Construction for a new 28-unit a� ord-able housing develop-ment for families and seniors broke ground on Friday, Oct 10 in Salmo thanks to funding by the gov-ernments of Canada and British Columbia and Columbia Basin Trust.

“Our Government is investing in a� ord-able housing in Brit-ish Columbia and across the country to help create jobs and improve the qual-ity of life for people who need it most. When complete, this new development will bring 28 more a� ord-able rental housing units to Salmo, a new place to call home for seniors and families in this community,” said David Wilks, Mem-ber of Parliament for Kootenay-Columbia on behalf of the Hon-ourable Candice Ber-gen, Minister of State for Social Develop-ment. “We remain focused on four pri-orities, as outlined by the Prime Minister, that Canadians care most about: their families, the safety of our streets and com-munities, their pride in being a citizen of this country, and of course, their personal � nancial security.”

“� e Province is committed to creat-ing new a� ordable housing options for families and seniors in smaller commu-nities like Salmo,”

said the Honourable Rich Coleman, Min-ister of Natural Gas Development and Minister Responsible for Housing. “We’re thankful to our com-munity partners, Co-lumbia Basin Trust and Salmo & Area Supportive Housing Society, for helping to make this new a� ord-able housing a reality

for individuals in the community.”

� e governments of Canada and B.C will provide a com-bined investment of $1,296,000 through the A� ordable Rental Housing Initiative, under the Invest-ment in A� ordable Housing 2011-2014 Agreement. Co-lumbia Basin Trust (CBT) is contribut-ing $1,296,000. In addition, the Gov-ernment of B.C. will provide interim con-struction � nancing of nearly $2.6 million. � e Salmo & Area Supportive Housing Society will provide the land valued at ap-proximately $106,000 and equity of nearly $42,500.

The Affordable Housing Rental Ini-tiative is a compo-nent of the $180-mil-lion Investment in Affordable Housing 2011-2014 Agree-ment between the

Government of Can-ada and the Prov-ince of British Co-lumbia, which was announced in July 2011.

With a combined contribution of $5 million from both levels of government over three years, this investment helps to support new afford-able rental housing projects in commu-nities across the Co-lumbia Basin.

Through a sepa-rate funding agree-ment with the prov-ince, Columbia Basin Trust is contributing a further $5 million to this initiative.

Annually, the Government of Can-ada, through Canada Mortgage and Hous-ing Corporation (CMHC), will invest approximately $2 billion in housing.

Of this amount, $1.7 billion will be

spent in support of close to 594,000 households living in existing social housing. In British Columbia, this rep-resents an estimated 68,050 households.

The remaining funding supports housing-related ac-tivities and afford-able housing pro-grams, including the Investment in Affordable Housing (IAH).

NewsJunior Dragon’s Den encourages youngWest Kootenay entrepreneurs to excel

Want to be the next Bill Gates? Or per-haps Steve Jobs? � e regional Community Futures Development Corporation(CFDC) o� ces have a sugges-tion: Enter the Junior Dragon’s Den.

� e CFDC’s of Greater Trail, Central Kootenay, and Bound-ary, are launching the West Kootenay Junior Dragon’s Den com-petition open to all students in grades 8 through 12.

� e competition is based on the popular CBC television pro-gram which has busi-ness hopefuls going face to face with Ca-nadian business lead-ers in hopes of having their business start-ups funded by the high-rollers.

Students will have to submit a business concept paper for their

burgeoning business idea and a short video explaining their idea and why they should be chosen to compete.

� e videos will be posted online and people can vote for their favourite. � e successful competitors will be chosen based on the online votes they receive and the merits of their busi-ness concept. � e top � ve Junior Dragon companies from each category, grades eight to 10 and 11 to 12, will advance to the compe-tition.

“We’ll be going out into the schools with a sort of travelling road-show presentation to recruit the kids,” said Greater Trail CFDC General Manager, Don Freschi. “� ey’ll have the chance to win scholarship money and they can elect to either put it toward education or to start their own business.”

� e competition is primarily funded by a grant through the Co-lumbia Basin Trust but organizers will seek sponsors from the re-gion’s business com-munity as well. Major sponsors will be the ones to become the Dragons that make up the judging panel for the contest.

“We’d like to get CEO’s, marketing specialists, directors, people with business savvy in the various communities,” said

Freschi. “We’ve al-ready got some inter-ested and we’re going forward full-force.”

� e competition culminates with the top � ve in each cat-egory pitching their business ideas June 6 in a live show at the Charles Bailey � eatre in Trail to a panel of local West Kootenay Dragons.

Police busted a commercial-style grow-op near Edgewood earlier this week.

A hydro bypass tipped o� Nakusp RCMP who executed a search warrant Tuesday at a residence in the 8900 block of Highway 6.

“Upon attendance the o� cers discovered a large, commercial-style,  marijuana grow op-eration  containing over 3,800 plants ranging in size from seedlings to 2 feet in height,” said Sgt. Darryl Little of the Kootenay Boundary Regional Detachment in a press release.

At the time of the search there were no oc-cupants present on the property, however, there was evidence to suggest the operation was being tended to on a regular basis.

 � e RCMP will be continuing to conduct

their investigation to determine the people responsible for con-ducting this growing operation and stealing power. Police intend to lay criminal charges.

“Police continue to make drug enforce-ment a priority for the detachment and the RCMP,” said Little.

Information regard-ing anyone involved in the illegal production or tra� cking of drugs are encouraged to con-tact either the Nakusp Detachment at 250-265-3677 or Crime Stoppers at 1-800-222-TIPS. For those concerned, anonymity will be ensured.

Master PlanUnveiled

A 10-year plan that describes how the City of Trail can face the challenge to maintain and improve recreation facilities, parks and open spac-es was revealed to the public Tuesday night.

For the most part, the draft copy of the Trail Parks and Rec-reation Master Plan is receiving positive nods, but the public has two more weeks to guide recommen-dations for the final report.

“The next phase is feedback,” said Trisha Davison, Trail’s direc-tor of parks and rec-reation. “People are welcome to read the

document and com-ment on what needs to be added, modified or deleted before the final version is crafted and given to council for consideration.”

Although there are no surprises in the 208-page plan that can be viewed on the city’s website, a key learning issue that was identified is the lack of a skateboard park in the Silver City.

Further, the plan recommends a short term timeline for the city to take a more proactive role in the development of an outdoor skatepark.

“This is really good news for our Skate-Park committee be-cause it highlights what we’ve known all along,” said Patrick Audet, committee member. “Which is

the need for suitable recreation for our young people besides organized sports in Trail.”

Citizens Against Smart Meters

A Montrose resi-dent dead-set against wireless smart meters found out that he’s not just a “lone wolf,” a message further de-livered at a delegation to council Monday night.

Mario Como and his pack of seven concerned residents shared their views on FortisBC’s Advanced

Metering Infrastruc-ture (AMI) project, asking council to get behind a town hall meeting that would educate Montrose res-idents from the per-spective of a company representative but also an electro-mag-netic radiation expert.

“It’s like betting on a horse race that’s al-ready run,” he told council. “Waiting is no option, we have to act now.”

While all of coun-cil supported such a meeting, waiving the rental fee to boot, only Coun. Mary Gay thought that the in-vitation should come from the elected of-ficials.

“I don’t think this falls under our ju-risdiction,” argued Montrose Mayor Joe Danchuk. “It’s not our

meeting, is what I’m trying to say.”

Clearly flustered by the outcome, Gay looked stern sitting cross armed. She’s worried that the co-alition won’t be taken seriously and that the company would be a no show.

“If Fortis doesn’t come to the town hall meeting then what are they afraid of? That’s the way I look at it,” she said.

The coalition urged council to stand up for little Montrose.

Resident Deb Sedg-wick reminded the elected representa-tives that it was the village’s fight for its school that changed government policy on how schools are closed in the province and that this is no time to roll over.

Last week we looked at Christina Lake, named for Christina McDonald McKenzie Williams. In the late 1890s, she also lent her name to four short-lived townsites at the lake. According to the 1967 Boundary His-torical Society report, each locator hoped to get his surveyed � rst: Eli LaValley applied on the point which now bears his name; Ross � ompson, the founder of Rossland, had another town on Baker Creek; and a third location was made on the railway near English Cove.

“However on arrival of H.L. Moody in the spring of 1898, he was so intrigued with the area that he located a townsite of his own at the foot of the lake and registered it as Christi-na. Much indignation arose among the other survey applications,

mostly over the steal-ing of the name ...”

An early ad for Christina, or Chris-tina City, appeared in the Rossland Miner on October 6, 1898. But it was also known as Moodyville and � rst referred to by that name in the Cascade Record of Novem-ber 19, 1898: “� e town of Christina, or Moodyville, is gradu-ally growing and there will soon be quite a settlement there.” Stewart and Semple opened a general store and Moody had an ho-tel, but that was about it.

� e Christina post o� ce opened April 1, 1899 with Eli LaVal-ley as postmaster and closed November 30 of the same year fol-lowing his resignation. � e Cascade Record of August 26, 1899, which considered Christina City and Moodyville to be sep-arate places, described the latter as “semi-moribund.”

Not much is known about H.L. Moody, ex-cept that he was a Spo-kane realtor. His name survives in Moody Creek and Moody Creek Estates.

Christian Valley

Alice Christian wrote in the Bound-ary Historical Soci-ety’s 1959 report that her husband Joseph (1875-1931) came to BC from Quebec

sometime before 1902 with his brother John and took up land along the Kettle River at what is now Christian Valley, but didn’t move there permanently un-til about 1910.

� e name was be-stowed when a public school opened: “� e inspector of schools was up and he, my husband and I were standing in the mead-ow,” Alice wrote. “He said ‘� e Christian family have done lots of pioneer agricultural work in this province and nothing has been called a� er them yet, so Christian Valley school it shall be.’”

According to Al-ice Glanville’s Schools of the Boundary, the school opened in 1916.

CommunitySchedule announced for CP Holiday Train foodbank fundraiser

Canadian Pacific (CP) has released the schedule for the 15th year of the Holiday Train.

The schedule, avail-able on CP’s website at www.cpr.ca and on CP’s Facebook page, outlines plans for the ‘train of lights’ to partner with commu-nities in raising food and money for local food banks.

This year, Holiday Train supporters will enjoy the music of Jim Cuddy, Matt Dusk, Doc Walker, Mela-nie Doane, Tracey Brown, Willy Porter, The Claytones and other musical guests.

The train will be in Creston, Castle-gar and Nelson on Wednesday, Dec. 11 at the following times: Creston at Millenium Park, across from RCMP station at 10

a.m.; Castlegar at the Heritage Society CP Station Museum, 400 13th Avenue at 3:45 p.m.; Nelson at the Railway crossing at Lakeside Park, 1900 Lakeside Dr. at 6:45 p.m.

The Canadian train will wrap up its jour-ney December 16 in Port Coquitlam, B.C., while the U.S. train will journey across the U.S. Northeast and Midwest before its final show Decem-ber 19 in Weyburn, Sask.

Since the Holiday Train program first

launched in 1999, it has raised $7.4 mil-lion and 3 million pounds of food for local communities. Since 1999, the Holi-day Trains have cov-ered approximately 100,000 miles, and entertained hundreds of thousands of sup-porters. It takes 30 “CP elves” 100 days to completely trans-form and decorate the Holiday Trains before they start their jour-ney across Canada and the U.S.

CP asks that at-tendees bring a non-perishable food or

cash donation, and all donations stay with the food shelf in the community where they’re donated.

Items like infant formula, canned meats, and spaghetti sauce are in particular demand for the mil-

lions of North Ameri-can’s who turn to food banks each month.

When Mattias Hofmann prepared for his trip

to the world tae kwon do championships he

set his sights on a lofty goal of finishing in

the top five in the world.

Considering the 12-year-old Rosslander had never

competed on the world stage, it was an ambitious

goal.

winter shuttle service to Red Mountain

Resort was to be shuffled, the game is still

afoot and awaits a word from the province.

Enthusiasm had been flagging for the

shuttle bus—that would have linked Red

Mountain and the city’s downtown in a

daily, continuous service—heading into a

meeting for

Rossland on July 24, but an internal vote

delayed a decision on the proposal’s fate

until an inspector from Destination B.C.

finishes up in Rossland next week.

The inspector will give the word if the

city will have the required number of

approved accommodation rooms—450

and over—to give the city a two per cent

share of the Resort Municipality Initiative

(RMI) funding from the province, up from

one per cent.

your buck.

A local developer is offering to

rent a large parcel of land in the

city for $1 per year, after his devel-

opment for affordable housing

has been tied up in bureaucratic

process for almost two years.

Cezary Ksiazek has been try-

ing to develop the former Cooke

Avenue school site since it was

purchased by a trio of local inves-

tors in early 2011, but he said his

attempts to bring an “affordable,

low cost” development to the city

have been slowed by red tape to

the point he just wants to see

something on the land.

This is a big empty lot and

nobody is using it in a land-poor

community like Rossland, he

explained.

“If someone is interested to put

on this land a goat, a cow, horses

or sheep, I agree without any

challenges. One dollar per year is

the price,” he said. “Somebody

who wants to use this land, go

ahead, because this is a shame

and sin to keep something big in

the middle of city and do abso-

lutely nothing with it for years.”

The current rezone application

first came to light in September,

2011, but it wasn’t until Dec. 10,

2012 that a public hearing was

held on the project.

Telus Ambassadors keep doing what they love

The Telus Com-munity Ambas-sadors are a group composed of present Telus employees, re-tired Telus and B.C. Tel employees and their spouses.

We use our time and resources to “Give Where We Live” — helping in our own community.

Did you know that we supply backpacks filled with school supplies that are distributed in local schools to students who might otherwise do without? This year we filled 270 back-packs that will go to West Kootenay and Boundary children.

We fill comfort packs with hygiene items to be given out to the Women’s Shelter and the IHA Friendship House. We fill Baby Bags to be given out to new-borns, filled with

hand made jackets, hats and blankets as well as diapers, soap, shampoo, etc.

We also have done seniors bags with Christmas gifts for those who otherwise might not receive anything. We sup-ply Jubilee Manor and Mountain Lake Seniors Community with dementia activ-ity aprons and pil-lows. Telus supplies all of the materials for such projects.

Telus Community Ambassadors have volunteered at the MS Bike Ride, the Relay for Life, the BC Senior Games and painting equipment at Lions Park.

We have collected hundreds of items for the local food cupboard, and put in hours at Our Daily Bread and Habitat for Humanity.

Financially, Telus has a program where Community Ambas-sadors can turn their

volunteer hours into donations to their favourite charity, and once a year a Com-munity Ambassador can make a donation through Telus that is

matched, doubling up for a good cause.

We also fundraise, like our gigantic ga-rage sale June 1 at the Real Canadian Wholesale Club

parking lot.We made $815 for

Friends of the Fam-ily and $300 to start a bursary for a lo-cal graduating high school student.

The Rossland Gallery will be presenting “The Sky’s the Limit” art show, displaying works by 17 popular Kootenay artists from November 1 - 17.

The opening reception is Wednesday, No-vember 1 from 6 to 9 pm.

Seventeen members of the West Kootenay Chapter of the Federation of Canadian Artists have teamed up for a tribute to the Kootenays with a juried show of over twenty-nine paint-ings spanning images from the artists’ inner heart and mind, with images ranging from still life, animals and landscapes, each painted with the artists’ individual flare and style.

A variety of mediums have been used to cre-ate the work such as watercolour, acrylic, pas-

tel, oil, textile dyes, and mixed media.“We decided to use the theme based on the

concept of having no limits to our creativity or choice of imagery,” states WKCFCA member Mirja Vahala. “Artists were empowered to fol-low their inspiration.”

Three signature members of the FCA: Dene Croft, SFCA, Kenson Seto SFCA, and Nicole-ta Baumeister AFCA chose the pieces for the show and six award winning artworks by Betty Fahlman, Lis Semenoff, Sandra Donohue, Lucy Bates, Elaine Alfoldy, and Bruce Martin. At the opening reception guests will be invited to vote for the “Peoples’ Choice Award.”

The Federation of Canadian Artists, found-ed in 1941, is a community of artists and art lovers.

The FCA head office and gallery are locat-ed in Vancouver, on Granville Island where bi-monthly juried exhibits by emerging and signature artists are featured. Its mission is to promote the passion and pleasure of the visual arts through exhibition, education and com-munication.

A non-profit organization, the FCA has chapters throughout Canada. More informa-tion about membership, exhibits, and work-shops can be found online at: artists.ca.

The WKCFCA, formed in May 2001, in-cludes 31 members in the West and East Koo-tenays, and the Okanagan. Meetings are held four times per year. Over 400 quilt lov-ers from throughout the Kootenays and Okanagan enjoyed this spectacular quilt show Oct. 4 at the Prestige Lakeside Re-sort in Nelson.

The Canadian Quilters’ Guild Award went to Elsie Gates for her stunning piece “My Spring Garden”. She was delighted and honoured to have her quilt chosen for this

prestigious award.The Viewers’

Choice Award went to Kristine Sacenieks for Luscious Lilies.

Rose Johnson re-ceived second place award for her intricate Hawaiian Sampler and Sue Lambrecht’s Friends Forever was the third choice.

The Guilds’ Chal-lenge of table and bed runners, judged by Guild members, saw first place awarded to Susie Holmes for Forest Finery, Sec-

ond Place to Bonnie Chalmers for Santa Needs Help, and Third Place to Molly Seminoff for Moon Dance.

Feature Quilters Bonnie Chalmers and Laura McEach-ern were available throughout the show to discuss how they created their spectac-ular works of art.

The Guilds’ Toot Your Horn booth portrayed the work that members do for a variety of charities.

A special quilt, Sternwheelers of the Kootenays, utilized original drawings by the late Alec Gardner, done for his friend Bev Walton. The quilt was completed by Karen Ringrose.

The Kootenay Ap-pliqué Society shared information about their First Place Award in the Appli-qué Society’s Chapter Challenge.

The Baltimore Al-bum, submitted to the competition in

Ashland, North Caro-lina, is now touring the USA.

Tickets sold out for the Quilt Raffle. Winner Kiran Man-nas was pleased that proceeds support the Kootenay Lake Hos-pital Foundation.

The Kootenay Quilters’ Day Guild meets on the first and third Thursday at 10 a.m. at Christie Lees Hall and the Evening Guild meets every Thursday at the same location.

The Sun in Libra and the Moon in Aries at 25 degrees 45 respectively marks the exact placement by sign in the Tropical Zodiac. The New Moon on October 4th, of which this is the ful� lment, hosted some rather challenging aspects such that is quali� ed to be deemed a ‘bad moon rising’. Of course, such statements are relative and since then those hard angles have since faded. However, the seed event of the New Moon remains active until the next New Moon. That the U.S. Government began it’s ‘shut down’ since that time presents a good example of the synchronicity of this challenging portent. Given the seed chart leading up to this event, it is unlikely that it has been resolved in time to prevent the deepening of this globally sensitive issue. With Mercury Retrograde set to begin its 3 week backtrack cycle in Scorpio, where it has been since September 29 and where it will remain until December 4th, the intrigue and mystery of this particular cycle and the major events that are coinciding with it are far from over. How other power players around the world will choose to capitalize on this costly stalemate may well remain a guarded secret but such activity is beyond doubt. Tensions from this tug of war will persist and some of the deeper repercussions will endure long beyond the outer event so we can expect some large emotional reactions as well. Nelson Commons. Now in 3D.

We’ve had many visitors to the Nelson Commons Display Suite and Sales Office. Everyone is very excited about living in downtown Nelson! The new 3D model we have on display is making it all the more real.

Though we aren’t permitted to start pre-selling just yet, two-thirds of the units have been pre-selected by future residents. This informal process is very encouraging!

If you haven’t yet, please visit the display suite at 621 Vernon Street. We’re open 12:00 to 5:00, Wednesday to Sunday (or call 250 352-5847 to book an appointment).
