From the EditorHappy Holidays!!! I can’t believe that another year has gone by so fast. This year has been a whirlwind. The Obama Administration has lightened up (no pun intended) the Federal ap-proach to Medical Marijuana, the Colorado and Michigan marijuana movements are growing by leaps and bounds, Portland OR has a new cannabis friendly lounge and coffee shop, and everywhere (except for maybe Los Angeles, sigh) things are looking up for Marijuana. I think that’s awesome.

However, this is no time to rest on our laurels. There is plenty of work to be done. The Los An-geles City Council, after years of dithering and shilly-shallying, has finally started to put togeth-er an ordinance regulating MMJ collectives in the city... Unfortunately, their shortsighted and unworkable proposals are not the answer. I would suggest that they look toward West Holly-wood or San Francisco for ideas in how to implement a workable ordinance. Many thanks and Kudos to James Shaw, Don Duncan, Yami Bolanos, Morpheus, Jen, and everyone at GLACA and UMMP for their tireless work in the LA area.

Recently, WCC caught up with the Jamaican icon, famed reggae artist, producer, and former lead singer of Black

Uhuru, during a stint in Oakland. Reid was in town to discuss con-tractual matters with Beni B of ABB Records, who plan to release Reid’s upcoming album, Living Legend, in Spring 2010. After two days of hanging out with Reid, I can report that he’s rarely without a spliff in hand. And if there’s ever a time when he’s spliffless, you can bet the first thing he’ll do when he gets a chance is roll another one.

Meditative, somewhat mystical, and unquestionably major-ly-talented, Reid’s soft-spoken demeanor belies the fact that he’s

been one of Jamaica’s most prolific and outspoken artists over the course of his long career. He’s also been quite con-sistent in his advocacy of marijuana throughout.

sang on 1986’s brilliant Conviction or a Fine — which questioned the criminalization of marijuana as well as the police brutality surrounding herb cases. On the as-yet-unreleased “Smokin’

Trees" — sure to be one of the favorite tracks from the new album — Reid and Snoop Dogg turn the studio into a lyrical hydroponic gar-den, harvesting fat colas with their mic skills.

In an interview con-ducted in Reid’s hotel room— occasionally in-terrupted by an expres-sive cough following a particularly wicked pull on his spliff—the singer talked about his latest musings on ganja and explained why the mar-ijuana plant is so useful: “Smoking Trees is a mes-sage to all the smokers out there. Smoke trees

and not coke. It’s a message to all the heads of government that if all the trees in the world can be free, why can’t this little tree be free? It have the right to freedom, y’understand me? It is a song wha really mek a protest. It is a protest song pertaining to that little tree. From that little tree comes a whole lotta things. They make clothes from that tree, make medicine from that tree, make rope from that tree, and make eye medicine for glaucoma. Dem a use that tree for all these things.”

Herb is just one part of Reid’s philosophy, however. A devout Rasta, he is a proponent of an ital way of life, resisting the downpres-sion of Babylon through maintaining the natural order of life. Smok-ing herb with regularity is one way, Reid believes, than people can emancipate themselves from mental slavery, a topic he discusses on his classic Babylon Release the Chains.

Here’s what he had to say about that: “Me say, the slavery still exists… True, you don’t have no more chopping sugar cane, but you have the forklift and them gather the crane, and the bus, and the plane, y’unnerstand me? Because Babylon a remain still. We are absolutely still en-slaved in this time. Because at the end of the day, everyone have to work all the time, the only time off is time for the boss. Even the boss doesn’t get time off.

So, if you have somebody working for you, you still have to take the time to count the money, and accounting and mek sure the people working for you don’t rob. And if you’re working, even if you work for yourself, you’re working all the time.”

The solution, according to Reid, is the establishment of what he calls the “true world order”: a Rasta government built on principles of peace, love, and equal rights.

As Reid reasons, “Nothing is new under the face of the earth. Everything go around and come around, from that time until this time. Yeah, true world order now. Rastafari come right for earth, ya know, the Earth’s rightful ruler, because if you check out Rasta as a whole, the weight of the world is on Rasta. All over the world. Every where in the world, you don’t have crips and you don’t have bloods… but everywhere you go in the world you have Rasta. Rasta is in dere and crucial… [it] is the foundation. Rasta stands for naturally…feel natural, eat natural, walk right, talk right.”

For more than 30 years, Reid has indeed walked the walk and talked the talk. He started in the music business at age 12, and was mentored by such legendary reggae figures as Hugh Mundell, Au-gustus Pablo, Sugar Minott and King Jammy. After forming a sing-ing group called Voices of Progress, Reid went solo in 1985 with the proto-dancehall album Boom Shak-a-Lack.

His big break came soon after, when he was asked to replace Mi-chael Rose in Black Uhuru. Reid’s aptitude in adopting a sing-jay style (a combination of singer and deejay, or Jamaican rapper) meshed well with the progressive, ‘digital dub’ sound that Black Uhuru's producers

Sly + Robbie were pioneering at that time. The two Black Uhuru al-bums (and their dub counterparts) Reid appears on, Brutal and Posi-tive, firmly established reggae as hip-hop’s close relative, while fore-shadowing the international sound system culture which led directly to spinoff subgenres like ragga-house, jungle, drum & bass, grime, and dubstep.

In 1989, Reid left Black Uhuru and released the One Blood album, whose title track has become a worldwide anthem.. The One Blood remix crossed over to hip-hop and urban audiences, which

led to a long string of hip-hop/reggae collaborations with the likes of Poor Righteous Teachers, Busta Rhymes, Wu-Tang Clan, Guru’s Jazzmatazz, and more recently, The Game, Alicia Keys, Lil Wayne, Cool & Dre, and Snoop Dogg.

Reid’s longevity has a lot to do with the timelessness of One Blood. The song’s universal message is comparable to Bob Marley’s One Love, yet in some ways, goes even deeper than the Tuff Gong classic — to the DNA level. “I know that Bob Marley mean one love in the form of one love for the earth, and so, but certain people out there, them don’t have one love,” Reid says. “Some people have love fe war, some people have love for material things. Some people have love for wickedness. Some people have love for righteousness. Some people have love for good and for bad. But, at the end a de day, when me say one blood a now, one blood a run through every vein.”

The 11th Annual Harvest Dance and Celebration took place on November 7th at the Sebastopol Com-munity Center, filling the community with information on topics such as cultivating cannabis, legal rights train-ing, solar opportunities, safe medicines, legalization, and the future of the move-ment. The event benefited Americans for Safe Access in their quest to ensure patients’ rights are upheld and imple-mented across the nation. The day was warm and cold all at the same time and provided a very harvest (is that a word? – Ed.) feeling to the event.

Often, we take for granted the hard

and relentless work it takes to harvest high quality canna-bis. It was inspirational to attend an event that pays homage to the process and gives the brave souls who work so hard to bring in their harvest a place to blow off some steam and enjoy the day. The event was sponsored by Sebasto-pol’s local medical cannabis dispensing collective, Peace in Medicine.

The official poster and advertising for the event was a soft green and yellow print with cannabis leaves abounding across a background of sun rays, officially making the event an out-of-the-closet, full-blown, cannabis harvest event, not to be confused with the grape harvest many wine con-noisseurs attend this same time of year. Mitcho Thompson, of Peace in Medicine, oversaw the event’s speaker list, vendor booths, operations schedule orchestrated the event and directed the volunteer staff. It was a mostly smooth and accommodating experience that was enhanced greatly by the warm and caring nature of the people running it.

During the day, people approached the community center to find a welcoming group of informative staff-ers. Outside of the community center, there were vendor

booths lined up selling jewelry, clothing, and some good old fashioned down home barbecue. Inside the center there were more vendor tables lining the hall, including the likes of Cannabis Action Network, Advanced Nutri-ents, ASA, Vapor Brothers and many more. Out the side door there was a dome set up for the “Kids Zone,” where they were doing face painting, juggling, and art projects with the youngsters. In the back of the venue outside was a medication tent for patients that was much smaller than the tent last year and was overcrowded for most of the day, meaning patients were medicating more “around the tent,” than actually in it, but it was a nice enough day to where it was not problematic. Most patients enjoyed the company of each other and had an enjoyable time trying one another’s recently harvested medicines and products derived from those medicines.

As the day wore on, there were several interesting speakers. Ed Rosenthal opened the stage with a freestyle “Ask Ed” Q&A session where audience mem-bers picked the brain of the Guru of Ganja for most of an hour. The ever-humorous Rosenthal did not disappoint, as he knocked down question after question, poised in his relaxed manner on a chair smiling and answering ques-tions as if he were sitting with a group of close friends.

Volunteers from Americans for Safe Access did an in-spired Legal Training, informing onlookers of the dangers

that still existed regarding law enforcement procedures and the best methods for handling those encounters. Kyle Kushman, of High Times fame, gave an informative speech on cultivation methods that seemed to go on and on and on and on, but he had some good information overall for those who stayed awake through it all.

Following the individual speakers were some great panel discussions. The first was a discus-sion on the Tax and Regulate initiatives and legalization bills on the horizon. Dale Gieringer, Jeff Jones, Chris Conrad, and Dale Clare engaged in a spirited discussion. Chris Conrad boldly declared that it was okay to have a spirited debate over the different approaches to legaliza-tion and the different initiatives, but when one or all of them get on the ballot we must unite behind them, say nothing negative, and help to ensure that the status quo is broken and cannabis prohibition is rolled back in the State of California. His words were right on target, as he understands that although no measure, initiative, or bill is perfect, doing nothing is much worse.

A second panel included Don Duncan, Mikki Norris, Dave McCullick, Bill Panzer, Rob Kampia, and myself. Our discussion focused on the future of the movement. Mikki Norris engaged the crowd on the possibilities that lie ahead in both the medical and adult use aspects of cannabis. Don Duncan helped us

to a deeper understanding of the local regulatory practices that were happening and gave great insight into the ways that cities, like Los Angeles, were attempting to undermine the will of the voters by passing strict regulations that would leave most providers unable to meet their rigid requirements, thus virtually cutting off safe access to tens of thousands of patients. Rob Kampia discussed the many state’s that were attempting to pass medical cannabis laws and the nuances of those situations. Bill Panzer, in lawyeresque fashion pondered whether any of the current methods of providing medicine were legal, in effect going so far as to state that most dispens-ing collectives were illegal. From the looks on the crowds face after his statements, there was massive confusion and it seemed as if the sky was falling. I attempted to explain that the business aspects of the industry were developing and how the emergence of ne regulations would create an even more competitive business environment in which the movement would grow immensely. The discussions were well rounded, educational, and informative.

After the educational aspects of the festival were finished, folks moved out to the dance hall tent to enjoy the night and the company of others, as the bands jammed mellow melodies of inspira-tion and delight. Several of the community got down and let

their freak flags fly. Harborside Mangement Associate James Anthony tore up the dance floor in a green ensemble, com-plete with a green skirt, green tights, green socks, and green Converse. Capitol Wellness Director Aundre Speciale had her Bud Fairy outfit on. The Sisters of Perpetual Indulgence were in the house dressed to a tee and loving it. Kids and cougars from all over spent the night jamming and grooving to the beats of Human Revolution and Animal Liberation Orches-tra. The stage was dawned with two huge crystals and the venue was filled with a wispy fog accentuated by laser light shows. It was an impressive set up and a good time for all.

The event was a great benefit to Americans for Safe Ac-cess and a wonderful opportunity for the community to come together in a show of harvested solidarity. The day was magnificent and those in attendance all enjoyed themselves immensely. Cannabis was the reason for the season and the vast resources this event provided inspired those who came to find a celebration of their favorite plant. The hard work of the Peace in Medicine, ASA, and volunteers paid off, as the event went of without a hitch and smiles were contagious. If you missed it, be sure to put it on your calendar for next year. You will not be disappointed.

After a six year hiatus, Cypress Hill and Guerilla Union put on the Smokeout music festival Octo-ber 23rd and 24th, 2009 and everyone in attendance excused the false advertising for what turned out to be quite an enjoy-able weekend at the San Manuel Amphi-theater in San Bernadino, California.

With flyers depicting Cheech, Chong and Dr Greenthumb, and an actual Cannabis Cup, it was really hard not to think that of all music festivals not in Amsterdam, this would be the one where people could have some free-spirited, stoned fun and promote the culture in peace. Not exactly.

A few days prior to the Smokeout, the lo-cal media was buzzing with unwelcoming views to the concert and attendees. The Inland Valley Anti-Drug Coalition wanted the event cancelled because it "promoted drug use."

The San Bernardino County Sheriff 's De-

partment issued a news release saying they'd be working with the California Highway Patrol in staffing the event because state medical marijuana law "does not allow the recreational use of the drug."

But considering who was putting on this event it would be unacceptable to be called anything but a "smokeout," and people were going to bring marijuana in and get high regardless.

For example, it's a given you'll find mari-juana and its proponents at Reggae con-certs and they're typically not advertised as explicitly a cultural event as this was.

So what separated the Smoke-out from every other two-day outdoor mu-sic event since Woodstock?

The line up, that's what.

Plus where else were you all at once going to find over 30,000 people in the same place who all love marijuana? This was the locale to promote legaliza-tion, and just about every artist did. What was a disappointment however was that the exhibitors at the booths were more about making money instead of promot-ing the cause that was keeping them in business. The Smokeout was like a live marijuana chat room and every other person there was smoking. The people that weren’t smoking were just about to smoke. Everywhere you turned somebody was smoking weed and singing along with the acts. The connection and sense of community seen at other MJ festivals was lacking. Also not as prevalent was talk about action and the progression of the marijuana movement, but that's be-cause music was at the forefront of the weekend.

On Friday the Geto Boys stole the show, despite Cypress Hill performing their

"Black Sunday" album in its entirety — something the group had never done before. As with most rare performances, they're not without drama, and in this case Scarface delayed the Geto Boys' reunion because he was held up by the police. Needless to say, they played "My Mind's Playing Tricks On Me", the song everyone was waiting to hear. Hieroglyphics pre-ceded them and the real treat was that all members including Del tha Funkee Ho-mosapien were present. Tech9ne made a special appearance for 15 minutes and in that short time had everybody bopping to "I'm a Playa." Cee Lo did perform "Crazy" by Gnarls Barkley during Goodie Mob's set, but no one seemed to care--the crowd left for the main stage to see Cypress Hill.

If there's such a thing as a weed hangover it didn't slow Saturday's crowd down one bit. They arrived in throngs and they arrived early. There was talk that most of Saturday's crowd came to see Sublime. It appeared to be true because the crowd seemed to

be the most unified in song when Sub-lime came on, even with their new singer, 21-year old Rome Ramirez. Their set list included most of their hits except for "Caress Me Down," and Ramirez nailed just about every song. Pennywise also left fans thirsting for more after an energetic performance. Living Legends -- an LA underground Hip Hop staple, wasn't that well received because while they were on the mics, Cheech and Chong were truly entertaining the audience, even singing "Born in East LA."

However there never was a faster migra-tion from stage to stage then when Sub-lime ended their set and Immortal Tech-nique began his on the Indonesia stage. He had the kids mesmerized with "Peru-vian Cocaine" and "Freedom of Speech." When he finished, fans reluctantly left to see Cypress Hill who by then were a good 3 songs into their routine, perform-ing "Lick-A-Shot." Some morons lit a few bonfires on the north lawn but things never got too out of hand. Soon after on the main stage the Deftones had one of

the more memorable appearances but a majority of the fans left to escape bonfire smoke and see Method Man and Redman rap material from their new album.

After the stars of "How High" did their thing, Slipknot kicked things up a notch with "Eyeless" and things never calmed down from there. As fans kicked the crap out of each other in the pit, frontman Corey Taylor asked for peace and unity before figuratively "tearing it down," with a series of violent, raucous songs. Concert-goers certainly left on a high of some kind.

Musically the Smokeout was a success and in addition to that, a panel discussion with Ed Rosenthal from West Coast Cannabis magazine was also informative, but in these instances more needs to be done to take advantage of the number of people present and work to further the cause of legalization, instead of just lining vendors', artists' and promoters' pockets.

“If to be divided is to be conquered, than to be separated is suicide.” So said Olufemi Al-Sha'ir at a drug policy conference several years ago in Detroit, Michigan. Words to live by...

Time and again in my advocacy within the drug policy reform movement I ask myself, why is it that many in this movement are so willing to commit suicide?

Prop 215 changed policy for the better to protect patients, while at the same time it left gaping holes in implementation and its vagueness has left us battling the issue out on a city by city, county by county basis that has taken immense energy and resources. According to Americans for Safe Access’ tally, we currently have only 30 cities with ordinances to regulate safe access and 120 who have banned them outright, while 73 have moratoriums and have yet to determine which way they will go. Not quite a winning record.

In Los Angeles, this debate is seeing a return to reefer madness by the City Attorney Carmen Trutanich and, sadly, the medical cannabis community has been divided down a pre-ICO and post-ICO (i.e. before the moratorium and after) line in the sand. While it’s true that the post-ICO clubs didn’t help matters by opening en masse and creating the appearance of the wild wild west in LA, it’s also true that even though a poorly behaved fam-ily member at Christmas dinner can be frustrating to deal with, they are still family.

Now, we have Trutanich and the District Attorney, Steve Cooley, threatening to close down every dispensary in Los Angeles County by claiming what? They’re all operating illegally. Not just the ones that opened after the moratorium, everyone’s gotta go. So while it would be great if we could oust unruly family members, it simply doesn’t work that way. Regardless of whether we want to own it or not, we are still related, and whether we like each other or not, we are seen as the same in the eyes of elected officials, law enforcement and the public.

O P I N I O NIt’s time to set our differences aside and act as a movement, united for change. We are at the brink of ending the longest war in US history – momentum is building, policy is changing and truth is on our side – even drug warriors in the DEA know that ending the war on cannabis is inevitable. The only thing that can stop us now is us.

It would be a tragedy if opportunities are missed to move policy forward in favorable ways for patients and providers, for the 847,864 arrested nationally for cannabis in 2008 alone, for our schools, hospitals and the safety of our neighborhoods from the misuse and misappropriation of resources on non-violent of-fenses. There is always the danger, when accepting clones or cuttings, of bringing in pests or problems along with the new acquisitions. Even if a clone appears perfectly healthy, it can be transporting mites or mildew and this can really put a damper on our already work intensive hobby. There are several ways to help prevent transfer that I will cover in this article but the first and most important is a simple rule.

When accepting a clone assume it has mites and treat it ac-cordingly. What does this mean? In a word: Quarantine!

Now, I grow organically, but when it comes to dealing with pests, I choose a nuclear warhead when it comes to pre-vention, and I dip new clones/cuttings into Avid. While the precautions on this systemic pesticide look pretty heavy, there are two main factors that rest any fears I have. First, I do not spray the product at anytime, but mix per label direc-tions and use as a dip. The second is my research uncovered the fact that Avid is used heavily in my local agriculture on many berry and fruit bearing plants so I am already con-suming large quantities most likely. Some growers choose to use more earth friendly products like Neem Oil but Neem is really hard on the plants and does not always ensure a full kill.

they arrive and then again 3 days later, assuring all emerging eggs are also killed. Mites have a life cycle of three days. I will actually treat clones and then place them inside a dome and use duct tape to seal it shut. This prevents any pests from es-caping and infecting your garden. I am also a fan of no-pest strips and again, make no mistake, these contain a controver-sial toxin called Dichlorvos and it is a carcinogen but I guess it’s really according to how bad you hate mites, or as we call ‘em, "The Borg." I would never use them around flowering plants but I have been known to tape one up inside a dome with newly received clones.

The other big issue with clones, the dreaded powdery mildew, is also invisible in spore form, meaning your clone can look perfectly healthy and as soon as conditions are right, powdery mildew can spread so fast it can literally de-stroy a garden in days. Keeping the humidity in your garden low, and maintaining temperatures between 70-74 degrees F during the dark cycle, will severely hamper mildew’s ability to spread, so with Mildew think Environment before treatment. If your conditions are poor, no treatment will stop the spread of PM.

i have had some really good results using safer mil-dew treatment made up of natural oils like garlic and cin-namon. During the winter months, any new clone is treated upon arrival and again while it is in the vegetative state. Some old timers like to use lemon water, but my research tells me that mildew actually likes a slightly acidic condition. Air movement is also crucial to prevent mildew.

Sometimes, to control an infestation, you may need to take drastic measures. I have taken down entire grow rooms, killed all the early flowering plants, and fogged my rooms to prevent infestation. Sometimes this can be the only solu-tion as treating flowering plants is a big time no-no. Young clones can always be started and dipped. Starting fresh can be less stressful than combating mites cycle after cycle.

SSDP Conference is Going West Coast!For the past decade, Students for Sensible Drug Policy has led the student grassroots drug policy reform movement and has been growing faster on college campuses than any other reform organization. The west coast in particular has exploded with SSDP chapters and there are almost 20 active chapters in California alone.

The students involved in SSDP have been running a wide variety of campaigns that seek policy changes on their college campuses and in their communities. Numerous California chapters have come out in support of AB 390, a bill introduced by Assemblyman Tom Ammiano that aims to legalize and tax marijuana in the Golden State. When the CA Assembly Publlic Safety Committee held its first ever hearing on the legalization of marijuana, members of the UC Berkeley and San Jose State University SSDP chapters showed up to make their voices heard. Each member was given only 30 seconds to voice their support for ending the failed prohibition of cannabis here in CA and they did a fantastic job.

With AB 390, numerous legalization initiatives hoping to make the ballot, and the overall feeling that positive change is in the air, students hoping to make a difference in this failed war on drugs have joined SSDP. The momentum seems to be stronger on the West Coast than anywhere else in the country, with over 50% of West Coast voters supporting legalization.

Every other year, SSDP holds its own International Drug Policy Reform Conference to bring together hundreds of student activ-ists from around the world to convene in once place where they learn the skills to become effective activists. The conference has always been held on the East Coast, but with the momentum and inspiration provided by California, we’re moving it West! That’s right, March 12-14 at the historic Fort Mason Center in San Francisco, SSDP will host its largest conference ever.

AmerIcAN medIcAl AssOcIAtION cAlls fOr revIew Of cANNAbIs As A medIcINeOn November 10th the American Medical Association adopted a resolution calling for the federal government to review their scheduling classification of cannabis to open the door for more research into the subject. The AMA is the largest and oldest physician organization in the country and their previous position that cannabis had no medical benefits has been a major point given for the continued prohibition of all research and use of cannabis medicines by opposition leaders. While the AMA declared they do not support the state-based systems that are currently in place, the move is a significant evolution in policy. No longer can the government use the AMA as an excuse not to look more deeply into cannabis therapeutics.

The DEA has officially stopped informing citizens that "The American Medical Association recommends that marijuana remain a Schedule I controlled substance," removing the language from their anti-medical marijuana website reportedly after Law Enforcement Against Prohibition campaigned to have the misleading quote removed. The AMA statement clearly expressed a different message recommending, "the Schedule I status of marijuana be reviewed with the goal of facilitating clinical research and development of cannabinoid-based medicines, and alternate delivery methods." This sea change in policy has the potential to affect the way government agencies look at cannabis medicines from a research standpoint and in their creation of new policies regarding cannabis.

Americans for Safe Access sees the policy as a huge victory for patients and a hopeful end to the government’s fallacious argument that cannabis has no medical value. The AMA's about face on medical marijuana follows an announcement by the Obama Administration in October discouraging U.S. Attorneys from taking enforcement actions in medical marijuana states. In February 2008, a similar resolution was adopted by the American College of Physicians (ACP), the country's second largest physician group and the largest organization of doctors of internal medicine. The ACP resolution called for an evidence-based review of

marijuana's status as a Schedule I controlled substance to determine whether it should be reclassified to a different schedule. "The two largest physician groups in the U.S. have established medical marijuana as a health care issue that must be addressed," said ASA Government Affairs Director Caren Woodson. "Both organizations have underscored the need for change by placing patients above politics."

Discuss a proposed ordinance regulating medical cannabis dispensing collectives in the city. City Attorney Carmen Trutanich had proposed a strict and unworkable ordinance that essentially was a de facto ban on collectives; imposing strict sensitivity use bans 1000 ft. from virtually everything, banning the sale of cannabis to patients, forcing collectives to take on the role of caregivers that provide medicine at cost, limiting hours of operation, and establishing rigid security requirements. Councilpersons questioned the narrow interpretation of state law by the CA’s office and after many impassioned testimonials as to the importance of collectives that serve over 40,000 patients in the area, they voted to reject the ordinance in favor of one that would allow collectives to continue to sell cannabis to patients.

Councilperson Ed Reyes, who has overseen the Council’s efforts to create an ordinance, said, "I think they are very, very narrow in that they're taking their prosecutorial perspective." Councilperson Dennis Zine urged the council to interpret state law in a way that would not disrupt the current means by which patients access their medicines. "Why don't we push the envelope to the edge and see what we can do?" he said. The committees agreed on a draft ordinance that will be presented to the full council on November 18th.

Two medical cannabis advocacy groups had threatened litigation if the City Attorney’s ordinance were adopted. Americans for

Safe Access and the Union of Medical Marijuana Patients had declared that there would be lawsuits filed immediately to stop the unworkable and legally questionable measures banning sales to patients. It is unclear if either of the groups will be filing litigation on the revised proposed ordinance if approved by the council. Don Duncan of Americans for Safe Access sounded optimistic that the council’s intentions would, at the very least, be workable. "It sounded like they were going to let a patient walk in and reimburse a collective for their medicine. We can live with that," he said.

James O’Sullivan, Miracle Mile Resident Association President, wrote a scathing opinion that was published by LA City watch, declaring that mob rule had influenced the council’s decision and that democracy was a “no-show” on this issue. Apparently Mr. O’Sullivan missed the Mason-Dixon poll in which over 70% of LA residents polled were in favor of keeping medical dispensing collectives open with adequate regulations. His jaded review of the meeting accuses council people of taking bribes and folding to public pressure.

It is clear that there will be an ordinance passed in Los Angeles, and while neither side will be completely happy with it, it look like it will allow patients to access their medicine, not ban the sales of food-based medicines, and provide some guidance as to how, where, and when collectives can operate legally. It will be interesting to see how it plays out in real life and not just on paper. Enforcement and regulatory measures to control the industry are still unknown.

Los Angeles District Attorney, Steve Cooley has vowed to prosecute medical cannabis dispensing collectives regardless of any ordinance passed by the council. "Undermining those laws via their ordinance powers is counterproductive, and, quite frankly, we're ignoring them. They are absolutely so irrelevant it's not funny," Cooley said. Sounds like a showdown is brewing in the City of Angels.

Board of Health that would have limited providing cannabis to patients to caregivers only, stating that officials had ignored the needs of patients and had violated open meeting laws in their imposing of the rules. This major victory for providers means they can continue providing medicine to patients without having to meet the requirements of a caregiver providing other care, such as housing, transportation, or hospice.

Judge Naves was critical of the Board of Health’s process declaring, "Did this board ever think about the impact on the health of people like these people here?" referring to a medical marijuana patient in the courtroom. Although the assistant attorney general representing the Board attempted to downplay the actions declaring they were only temporary the Judge disagreed. "It's not temporary if you're trying to down 30 pills," he stated in reference to prior testimony of a patient.

Attorney Rob Corry lead the charge for patients and providers asking the Judge to stop the action of the Board, as it was misguided applying a ruling from a criminal case to the matter and that the board did not give enough notice of the meeting as is required by law. Naves agreed, saying the court ruling didn't apply to the state's requirements. He also ruled the board didn't give enough public notice to comply with state law. It is unclear if the state will appeal the ruling, an issue likely to be taken up at the December 15th Board of Health Meeting in which the issue will be discussed.

HANy AssAd lOses medIcAl lIceNse leAvINg PAtIeNts IN lImbODr. Hany Assad will no longer be seeing patients after the Medical Board of California issued an order revoking his license on October 23rd. Assad is not allowed to see patients after November 23rd, leaving the 40,000 plus patients who he issued cannabis recommendations for in limbo. It is reported that Nor-Cal Heathcare, the organization in which Assad formed for his medical cannabis practice, will continue operations with a neww doctor at the helm, but no information is available on who that may be. Some collectives have begun not accepting his recommendations and patients with recommendations issued by him are left wondering whether their notes are valid. Cannabis Expert Chris Conrad seems to think the recommendations issued prior to October 23rd are still valid stating, “The law does not say that "if your physician dies, moves out of state or loses their license, it cancels their existing approvals." Some patients of Assad have opted to get State issued cards that

validate their legitimacy for the year.

The 25-year-old all-star was charged with misdemeanor charges of marijuana possession and use of drug paraphernalia. Steve Schatzel, a Washington State Patrol trooper and spokesman, stated that Lincecum did not seem impaired behind the wheel when he was stopped.

Lincecum was issued a fine $622 for speeding and possession of marijuana paraphernalia. The Associated Press reported that Lincecum entered a plea of not guilty through his attorney, according to records in Clark County District Court. Clark County District Court Judge Darvin Zimmerman has ordered Lincecum to appear in a Vancouver, WA court on Dec. 22 for an arraignment after refusing to sign a potential plea agreement without seeing him appear in front of him. You got to wonder if the Judge may want to get an autograph from the nation’s newest superstar stoner. It is still unclear if Lincecum was profiled for his youthful appearance, long hair, and nice Mercedes.

OregON NOrml OPeNs stAte’s fIrst medIcAl cANNAbIs cAféThe Cannabis Café in Portland, OR is the state’s first official location of its kind where qualified patients can gather to access and use cannabis medicines. The café will also serve food and provide a space for activists and supporters to gather. "This club represents personal freedom, finally, for our members," said Madeline Martinez, Oregon's executive director of the state’s NORML chapter and organization. "Our plans go beyond serving food and marijuana," said Martinez. "We hope to have classes, seminars, even a Cannabis Community College, based here to help people learn about growing and other uses for cannabis."

The private club is only open to medical cannabis patients and patients pay a $25 membership fee per month to access the café. There are approximately 21,000 registered patients in the state who will have a place to gather and share in the positive social benefits that come from interacting with one another. The two-story building is the former home of “Rumpshakers,” an adult gentlemen’s club. Patients are to remain out of sight when using cannabis, but the owner of the facility is looking forward to holding cannabis themed weddings, film festivals, and dances in the facility’s second floor ballroom.

When should carbon dioxide (CO2) be used? What is the cor-rect amount of time it should be kept in the chamber before exhausting it?

CO2 is one of the ingredients for photosynthesis. This is the pro-cess in which plants use light energy to create sugar from CO2 and water and release oxygen as a by-product.

Under bright lights and indoor conditions lack of CO2 is often the limiting factor in photosyn-thesis and plant growth. When the parts per million (PPM) of CO2 is increased the growth rate climbs in a linear ratio until light becomes the limiting fac-tor. Under 60 watts of light per square foot (psf ) plants can use enrichment to 1500-2000 ppm CO2 rather than the 400 ppm found in the air. This can double plant growth and yield as com-pared with non-enriched garden spaces.

Cannabis uses CO2 only during the lit period when photosyn-thesis takes place, so enrich-ment during the dark period is unnecessary. It uses it during all growth stages, from seedling through bud ripening.

In a garden with vigorous plants CO2 is used by the plants so it never needs to be exhausted. The air may be changed to elimi-nate heat or humidity, but CO2 never needs to be removed, just replenished.

We started plants about 2 weeks ago and recently they have developed many small brown spots on the leaves and the tops of the leaves have begun to curl under. We are currently running a 1000W MH and the room tem-perature stays around 80. We have a hydroponic system with air pumps to oxygenate the wa-ter. The plants are in trays under the light with grow rocks. What do you think could be causing these symptoms?

Although the temperature in your room is a bit high it is not causing the necrosis and leaf curl.

You mentioned that you are grow-ing hydroponically. I suspect the plants are not getting enough cal-cium (Ca). Many hydroponic for-mulas skimp on Ca assuming that there will be enough dissolved in the water. If the water isn’t provid-ing enough, supply it with a sup-plemental high Ca formula.

I am growing a strain from seed called Afghanica. I have the plants under a 24-hour light regime at present. How long should they be kept under this regime before I begin to force flowering? Is it simply a mat-ter of preference for the size of plant I want to grow or are there physical signs I should be look-ing for?

Afghanica’s genetic heritage is pri-marily Afghani. However it is a hy-brid. A Skunk #1 was crossed with an Afghani and the progeny was backcrossed to a different Afghani line. This was inbred for several generations. The result is a mostly Afghani that is more vigorous and a taller grower than most. On its own, it exhibits medium branch-ing.

This variety is very sensitive to forcing. A light regimen with as few as 9 hours uninterrupted darkness per day will force the plant to flower. Flowering can be induced at any time. The canopy is a good indicator; when it is fairly well covered with vegetation and capturing all the light beaming down on it, the garden is ready to be forced.

The amount of time it takes for the vegetation to grow into the space depends on the plants’ spacing as well as cultural practices.

I bought some seeds for four different varieties from several breeders offered by a mail-or-der retailer. Altogether I have 12 good-looking females and saved the pollen from an incred-ibly fast and vigorous male.

According to the write-ups on the Internet and ads, all of the varieties are supposed to be ready in seven to eight weeks. The plants are flowering and look great but they look nothing like the buds I see in the maga-zines. The stigmas are still fleshy and white, the ovary behind is

limp and worst of all, the glands just aren’t exciting. What am I doing wrong? How can I make my buds flavoluscious?

If you get a good look at buds sold in most coffeehouses in Amster-dam you will find that they were picked before they were fully ma-tured. They were at about the same stage as the buds in your garden. After picking, the stigmas turn red as they dry so people taking a ca-sual look at it think it is ripe.

There is nothing wrong with the buds in your garden. The problem is the description of ripening times in the catalogs. The times listed are not accurate for really mature buds. They mean the first date growers might be able to sell it.

In most instances gardeners will have to wait another three weeks to get a truly ripe, flavorful Phase 1 Maturity bud- The stigmas have dried; the ovary behind the stig-mas has enlarged into a pseudo-seed pod—it holds no seed—and the trichomes (the glands holding the cannabinoids and flavinoids) are engorged with resin. Each gland sports an orb crown com-posed of a membrane stretched like an over-inflated balloon filled with the precious oil. Looking at the glands through a magnifying glass or better, a 6x or 8x photog-rapher’s loupe, you can see them sparkling in the light.

The three weeks are worth the wait for several reasons. First, the buds continue to grow and add weight during this time, and sec-ond, the glands continue to swell and the membranes stretch to hold the additional cannabinoids

contact with the light source, plants often grow a secondary canopy tier consisting of smaller buds that haven’t grown very much and have remained im-mature. Once the top buds that have been blocking the light are removed, this tier has a chance to develop. If the flowering regi-men is extended another 10 to 15 days, the buds will burst into a short period of growth and then mature into small but delectable nuggets.

I am a medical patient in Hawaii and am allowed to grow seven

plants. You can see how this lim-its the number of crops one can grow in a year. I have thought, what if I kept one plant as a mother and rooted branches on it so as soon as the six mature plants with ripe buds were har-vested, the new rooted branch-es, which have become fairly large, can be separated from

the mother plant and placed in containers to become the next crop.

You have an excellent idea. In-stead of taking cuttings, use the air layering technique to root new plants. Using this method, the branches grow roots while they are attached to the plant. For the plant count, the rooting branches are counted as part of the mother plant. However, they are rooting and growing new vegetation at the same time so they would be prepared for their next stage of development, growth into large vegetative plants. They will be larger than usual when the ripening crop is harvested. Then cut the rooted branches from the mother plant, pot them and place them in the next garden stage.

Phase 2 Maturity occurs about a week after Phase 1. It too, is worth the wait. The grass is at its most flavourful, the odor molecules are at greatest pungency and most importantly, the potency is at its peak. You can see the difference when looking through the loupe. A few glands are turning amber or cloudy from their clear appear-ance. This is it. It doesn’t get any better.

Although it is now 25-30 days past the time you originally planned to harvest, the buds have gained weight and potency and have re-alized their full potential.

Our garden is in the flowering stage. All a sudden the big fan leaves are starting to turn crispy yet staying green. They have been flowering for about three weeks. What is going on? The flowers are still growing but the leaves look as if they are burn-ing, but not turning brown.

The fan leaves are drying up be-cause you are over fertilizing and the concentration of nutrients in the planting medium is so strong that it is drawing water from the plants.

Stop fertilizing. If you can, flush the planting containers to remove some of the excess nutrients.

Should fan leaves be picked dur-

ing the flowering stage so that lights penetrate lower areas or do fan leaves bring in energy to the flower?

Buds grow and mature when ex-posed to bright light. Buds that are shaded remain small. For this reason it pays to remove fan leaves that are blocking light. Fan leaves that are not in the way con-tribute sugars to the plant so they help growth.

Since this is a busy time for so many people, I wanted to make this months recipe ultra easy. This cookie is very similar to the one that my mother and I use to make for the dispensaries (Green Stoner’s Balls). The best thing about this cookie is that it can be frozen for a month or so, and it's still just as strong and delicious as the day you made it. Happy New Year!!! See you all in 2010!!!

Snowball Cookies

Ingredients:2 cups all-purpose flour 2 cups finely chopped pecans 1/4 cup sugar 1 cup cannabis infused butter, softened1 teaspoon vanilla Powdered sugar Parchment Paper

Heat oven to 325°F. Combine all ingredients except powdered sugar in large mixer bowl. Beat at low speed, scraping bowl occasionally, until well mixed (2 to 3 minutes).

Shape rounded teaspoonfuls of dough into 1-inch balls. (I use a cookie scoop) Place 1 inch apart onto parchment paper on an ungreased cookie sheets. Bake for 18 to 25 minutes or until very lightly browned. Roll cookies in powdered sugar, place back on pan, then return to the oven for about 2 minutes, remove them from the oven, let them cool, then roll again in powder sugar

Makes 3 dozen cookies

The rumor is that NY Diesel started out as a cross between a Mexican sativa and an Afghani, refined by East Coast legend ChemDawg (yes, that ChemDawg) and then stabilized by the Zen Master Soma. So: Mexico, Afghani, New York, Amsterdam. How’s that for interna-tional marijuana husbandry? I’m just glad it’s here, and that we get to smoke it. Fairly easy to grow, NY Diesel gives a pretty good yield and doesn’t get too tall, which makes it good for secret gardens and places where space is a premium.
