An Expression of Interest [EOI] is hereby invited by WB HIDCO from reputed Architect / Architectural Firms for rendering the Consultancy Services for the work “Detail interior and landscape consultancy for WAX Museum at 6 th Floor of Finance Centre in AA-II at New Town, Kolkata.Scope of Work- The 6 th Floor of Finance Centre which has a covered space of approx. – 622 Sq.M and open space -430 Sq.M will be developed as Wax Museum. There are two separate blocks connected by common lobby which can be visualized from the enclosed drawing. The building has a facility of HVAC system including separate AHU for two blocks, fire protection system and supply of power. The scope of work includes the interior design and preparation of working drawing of both close and open space with floor finish, wall finish, partition, loose partition and light fittings accessories and other interior works as is required for developing the existing facility to a WAX Museum. The scope of work also includes schematic design and preparation of drawing for tendering purpose, interior work drawing and sufficient for execution of work, prototype and mock up furniture after developing and assisting in production of prototypes and mock-up furniture if required, detailed illumination and supply of working drawing of Electrical, Electronic & Communication design system. (Relevant to the scope of interiors) furniture and Air Conditioning design and other mechanical system, fire protection, acoustic design and other design and work drawing required for developing the WAX Museum. The intending Architect / Architectural Firms should submit the conceptual drawing for the WAX Museum including its 3-D view drawing in their technical offer. The drawing of 6 th Floor and Ground Floor of Finance Centre are enclosed herewith. 1

WB HIDCO wants to develop the 6th Floor of Finance Centre in AA-II opposite Eco Tourism Park as a WAX

An Expression of Interest [EOI] is hereby invited by WB HIDCO from reputed Architect / Architectural

ELIGIBILITY TO PARTICIPATE

1. The Architect /Architectural firm should have minimum five years professional experience. 2. They should have experienced in designing and planning at least one Museum and / or any Special

type of structure. Credential of Planning and Designing of Normal Multi-Storied Building will not be considered.

BID Documents

The participant bidders must submit their bid /offer in 02 (two) separate sealed envelope covers.

One sealed cover should mark as technical offer and other should be marked as financial offer. (1) Technical offer consists of (a) Experience in similar nature of work as mentioned in the eligibility criteria. (b) Bank Draft / Pay Order from the any schedule Bank amounting to Rs. 20,000.00 (Rupees Twenty Thousand) only in favour of WB HIDCO Ltd. No exemption will be allowed in question of earnest money. (c) Self-attested photocopy of valid PAN, ST, PT etc. (d) Conceptual design and drawing of proposed WAX Museum including its 3-D view in hard copies and in CD.

Second sealed cover should contain financial bid or financial offer – The agency should quote their consultancy charge including Service Tax in their financial offer. Any participant bidder not following the steps in submitting their bid / offer as described in this para shall be disqualified.

Selection –

WAX Museum is a very supply type of job, selection will be based after giving weightage to both technical offer as well as financial offer. Technical offer will carry a weightage of 70% while financial offer will carry a weightage of 30%.

The decision of the WB HIDCO will be final and binding. (No application will be entertained if sent by Post / Courier or E-mail.) TERMS & CONDITIONS:

1. Before submitting any bid offer, the intending participants may make themselves acquainted thoroughly, with the existing facility of 6th Floor of Finance Centre.

2. The selected bidder will have to enter into an agreement of contract within 07 (seven) days from the date of communicating the acceptance of offer / bid.

3. The Interior design for WAX Museum must conform to the prevailing rules of the Sanctioning Authority.

Any bid / offer containing overwriting is liable to be rejected. All corrections are to be attested under the dated signature of the bidder without which the bid/offer may be informal.

i) Last date and time for submission of Technical & Financial bid /offer by the intending participant is on 02.12.2013 upto 2.00P.M in the Tender Box kept in the Office of G.M (Engg)-IV, WB HIDCO.

ii) Conditional E.O.I – Conditional E.O.I will not be accepted and shall be deemed as in formal.

iii) Opening of technical bid on 02.12.2013 after 3.30 P.M.

iv) The Financial Bid cover will be opened only for the eligible /selected participants on 05.12.2013 after 3.30 P.M.

v) Completion period till completion of the Project.

vi) Payment will be made in stages which will be decided later on.

Statutory deduction towards Sales Tax & Income Tax, will be deducted from the progressive bills. WB HIDCO reserves the right to refuse permission to any participants without assigning a reason

whatsoever. In case of cancellation, no liabilities will be incurred by the WB HIDCO.
