aCademiC informaTionGraDuaTIoN requIreMeNTsCredit is earned for grades A through D in all courses. Standard credit is 5 units for each semester course passed. An “F” or “WF” earns zero credit. Students are allowed to test once during their sophomore year, twice during the junior year and five times during their senior year in order to qualify for a high school diploma. proGress reporTsProgress reports will be mailed home at the end of each grading period. The first and second reports for each semester reflect current progress in all courses. Only semester grades issued in December and May are final grades and become part of the student’s transcript or permanent record. Grades should arrive home a week or so after the end of the grading period (see School Calendar on page 4 for specific grading periods).oNLINe GraDeBooK (schooL Loop)School Loop Gradebook is an online system that allows parents and students to view attendance, grades, teacher e-mails and other student information from any computer with internet access. Please see your counselor if you need assistance creating your account. cITIzeNshIp MarKsCitizenship is indicated on the student report cards to inform parents, however, these marks are not a part of the student’s transcript or permanent record. Teacher coNfereNcesParent-student-teacher conferences may be scheduled by contacting the teacher or counseling office. In order to protect instructional time, calls are never placed directly through to a teacher’s classroom during class time. Additionally, each teacher may be reached through the school’s e-mail system accessible through our school webpage: http://wchs.wcusd.orgcLass chaNGesStudents enrolled in year-long courses are expected to remain in those courses for the duration of the year. If the student and parent feel a change is necessary, the student’s teacher and/or counselor should be involved in that decision. A Class Change form must be completed and signed by all parties involved. The counselor will ultimately review the request and make the final decision. After the fifth week of the semester, any dropped course will result in a “Withdrawal - F” for that course being recorded on the permanent record. In most cases, it will not be possible to add another class in place of the one dropped.GraDe poINT aVeraGesGrade point average is calculated by adding the total grade points earned and then divided by the number of courses taken. caLIforNIa schoLarshIp feDeraTIoN (csf)CSF is a statewide honor society based on academic achievement with membership open to sophomores, juniors and seniors. Freshmen are eligible for membership at the end of their first semester.reNaIssaNce proGraMRenaissance is a leadership and recognition program that provides students with tangible incentives, rewarding superior achievement, effort and attendance with discounts at local businesses. All students are encouraged to earn and apply for Renaissance membership. I encourage you to explore your interests this year and find something that you are passionate about. some people desire to be outstanding scholars, some people seek to become successful athletes, some people are drawn to leadership; everyone has their own individual goals and aspirations, but at the end of the day we are all Bulldogs who represent Wchs in all that we do. I challenge you to represent our school better than any other group of students has before. WhaT Is asB?All WCHS enrolled students are automatically members of the associated student Body or ASB. All students are governed by the ASB constitution and have the opportunity to elect officers to the ASB Cabinet. Many students purchase and carry ASB Cards and therefore are extended special privileges. asB carDsAll WCHS students are encouraged to purchase an ASB (Associated Student Body) Card but are NOT required to for participation in teams/clubs. Students holding an ASB card receive reduced rates for athletic events, discounts on all dances and formals, free activity, academic and athletic letters, full privileges in the Renaissance Program (when academic requirements are met), as well as numerous other perks and incentives throughout the school year. The cost of an asB card is $40.00. Typically, student savings may range from $60.00 to $100.00, depending upon involvement in activities and athletic events. ASB Cards are non-transferable and non-refundable, and at no time shall a student lend his/her card to another student. If caught, the card will be forfeited for the year with no refund.Any student experiencing difficulty with the purchase of an ASB Card is encouraged to speak with the ASB Advisor to arrange a monthly payment plan.

eLIGIBILITY for parTIcIpaTIoN IN exTracurrIcuLar acTIVITIesIn order to be eligible to participate in extra/co-curricular activities, a student must have earned a minimum 2.0 or “C” unweighted grade point average during the preceding grading period. An academic ineligibility list is compiled at the end of every grading period. If any student has earned an unweighted grade point average below 2.0 or has not passed at least four classes in any grading period, he/she is automatically placed on this list. The purpose of the ineligibility list is to ensure that students who are participating in extra-curricular activities are also achieving success academically.Students are ineligible for the entire grading period and are never removed from the list during that same grading period. Students on the academic ineligibility list are not allowed to participate in any form of extra-curricular activity, including but not limited to practices, games, rehearsals, try-outs or ASB. The only way to become eligible for extra-curricular activities again is to earn a 2.0 unweighted GPA or better and pass at least four classes at the next grading period. West Covina Unified School District policy, as well as the California Interscholastic Federation (CIF) Guidelines, lists requirements for active participation in any co-curricular or extra-curricular activity. Students must maintain at least an unweighted 2.0 Gpa to participate under both organizations. WCUSD has an additional requirement that the participating students must have no more than one unsatisfactory mark in citizenship during any one grading perA probation period is also available to students who fall below a 2.0 GPA in which they can still participate in activities, but this only last for one grading period. If the student does not meet the minimum GPA of a 2.0 the following grading period, the student will then be placed on the academic ineligibility list. These guidelines affect participation in (but are not limited to) the following: Band, Choral Music, Colorguard, Dance Court Members, Drill Team, Pep Squad, all Team Sports, Clubs, ASB and Class Officers. Please refer to the WCHS probation policy on the WCHS website for additional information.WesT coVINa hIGh schooLWhereas: high ethical and moral behavior in education is essential; and individual students are responsible for their own work and actions; and the individual, school, and society benefit greatly from the maintenance of high standards; and the integrity of fair academic competition shall not be abridged; then, be it known that the following are some of the major points of the WCHS Honor Code posted on the school website:acaDeMIc coDe of hoNorIs in effect at West Covina High School1. The students shall use only those accessory examination materials allowed by the teacher.2. The student shall solicit and use only examination information made available to all students by the

teacher.3. The student shall respect another student’s right to privacy of materials, tests, etc.4. The student shall behave in an honorable way, so as not to assume an unfair advantage over fellow

students.5. The students, when doing research assignments, shall give proper credit (i.e., footnotes and/

or bibliography in compliance with teacher instructions) to those sources used in order to avoid plagiarism.

6. The student shall be responsible for his/her own homework.7. The student shall offer and receive from other students only that information which is approved by

the teacher.8. The student shall respect the rights of privacy, property, free expression, and the dignity and integrity

The ASB Constitution and By Laws exist for the student House of Representatives and Inter-Club Council to help advise the officers of the ASB Cabinet in the democratic process.asB cabinet: The upper legislative house, or ASB Cabinet, is comprised of 7 elected officials, 2 representatives each from the senior, junior, sophomore and freshman classes, and 16 additional appointed members of the cabinet. The ASB President officially presides over Cabinet Meetings once weekly for the approval of all fundraisers, expenditures, and activities. Elections for ASB and Class officers are held in the spring and nominees must have a 2.5 total unweighted GPA with no F’s and no more than one N and NO U’s in citizenship in the preceding semester. Once elected, class presidents and vice presidents, must enroll in the ASB Leadership class. Elective credit is given for this class. Appointed members of cabinet must have a 2.0 total unweighted GPA and undergo an interview process by elected officers prior to selection in the spring.house of representatives: Members of the lower legislative house or House of Representatives are elected each fall by 4th period classes to meet once a month all year. The role of each representative is to provide feedback to the ASB Cabinet on issues that affect the entire student body. The person representing each 4th period class should inform students about a particular issue and then garner gather responses and report the findings back to ASB. general sTudenT informaTionaTTeNDaNceStudents arriving late or leaving early MUST SIGN IN OR OUT at the Attendance Office. A parent must call BEFORE the student arrives or send a note with the student in order to have their absence or tardy cleared. Any period missed due to late arrival without a parent note or phone call the next morning (by 9:00 am) will be classified as a truant. The consequence for truancies include the loss of opportunity to make up work in class and the assignment of a make-up class (Saturday School, etc.). If late arrival is cleared by parents after 9:00 am the following morning, truancies will be cleared with teachers, yet detentions will stand as scheduled.Parents of students who are absent are requested to telephone the Attendance Office to clear the absence for each day of the student’s absence. To assist in this process, you may leave messages 24 hours a day. An absence which has not been cleared within three days will be classified as truancy. LocKersA limited number of lockers are available for the safekeeping of books and other student property needed at school. Do not plan on having a locker. WCHS accepts no responsibility for vandalism or lost articles. Students are encouraged to remove all items from their lockers at the end of each school day and weekends because of the threat of locker vandalism and theft. The school reserves the right to search lockers at any time in the interest of a safe and orderly school operation.LosT aND fouNDIf clothing, books, backpacks or notebooks have been lost, check first in the Media Center. The Media Center staff maintains a Lost and Found cabinet.MaKe-up WorKIf a student is ill or unable to attend school, the parent should call the counseling office to inquire about make-up work. Usually, make-up assignments can be collected from teachers and the parent may stop by the school to pick them up within 48 hours. MeDIa ceNTerThe Media Center maintains a study hall atmosphere throughout the school day and after school. Many services are available and the staff is there to assist students with academic needs. The computers are available whenever teachers have not reserved them for use during their classes. Library books are available for circulation to students with an I.D. card. Students are financially responsible for all items including textbooks that are checked out. Unpaid fees, damages and losses may result in the student not participating in graduation ceremonies.MeDIcaL appoINTMeNTsIf parents need their student to leave school for an appointment or other preplanned commitments, a phone call to the attendance office should be placed before the time the student leaves. When the parent arrives to pick up the student, the parent should report to the attendance office and the student will be called from class. Upon returning from an appointment, the student should report to the attendance office before going back to class. We encourage students not to have items delivered. The delivery of balloons or flowers to students during the school day is prohibited as it can disrupt the learning environment. All deliveries will be kept at the front office for the student to pick up at the end of the day.NeWspaperThe school newspaper, NewsBytes, provides students with bi-monthly information about activities and events around the campus. This paper is provided free for all studentsparKING passesStudent parking is located at the “Tennis Court Parking Lot.” All other campus parking lots are designated faculty parking or visitor parking. Students must have proof of current car insurance and a driver’s license on file with the ASB Office to obtain parking permits. Parking permits must be on display at all times within the student vehicle or cars will be cited. Students are not to use their cars as lockers. Once the car is parked for the day, access is restricted to secure each parking lot.

Teachers will be given notice of assemblies (held in the gym) several weeks in advance in order to plan accordingly. sTuDeNT Drop-offStudent pick-up and drop-off zones are located along Fernwood and Cameron Avenue before and after school. During school hours, however, all gates are locked and student access is restricted. Please inform parents to use only the visitor parking area near the administration building for late drop-offs.sTuDeNT sToreOpen during nutrition, lunch and after school, our student store provides snacks, drinks, ice cream, PE uniforms, school supplies, spirit items and spirit wear. The student store is located in the ASB Building near the center of the quad. Tickets to many events are sold through the ASB windows during lunch. If he/she fails to do so, the absence will become a truancy. Truancies cannot be cleared and make-up work/tests may not be given. Each student has one day to clear a single period absence.In order to adjust the permanent record containing full day truancies, West Covina High School offers a Make-up program (offered on Saturday and during the week), which is served on campus. This adjusts the truancy on the record to reflect that the missed school hours have been made up. Any three full day truancies, which have not been made up, may prevent participation in co-curricular and extra-curricular activities. students involved in dance, sports, music, drama, etc. may not be given a release to participate until these truancies have been made up. Students may not be allowed to purchase tickets to dances and other activities until their attendance is cleared, as well. DruG/suBsTaNce-DeTecTING caNINesIn an effort to keep our schools as safe learning environments, the West Covina Unified School District will periodically enlist the used of substance sniffing canines on our campuses. These dogs are never in contact with students and are trained to detect various illegal substances. Offenses involving possession or sale of drugs, alcohol, or dangerous objects, and/or assault with a dangerous object will be reported to the proper legal authorities.LoITerING oN-caMpus afTer schooLUnless students are enrolled in tutoring, 8th period classes or specific extracurricular programs, they are expected to leave campus immediately after their last class period. WCHS does not provide supervision of students after school, and will ask any student remaining on campus to exit.curfeWNo person under the age of 18 shall loiter about public places after 10:00 p.m. or before sunrise.sTuDeNT Dress aND GrooMING sTaNDarDsStudents’ dress and conduct affect the learning atmosphere of the school. All staff members have the right and responsibility to uphold and enforce these rules. Student dress or grooming which is disruptive to the instructional process, or which creates risk of injury or harm to any student, is prohibited. The Board of Education declares that the following guidelines apply to all students who attend school and school activities in the West Covina Unified School District.1. Attire as currently defined or designated as a group (Gang, Crew or Tagger) by the West Covina

Police Department or School Administration is not permitted. Male students are not allowed to wear tank tops.

2. No undergarments shall be showing. Attire that is sexually suggestive or excessively brief, low cut, or revealing is not allowed. Examples: Clothing that is too tight (spandex), bare midriff, see-through tops.

3. Clothing or grooming that causes disruption or distraction among students within the classroom is not acceptable. Clothing should not be in disrepair. Examples: Clothing which advocates the use of controlled substances, violence, prejudice, or are sexually suggestive either through writing, pictures, or insignia.

4. Shoes or sandals must be worn at all times. The type of shoe must be hygienic, safely protect the foot and be appropriate during the activities the student engages in throughout the school day. For hygienic reasons socks with shoes or tennis shoes are recommended.

5. Jewelry and accessories shall not be worn which have the potential to be dangerous or can be used as a weapon or to indicate group (Gang, Tagger) affiliations. Example: chains, wrist bands with studs, bandanas.

6. Pants, shorts, skirts, and skorts will be worn at the waist, above the hip, and fit sufficiently so that a belt is not needed. Overalls must fit and the sides and straps need to be fastened. For safety reasons, outerwear such as jackets and sweaters must not be oversized. Shoulder straps on all shirts must a minimum of 2 inches wide.

7. Sun-protective clothing, including but not limited to hats, may be worn only outdoors during the school day. Knit hats/caps, bandanas, hairnets, shower caps, and “Do-Rags” are prohibited. Hats with bills or brims must be worn with the bill facing forward. Hats, caps, and other head coverings shall not be worn indoors in the classrooms or administration buildings. Only West Covina High School hats or beanies are allowed to be worn on or visible on campus. All other hats or beanies worn or seen on campus will be confiscated and held for parents to pick up.

8. PE type clothing such as sweats is appropriate for PE and not for regular school attire. Team warm-up outfits are acceptable on game and spirit days.

9. No sports jerseys other than West Covina High School team jerseys will be allowed on campus.10. Student dress for social functions shall be determined by the sponsors of these functions and

announced prior to the occasion.11. Staff shall apply the dress standards consistently and equally to all students.

ar 5132 (B)The legislature expressed a number of concerns and beliefs:The children of this state have the right to an effective public school education. Both students and staff on all campuses have a right to be safe and secure in their persons at school. There is too much focus on violence and messages of violence contained in many aspects of our society, particularly reflected in gang regalia, which can be disruptive to the learning environment. “Gang related apparel” is hazardous to the health and safety of the school environment. Instructing teachers and students in the subtleties of constantly changing gang regalia and affiliation takes time away from education.a) Clothing which is too large can conceal weapons, specifically jumpsuits and overcoats and/or large

bags.b) The adoption of a school wide uniform policy is a reasonable way to provide some protection for

students.c) To control the environment in the public schools to facilitate and maintain an effective learning

environment and to keep the focus of the classroom on learning and not personal safety, schools need the authorization to implement uniform clothing requirements for our public school children.

d) Many educators believe that school dress significantly influences pupil behavior. This influence is evident on school dress-up days and color days. Schools that have adopted school uniforms experience a coming together feeling, greater school pride and better behavior in and out of the classroom. Therefore:1. The Governing Board may adopt or rescind a reasonable dress code policy that requires pupils

to wear a school-wide uniform or prohibits pupils from wearing “gang-related apparel” or clothing that is disruptive to the learning environment.

2. Enforcement of a reasonable dress code is not a violation of the right of free speech.*3. If a school uniform policy is established it must comply with all restrictions and the right to opt

out of the uniform policy as established in ED. Code 35183.ar 5132 (c)1. It is recognized that there will be some items of clothing that may be acceptable at the high school

level that are not at the middle school or elementary. Specifics in each school’s dress code may vary for that reason.

2. Violations of the dress code, resulting in a safety, health, or educational disruption problems will be addressed on an individual basis.

ruLes for DaNcesSchool Dances, Formal dances and Proms have always been popular at WCHS. Dances begin by 7:00PM and end by 11:00PM. Dances are sponsored by student organizations as fundraisers. All School policies and rules are in full effect and enforced for dances. for purchase by Juniors and Seniors only. Underclassmen are considered guests at Prom and must complete a guest pass.

GROUNDS FOR SUSPENSION AND EXPULSION California Education Code Section 48900 et seq.

A pupil shall not be suspended from school or recommended for expulsion unless the superintendent or the principal of the school in which the pupil is enrolled determines that the pupil has:

(a) (1) Caused, attempted to cause, or threatened to cause physical injury to another person.

(2) Willfully used force or violence upon the person of another, except in self-defense. (b) Possessed, sold, or otherwise furnished any firearm, knife, explosive, or other dangerous object unless, in the case of

possession of any object of this type, the pupil had obtained written permission to possess the item from a certificated school employee, which is concurred in by the principal or the designee of the principal.

(c) Unlawfully possessed, used, sold, or otherwise furnished, or been under the influence of any controlled substance listed in Chapter 2 (commencing with Section 11053) of Division 10 of the Health and Safety Code, an alcoholic beverage, or an intoxicant of any kind.

(d) Unlawfully offered, arranged, or negotiated to sell any controlled substance listed in Chapter 2 (commencing with Section 11053) of Division 10 of the Health and Safety Code, an alcoholic beverage, or an intoxicant of any kind, and then either sold, delivered, or otherwise furnished to any person another liquid, substance, or material and represented the liquid, substance, or material as a controlled substance, alcoholic beverage, or intoxicant.

(e) Committed or attempted to commit robbery or extortion. (f) Caused or attempted to cause damage to school property or private property. (g) Stolen or attempted to steal school property or private property. (h) Possessed or used tobacco, or any products containing tobacco or nicotine products, including, but not limited to,

cigarettes, cigars, miniature cigars, clove cigarettes, smokeless tobacco, snuff, chew packets, and betel. However, this section does not prohibit use or possession by a pupil of his or her own prescription products.

(i) Committed an obscene act or engaged in habitual profanity or vulgarity. (j) Unlawfully possessed or unlawfully offered, arranged, or negotiated to sell any drug paraphernalia, as defined in Section

11014.5 of the Health and Safety Code. (k) Disrupted school activities or otherwise willfully defied the valid authority of supervisors, teachers, administrators,

school officials, or other school personnel engaged in the performance of their duties. (l) Knowingly received stolen school property or private property. (m) Possessed an imitation firearm. (n) Committed or attempted to commit a sexual assault or committed a sexual battery. (o) Harassed, threatened, or intimidated a pupil who is a complaining witness or a witness in a school disciplinary proceeding for the purpose of either preventing that pupil from being a witness or retaliating against that pupil for being a witness, or both. (p) Unlawfully offered, arranged to sell, negotiated to sell, or sold the prescription drug Soma. (q) Engaged in, or attempted to engage in, hazing as defined in Section 32050. (r) Engaged in an act of bullying, including, but not limited to, bullying committed by means of an electronic act directed

specifically toward a pupil or school personnel. (t) Aided or abetted the infliction or attempted infliction of physical injury to another person (suspension only).

48900.2 Committed sexual harassment (grades 4-12). 48900.3 Caused, attempted to cause, threatened to cause, or participated in an act of hate violence (grades 4-12). 48900.4 Intentionally engaged in harassment, threats, or intimidation, directed against school district personnel or pupils.

(grades 4-12). 48900.7 Made terroristic threats against school officials or school property, or both. It is the intent of the Legislature that alternatives to suspension or expulsion be imposed against any pupil who is truant, tardy, or otherwise absent from school activities. (48900[w])

Un alumno no será suspendido de la escuela ni se recomendará su expulsión a menos que el superintendente o el director de la escuela a la que está inscrito el alumno determine que el alumno: (a) (1) Causó, intentó causar o amenazó causar una herida física a otra persona.

(2) Intencionalmente usó fuerza o violencia sobre la persona de otro, excepto en los casos de defensa propia. (b) Tenía en su posesión, vendió o proporcionó cualquier arma de fuego, navaja/cuchillo, explosivo u otros objetos
