Our Board in 2012 brings together individuals who are highly experienced in their professions and care deeply about the well being of our city. They are volunteering their time, not only to advance their own personal and professional endeavors, but to support and help develop the city as a fertile place to do business. Each of us is dedicated to enhancing the quality of community life, for both our residents and guests, by supporting local business development and growth. A thriving local economy leads to an enhanced way of living for everyone that belongs to West Hollywood. The Board is committed to this city, its energetic vitality and prosperity.

The West Hollywood Chamber of Commerce Board of Directors conducted an all-day strategic planning session for the organization on February 29th at the Andaz West Hollywood. The 25 individuals who volunteer to lead our organization met to provide insight and vision for our future and current direction.

Instilled with a new sense of hope and possibility, the Board created a dynamic plan and renewed commitments to the Chamber of Commerce. It was a very exciting day and helped to redefine our purpose and strengthen our conviction about our importance to the community and Member businesses.

We have strived to develop a Board of Directors that best represents the composition of our business community. We have representation from large and small businesses from all various sectors and industries, each of which is highlighted inside the pages of this issue. Advocacy is still the number one reason Members join the Chamber, while marketing and promotion has increased as priority for businesses, to drive traffic and sales.

The Board delivers to you a Chamber that -- Champions Business Interests, Builds a Community of Influence, is A Resource, provides Visionary Leadership, Connects Businesses, Promotes the West Hollywood Brand and Fosters Prosperity.

Governmental Affairs CommitteeThe Governmental Affairs Committee (GAC), representing business in government, reviews various requests for project support and discusses other governmental issues affecting the business community. For example, GAC recently took an opposing position on bans that are bad for business or negatively impact our brand, industries or business community at large. GAC meets the second Tuesday of each month at 4pm.

Member Relations CommitteeThis committee works to retain and increase Membership by assessing and accommodating the needs of Members. This Committee welcomes new Members and helps all members utilize their benefits. Member Relations Committee meets the second Monday of each month at 4pm.

Special Events CommitteeThis committee assists in the planning of our Special Events. The Chamber has three major events each year that act as fund raisers for the Chamber. They are the Annual Meeting and Board Installation, State of The City and The Creative City Awards. Special Events Committee meets the second Friday of the month at 11am.

Finance CommitteeThis committee oversees financial records and reports the monthly financial status to the CFO of the Board of Directors. The Committee also will from time to time consider special fund raising and special spending requests. Finance Committee meets the last Monday of each month at 4pm.

At its regular meeting on November 7, 2011 the City Council approved an ordinance prohibiting the sale of fur apparel productsin the City. As part of the City Council’s deliberation, the Council asked that an economic impact study of the ordinance be conducted. Results of the study will be brought before the Council once it is complete to allow the Council to determine whether any modifications to the ordinance are needed prior to its effective date of September 21, 2013. The Chamber, The Avenues and the Marketing and Visitors Bureau all strongly opposed this arbitrary ordinance, banning fur in select industries and not others. If you are a Fashion Retailer in the City of West Hollywood, it is critical that yourbusiness participate by providing data for this survey. Without this information, we cannot reasonably quantify the direct and indirect impacts this ban will have on

our community. The survey is confidential and your names and information will not be used publically. Keyser Marston Associates has extensive knowledge of the local economic conditions and are familiar with the local economic market. Their Scope of Services for the study will include the following:1. Survey Development - a Survey Instrument that can be sent to the apparel stores in West Hollywood to reveal the potential impact of the ban on animal fur sales.2. Site Visits - Based on visiting businesses in West Hollywood that sell animal fur products and estimate the floor area in these stores dedicated to the sale of animal fur products.3. Dollar Volume Estimate - Based on the results of the survey (share of sales), the site visits (floor area allocation), and the sales tax data; an estimate of the dollar volume of animal fur sales in West Hollywood will be determined.4. Real Estate Impact - In addition to evaluating the impact on sales, the consultant will also identify businesses that might leave West Hollywood as a result of the ban. The scope and location of these retailers will

be identified to gain an understanding of the magnitude of retail space that may become available. The overall real estate market conditions (e.g. rents, vacancies, etc.) will then be considered to identify the potential timeline for re-occupying those spaces. This scope takes into consideration items raised by the business community. The Chamber, along with The Avenues, will perform outreach to fashion retail businesses to ensure as high a response rate as possible. Barring any unforeseen delays, it is estimated that the study will be completed within 90 days from the commencement date.

On December 19, 2011, Council directed staff to meet with the Chamber of Commerce to allow them an opportunity to review a proposed ordinance which offers a more tailored approach to the different types of food trucks operating in the community and address Public Safety issues. Subsequently, staff met with the Chamber President and select concerned Chamber members to explain, in detail, the proposed amendment. The Chamber reached out to its Members for feedback regarding the proposed ordinance and received responses mostly from our food and beverage establishments who are concerned that these trucks would then be able to set up in front of their establishments during prime dining hours. Food Trucks can be a great resource when used responsibly, to bring in more customers

during promotions and special events and in areas of the City that may lack places to eat. Mobile food vendors operating in West Hollywood are required to obtain a peddler license prior to operation. The Business License Ordinance contains

Food Truck Ordinance operating requirements that dictate how and where these vendors are able to operate. Some of the current operating requirements are outdated and do not address public safety issues that may arise from this new trend in mobile food vendors. The greatest concern from the Chamber’s Members was that the ordinance repeals the current law restricting catering trucks from operating within 250 feet of a fixed-location business. However after speaking with City staff, the Chamber supported the ordinance proposed which addressed public safety concerns and restricted trucks to 30 minutes at any parking meter. On February 6 the Council heard the item and had discussion about the issues of public safety and amended the ordinance providing an additional 30 minutes at meters for the food truck peddlers allowing them to

Previously, businesses were only allowed up to 4 special events per year. The change was made as a result of a pilot program that was included in the City’s Economic Hardship Package which was passed in 2009 and included a set of policies aimed at loosening regulations to encourage business activity during the economic downturn.

The new ordinance was approved by all five Councilmembers as follows: The proposed ordinance divides mobile food vendors into three categories: 1) Short term vendors in the public right-of-way, which are restricted to 1 Hour in any one location on a City street and subject to the current rules and limitations pertaining to schools and parks; 2) Long term vendors in the public right-of-way, which must obtain an encroachment permit, may only operate in designated locations on a City street for designated periods of time, subject to conditions set out in the permit; and 3) Vendors that operate on private property, which are allowed to operate for 2 hours provided that the entire operation is confined to the private property. If a vendor desires to operate on private property for a period of time longer than 2 hours, it must obtain a Conditional Use Permit, Temporary Use Permit or a Special Event Permit. Long term vendors are required, by order of the LA County Health Department, to provide a letter from an establishment within 200 feet of the vendor stating that their patrons have permission to use their restroom facilities. Short term vendors parking at meters for one hour or less are not required to have this letter.

New Valet Ordinance The City is preparing a new valet ordinance which seeks to clean up some language in the code. To create transparency with advertised rates, all numbers and letters associated with the parking rates and times shall be in the same sized font. Valet companies shall also be required to submit an updated valet route plan and a copy of their insurance every year upon renewal of their business license. Individual valets must carry their drivers’ license and present it to any City Officials when requested. All portable valet signs shall only be placed on the sidewalk after an encroachment permit has first been obtained. To obtain this permit, an application must be submitted with a copy of their insurance and the proper fee. The exact dimensions and placement of the sign shall first be approved by the Long Range Planning and Mobility Division for full execution of the permit.

Revised Promoters LicensesThere is a newly proposed Promoters Venue License code which will make it easier for any business that employs promoters to operate in West Hollywood. The business will now be able to obtain a Promoters Venue License which will allow them to use any promoter they choose. If the business chooses not to get the license, they can still use any promoter they wish as long as that promoter holds a valid Promoters License. If a Venue License is obtained, the business must notify the City of which promoters are operating on what nights. This allows the City to be able to know who is operating in West Hollywood and hold the correct people accountable should there be any problems. Business owners are still responsible for all activities that take place in their business, but the promoters can also be held liable for violations of the noise ordinance and other activities that negatively impact the community-at-large.

Business Affairs

A coalition of business owners on Santa Monica Boulevard, having developed a proposed Management District Plan for the Santa Monica Boulevard Business Improvement District (SMBBID), launched a Petition to establish the BID on March 19, 2012. If approved, the SMBBID will establish various programs and promotions to increase the commercial activity in the Santa Monica Boulevard area. The International Downtown Association estimates that more than 1,500 Business Improvement Districts currently operate throughout the United States and Canada. A Business Improvement District (BID) may provide services such as, identity formation, market research and economic development in addition to services provided by local government. Business Improvement Districts also provide physical improvements such as entry features, benches, or lighting. These services are concentrated within a geographic area and are paid for through special business owner assessments. A Board of Directors, established by the business owners representing those who pay the assessment, governs the organization responsible for providing these services.

The City has supported the development of these types of business driven efforts. If established, the Santa Monica Blvd. BID will be the City’s fourth business improvement district. Previously established BIDS include The Avenues: Art, Fashion & Design District, The Sunset Strip Business Association as well as the West Hollywood Marketing & Visitors Bureau which was the first marketing and visitors bureau established as a BID in the country. Geographically, the SMBBID includes all businesses fronting Santa Monica Boulevard between Doheny Drive and La Cienega Boulevard and the intersection of Santa Monica Boulevard and Holloway Drive; businesses fronting the east side of Doheny Drive between Santa Monica Boulevard and Harland Avenue; businesses fronting Nemo Street between Doheny Drive and Santa Monica Boulevard; businesses on Almont Drive, La Peer Drive and Robertson Boulevard south of Santa Monica Boulevard, and businesses on Larrabee Street and Palm Avenue north of Santa Monica Boulevard, and several hotels on side streets adjacent to the Boulevard. The budget created from the total assessments will provide services for marketing, streetscape improvements, security enhancements, maintenance programs, special programs, special projects, advocacy and administration to benefit businesses within the district.

Kara Seward from Senator Pavley’s office also provided commendations to our outgoing board members and candidate for Assembly Torie Osbourne was in attendance. VICE CHAIR, GOVERNMENTAL AFFAIRS - Layne Lawson, Clear Channel OutdoorLayne Lawson began his career in the Outdoor Advertising Industry in 1995 and went to work for Clear Channel Outdoor in 1998 and in 2004 was promoted to Director of Public Affairs. His responsibilities include protecting all company assets by dealing with local and state governmental issues concerning the Outdoor Advertising industry. Layne has worked closely with the City of West Hollywood since 1998 and has worked on numerous issues regarding the Outdoor Advertising industry and local businesses in general.

VICE CHAIR, MEMBERSHIP – Misti Cooper, Yogurt StopMisti Cooper, owner of Yogurt Stop, moved to the Los Angeles area in 1992 and worked in the entertainment industry in marketing. She was involved in major movies and television programming including Tomb Raider and America’s Next Top Model, which was the inspiration behind the branding concept, for Yogurt Stop and the creation of the tag line PUMP IT YOURSELF! As a member of the West Hollywood business community she has gained on-the-job knowledge that allows her the insight to put forth suggestions and share ideas that promote relationships and shape Chamber policies that support small business.

VICE CHAIR, EVENTS - Ruth Tittle, Capitol Drugs/Power ZoneRuth strives to build a business that remains relevant to the needs of her community, offering alternative treatments. She deeply believes in a ‘whole person’ approach to treatment and that personal knowledge is a powerful tool for an individual. As a visible member of the Los Angeles LGBT community she continues to commit her time, energy and resources to community action, social equality and standing up for the under-served. She also serves on the Gay and Lesbian Elder Housing; The Gay and Lesbian Advisory Board and has been the recipient of numerous awards.

CHIEF FINANCIAL OFFICER - Stan Bochniak, Ampco System ParkingStan Bochniak has been an active member of the Chamber of Commerce and continues to be involved and support this vital City resource. Stan began his professional career in the banking industry in both sales and operations and has been working in the parking industry since 1993 in the various positions as Facility Manager, Operations Manager and Regional Sales Manager. His wide range of responsibilities over the past several years have allowed him a diverse and strong knowledge of the parking industry, as well as the commercial, residential, and retail industry.

SECRETARY - Deborah B. Kallick, Cedars-Sinai Medical CenterDeborah joined Cedars-Sinai Health System in March 2000 as its Vice President of Government and Industry Relations. In this role, she is responsible for coordinating the institutions efforts to assure that the increasingly important public policy issues which affect the organization are being monitored and addressed in an effective fashion. Her career has included roles in the non-profit community working for the Anti-Defamation League as the Assistant Director for Educational Programs and Community Development and the Council for Peace and Equality in Education as their Community Outreach Coordinator.

PAST CHAIR - Joan Henehan, Amalgamated Henehan WorldwideJoan Henehan is honored to be ten-year veteran of the West Hollywood Chamber of Commerce’s Board of Directors and a Past Chair. Professionally, Joan is a 22-year veteran of the financial services industry, now conducting business as a consultant through Amalgamated Henehan Worldwide. Joseph M. Clapsaddle, Hornburg Jaguar Land RoverClapsaddle has served on the Board of Directors for 10 years. During his Board tenure, Joe was appointed Vice Chair of Events for two years and elected Chair for two years. In 2011, Joe was named a Commissioner of the West Hollywood Business License Commission. Prior to moving to Los Angeles, Joe lived in New York City, London and San Diego, working as a managing director of American Express Travel, owner of Study Abroad, consultant to The Royal Opera House’s Royal Ballet and as a theatrical producer on London’s West End and Broadway. Karen Kuo, Robert Kuo LimitedKuo has been at Robert Kuo Ltd. since 1993 and is the public face of Robert Kuo. She works with companies that represent Robert Kuo in developing new collec-tions—making sure that their products are marketed, merchandised, and placed properly. Kuo serves on the Board of Directors for The Avenues: Art, Fashion & Design District and the West Hollywood Marketing and Visitors Bureau. Kuo was board member of the Far Eastern Art Council at the Los Angeles County Museum of Art and the head of the Fund Raising Sub-Committee for LACMA in 2002-2003.

Lindsay M. Lebby, ARCADE BoutiqueLindsay Lebby joined ARCADE Boutique in December 2008, a few months after the store opened, as the store’s Director. She helped shape the business, develop the ARCADE brand and establish the boutique as a West Hollywood fashion destination for trendsetters, stylists and celebrities. Prior to running ARCADE, Lindsay ran the North America Retail Marketing Department for GUESS?, Inc. and worked in store management for Intermix in New York City. David Meyers, House of BluesDave started his career with Levy Restaurants as an intern at Wrigley Field in Chicago and over the course of his career was Director of Operations of the company’s premier properties including STAPLES Center, Dodger Stadium and Nationals Park in Washington DC. He has worked in all facets of the restaurant industry including restaurants, convention centers, sporting and music venues and has managed such high profile events as the Grammy Awards, the Super Bowl, World Series, NBA All Star Game, NHL All Star Game and College National Championship. Marino Monferrato, Cecconi’s West HollywoodAs Cecconi’s quickly becomes a staple in Los Angeles restaurants, Monferrato cultivates a relaxed yet elegant experience for West Hollywood diners. Monferrato began his path in the restaurant industry at the young age of fourteen and moved to the United States in 1994 after hearing about a position at Piero Selvaggio’s Primi in Los Angeles. In 2005, he joined the team at the 5-Diamond and 2-Michelin star restaurant Alex in the Wynn Hotel in Las Vegas where his casual and accessible manner brought an approachable element to the luxurious restaurant quickly making a name for himself in the community.

Pat Rogers, Here LoungeAfter a successful career in theater and working for a number of restaurants as a waiter and manager, Pat Rogers opened Rogers and Barbero with his business partner in the summer of 1983. Ten years later they converted their formal restaurant into Food Bar, an inexpensive, extremely casual, diner-like operation that was noisy, brash and overtly gay. It was the first such restaurant of its kind in NYC. Today, in addition to continued ownership of “g” in NYC and “here” in West Hollywood, Pat continues to serve “here” with principal duties concentrating on financial, legal and political matters.

Gene R. Smith, Gene Smith + James LitzAs a former Planning Commissioner and Transportation Commissioner, Gene brings a unique perspective to his work on the Chamber’s Board. As previous chair of the Governmental Affairs Committee for many years, Gene tackled vital business issues in West Hollywood, such as parking modifications, mixed use, affordable housing, signage, and improving communication between businesses and residential neighbors. As a local business owner and longtime West Hollywood resident, Gene (along with business partner James Litz) has been successful in helping many businesses, developers, and property owners secure City approvals for their projects.

Nadia Sutton, here! TVNadia Sutton is an activist, volunteer, and inspiration to the LGBT community and beyond. In 1989, Nadia founded PAWS/LA (Pets Are Wonderful Support), a non-profit organization helping those affected by HIV/AIDS who have difficulty caring for their pets. Nadia is passionate about the fight for equality. She is among the first to mobilize teams of people to show up at a protest march or demonstration. Nadia is also a tireless advocate for many organizations. she also serves on the West Hollywood Lesbian & Gay Advisory Board, the West Hollywood Women’s Mastermind Group, Friends of the Center for Sex and Gender Research at CSUN.

Maxine Tatlonghari, Vanity Girl HollywoodMaxine Tatlonghari is the founder of Vanity Girl Hollywood, a local LA based business that produces lighted Hollywood-style vanity tables. She has been a resident of West Hollywood for over a decade and became involved with the Chamber of Commerce nearly 10 years ago when she realized that no community event would be complete without involving local businesses. She quickly established herself as a valuable member of the Chamber, and was appointed to the Board by the Chair where she served one term. With her key strengths in Membership, PR and Events, Maxine brings to the table social media savvy in the ways that PR and marketing have evolved.

Ex-Officios Todd Steadman, Sunset Strip Business AssociationSince 2004 Todd Steadman has been the Executive Director of The Sunset Strip Business Association and has been instrumental in the revitalization of The Strip and the development and implementation of a variety of programs and events, including the world-renown Sunset Strip Music Festival. Todd started his career 19 years ago at the Tucson Metropolitan Chamber of Commerce which was the largest Chamber in Arizona with over 3,200 members. In 1998, he received an opportunity to be the Director of Economic Development and Government Affairs for the Beverly Hills Chamber.

Bradley Burlingame, West Hollywood Marketing & Visitors BureauPresident & CEO of the West Hollywood Marketing & Visitors Bureau for 15 years, Brad Burlingame leads the MVB’s programs which support the $750 million travel industry in West Hollywood. He is also a board member of The Sunset Strip Business Association, The Avenues Business Improvement District, and is Vice Chair of LA Stage representing the 350 producing organizations in greater Los Angeles. He is a member of the Marketing Advisory Board of Visit California, the Foundation Board of the Western Association of Convention & Visitors Bureaus, and is Co-Chair of the California Travel Association PAC.

Ryan Farber, The Avenues: Art, Fashion and Design DistrictAs Executive Director Ryan Farber’s role is to represent over 250 businesses by creating and executing marketing and public relations initiatives aimed at building awareness and driving traffic to the area. Ryan previously spent 7 years as Director of Marketing for an entertainment ticketing company in Las Vegas. He earned an MBA from Pepperdine University and is a native of Los Angeles.

The Andaz Hotel has placed “Dunderhead,” Robb Putnam’s 9-foot tall mutt made of mixed media at a strategic spot in its lobby. Barney’s Beanery hosted a flash mob where performers masqueraded as waiters and pool players and burst into dramatic recitations of Bukowski’s poetry. Gibson GuitarTown on The Sunset Strip will unveil giant guitar sculptures, the second installment of the outdoor exhibit. There’s an artistic movement afoot. In pursuit of a competitive edge, business is getting creative – partnering with artists and art organizations to add value and garner attention. Community is enhanced by business embracing and empowering the arts, and business profits from building new relationships. “A business arts partnership is a mutual love affair,” says Jordan Kaye, Marketing & Sales Manager of the Andaz. Kaye recommends each side consider the audience it already has, or the audience it wants to attract, when choosing a partner. “Look at the ‘psycho-graphics’ rather than the demographics of your sought-after customer,” he suggests. The Andaz has engaged the services of public art consultant and curator, Merry Norris, whose eclectic tastes and eye for emerging artists creates a buzz

that entices not only hotel clientele, but also an audience that comes for the art. “There’s a launch party and new customers emerge,” Ms. Norris exclaims with a wave of her wand. Maribel Louie, Economic Development Analyst for West Hollywood, points out: “The City wants to increase the instances where business/arts partnerships occur, and be more proactive in encouraging businesses that may still be a bit blind to the benefits of these partnerships. It can be as simple as posting an ad for an event or adding a themed drink.” Barney’s Beanery Regional Manager AJ Sacher, says, “We’re already good at being a sports restaurant. We were reaching out to people who haven’t been in before.” With gratitude for Pacific Standard Time facilitating their event, his enthusiasm is palpable, calling the flash mob “a head-turning presentation that attracted a whole lot of social media.” Twitter activity in the hours around the event was wild, and Sacher

believes people who were there or heard about it will remember and associate that unique memory with the place. “We’re confident we made new customers that night,” he says. The arts can be a dynamic driver for business. Music, dance, storytelling, photography, fashion, design, performance and visual art draws passionate audiences. Connecting your businessto that vitality creates an expanded customer base and brings greater exposure for the artist. A win-win. How to create a partnership? Jordan Kaye says, “We did not have to be the experts; it’s an ‘addition’ to the area of your expertise.” And Merry Norris says with a smile, “I just made it up.” Barney’s Beanery reported that Unbound Productions, the performance arts group, were so well organized it didn’t take much time to set up and didn’t inhibit the flow of business. Sunset Strip Business Association Executive Director Todd Steadman says, “We were thrilled with the results of the first round of GuitarTown on The Sunset Strip. As a destination marketing tool, the exhibit helped to attract visitors into the area and drew media attention worldwide.” The Andaz will continue to present cutting-edge art and feature local musicians with a percentage of the bar donated to a foundation supporting emerging artists and music camps for kids. Barney’s already has its next partnership foray planned. April 10th features a barter auction in the style of barter auctions that Kienholz held there in the 60s. Included will be a section of an original exhibition by Kienholz that features the Beanery. You can trade your horse for a small canvas by a local artist, and

proceeds go to charity. About 500 people are expected to traffic through between 7 and 10 p.m., and that’s good news for any business. Historically, West Hollywood has always been a destination for prominent artists. Showcasing new generations of artistic expression makes history. And that’s very positive for the artist and for business. There’s no limit to what you can create when you collaborate. Whoopee! “Any hotel provides towels and a bed,” Jordan Kaye says, “We want our customers to have a memorable experience.” What makes your business memorable? AJ Sacher concludes: “You never know what’s going to stick when you’re running or promoting a business, so you try things, and there’s always something to learn.”
