Current programs include Estuary watch in both GH and CCMA regions and EPA water quality monitoring on parts of the Otway coast. The Victorian State of the Environment Report 2008 noted the need for an appropriate framework and M&E program. At regional level, the need has ben reinforced through a range of different forums.

The need for appropriate monitoring and evaluation will continue to be promoted and facilitated when opportunities arise.

This project resulted from several years of consultation and design development including consideration for minimisation of visual impact. Colouring of the concrete to reduce visual impacts had significant cost implications to the project but this was agreed to and delivered. There is a formal agreement between the Foreshore Committee and Council with regard to the ongoing maintenance and management of the Old Jetty Skatepark.

COS 2009: There are no plans to undertake any removal or significant redevelopments to the skate park facility. Various maintenance works are undertaken annually in partnership between the Foreshore Committee and Council in accordance with the relevant audits and risk identification.

Other groups include the Juuyang Maar Aboriginal Corporation and the Gunditj Mirring Traditional Owners Aboriginal Corporation. It is inappropriate for the WCC to enter into an MOU solely with FAT in relation to Aboriginal heritage as this will actively disadvantage these other groups.

Aboriginal communities to identify areas in need of protection. AAV, WCC, FAT WCC / VEAC OG NAWCC liaises with FAT regarding projects prior to works commencing. WCC has also completed a draft Memorandum of Understanding with FT which will outline processes that ensure that proper consultation is undertaken prior to works being implemented.

AAV 2009: Framlingham Aboriginal Trust are one of a number of groups that have applied for RAP status in the Warrnambool region. Other groups include the Juuyang Maar Aboriginal Corporation and the Gunditj Mirring Traditional Owners Aboriginal Corporation. It is inappropriate for the WCC to enter into an MOU solely with FAT in relation to Aboriginal heritage as this will actively disadvantage these other groups.

Warrnambool 74 Site management plans be developed as required. WCC, FAT, AAV WCC/FT/AAV NC DD WCC 2009: Development of site management plans has not commenced. A draft MOU between WCC and FT

has been prepared and it will address the issue of site management plan development.

WCC will continue to work with FT in implementing this action once the MOU has been finalised. AAV 2009: WCC should be the lead agent and should consider developing voluntary CHMP for programs of works on coastal lands.
