West Bengal State Electricity Distribution Company Limited (WBSEDCL), a Govt. of W.B. Enterprise, invites Expression of Interest (E.O.I.) for the purpose of shortlisting of competent construction agencies having adequate experience of executing similar or equivalent job for construction of Management Training Institute of WBSEDCL with Area Load Despatch Centre and hostel complex at New Town, Kolkata.

The job involves construction of two nos. B+G+7 storied RCC framed

buildings with auditorium including civil & electrical works, interior decoration, central air-conditioning, energy efficient system, fire fighting system, security system with Integrated Building Management System, internal roads, boundary wall, modern style façade development, landscaping and beautification etc. WBSEDCL intends to engage one competent agency for execution of the whole job with complete range of activities as detailed above.

Interested agencies may download the prequalification document from the website: www.wbsedcl.in and submit the E.O.I. to the office of the Chief Engineer, Salt Lake Complex, WBSEDCL, Vidyut Bhavan (3rd Floor, Block-A), Salt Lake City, Kolkata-700091, enclosing all requisite documents as enumerated in the prequalification document. Cost of prequalification document amounting to Rs. 1000/- (non-refundable) in the form of Pay Order/Banker’s Cheque/Demand Draft favouring ‘West Bengal State Electricity Distribution Company Limited’ on any scheduled Bank payable at Kolkata shall have to be enclosed with the E.O.I. Alternatively the prequalification document may be collected from the above office in person, on submission of prayer in duplicate on official letterhead and on payment of cost of prequalification document as detailed above. The prequalification document will not be issued by post/courier.

Last date of issue of prequalification document (both from office and from

website) is 30.6.2011 (upto 2.00 p.m. except Sundays/Saturdays/holidays for issue from office). Detailed terms & conditions including eligibility criteria and other key dates are available in the prequalification document and also in the above website.

WBSEDCL reserves the right to reject any or all the E.O.I.s without assigning

GUIDELINES FOR SUBMISSION OF E.O.I.

1. Cost of prequalification document is Rs. 1,000/- (non-refundable), to be paid in cash/Demand

Draft/Pay Order/Banker‟s Cheque drawn in favour of “West Bengal State Electricity

Distribution Company Limited”, on any scheduled Bank payable at Kolkata.

2. If the prequalification document is downloaded from website, cost of the same will have to be

submitted together with the E.O.I. but in a separate envelope, through Demand Draft/Pay

Order/Banker‟s Cheque drawn in favour of “West Bengal State Electricity Distribution

Company Limited” on any scheduled Bank payable at Kolkata, without which the E.O.I. will

not be considered for shortlisting.

3. The E.O.I. with all enclosures shall be submitted in sealed envelope superscribing the name of

work, Notice no., Firm‟s name & address, and date of opening. The cost of prequalification

document as detailed above shall be submitted in a separate sealed envelope superscripted in

the same manner (applicable only if downloaded from website).

4. The E.O.I. shall be submitted strictly in the format as mentioned along with supporting

documents. If the space provided in the prequalification document is inadequate for

furnishing requisite informations, such informations may be furnished in separate sheet(s)

without changing the format. In such cases, separate sheets may be used for separate parts of

the application.

5. The E.O.I. shall be signed by the person(s) on behalf of the organization having appropriate

authorization/Power of Attorney to do so. Each page of the E.O.I. & enclosures shall be

signed. Copy of Power of Attorney/ Memorandum of Association duly notarized by the

notary shall have to be furnished alongwith the E.O.I.

6. The filled-in E.O.I. shall have to be submitted by person or by post or courier, but the same

must reach the above address within the stipulated date & time of receipt. Submission of

filled-in E.O.I. by fax or by any other electronic mode will not be accepted.

7. E.O.I. received after the stipulated date & time will not be opened and will not be considered

for shortlisting.

8. Conditional E.O.I. or E.O.I. with extraneous clause(s) will not be accepted.

9. For any queries/clarifications, the office may be contacted in the under mentioned address

ELIGIBILITY CRITERIA To be considered for shortlisting for the Project, the applicant Firm:

1. Must have experience of construction of similar project (with at least B+G+5 storied building and Auditorium) matching the scope of work of this Project as detailed in the “Notice Inviting E.O.I.”, successfully completed within last 7 (seven) years.

2. Must have experience of construction of building with project cost not less than Rs. 38 crore in a single building.

3. Must posses valid up-to-date Employees‟ Provident Fund Registration No., VAT

Registration No., Service Tax Registration No., Income Tax Registration No. & Professional Tax Registration No. (As applicable).

4. Must have more than 10 years‟ fully established office infrastructure.

5. Must have average net worth of at least Rs. 14.25 crore and average annual turnover

of at least Rs. 42.75 crore in last three financial years.

6. Must submit completion certificates for the completed works and authenticated copies of orders for ongoing works for the last three years.

7. Must submit the summary of financial statement for the last three years duly certified

by the Chartered Accountant. The annual turnover with audited balance sheet & Auditor‟s report for the last three years must be submitted.

8. Must have qualified and experienced key site management and technical personnel

required for this project work. The detail particulars of permanent technical staff and Curriculum Vitae of Key Professionals as per proforma as per Annexure A.3 & A.4 must have to be submitted.

9. Must submit the “Memorandum of Association” of the organization with the

document for “Power of Attorney” to the person(s) on behalf of the applicant firm, duly notarized.

10. Should submit the proofs of experience for consultancy work with Government/Semi

Government/PSU/Corporate Sectors/Autonomous bodies.

11. Should submit the list of construction Plant & Equipments including steel shuttering, centering and scaffolding required to be used in carrying out the work as per Annexure-A.5. Details of any other Plant & Equipments required for the work (not included in Annexure-A.5) but available with the applicant may also be indicated.

12. Should submit the authenticated documents for the person authorized for and on

behalf of the organization of the applicant with the extent of power of authorization.

Shortlisting of Firms shall preferably be made based on their experience, nature & type of work done, turnover during a year (i.e. number of projects executed in a year in recent past), total measured area developed, time bound completion, having own infrastructure covering various field of works etc.

BRIEF DESCRIPTION OF THE PROJECT

West Bengal State Electricity Distribution Company Limited (WBSEDCL), the common and renowned name in the field of Power Sector is a self reliant Government of West Bengal Enterprise under Ministry of Power, Government of West Bengal. The Company has a wide spread network throughout the state of West Bengal with esteemed consumers nearing 1 crore in numbers. The manpower of the company is more or less 23000. The different offices, sub-stations are located in all parts of the West Bengal starting from highly posh area of Salt Lake to remote villages of all the 19 Districts.

WBSEDCL intends to construct a new „State of the art‟ Training Institute to impart

training at executive level with modern concept. The project will be constructed at the 1 (One) Acre land (4047 sqm) possessed by WBSEDCL at Action Area III-B/8 at New Town, Kolkata. It will consist of two separate B+G+7 buildings (i.e. Institute block and Hostel block) with Area Load Despatch Centre (ALDC) and Auditorium having single basement within the same campus. The Institute block will also accommodate the Area Load Despatch Centre of WBSEDCL. The whole campus will be developed following „Green Building Concept‟ necessitating use of environment-friendly green construction materials, energy efficient electrical gadgets/equipments, rainwater harvesting etc.

Complete conceptualization, planning & designing of the project including

construction drawings will be provided by WBSEDCL through its selected architectural consultant. The selected construction firm‟s scope of work will involve the following.

Scope of work 1. Survey of the land plot and land development as required. 2. Civil construction of the two R.C.C. framed buildings with foundation & basement

(over pile/raft foundation) including boundary wall, brickwork, plastering, painting (interior & exterior), sanitary & plumbing works, ALDC (works required to be carried out as per stipulation mentioned in this document), complete water supply system including tube well, pump, overhead & underground reservoirs, water treatment plant, sewage treatment plant, surface & storm water drainage system, rainwater harvesting, auditorium (with all internal & external works as required to complete the work to make it functional) including acoustic system, elevators, sub-station civil works, security post, roads & walkways, car parking etc.

3. Complete interior & exterior decoration including false ceiling, furniture/fittings, finishing, exterior façade development etc.

4. Electrical works including interior & exterior illumination, wiring, complete sub-station works, cable laying, diesel generator set etc.

5. HVAC/AC works for both the buildings including Precision AC as required. 6. Fire fighting system including detection, alarm etc. 7. Security systems including introduction of biometric system/ Integrated Building

Management System (IBMS), Closed Circuit TV, Public Address System etc. 8. Communication system including LAN/WAN etc. 9. Landscaping & beautification. 10. Introduction of energy efficiency system. 11. Any other works required to complete and commission the project. Estimated cost of the work is Rs. 57 crore. The whole work is to be completed within

18 (eighteen) months.
