer credit for the coursesapproved by the American Council on Education (ACE) orProgram on Non-Collegiate Sponsored Instruction (PONSI) andevaluated according to ACE or PONSI recommendations.

Students relying on transfer credit from military service mustprovide official current copies of form DD295 or copies of formDD214. An official transcript from the Army/ACE RegistryTranscript System (AARTS) is recommended.

Credit by ExaminationTransfer credit and/or advanced placement also may be awardedfor successful completion of the following national program tests:

Assessment of Prior Learning (APL)Students with personal and professional experience that isequivalent to college-level learning may earn undergraduatecredits through the Assessment of Prior Learning Program.Examples of such learning include:

• Documentation of professional training courses

• Essays relating to life experiences (15-credit maximum)

• Licenses and certificates earned

Meeting with an academic representative is mandatory forsubmission of a portfolio. A maximum of 24 credits of anassociate of arts degree program at WIUAP may be earnedthrough any combination of APL and credit by examination. No more than 15 of the credits may be earned through APL submissions.

Choice of CatalogStudents whose attendance has not been interrupted will graduateunder the curriculum and course requirements in effect at thetime of enrollment. However, specific course prerequisites maychange and those in effect at the time the course is taken will apply.

Changes of major or program will be evaluated under catalogrequirements in effect at time of request.

Axia catalogs are published regularly when programs are updatedor added. Students may choose to graduate under the programrequirements of any current catalog issued while they are in attendance.

The Americans with Disabilities Act (ADA) of 1990Western International University recognizes and accepts itsobligations under the Americans with Disabilities Act of 1990and the Rehabilitation Act of 1974, prohibiting discrimination onthe basis of a disability and requiring the University providereasonable accommodations to qualified disabled students in allUniversity programs and activities.

Students have the responsibility to both self-disclose and requestaccommodation through the WIUAP ADA officer. Communicationwith faculty or other staff members does not constitute in itselffulfilling the University ADA accommodation requirements.Verification through documentation from a health care provideris required prior to determination and fulfillment ofaccommodations. Students must allow several weeks betweenself-disclosure and accommodations being made and shouldschedule coursework accordingly.

No student shall be retaliated against for seeking accommodationthrough this policy or for participating in any complaintprocedures brought against the University for noncompliancewith this policy.

Harassment PolicyIt is the policy of Western International University that theeducational environment at all campuses is free of all forms ofimproper or unlawful harassment including sexual harassment orsexually offensive conduct. Faculty, staff or student conductwhich violates this policy includes, but is not limited to:

• Any overt or subtle suggestion that a grade or other academicachievement is dependent upon granting sexual favors orsubmitting to sexual requests

• Display of sexually offensive pictures, posters, illustrations or objects

• Offensive conduct, verbal or written, including sexuallyexplicit jokes, comments, innuendo, or other tasteless actionthat would offend a reasonably sensitive person

• Requests for sexual favors

• Slurs, jokes or ridicule based on race, ethnic or national origin,religion, gender or disability

• Unwelcome or unwanted sexual advances

• Unwelcome physical contact including patting, pinching,hugging, kissing, fondling, etc.

Conduct deemed to be in violation of this policy is prohibitedand will not be tolerated by the University. Retaliation, in anyform, against a person raising such a concern also will not betolerated by the University. Any student or applicant concernedwith the University’s compliance with this policy may directquestions or concerns to the WIU executive director of UniversityServices or may elect to utilize the University’s grievanceprocesses as outlined in the “Student Grievance” section of the catalog.

The University complies with Title IX of the EducationAmendments of 1997, Titles VI and VII of the Civil Rights Act of1964 and regulations, and Section 504 of the Rehabilitation Actof 1973.

Student GrievancesThe University has a responsibility to protect the rights ofstudents and ensure compliance with its nondiscrimination policyby providing an appeal process for those who wish to file grievancesagainst the University including claims of discrimination. Prior toentering the formal appeal process, students must attempt toresolve the issue through the appropriate department by workingwith their academic or financial representative. If the issuecannot be resolved through those means, a formal appeal may besubmitted. All grievances must be initiated within six weeks ofthe final day of the class in question. Students must submit allgrievances in writing and include all relevant documents orstatements of support with appeals. After the initial documentationis submitted, no further evidence will be accepted.

Academic Student Grievances (Grade Related)Students disputing a grade received should contact theiracademic counselor who will submit a grade research ticket ontheir behalf. In the event the grade grievance is denied, thedecision may be appealed within 30 days to the Student FacultyAppeals Committee (SFAC) for a final decision.

Grade disputes that are based on alleged discrimination (asdefined in this catalog under the headings “NondiscriminationPolicy” and “Harassment Policy”) are reviewed as non-graderelated grievances.

Students alleging discrimination, harassment or a violation ofUniversity policy by WIUAP faculty members or administrationmust submit their grievances in writing to the WIU ExecutiveDirector of University Services within six weeks of the incident. AUniversity Grievance Committee will be convened to investigateand review the charges. All grievances will be reviewed andresponded to within 30 days of receipt.

Administrative or Non-academic GrievancesStudents who wish to appeal an administrative decision,including admission decision, or request exemption fromUniversity policy may do so by filing a grievance in writingto the Student Faculty Appeals Committee within 30 days of the decision.

Students may submit a written appeal of decisions arrived atthrough the above-outlined processes to the Apollo Office ofDispute Management. The submission must include all relevantdocuments or statements of support.

Students’ Right to PrivacyWestern International University maintains compliance with theFamily Education Rights and Privacy Act (FERPA).This act affordsstudents certain rights with respect to their educational records.

The law requires that:

1. Students are afforded the right to access official recordsdirectly related to the student. Students who wish to viewtheir records must contact the WIUAP Office of StudentRecords. Students may not remove any materials but areentitled, at their expense, to one copy of documents relatingto their academic record with WIUAP in their file, unless adisclaimer appears on the document indicating that thestudent is not to be given a copy, or if the student waived therights to the document. Information will be provided forviewing with 21 days.

2. Students have the right to a hearing to challenge such recordson the grounds that they are inaccurate, misleading orotherwise inappropriate. The right to a hearing under law doesnot include any right to challenge the appropriateness of agrade as determined by a faculty member.

3. A student’s written consent must be received prior to releasingpersonally identifiable student data from the records to otherthan a specified list of exceptions. A request for non-releasemust be submitted to the College Office of Student Records.

4. WIUAP is authorized to release public directory informationconcerning students. Directory information includes thestudent’s name, local and permanent addresses, phone number,email address, date of birth, photographs, major field of study,dates of attendance, residency status, degrees and awardsreceived, and most recent previous educational institutionattended by the student. Directory information is subject torelease at any time unless the registrar has received a priorwritten request from the student specifying information notbe released. A request for non-release must be submitted tothe registrar in writing and should include name, studentidentification number, address, specific records that are to bewithheld and/or to whom the privacy hold applies, signatureand date. The hold will apply throughout the student’senrollment unless the University is otherwise notified.

5. WIUAP is authorized to provide access to student records toUniversity officials and employees who have legitimateeducational interests to such access. These are persons whohave responsibilities in the University’s academic,administrative, service or research functions.

6. Students have the right to file a complaint with the U.S.Department of Education concerning alleged failures by theUniversity to comply with the requirements of FERPA. Thesemay be sent to:

WIU Associate Programs Writing StyleWIUAP has adopted the American Psychological Association(APA) style for resource documentation of papers. For convenience,a citation handbook of the approved style is available on theWIUAP student website. It is the student’s responsibility to learnto document papers in the established format.

Grading ProceduresFaculty members are required to forward final grades to theUniversity for processing within seven calendar days ofcompletion of the course. Official grades are available forviewing through the student website immediately upon posting.

The University has established the following non-grade symbolguidelines for faculty compliance:R = REPEAT. Posted with the first grade earned in a course that islater retaken.W= WITHDRAWAL. Students with more than three absences in anine-meeting course will be administratively withdrawn andreceive a grade of W.WV=WAIVER. Course requirement alternatively fulfilled.

IncompletesAn incomplete grade (I) may be issued when extenuatingcircumstances prevent a student from completing courserequirements by the end of the session. A student may begranted an additional five weeks (at the discretion of the facultymember of record) to complete any outstanding coursework aspart of the incomplete grade designation. A student must be inattendance compliance to be eligible for issuance of anincomplete in a course. All incompletes may be assessed apenalty of one full letter grade upon completion. During theincomplete period, the posted incomplete is not factored into thecumulative GPA. Upon issuance of the earned grade, the GPA willbe amended to reflect the earned grade for the course.Incomplete grades will revert to an “F” at the end of theincomplete period if the coursework is not completed in the five-week deadline.

In the event that the student still wants credit for the course, thestudent must register for the course again and pay full tuition.

Students who receive an incomplete gradeduring the first four courses will prolong theiradmission decision and could be potentiallywithheld from future coursework.

Course Repeat PolicyNormal registration procedures are followed when studentsrepeat courses. A new grade earned in a repeated course will becomputed in the student’s cumulative GPA at the appropriateundergraduate or graduate level. Students’ academic transcriptswill record both the initial grade and the subsequent repeatgrade. Once the course is retaken, “R” (repeat) will be posted withthe initial course grade, and that grade will no longer factor intothe student’s cumulative GPA. The earned grade from thesubsequent course will be posted as the official grade andfactored into the student’s GPA.

Electing to repeat courses in which passing grades have beenearned may adversely affect satisfactory academic progress forpurposes of VA educational benefits, financial aid or corporatefunding. Students may not take the same course more than threetimes. If a required course cannot be successfully completed onthe third attempt, the student will be academically dismissedfrom the University.

Academic LoadThe recommended maximum course load is two courses at onetime. Students may not request to enroll in more than threethree-credit courses simultaneously without first successfullycompleting the foundation courses in associate of arts programs.This maximum includes courses taken in overlapping sessions.Students should contact their academic representative to requestan exception. The following criteria must be met to request athird class:

Student’s present cumulative GPA is 3.0 or higher, satisfactoryattendance history with no administrative withdrawals fromclass, and a Financial Aid clearance to take the third class.

Students at WIUAP may not complete more than 45 credits peracademic year.

All credits issued for successfully completed WIUAP courseworkare in semester increments.

Academic StandardsGrade point average (GPA) is determined by credits earned timesgrade points earned divided by total credits attempted.

Associate degree students must maintain a minimum GPA of 2.0.Students must be in good academic standing for conferral of degrees.

HonorsWIU does not issue honors designations at the associatedegree level.

Academic ProbationAcademic probation will occur when a student’s grade pointaverage falls below acceptable levels (2.0 for associate of artsprograms). Grades for courses taken concurrently will beaveraged at the end of each session to determine cumulativegrade point average. The student is notified in writing by theWIUAP College Office of Student Records of placement onacademic probation. Students are allowed to complete fourcourses subsequent to the assignment of academic probationduring which their cumulative GPA must be raised to anacceptable level. Students must continue to enroll in coursesapplicable to their programs and may be required to repeatcourses with unacceptable grades. Students are advised to meetwith their academic representatives at this time. Students withveteran’s benefits and financial aid may continue to receivefunds while on academic probation.

Academic SuspensionAcademic suspension will result if a student fails to clearAcademic probation status during the four-course probationaryperiod. Suspended students are not eligible for readmission for aperiod of one year. Suspended students may be eligible onlyupon evidence (presented to and approved by the director ofAcademic Affairs or designee) that academic conditions havebeen met. Academically suspended students with financial aidwill be disqualified from further funding.

As of April 2006 the WIU associate degree programs are no longeraccepting applications for enrollment. All associate degree seekingstudents should contact WIU main at 602.943.2311 forenrollment information.

Academic DismissalAcademic dismissal will result if a student fails to maintain anacceptable grade point average (2.0 cumulative GPA) uponcompletion of the fourth class after readmission due to academicsuspension. Academic dismissal also may occur due to academic

dishonesty and/or plagiarism or violation of the Student Code ofConduct. Students will also be academically dismissed if arequired course cannot be successfully completed on the thirdattempt. Students who are academically dismissed from WIUAPare not eligible for readmission.

Academic DisqualificationProvisionally admitted students who are then denied admissionand students whose admission denial is upheld through theappeals process are academically disqualified from the University.Disqualified students must cease enrollment at the University fora minimum of 12 months.

As of April 2006 the WIU associate degree programs are no longeraccepting applications for enrollment. All associate degree seekingstudents should contact WIU main at 602.943.2311 forenrollment information.

Academic IntegrityActs violating academic integrity include, but are not limited to,plagiarism, cheating on an examination, forging an instructor’ssignature, copying themes or tests from other students, alteringcollege records, enlisting another person to write an assignmentfor any class, or conduct detrimental to the student or othermembers of the class. A student found aiding another in theactivities also is subject to sanction. Students charged with aviolation of academic integrity are subject to disciplinary actionunder the Student Code of Conduct or academic dishonesty andplagiarism processes.

Academic Dishonesty and PlagiarismAll the work submitted by a student must represent the student’soriginal endeavor. Where outside sources are used as references,work submitted by the student should identify the source andmake clear the extent to which the sources have been used. TheUniversity considers plagiarism and falsification of documents,including documents submitted to the University for other thanacademic work, a serious matter and may result in one or acombination of the following sanctions:

• Warning—notice given orally or in writing that any furthermisconduct may result in more serious discipline

• Forfeiture—loss of all or part of the credit for work conductedin association with academic dishonesty

• Disciplinary—supplemental assignment(s) may include rewriteof the assignment in question and/or additional papers andconsultation with the Writing Center to increase

• Suspension—separation from the University for a specifiedperiod of time

• Dismissal—permanent separation from the University

Faculty members will report all incidents of academic dishonestydirectly to the student and in writing to the Director ofAcademic Affairs or designee. Depending upon the severity ofthe infraction, the faculty member must assign the student an“F” grade for the specific assignment and for the entire coursewithin the usual seven-day grade reporting time. The director ofAcademic Affairs or designee will send written notification ofcharges of academic dishonesty to the student and request thatthe student respond within 10 working days. Students who donot respond within 10 working days will be suspended. Ignoranceof University policies will not be accepted as a reasonable excusefor dishonesty. Once the director of Academic Affairs or designee

has completed the investigation, the findings will be forwardedto the WIUAP Academic Council with recommendations foraction. The Council is responsible for reviewing all referred casesand for recommending appropriate sanctions.

Students who were suspended then found not to be in violationof standards of academic honesty shall be reinstated automaticallywithout further petition. Students found in violation of academicdishonesty standards will receive written notice of the findingsand sanctions. Decisions of the WIUAP Academic Council are final.No further appeals will be considered by University administration.

Charges of falsification of information on University documentsother than academic work will be addressed to the executivedirector of Student Services and follow procedures similar tocharges of academic dishonesty or plagiarism.

Academic Policies & Procedures

TranscriptsThe WIUAP Office of Student Records will release transcriptsupon written request from the student. The request must includethe student ID number, date of last attendance, and name(s) usedwhile in attendance at WIUAP. No official transcripts will bereleased until all financial and other obligations to the Universityhave been met. Each student is issued one transcript free of chargeat the time of graduation. There is a charge for each additionaltranscript. (See the fee schedule for additional information.)

Transcripts may be requested in person, by mail or fax from theWIUAP Office of Student Records. Requests will not be acceptedfrom, or released to, third parties without written permissionfrom the student. Transcripts issued to students will be stamped“Unofficial Issued to Student.”

At WIUAP, students complete degree requirements and aregraduated from the University on a monthly basis. Diplomas areposted with the last date of the month during which the degreerequirements are met.

Commencement CeremonyThe commencement ceremony for the University is held once ayear in early summer. All students completing their degreesduring the previous year, or who are within nine credits of degreecompletion at the time of the ceremony, are eligible to participate.Students should contact their academic representatives forcompleting the graduation application when they are ready tograduate. Students are allowed to participate in only one ceremonyper degree earned. Participation in the commencement ceremonyis not mandatory.

Graduation Clearance ProcedureStudents may verify graduation clearance by contacting theiracademic representative at least nine credits or 90 days prior toexpected completion date. Students should then meet with theiracademic representatives to review remaining requirements.

Diploma Request ProcedureStudents are required to fill out a graduation application whenthey have completed their degree program. Upon receipt of theirfinal grades, students’ applications should be completed by theiracademic and financial representatives. Campuses will then sendcompleted forms to the Office of Student Records for changingthe status of students and ordering their diplomas. interview form available in the Financial Aid Office. Studentsmust be in good academic standing, clear any indebtedness tothe University, and pay the graduation fee prior to release of thediploma and official transcript indicating the award of thedegree. Students who plan an additional program at theUniversity must remain out of attendance for a 30-day periodduring degree posting.

Graduation DeadlinesAll WIUAP students are expected to complete their programswithin a reasonable time frame. The following timelines havebeen determined as the expected maximums for completion:

• Associate of arts degree: Five years from start of programTime away from the University will not be countedagainst graduation deadlines for those students who leavethe University and return as a re-entry student.

Issuance of a diploma is delayed two weeks to allow funds toclear if the student writes a check for the diploma fee or to clearany debts to the University. Students who have met all degreerequirements and financial obligations may request a letter fromthe WIUAP Office of Student Records verifying degreecompletion prior to receiving their diplomas.

Graduation

Student Code of ConductStudents enrolled at WIUAP assume the responsibility to conductthemselves as mature students and members of an academiccommunity. In addition to observing local, state and federal laws,students are expected to treat staff, faculty members and otherstudents with respect and courtesy, as well as uphold andpromote the image of the University. Alleged violations of theStudent Code of Conduct should be forwarded immediately inwriting to the director of Academic Affairs or a designee.Charges will be addressed according to procedures established bythe University. Sanctions may be imposed, up to and includingdismissal from the University.

Grounds for disciplinary action include, but are not limited to,the following:

• Actions, verbal statements, and written statements whichthreaten or violate the personal safety of any member of thefaculty, staff, or other students, or any conduct which interfereswith the educational process or institutional functions

• Harassment, sexual or otherwise, that has the effect ofcreating a hostile or offensive educational environment forany student, faculty or staff member

• Disruptive activity that hinders or interferes with otherstudents’ or faculty members’ educational environment

• Fabrication, including intentional or unauthorized falsificationor invention of any information, citation or document, or lyingduring an investigation

• Fraud, forgery, alteration or unauthorized use of documents,University records or instruments of identification

• Theft of University property or property of a member, intellectualor otherwise, of the University community on campus

• Willful, wanton, or reckless damage to University premises,property or the property of a member of the University community

• Failure to comply with published University policy or withdirectives of University officials while performing their duties

• Unlawful manufacture, distribution, dispensation, possession, oruse of alcohol and/or controlled substances using Universityresources; participation in any University activity while under thedirect or residual influence of any controlled substance, alcohol,misused or overused legal drugs to the extent of causing impairment

• Possession, use, sale or distribution of any firearms, fireworks,explosives, illegal drug paraphernalia, dangerous weapons or anyother materials/substances prohibited by law on Universitypremises or at University-sponsored events

• Unauthorized use of the University’s name or logo, which is theproperty of the University

• Violation of local, state or federal statues, University regulationsor any applicable professional codes of ethic or conduct

• Cheating, including intentionally using or attempting to useunauthorized materials, information or study aids in an academic exercise

• Plagiarism, including intentionally or knowingly representing thewords or ideas of another as one’s own in an academic exercise

• Helping another student fabricate, cheat or plagiarize

• Hazing, including any action which recklessly or intentionallyendangers the mental or physical health or safety of a studentfor the purpose of admission or initiation into or affiliationwith a University-sanctioned organization

Payment PoliciesAll tuition and applicable fees are due and payable as specifiedby the student’s payment option. There will be a late paymentfee if payment is not received consistent with the terms of thestudent’s chosen financial option. There will be a fee of $30 fordeclined credit cards or checks returned for any reason. If astudent’s checks are returned from the bank on two occasions,the student will be required to pay all future charges with cash,cashiers check or money order.

Students are required to clear any indebtedness to the Universitybefore grades or transcripts will be issued or a degree awarded.All costs of collection, court fees and reasonable attorney’s fees willbe added to delinquent accounts collected through third parties.

Note: Failure to pay tuition and fees in accordance with thestudent’s chosen financing agreement can result inadministrative withdrawal, no course credit, account holds,assessment of late fees, referral to collections and unfavorablecredit reference. Failure to comply with terms of the chosenfinancial option may result in a student being defaulted to thecash payment option. Further violations of these policies willjeopardize eligibility for deferment and re-entry into school. Thestudent maintains full responsibility for ensuring that all tuitionand fees are paid in full regardless of the payment option inforce. All tuition and fees of the University are subject to change.

Cash Payment OptionStudents who have selected or been defaulted to the cashpayment option are required to pay all tuition and fees twoweeks prior to the start of each class. At WIUAP, checks, creditcards and cash are all considered as cash payments.

Students who have not paid tuition two weeks prior to the firstclass meeting may not be allowed to attend the course and, ifallowed to continue, will be subject to applicable late fees.

Deferred Corporate Reimbursement OptionThis option is available to students whose employers have anapproved written reimbursement policy. With the deferredcorporate reimbursement option, 100% of tuition is deferreduntil 60 days after the course start date. The student mustsubmit a credit card and authorization to charge automaticallyto secure the deferment. Debit cards will not be accepted. Thestudent’s credit card will be charged 60 calendar days after thecourse start date. Tuition is deferred for a maximum of twocourses per session. A declined credit card fee will be charged tothe student’s account for each declined transaction.

Direct Bill OptionStudents who request that WIUAP bill employers or anotheragency directly for the cost of tuition must submit approvedtuition vouchers or letters of credit to their financialrepresentative at least two weeks prior to the first class meetingof each course. Employers must pay for the course upon receiptof the invoice, and the payment is not contingent upon receiptof the grades. Employer payments not received within 60 daysmay delay scheduling of future courses. Fees not covered by theemployer are due two weeks prior to each course’s start date. Alate fee per course will be assessed, and the student’s accountmay be placed on hold should the student’s direct billingpaperwork not be received two weeks prior to the first courseclass meeting.

Students whose employers pay for the courses via direct billingauthorize WIUAP to discuss information with their employeepertaining to schedules, grades, tuition costs and accountinghistory for the sole purpose of approving tuition and obtaining payment.

Currently, the University has direct billing arrangements withseveral employers. Each direct bill program has specificrequirements that the student must meet. Students may contacttheir financial representative for further information. Studentsmust contact their employer to determine if this option isavailable to them.

This program does not relieve students of their financial obligationto the University. Students retain full responsibility for ensuringthat all tuition and fees are paid in full and in a timely manner.

Military Payment OptionStudents utilizing military tuition assistance must submitappropriate documentation and pay their portion of the tuition,if any, and fees two weeks prior to the first class meeting of eachcourse. A late fee per course will be assessed and the student’saccount may be placed on hold if the student’s militaryassistance paperwork and/or payment are not received at leasttwo weeks prior to the first class meeting of the course.

This program does not relieve students of their financial obligationto the University. Students retain full responsibility for ensuringthat all appropriate tuition and fees are paid in a timely manner.

Active duty personnel who qualify for Top-Up are eligible for a60-day tuition deferral, provided that all forms requested by theVeterans Administration are submitted and completed incompliance with current VA standards. If the student qualifies forthis option, the Top-Up Tuition Deferral Agreement form must becompleted and submitted.

Veterans Educational AssistanceFormal application for admission to the University should becompleted before applying for Veterans Educational Assistance.Each WIUAP program, course and location requires separateArizona Department of Veterans’ Services approval for thetraining of veterans. Students should contact their local campusfor information on current approvals.

Application for VA benefits should be sent to the local campusfor submission to the Department of Veterans’ Affairs withenrollment certification. WIUAP does not participate in theDepartment of Veterans’ Affairs advance pay program. VA benefiteligibility and assistance rates vary depending on eachindividual’s military history and the educational program beingpursued. Only the Department of Veterans’ Affairs can determinea VA applicant’s eligibility. To contact a Department of Veterans’Affairs representative, call toll-free 1.888.442.4551.

To avoid overpayments, VA educational benefit recipients shouldpromptly report any changes in enrollment or dependency statusto the VA coordinator at the University and the Department ofVeterans’ Affairs. The University is required to notify theDepartment of Veterans’ Affairs within 30 days of a change instudent status during previously certified periods of enrollment.Changes include withdrawal, reduction in training time,unsatisfactory academic progress or conduct, and assignment ofa non-punitive grade. Upon receipt of the notice, theDepartment of Veterans’ Affairs is required to take prompt andaggressive action to recover benefit overpayments.

DANTES ReimbursementIndependent study courses have Defense Activity for Non-Traditional Education Support (DANTES) approval for tuitionreimbursement. For information on this program, students maycontact the Educational Service Office on their base.

Financial Aid OptionStudents may be eligible for the Federal Pell and SEOGGrant Programs and/or the Federal Family EducationalLoan Programs, which include Stafford subsidized, unsubsidized,Plus Loans and the Perkins Loan programs.

All students seeking federal financial aid benefits must beadmitted to an eligible degree or certificate program in order todetermine financial aid eligibility.

In order to be eligible for tuition deferment under the FinancialAid Plan, at least 50% of a student’s annual tuition must befunded through federal financial aid benefits and the studentmust meet the following conditions: the student must have 1) completed a financial aid orientation, 2) completed anEntrance Interview Form, 3) submitted a completed financial aidpacket (including all required paperwork and relateddocumentation), 4) completed the Admissions Application, and 5) paid all applicable fees.

In order to continue tuition deferment beyond the first course,the student must provide the University with all documentsrequired to complete the certification of federal financial aidfunds. Failure to submit these documents, or to qualify forfederal financial aid, means the student will be immediatelyresponsible for any outstanding balances incurred and will berequired to select another finance option.

The student must reapply for funding every academic year onthis plan. The student must allow at least 60 days before theirnext academic year begins to complete the reapplication process.It is critical that the student reapply for future loans or grantsearly to ensure their educational program is not interrupted. Ifthe student does not reapply for financial aid in a timely manner,they will no longer qualify for a financial aid deferment and willbe required to comply with the terms and conditions of the cashoption (see above). Please refer to the subsequent section of thiscatalog for more information related to this financial option.

Please note that continuous class attendance with noattendance breaks greater than 29 days is required to retaindisbursed federal financial aid funds.

Refund PolicyStudents have a right to cancel an Enrollment Agreement for afull refund if they submit a written notice of cancellation withinthree business days of signing the Enrollment Agreement. This isdone by submitting an Official Withdrawal Form to the campus.Students cancelling after this three-day period will be refundedas follows:

A. Students submitting an Official Withdrawal Form prior toattending the first week of class will receive a full tuition refund.

Additional Refund Policies for Students Receiving Financial AidIf students drop temporarily, financial aid refunds will be appliedtoward future tuition. If the student has not re-entered theprogram after 30 days or as of the agreed upon return date, thecredit balance will be issued to the lender. If students permanentlywithdraw from the University, refunds will be issued within 60 days.

If students withdraw after completing at least 60% of the firsthalf of their academic year at the University, a refund calculationwill be completed. The largest amount refunded will be based onthe following policies:

1. WIUAP Refund Policy: See Refund Policy.

2. Federal Refund Policy: This calculation allows the University toretain a certain percentage of the institutional charges basedupon the percentage of the academic year students have attended.

If students withdraw and have not completed 60% of the firsthalf of their academic year at the University, an additionalrefund calculation will be performed. Students will be notified ofthe results of this refund calculation and have 14 business daysto respond to the University. If no response is received, any fundsremaining on the students’ accounts will be returned to thelender. In some cases, the amount to be returned to the lenderwill result in a balance owing on the student’s account with theUniversity. This balance will be collected from the student.

For more details regarding the refund policy for students receivingfinancial aid, students should contact their financial representative.

Financial Charges GrievanceThe University has a responsibility to protect the rights ofstudents and ensure compliance with its nondiscriminationfinancial policy by providing an appeal process for those whodesire to file a grievance against the University. All disputes

relating to charges must be initiated within six weeks from thecharge date and must be submitted in writing to the FinancialServices manager.

Financial AppealsAll student appeals or requests for policy exceptions must besubmitted in writing and include all relevant documents orstatements of support. Appeals may be submitted through thestudent’s academic or financial representative. Or, they may bemailed to:

The Student and Faculty Appeals Committee will review thestudent’s submission, as well as any other relevant informationand render a written decision within two weeks of reviewing the appeal.

WIUAP participates in five Title IV Financial Aid programs designedto give students who need or desire assistance several alternativesin financing their educations. Information and/or applicationforms may be obtained from the student's financial representative.Students may apply for financial aid if they are enrolled in aneligible degree program.

Students may borrow to the federal limits of their financial aideligibility once every academic year (a minimum of 24 passingcredits and not less than 30 weeks of instruction time). At WIUAP,students are required to successfully complete at least 24 credits.This type of funding method is called borrower-based. Therefore,students may be eligible to apply for two or three loans and/ortwo or three grants during their programs. Normal processingtime is 30 to 60 days. Students must complete the instructionaltime under the first loan of their academic year before beingeligible for more financial aid loans and receiving disbursementof a new loan.

All students applying for financial aid at WIUAP will have loandocuments reviewed for eligibility and approval by the WIUAPFinancial Aid Office prior to each disbursement of financial aidloans and/or grants. Students must reapply for financial aid atleast 60 days prior to the expiration date of their current loan period.

All students receiving financial aid must comply with therequirements of WIUAP’s Satisfactory Academic Progress Policy(SAP) for Title IV recipients. Those students not makingsatisfactory academic progress may be academically disqualifiedand/or financial aid disqualified.

Federal Pell Grant ProgramA Federal Pell Grant is an award that helps qualified undergraduatestudents (who have never obtained a bachelor’s degree) supplementa portion of their education. Unlike loans, repayment of FederalPell Grants is not required as long as students complete therequired amount of coursework. Eligibility is based on a formularevised and approved each year by Congress.

Federal Stafford Student Loans (Subsidized and Unsubsidized)Federal Stafford Loans (formerly the GSL loan program) are low-interest loans. Loans are made by lenders such as banks or creditunions. These loans are not credit-based. They are insured by theappropriate national or state guarantee agency and reinsured bythe federal government. Loans must be repaid once studentsgraduate or withdraw from the University.

The federal government pays the interest on Subsidized FederalStafford Loans while the student is in school. For UnsubsidizedFederal Stafford Loans, the student has the option of deferringinterest, although the interest continues to accrue.

The Subsidized Federal Stafford Loan is made to borrowers whodemonstrate financial need according to the federalmethodology. The Unsubsidized Federal Stafford Loan may not beavailable to dependant students. Both graduate and independentundergraduates may apply for this loan.

Students cannot borrow more than their cost of education atWIUAP, less any other financial aid received. Other financial aidcould include, but is not limited to, tuition assistance,scholarships and veteran benefits. Funding amounts are based onthe level of credits students have reached in their academicprogress. Information on current interest rates, loan limits,insurance premiums and guarantee fees can be obtained fromyour financial representative. After students graduate or leave

school, they have a six-month grace period before beginningrepayment for the information and render a written decisionwithin two weeks of reviewing the appeal.

Financial representatives will provide loan applicants with a listof lenders who participate in the federal loan programs. Studentsusing financial aid as their primary payment option must select a lender.

Financial PLUS LoansThe Federal PLUS Loan is available to parents of dependentstudents. Campus-based AidThe Federal Supplemental Educational Opportunity Grant (FSEOG)Program awards grants, and the Federal Perkins Loan Programoffers low interest loans. These programs are campus-based andadministered directly by the Financial Aid Office. Unlike theFederal Pell Grant Program, which provides every eligible studentwith funds, campus-based programs receive a limited amount offunds from the federal government each year. Once the availablefunds have been distributed, no further awards can be madefrom campus-based programs for that year.

FSEOGFSEOG is available to undergraduates with exceptional financialneed. This is defined as students with the lowest Expected FamilyContributions (EFC). Students who receive Federal Pell Grants aregiven priority. FSEOG does not need to be paid back by studentswho successfully complete the required coursework during theaward period.

Perkins LoansThe Perkins Loan is a low-interest (5%) loan for both undergraduatesand graduate students with exceptional financial need. This loanis made with Axia as the lender. Perkins Loans must be repaid tothe school. Repayment begins nine months after studentsgraduate, leave school, or drop below half-time status. This nine-month period is called a grace period. At the end of the graceperiod, students must begin repaying the loans. Students may beallowed up to 10 years to repay this type of loan.

Alternative LoansStudents who do not want to apply for federal funds or who arenot eligible to receive federal funds may consider an alternativeloan. These loans are available through a variety of lenders andare based on credit worthiness. Interest rates and repayment optionsvary by lender. Additional information concerning other sources offunding may be obtained from your financial representative.

Loan/Grant DisbursementLoan applications may be certified and disbursed while studentshave an acceptable admission status. Additionally, students mustbe making satisfactory academic progress as defined by federalregulations and outlined in this catalog.

Federal disbursements are made in two payments; at thebeginning of the loan period and after successfully completingapproximately one-half of the credits for that loan period. Anyprocessing fees will be divided in half and deducted from bothpayments. The loan check will be co-payable to the University

and the student, or funds will be transferred via EFT (ElectronicFunds Transfer) directly to WIUAP. With authorization from theborrower, the University will apply all financial aid monies towardtuition for the current half of the academic year. Any excessmonies will be refunded to the student. Federal regulations requirea delay in disbursement of loan monies to first-time borrowingstudents until after 30 days of attendance. Since WIUAP does nothave standard fall/spring semesters, funding is borrower-based.

Grant disbursements are made to eligible students at thebeginning and midpoint of the grant period.

Satisfactory Academic ProgressStudents receiving Title IV financial aid funds must maintain theminimum grade point average for their degree program. Forinformation regarding the minimum grade point requirementsfor each degree, refer to the Academic Policies and Procedures inthis catalog. Students must also make satisfactory progresstoward completing their degree programs within the maximumtime frame allowed according to federal regulations. Themaximum time frame allowed is based on the required numberof credits for graduation from the degree program, less anytransfer or assessed credits, times 150%. This maximum timeframe will be evaluated for all periods of attendance at theUniversity, including periods during which the student did notreceive aid. Students who transfer between programs, majors ordrop and re-enter, will have their maximum time frameevaluated based on courses that apply to the new programand/or major. Students must complete a minimum of 16 creditsduring each 24 attempted credit increment to make satisfactoryacademic progress. Non-punitive or failing grades do not countas completed credits. A non-punitive grade is an incomplete (I) ora withdrawal (W). A failing grade is an (F). Each counts as anattempted credit as does each course the student begins. Forrepeated courses, only the repeated course that receives apassing grade counts as a completed course.

Students who are not making satisfactory academic progress atthe end of a 24-attempted credit increment will be placed onfinancial aid probation. From that time, the student has twofuture 24-attempted credit increments to make up the creditdeficiency. Students who do not make up the deficient creditswithin their two probationary increments, do not maintain theminimum credit requirement in the probationary increment (16),or are more than eight credits deficient at the end of the secondincrement, will be placed on financial aid disqualification, atwhich time all Title IV funding will cease.

At the time of certification and each disbursement, the financialrepresentative requests a satisfactory academic progress (SAP)audit to be performed by the Student Services Department.Students are evaluated on the number of credits required forgraduation in their degree program to determine the maximumtime frame. The minimum number of credits required forgraduation is 60 credits for an associate degree. For moreinformation, refer to the Academic Program Requirementssection of this catalog.

The Student Services Department will notify students in writingif they have been placed on academic probation. If the SAP auditresults in financial aid disqualification, the WIUAP Financial AidOffice will notify the student in writing. Students may continueto take courses at WIUAP, subject to University policies. (SeeAcademic Policies and Procedures in this catalog for moreinformation). However, students will not be eligible for financialaid at that time. Students who feel they should not bedisqualified from receiving financial aid should file a formalappeal following the guidelines set forth in the Financial AppealsProcess in the catalog.

The following example assumes that students have no transferredor applied credits for their programs.

In the 4th increment, students only need 12 credits to graduate.Therefore, the student must complete 12 out of 18 creditsattempted in order not to exceed the maximum time frame.

Leave of AbsenceOn occasion, students may find it necessary to take a Leave ofAbsence (LOA). The LOA serves several purposes. While in acurrent academic year, it serves to maintain eligibility within thefinancial aid process. It also serves to delay students’grace/repayment periods for federal student loans. LOA should berequested any time students will not be in attendance for aperiod of time greater than 29 calendar days. For studentsrequesting an LOA, the following applies:

1. The LOA must be requested in writing, using the LOA Request Form. This form is available by contacting yourfinancial representative.

2. Under most circumstances, only one LOA can be granted in any12-month period.

3. Under most circumstances, the LOA should not exceed 90calendar days (1 two-month term).

4. The LOA Request Form must be received by your financialrepresentative before the last date of attendance.

5. If an unforeseen circumstance prevents the student fromproviding this request, the University may approve the leave, ifthe request and documentation are received within 15 days ofthe last date of class attendance.

Students are not eligible to receive financial aid disbursementswhile on an approved leave of absence. In addition, failure toreturn at the conclusion of the leave may result in thecancellation of any future scheduled federal financial aid.

All students requesting an LOA will be notified of their status bytheir financial representative. An LOA also may affect theamount of funding that the student may receive. Financialrepresentatives will re-evaluate the funding based on thenumber of months in the loan period and the amount of creditsthat will be completed during the loan period. Students will benotified of any changes.

Campus SafetyWIUAP is strongly committed to crime prevention and the safetyof the University community. The University considers the personalphysical safety of its students and employees necessary for asuccessful learning environment. In the event of an emergencywhile on campus, students should call 911 for immediateassistance. In a non-emergency situation, students shouldcontact a campus administrator or available security personnelfor assistance. All criminal activity is logged, and if possible,action taken to avert further incidents (i.e. additional securitypersonnel, increased parking lot lighting, etc.). Security personnelare stationed on campus to ensure student, employee and propertysafety. Local law enforcement agencies will be notified of crimeswarranting their involvement.

Campus StatisticsUnder the Federal Student Right-To-Know and Campus SecurityAct, WIU is obligated to publish statistics regarding on-campuscrimes that have been reported to campus security authorities orlocal law enforcement services. Sexual Assault Prevention Programs and Sexual HarassmentSexual Assault Prevention programs and literature are availablefrom the local law enforcement agency. If a student is sexuallyassaulted, it is recommended that the local law enforcementagency be notified immediately (dial 911). Students who believethey have been sexually harassed by faculty, administrativepersonnel or other students are urged to report these incidentsto the executive director of WIU University Services or follow thecollege grievance process.

An immediate investigation of all complaints will be undertaken.Anyone found, after appropriate investigation, to haveinappropriately harassed a student or employee will be subject tosanctions. Student sanctions may include written warningsand/or dismissal. Faculty members and employees are subject towritten warnings and/or terminations.

Student Completion RateIn accordance with the Higher Education Act of 1965, eacheducational institution must publish its student completion rateexcluding graduate programs. Western International University’scompletion rate averages 59% across all programs.

The U.S. Department of Education requires institutions of highereducation to provide a drug prevention and awareness programfor their students and employees.

Standards of ConductAll students are expected to conduct themselves as mature adultsand members of an academic community. The consumption ofalcohol or drugs while attending class or meeting with campuspersonnel is prohibited.

Associated Health RisksThere are dangers related to specific drugs. Listed below are the names of some of these drugs and the dangers thataccompany them.

MarijuanaCan slow reflexes, diminish mental power, impair judgment andcause forgetfulness. Can damage lungs, the reproductive systemand brain functions.

CocaineCan create the illusion of being superhuman, can impairjudgment and decision-making ability, cause emotional problems,mood swings, loss of dependability. Also can increase workplacecrime due to the high cost of the drug. Can damage therespiratory and immune systems and cause malnutrition, seizuresand loss of brain functions.

HeroinCan cause lack of interest in workplace safety. The high cost ofthe drug can cause an increase in workplace crime. Dirty needlesand other such paraphernalia can cause an increase in the spreadof diseases such as AIDS. Can diminish personal productivity,damage relationships and cause loss of financial stability. Anoverdose can cause a coma and/or death. Heroin is addictive,even in small amounts, and withdrawal is difficult and painful.

Drug & Alcohol Prevention Program

University Teaching and Learning ModelThe WIUAP teaching and learning model is unique in that allcourses are taught online. Each session is nine weeks in length. Inorder to augment and assist student learning, faculty membersare required to be available to students via telephone, email andclassroom newsgroups, Monday through Thursday from 4 p.m. to8 p.m. and on Sunday from 5 p.m. to 9 p.m., in the time zone forthe region in which the class is scheduled.

Questions sent by students to faculty members during theseoffice hours will be responded to by faculty members before theend of office hours. Faculty members are instructed that submittedassignments will be returned to students in the next block ofoffice hours, although some assignments may be returned withinseven days of receipt. There is a main classroom for the entireclass to answer questions and discuss relevant information.Students also have a private newsgroup for submitting papers, aswell as exchanging and discussing information. Students also arerequired to be involved asynchronously.

The WIUAP faculty is a blend of traditionally and nontraditionallyprepared (master’s degree or higher) professionals and workingprofessionals―many with international experience. They bringtheoretical and practical knowledge to maximize student learning.

To accommodate a variety of learning styles, teaching methodsinclude discussion, case study, projects and their application toreal-world situations. Students are encouraged to target theirassignments to issues and projects directly related to their work orprimary areas of interest.

WIUAP also incorporates global, multicultural and internationalperspectives in its curriculum. Communication, critical thinkingand computer skill development are emphasized.

It is the University’s belief that any student who might benefitfrom enrollment in its programs is welcome. Academic standardsremain rigorous and require that students come to WIUAP preparedfor university-level work. Learning is a social, and often a sequential,experience. Therefore, it is critical that students enroll with acommitment to attend and actively participate in all classes. It isimportant to take classes in the recommended order as detailed inthe following program descriptions. All course prerequisites mustbe met prior to enrolling in courses which require them.

Hallucinogens (PCP, LSD, Ecstasy)Can cause hallucinations that distort audio and visual perceptions.Can cause sudden changes in behavior that may result in attackson others. Can also cause loss of concentration and memory afterthe drug has worn off.

AmphetaminesCan cause the feeling of being rushed and result in pushingoneself beyond capacity. Can disrupt family life and cause serioushealth problems such as kidney and liver disease.

SedativesCan slow mental reflexes, causing danger for those in positionsthat require mental alertness. Can disrupt family life and causeserious health problems such as kidney and liver disease.

AlcoholCan cause loss of concentration and judgment, tardiness andabsenteeism, placing a greater share of the workload on co-workers. Can also increase the inability to deal with problemsat work. Can cause liver and kidney disease. Excessive use canresult in alcoholism.

Sanctions the University Will ImposeAny student found consuming or selling alcohol or drugs onschool property or using University resources will be subject todiscipline on a case-by-case basis. Disciplinary action will bebased on the seriousness of the situation. Some cases may resultin dismissal from the University. In all cases, the University abidesby local, state and federal sanctions regarding unlawfulpossession of drugs and the consumption of alcohol by minors.All illegal drugs are governed by the program.

HUM 127 Religions of the WorldThis course studies the major religions of the world. Topic areasinclude Buddhism, Christianity, Confucianism, Hinduism,Indigenous Cultures, Islam, Judaism and Taoism. Students canobjectively study the origins and major figures and compare andcontrast each of the major religions. HUM 201 World Culture and the ArtsCulture and the arts play a complex role in enriching the humanexperience. This course analyzes the social role of the arts in theearly civilizations through the present day. Learners explore thekey contributions in visual art, architecture, literature and musicof the civilizations presented. In particular, learners construct avirtual museum comprised of various artifacts representingseveral cultures. (3 credits) Prerequisite: foundation courses

INB 300 International BusinessThis course introduces students to the impact of geography, theInternet and different cultures on international business.Students focus on the three environments in which internationalbusiness is conducted and the uncontrollable forces at work in allbusiness environments. IT 311 Fundamentals of Programming withAlgorithms and LogicThis course provides students with a basic understanding ofprogramming practices. IT 312 Internet ConceptsThis course is an introduction to the Internet and addresses issuesranging from terminology to web development tools. IT 316 Analysis and Design of Information Systems This courseexplores methodologies for determining what data to collect andwhat software to use/develop to provide appropriate informationfor decision-making. IT 319 Computer NetworkingThis course is designed to introduce information technologynetworking. It focuses on functional details rather than broad-based theory. LIT 205 World LiteratureThis course covers fiction, drama, poetry and essay by majorworld authors throughout history. Students identify global environmentalissues, as well as develop and critique environmental actionplans. Topics addressed include ecosystems, energy, populations,resources, pollution and sustainability. (3 credits) Prerequisite: foundation courses

SOC 102 Introduction to Sociology This course is a foundation for studies of sociology. Students cangain an understanding of the sociological perspective, theoriesand research methods. Students also explore culture, race,ethnicity, socialization, social interaction, deviance, social control,groups, organizations, social and gender stratification,population and social change.
