We’ve completed eld investigations necessary to urther dene the extent and location o the radio- logical materials at the site, which is a critical step to move us toward proposing a nal remedy by the end o 2016. W e also recently announced our decision or the installation o an in- ground, physical isolation barrier on site along with other engineering controls.  In recent years, EP A has directe d and overseen nu- merous air, soil and groundwater tests related to the W est Lake Landll. Te scientic data demonstra tes that the wastes at the landll do not currently pose an o-site health risk to the surrounding community . A recent Agency or oxic Substances and Disease Registry’ s health consultation conrmed previous EP A and Missouri Department o Natural Resources assess- ments that show groundwater, air, and soil data do not indicate a current health risk to communities sur- rounding the West Lake L andll. As the lead regulatory agency at the West Lake Land- ll Superund Site, EPA will continue to direct and oversee plans and actions that will lead to a proposed nal remedy decision or the site by the end o 2016. At that time, EPA will present the proposed nal rem- edy decision to the community with an opportunity to comment. Afer the public comment period closes, EP A will release a nal decision. W e have a lot o work planned or 2016 to meet this goal. In December 20 15, EPA reached an agreement with Bridgeton Landll, LLC; Rock Road Industries, Inc.; and Cotter C orporation to prepare and submit an updated summary o all sampling investigations at the site, reerred to as a Remedial Investigation Adden- dum. In addition, the responsible parties will submit a Final Feasibility Study in which they evaluate the  various remedial options against s pecic criteria as required under the Superund law. Te details o the plan will be released to the public once nalized.  EPA will continue to work closely with the Missouri Department o Natural Resources, U.S. Army Corps o Engineers and other stakeholders related to this decision. Te agency will use all available enorcement authorities to ensure implementation o this work. ws a surace fire incident at the landfill. Tat suracere did not contact any radiologically impacted mate-al (RIM).Te parties must submit a surace fire preventionork plan to the agency that includes plans or takingown vegetation in the areas in Operable Unit-1 (OU-

where RIM is known to be at or near the groundrace, and placement o a non-combustible cover

ver areas where RIM is at or near the surace.It must also include plans or air monitoring to en-re protection o on-site workers and the surrounding

ommunity during clearing o trees and vegetation asell as during placement o non-combustible material.As a part o its continued coordination with itsartners at the site, EPA will engage with local firstsponders, including the Pattonville Fire District, toorm responders o the work plan and Incident Man-

gement Plan submitted by the parties.Each o the parties has notified EPA o its intent to

omply with the Order. Te Order requires the parties

submit two work plans that will detail the necessaryrace fire prevention actions as well as the prepara-on o an Incident Management Plan. Additional Radiologically ImpactedMaterial Characterization Field Work

ompletedTe major ocus o field work in 2015 was the com-etion o additional site characterizations in Oper ablenit 1, Areas 1 and 2, to identiy the extent o radio-gically impacted material (RIM). Te completion

this site work was critical to EPA’s continued workward the final site remedy as well as evaluating loca-

ons or the isolation barrier.Defining the scope and location o RIM is critical tocurately evaluate all remedial alternatives, includingll and partial excavation options.Te potentially responsible parties used gamma cone

netrometer testing to screen or gamma radiation in AreaFollowing that, the PRPs collected over 25 samples in

reas 1 and 2. Tose samples will be analyzed or the ol-wing isotopes: Radium-226, Radium-228, Torium-230,

Torium-232, Uranium-234, Uranium-238, Actinium-227,otassium-40, Protactinium-231, Scandium, and Lead-210.All corings were completed in December, with laborato-analysis, data verification, and preparation o the final

port to ollow. EPA expects the final report to be avail-le by late Spring 2016. Te report will be posted to EPA

egion 7’s West Lake Landfill website when complete.

EPA Completes an EnforceableSchedule for Completion of a FinalFeasibility Study   In December 2015, EPA and the potentially responsi-ble parties reached agreement on dates or the submis-sion o a Remedial Investigation Addendum, includingan updated Baseline Risk Assessment, and a Final Fea-sibility Study. Each o these steps are critical milestonesnecessary to support the final decision on the soilsin Operable Unit 1 at the site. A draf work plan wassubmitted to EPA in late December or review. Follow-ing review and approval, the work plan will be madeavailable to the public on the West Lake website.

EPA Releases Off-Site Air DataSummary Reports for Radiationand Volatile Organic Compounds

  In February, EPA released the results o off-site airmonitoring conducted over the course o a year infive areas around the West Lake Landfill to docu-ment baseline conditions prior to any potential on-siteconstruction or work. EPA’s efforts to monitor t he airand conduct a thorough scientific analysis are vital toensuring any construction activities are protective opublic health.

EPA released two reports that ocus on two t ypes ocontamination that are o particular importance to theagency’s work at West Lake Landfill--radiation and volatile organic compounds (VOCs). What the datashow EPA scientists is that t he people around WestLake Landfill are not being exposed to levels o radia-tion or VOCs at concentrations greater than what isound in similar industrial cities including St. Louis.

Te main effort o EPA’s monitoring system was tosample or alpha, beta, and gamma radiation, andtypical solid waste landfill gases, including VOCs. Teradiation levels measured by EPA are consistent withother Midwest cities. For alpha and beta radiation, allmonitored median values were consistent with median values or the air monitor placed in St. Charles. EPAplaced this monitor in St. Charles to act as a reerenceor the monitors placed in the immediate area o theWest Lake Landfill. Gamma radiation monitors aroundWest Lake Landfill showed values that were also con-sistent with the variability o natural geological radia-

tion sources in the area.
