By Michael Smith Speculation about who would replace retiring Pasco County Sheriff Bob White was ended late last month when Gov. Rick Scott appointed one of White’s top officers, Maj. Chris Nocco, to serve out the remainder of White’s term in office. Nocco, 35, is a native of Philadel- phia who has been with the Pasco County Sheriff’s Office (PCSO) since 2009, most recently serving as head of the department’s Joint Operations Bureau. He was officially sworn in on May 2, and his appointment runs through 2012, which would have been the end of White’s third term. At that point, Nocco will have to run for re- election if he wants to remain in the position. Nocco comes from a law enforce- ment background, as his father and sev- eral other relatives also served as police officers, and at a press conference announcing his appointment he told reporters that, “It was always a boy- hood dream (of mine) to become a police officer.” So, while attending the University of Delaware on a football scholar- ship, Nocco received his bachelor’s degree in criminal justice and a Master’s degree in public administration. After graduation, Nocco began working as an officer with the Philadelphia Public Schools police department, and then went on to the Fairfax County (VA.) Police Department before coming to Florida, where he joined the Broward County Sheriff’s Office. That led to a job as a field director with the Republi- Maj. With his political connections (his wife Bridget is a Republican Party con- sultant and fund raiser who also served as a lobbyist for the Columbia/HCA Healthcare Corp., which Scott ran for 10 years as CEO), Nocco’s appoint- ment was not entirely unexpected. Even though a dozen potential candidates had expressed an interest in taking over for White, who announced in March that he planned to retire in order to spend more time with his family, Nocco was assumed by many to be the fron- trunner for the job, especially after it was announced that he was one of three finalists interviewed by Scott and his staff in the week prior to his selection. The other two finalists were Brian Head, who also is a major in the PCSO, and lawyer Kerry O’Connor, a former PCSO employee who left the depart- ment in 2003. Those connections led at least one local politician, former Pasco County Commissioner Michael Cox (a Democ- rat), to assert that Nocco received the appointment as “political payback,” (although it should be noted that Cox is working with Kim Bogart, a Democ- rat who has already announced his can- didacy for the sheriff’s job in 2012). Nocco, 35, is a native of Philadel-phia who has been with the PascoCounty Sheriff’s Office (PCSO) since2009, most recently serving as head ofthe department’s Joint OperationsBureau. He was officially sworn in onMay 2, and his appointment runsthrough 2012, which would have beenthe end of White’s third term. At thatpoint, Nocco will have to run for re-election if he wants to remain in theposition.

Even though Mother’s Day is a“holiday” that was invented by agreeting card company, it’s a great dayto reflect on how important moms arein our lives. My mother, MarilynNager, lives in Sarasota and owns a lit-tle boutique/gift shop in downtownSarasota called, surprisingly enough,Marilyn’s, which has more vintage andantique costume jewelry, as well ashats, purses, shoes and accessories,packed (albeit in perfect order) intoone small space than any store its sizeI’ve ever seen. It’s an amazing placefor finding the perfect gift for anymom on your list (shameless plug).

But, this isn’t about my Mom’sstore, it’s about the woman who per-sonally picked out and purchased everypair of earrings and Bakelite bracelet inthat quaint little shop. Creating orderout of chaos, always knowing whataccessory to wear with any outfit andeven knowing how to decorate anyroom are among my Mom’s manygifts. She’s also a far better salespersonthan I’ll ever be, always knowing howto strike the perfect balance betweengiving people their space while stillmaking sure she always makes the sale.

My Mom also is the type of per-son who will do anything for the peo-ple she cares about. She’s been myconstant supporter, both professionallyand personally, since the day I wasborn. But, most people expect theirMom to be in their corner. On the

Church Breaks Ground On New Worship Center

On Easter Sunday, the members ofthe congregation of the BridgewayChurch broke ground for a new wor-ship center on the church’s property onWells Rd., across from the WesleyChapel school complex.

According to Pastor Joel Eason,the groundbreaking, which took placeon April 17, marked the 10-yearanniversary of the church, which wasfounded in April 2001. Since that time,the church’s approximately 400 mem-bers have been attending services at 10

a.m. on Sundays at the New TampaFamily YMCA in Tampa Palms.

Eason says that the church is nowin the process of getting rezoningapproved for the 21 acres of land thatwill hold the future sanctuary, but hehopes that construction will be able toget under way by early June and thatthe nearly 30,000-sq.-ft. building withseating for 495 will be completedsometime in early 2012.

“It’s very exciting,” Eason says.“This will really give us an opportunityto serve the community even more.”

Teen Arrested For SeveralLocal Auto Burglaries

An 18-year-old Land O’Lakes manwas arrested in mid-April and chargedwith a number of auto burglaries thattook place in the Meadow Pointe sub-division.

According to areport issued by thePasco County Sheriff’sOffice, RicardoRodriguez Jr., of24750 Blazing TrailWay, was charged withfour counts of autoburglary, whichoccurred in the earlymorning hours of April 11. A 15-year-old suspect was listed as Rodriguez’saccomplice, but his name was notreleased because of his age.

Rodriguez, who allegedly admittedto his role in the burglaries, was

released from custody after posting$4,000 bail.

Vacuum Cleaner Shoplifter Arrested After Car Chase

After being bustedwith a Dustbuster©(one of seven handheldvacuum cleaners thathe was allegedly tryingto steal), a WesleyChapel man managedto elude police until hisgetaway vehicle suf-fered a broken axle inTampa Palms.

The incident began at around10:30 a.m. on April 6, when GeorgeWhite, Jr., 39, of 1260 Nashville Dr. inWesley Chapel, was stopped by storepersonnel at the Walmart Supercenterat 19910 Bruce B. Downs (BBD) Blvd.When asked about a receipt for the fivevacuum cleaners he had in a shoppingcart, White said that he hadn’t beengiven one. He returned into the store,supposedly to check with the cashierabout getting a receipt, but instead, hewent into a restroom and was subse-quently spotted attempting to leave thestore by another entrance, carrying twoother vacuum cleaners.

and they are able to look at differentprojects in different counties, I thinkthose types of friendships and thosetypes of connections are going to beable to make Pasco a better place andour sheriff’s office a better place.”

In the meantime, however, Noccosays that he isn’t even sure that hewants to run for re-election, preferring

to focus on his immediate goals for thedepartment, which include crackingdown on so-called “pill mills” (doctors’offices who too easily give out prescrip-tions for pain and other medications)in the county and improving safety atschools, while making the PCSO thebest department it can be.

“We want to create a world-classlaw enforcement agency, where peoplelook at Pasco County and say, ‘Wow,they do things right,’” he said.

the store employees were able to pro-vide a description of his car, a whiteChevy Impala, along with its licensenumber, to police.

A few minutes later, a TampaPolice officer pulled over a car matchingthe description at Dona Michelle Dr.and BBD, but it turned out to be thewrong vehicle. White was then seenheading southbound on BBD, and offi-cers caught up with the suspect in theparking lot at the City Plaza at TampaPalms shopping center.

White drove around to the rear ofthe plaza and tried to get away again,but by that time, at least half a dozenmarked and unmarked police vehicleshad flooded the scene, along with theTPD helicopter. They quickly con-verged upon White’s vehicle after hebroke its front axle by hitting a curb as

he attempted to make the turn fromTampa Palms Blvd. onto southboundBruce B. Downs.

According to his TPD arrestreport, White left his car after hewrecked it and briefly struggled withofficers, screaming that he didn’t wantto go to jail. After his arrest, White,who was charged with grand theft (thetotal value of the seven vacuum cleanerswas a little more than $344), resisting amerchant with force, reckless drivingand no valid driver’s license, allegedlyadmitted to officers that he often stoleitems from Walmart and later returnedthem for cash.

At our press time, White was beingheld in the Hillsborough County Jailwithout bond because he was still onprobation after having been releasedfrom prison last December.

The annual Wiregrass Relay For Life to benefit the American CancerSociety was held at Wiregrass Ranch High on April 29-30, with 29 teamsand hundreds of participants from area schools, groups and businesses tak-

Wesley Chapel Chamber UpdateJ.D. Porter: Wesley Chapel On TheBrink Of An ‘Economic Explosion’

For years, Pasco County officialstried to think of ways to encouragetheir citizens to spend their moneylocally, rather than heading south toshop in Hillsborough County.

Now, however, people are flood-ing into Pasco, from HillsboroughCounty and elsewhere, to shop andspend at the county’s hottest newattraction — the Shops at Wiregrassmall — and it is only just the begin-ning, according to rancher-turned-developer J.D. Porter.

Porter is the public face of thePorter family, which owns the 5,000-acre-plus former cattle ranch forwhich the mall is named, and herecently spoke to a breakfast gather-ing of the members of the GreaterWesley Chapel Chamber of Com-merce about the family’s vision oftransforming the ranch, and WesleyChapel itself, into “the defining forcein the Tampa Bay region.”

“This is one of the most dynamiccommunities in the nation rightnow,” Porter said, noting the manyhighway projects that are under way(or recently completed) in the area, as

well as the construction of a new hos-pital, plans for a community collegeand (someday) thousands of homeson the ranch property.

Porter said that those amenities,and more that are in the works, are allpart of his family’s plan for helpingWesley Chapel become one of thepremiere communities in the country.One such coming project is the con-struction of a 120-acre sports com-plex that the Porters hope to build inthe area of the mall and new hospital,which he said he has been discussingwith county officials. He also talkedabout his desire to attract moreindustry to the area, saying that hehas been in talks with a number ofinterested office users who want tobuild next to the mall on both sidesof S.R. 56, and although he did notelaborate on who they were, he com-pared them to T. Rowe Price, whichis in the process of establishing a newoffice in the county.

“That’s a good first step,” Portersaid, “but I feel confident in sayingthat we’re gonna go several stepsbeyond that.” —MS

J.D. Porter spoke recently to a breakfast gathering of the Wesley ChapelChamber of Commerce about plans for the Wiregrass Ranch property.

As reported many times in thesepages, the Greater Wesley ChapelChamber of Commerce (WCCC) con-tinues to be a big part of the economicdevelopment and spirit of communitythroughout Wesley Chapel.

The Chamber recently hired DavidWeiss as its new director of operationsand Christine Hope as its new directorof sales & marketing. Both have beenactively involved in the Chamber, withHope serving as an Ambassador, as wellas the event chair for the recent “Cele-bration of the Arts” (see page 36).

who has been wearing all three hats forseveral months, says she believes theday-to-day operations of the Chamberare now in good hands, “It’ll be nice toget back to my day job (as a local Real-tor, with husband Jeff),” she says.

I have known Board-certifiedoptometrist Dr. Peggy Sterling, O.D.(Doctor of Optometry), since sheopened her first location in the CityPlaza at Tampa Palms way back in1996. In the 15 years since then, Dr.Sterling has been providing quality eyeexams, glasses and contact lenses for theresidents of New Tampa and WesleyChapel. The secret to her long-termsuccess, however, goes beyond her yearsof experience and her expertise. Peggyis more like a trusted friend than mere-ly a health care professional to herpatients, many of whom have followedher from one location to the next.

“My 15 years of loyalty to mypatients definitely has helped them bejust as loyal to me,” says Dr. Sterling,who earned her O.D. degree fromNova Southeastern University in SouthFlorida. “And I will always show myappreciation for that loyalty.”

Her current office, in the Brook-side Professional Park off S.R. 54 (justeast of the entrance to SaddlebrookResort), is several miles north of bothher original location in Tampa Palmsand her second office locale in the Pub-lix-anchored New Tampa Center plazaacross from Hunter’s Green, but Peggy

That background has allowedme to be a better diagnostician as anoptometrist because I can look beyondthe eyeballs to see underlying issuesother optometrists might miss.”

Women’s Care Florida is astatewide physicians group that pro-vides those specialized services. In ourarea, the group is represented by thepractice of M.D.s Richard Dillon,Brian McNulty, Vicar Qureshi, KristenSegall, and Gem Ashby, who haveoffices in Wesley Chapel, New Tampaand the Carrollwood area.

Dr. Ashby, a native of Barbados,received her M.D. degree from theUniversity of Medicine and Dentistryof New Jersey in Newark before com-

pleting her residency training inobstetrics and gynecology atFlorida State University in Talla-hassee. Segall, meanwhile, is anative of Dallas, TX, whoreceived her M.D. degree fromthe University of Texas-HoustonMedical School before complet-ing her Ob-Gyn residency train-ing at the University of SouthFlorida (USF). After graduation,she returned to Texas, where sheworked in private practice forthree years before returning toTampa and joining Drs. Dillon,McNulty and Qureshi in Women’sCare Florida.

Dr. Dillon is a Pennsylvania nativewho majored in chemical engineeringat the Massachusetts Institute of Tech-nology in Cambridge and worked as aresearch engineer at the Oak RidgeNational Laboratory in Tennesseebefore pursuing a medical degree atthe University of Kentucky (where hegraduated first in his class and waspresident of Alpha Omega Alpha, themedical academic honor society) inLexington. He then completed his res-idency in Ob-Gyn at the Medical Col-lege of Ohio in Toledo and began pri-

vate practice in Tampa in 1985. That’s also the same year that his

original partner, Dr. McNulty, aMichigan native, began practicing inthe Tampa Bay area, after receiving hisM.D. degree from USF in 1981. Hestarted his Ob-Gyn residency at Chari-ty Hospital of New Orleans and com-pleted his residency at the USF Affili-ated Hospitals.

Dr. Qureshi is a native of Indiawho received her Doctor of Medicinedegree from Gandi Medical College atOsmania University in Hyderabad,India, in 1978, and completed her res-idency at Bronx Lebanon MedicalCenter in Bronx, NY, in 1984.

Drs. Dillon, McNulty, Qureshiand Segall are all Board-certified bythe American Board of Obstetrics andGynecology and are Fellows of theAmerican College of Obstetrics andGynecology (ACOG), while Dr. Ashbyis Board-eligible and is a Junior Fellowof the ACOG.

Each of the doctors practices bothobstetrics and gynecology, and thatallows the practice to offer a compre-hensive range of services, includinginfertility evaluation, counseling andtreatment, prenatal and preconceptioncare and services, and all aspects oflabor and delivery; as well as generalwomen’s health care, which includesmenstrual issues, cancer testing andscreening, contraception, urinaryissues, sterilization, hormone therapyand more.

“I like the fact that we have theability to take care of our patientsthroughout their lives, from their teensthrough their sixties,” Dr. Segall says.

In an average year, the doctorshelp deliver about 600 babies, utilizingthe facilities at the University Commu-nity Hospital Women’s Center, butnew technology also allows them to domany procedures that used to requirehospitalization right in their office.

One example is tubal sterilization, aform of permanent birth control,which can now be done in-office,without a surgical incision and withoutthe need for general anesthesia. Thepractice also offers in-office ultrasoundexams and biopsies, when needed.

Other more complicated proce-dures are made easier by the use oflaparoscopic surgery, which also mini-mizes the effects of surgery and recov-ery, or the latest innovation, roboticsurgery, which allows the doctors toperform precise maneuvers with mini-mal incisions. Like most of the bracket contestsfor the NCAA Men’s BasketballChampionship, the suspense was takenout of our “March Madness” Contestwhen the University of Connecticut,Butler, Kentucky and Virginia Com-monwealth University were the teamsthat advanced to the Final Four,despite our contest’s unique format.

Because we had to go to presswith our contest before this year’s fieldof 68 teams was announced, instead ofpicking the winners of every gameleading up to the national title tilt, wesimply asked our contestants to pickthe 16 teams they believed wouldadvance the furthest in the tourney.

Only two of our nearly 50 MarchMadness contestants picked U Conn,Kentucky AND Butler among theirtop-16, so not surprisingly, those twocontestants tied for our top honors

(with 300 points each), which sent thecontest to our tiebreaker, which was topredict the total points scored by theWINNING team in the title game,which was won by U Conn over But-ler, 53-41, in a poorly played finale toan amazing tourney.

Therefore, this year’s Neighbor-hood News March Madness champ isJames Price of Saddlebrook, whoguessed that the winning team wouldscore 73 points, which gave him theedge over tied contestant TonyPetrisko of Grand Hampton.
