Council members present were Stahl, White, Bunting and Gibbs. Juel was absent. Also present were Mayor John White, Clerk Mary Pothast, and guests George Wengert, Carter Bockes, Brady Bolkema and Carlyn Snider. Mayor White called the meeting to order at 7:00 pm with the pledge of alle- giance. Motion to approve the agenda, minutes from both September meetings and bills made by Gibbs, 2nd by Stahl. Vote was all ayes. In public comment, there were no com- ments. There were no building permit re- quests. The Annual Financial Statement (AFR) for 18/19 was presented. Revenue was $940,965, expenses were $954,030. Beginning fund balance overall from July 1, 2019 was $767,139. Ending fund balance June 30, 2019 was $730,099. Revenue was $940,965, expenses were $954,030. The fire department wished to present their budget to the council for the upcoming budget. They project all expenses to stay the same and will present the same budget to the townships as well. They had enough from last year’s amounts paid to fund both the eave spouts and the doors. First Re- sponders will pay for one of the doors. Mo- tion to approve the request by C. White, 2ith 2nd by Bunting. Roll call vote was all ayes. In old business, progress on locating owners of vehicles in the city parking lot has progressed. Clerk received a call from someone regarding the Zuercher vehicles and proof of registration through November. There is still a camper that no one seems to know who it belongs to. Chief Ball will be asked to see if he can further pursue that issue. The committee who has been work- ing on the rental policy agreement is setting a timeline to have the policy in place July 1. They will contact Region 6 as to the actual inspection to see the charges to hire that out. Gibbs requested a new copy of the program. Clerk requested permission to look into accepting debit/credit cards for payment and set up meetings with reps from several companies. Council felt that was a good idea. Santa will be at the fire station De- cember 7 from 10-12 with goodie bags, cookies and refreshments. The library’s Holiday Home Tour is December 14. Tick- ets for the home tour are $25 and are avail- able at the library, the bank, city hall, and Suzanne’s Hair Salon. Homes on the tour are Seth Randall, Penny Pfantz, Sharon Stevens and Carol Bunting. In correspondence, tires outside resi- dences had been addressed with 1 letter and 3 phone calls. Lucas said they will wait until days above freezing and pump heat from the inside of the Courthouse with blankets on the outside. There was discussion re- garding additional roofing work which can take place with winter weather conditions. Motion by Patten, second by Thompson to approve this request for tuck pointing and brick replacement work on six gable ends on the Marshall County, IA Court- house by Ciro Delorio Masonry, Marshall- town IA, in the amount of $16,800. All voted aye. 8. Motion by Thompson, second by Pat- ten, to approve the agreement between Marshall County, Iowa and Silverstone Group, Inc continuing through December 31, 2022. 9. Public Forum— Lucas Baedke, Building and Grounds Director, shared we are putting lights on the fence for the Holiday Stroll which will be to music. They will just be up for a couple of days. Paul Geilenfeldt, County Engineer, shared that we had the first rounds of win- ter clearing by our department. Bill Patten, Supervisor, asked about the light bulb at E29 & 330 to get repaired. Paul shared that he has been working at getting this repaired prior to tornado and has not been successful. Because of how this is under power lines Paul said it limits options. Paul said only Alliant can repair this and he has not been successful. Paul had discussion of other locations which need these destination lights. 10. City of MelbourneRegular City Council Meeting

Melbourne City Council met in regularsession on November 11th at 7:00 pm atthe Melbourne Library basement. Councilmembers present were Stahl, White,Bunting and Gibbs. Juel was absent. Alsopresent were Mayor John White, ClerkMary Pothast, and guests George Wengert,Carter Bockes, Brady Bolkema and CarlynSnider. Mayor White called the meeting toorder at 7:00 pm with the pledge of alle-giance. Motion to approve the agenda,minutes from both September meetingsand bills made by Gibbs, 2nd by Stahl.Vote was all ayes.

In public comment, there were no com-ments. There were no building permit re-quests. The Annual Financial Statement(AFR) for 18/19 was presented. Revenuewas $940,965, expenses were $954,030.Beginning fund balance overall from July 1,2019 was $767,139. Ending fund balanceJune 30, 2019 was $730,099. Revenuewas $940,965, expenses were $954,030.The fire department wished to present theirbudget to the council for the upcomingbudget. They project all expenses to staythe same and will present the same budgetto the townships as well. They had enoughfrom last year’s amounts paid to fund boththe eave spouts and the doors. First Re-sponders will pay for one of the doors. Mo-tion to approve the request by C. White,2ith 2nd by Bunting. Roll call vote was allayes.

In old business, progress on locatingowners of vehicles in the city parking lothas progressed. Clerk received a call fromsomeone regarding the Zuercher vehiclesand proof of registration through November.There is still a camper that no one seems to

know who it belongs to. Chief Ball will beasked to see if he can further pursue thatissue. The committee who has been work-ing on the rental policy agreement is settinga timeline to have the policy in place July 1.They will contact Region 6 as to the actualinspection to see the charges to hire thatout. Gibbs requested a new copy of theprogram.

Clerk requested permission to look intoaccepting debit/credit cards for paymentand set up meetings with reps from severalcompanies. Council felt that was a goodidea. Santa will be at the fire station De-cember 7 from 10-12 with goodie bags,cookies and refreshments. The library’sHoliday Home Tour is December 14. Tick-ets for the home tour are $25 and are avail-able at the library, the bank, city hall, andSuzanne’s Hair Salon. Homes on the tourare Seth Randall, Penny Pfantz, SharonStevens and Carol Bunting.

In correspondence, tires outside resi-dences had been addressed with 1 letterand 3 phone calls.

Motion to adjourn by Gibbs, 2nd byStahl. Vote was all ayes. Meeting adjournedat 7:218m.

7. Discussion: This is for the 6 gableends which should take care of the tuckpointing. Lucas said they will wait untildays above freezing and pump heat fromthe inside of the Courthouse with blanketson the outside. There was discussion re-

garding additional roofing work which cantake place with winter weather conditions.

Motion by Patten, second by Thompsonto approve this request for tuck pointingand brick replacement work on six gableends on the Marshall County, IA Court-house by Ciro Delorio Masonry, Marshall-town IA, in the amount of $16,800. Allvoted aye.

8. Motion by Thompson, second by Pat-ten, to approve the agreement betweenMarshall County, Iowa and SilverstoneGroup, Inc continuing through December31, 2022.

9. Public Forum—Lucas Baedke, Building and Grounds

Director, shared we are putting lights on thefence for the Holiday Stroll which will be tomusic. They will just be up for a couple ofdays.

Paul Geilenfeldt, County Engineer,shared that we had the first rounds of win-ter clearing by our department.

Bill Patten, Supervisor, asked about thelight bulb at E29 & 330 to get repaired.Paul shared that he has been working atgetting this repaired prior to tornado andhas not been successful. Because of howthis is under power lines Paul said it limitsoptions. Paul said only Alliant can repairthis and he has not been successful. Paulhad discussion of other locations whichneed these destination lights.
