Title of Report: Welsh Language Scheme Progress

Purpose of Report: For Information1.0 Introduction

1.1 The purpose of this report is to advise Members of progress in our Welsh Language Scheme (WLS) commitments.

3.0 Background

3.1 A draft Welsh Language Scheme was prepared during 2007 and early 2008, and was approved in its final form in May 2008 by the Welsh Language Board (WLB).

3.2 One of the requirements of the WLS is that we report progress annually to Board, and publish a summary of the monitoring of our Scheme in our Annual Report. We also have to submit our progress/monitoring report to the WLB.

4.0 Progress July 2010- June 2011

Outlined below is the progress made against main elements of our WLS:

We update our electronic database of languages spoken by tenants on a rolling basis.

21 tenants state that they can speak or write Welsh with 7 stating that they speak Welsh at home. The information from the new tenant profiling exercise has not yet been processed.

One tenant has expressed a preference for us to communicate with him in Welsh

We have had 7 e-mail communications with that tenant during the year all of which have been communicated in Welsh.

We have sent 16 written letters in Welsh to this tenant.

New or replacement signs for public places are bi-lingual.

We are continuing to offer Welsh name suggestions for all our development schemes, Cwrt Pendyris has been accepted by the Local Authority.

We have had no requests for public meetings to be conducted in Welsh or for translation at any public events.

Our Welsh Language Scheme is available on our website in Welsh & English.

Our Induction format continues to include details of the Welsh Language Scheme and highlights staff responsibilities for its implementation.

We have 7 fluent Welsh speaking staff; 2 at intermediate level and 8 who state they have basic understanding of Welsh.

14 staff members have indicated that they would like Welsh Language Lessons at various levels.

Bi-lingual business cards have been issued to LT, OMT and other key staff.

A regular feature called ‘Y Gornel Gymraeg’ (The Welsh Corner) has been introduced in the E-zine which provides 5 key words or phrases for staff.

We have not received any complaints about the operation of our Scheme.

The Language Scheme is due for review in June 2011

5.0 Recommendation

5.1 Board Members are asked to note progress on the Scheme.

1.0 Cyflwyniad

1.1 Pwrpas yr adroddiad hwn yw hysbysu'r Aelodau o'r cynnydd yn ein Cynllun Iaith Gymraeg (CIG) yn unol a’n ymrwymiadau.

2.0 Canlyniadau Cyflawni

2.1 Mae'r Canlyniadau Cyflawni canlynol yn gysylltiedig â'r Cynllun Iaith Gymraeg:

Rydym yn rhoi’r bobl sydd eisiau defnyddio ein gwasanaethau wrth wraidd ein gwaith - rhoi'r dinesydd yn gyntaf.

Rydym yn byw gwerthoedd y sector cyhoeddus, drwy gynnal ein busnes gyda gonestrwydd a chywirdeb, ac yn dangos rheolaeth dda drwy ein hymddygiad.

Rydym yn ymgysylltu ag eraill i wella a sicrhau'r canlyniadau gorau posibl ar gyfer ein defnyddwyr gwasanaeth a'r gymuned.

Gallwn ddangos ein bod yn trin y Gymraeg a'r Saesneg ar sail cydraddoldeb

3.0 Cefndir 3.1 Paratowyd cynllun drafft yn ystod 2007 a chafodd ei gymeradwyo yn ei ffurf

terfynol ym mis Mai 2008 gan Fwrdd yr Iaith Gymraeg (BIG).

3.2 Un o ofynion y Cynllun Iaith yw ein bod yn adrodd ar ein cynnydd yn flynyddol i Fwrdd yr Iaith, ac yn cyhoeddi crynodeb o'r gwaith monitro yn ein adroddiad blynyddol. Rydym hefyd yn cyflwyno ein cynnydd / adroddiad monitro i Fwrdd yr Iaith.

4.0 Cynnydd Gorffennaf 2010 - Mehefin 2011

Amlinellir isod y cynnydd a wnaed yn erbyn prif elfenna ein Cynllun Iaith Gymraeg:

Rydym wrthi’n diweddaru ein cronfa ddata electronig o ieithoedd a siaredir gan denantiaid ar sail dreigl.

Datganodd 21 o denantiaid eu bod yn gallu siarad neu ysgrifennu Cymraeg gyda 7 yn datgan eu bod yn siarad Cymraeg gartref. Nid yw'r wybodaeth oddi wrth yr ymarfer proffilio tenant 2011 wedi ei brosesu eto

Rydym wedi cyfathrebu trwy e-bost 7 gwaith â'r tenant yn ystod y flwyddyn mae tro yn y Gymraeg.

Rydym wedi anfon 16 o lythyrau ysgrifenedig yn y Gymraeg i’r tenant. Mae arwyddion newydd ar gyfer mannau cyhoeddus yn ddwyieithog. Rydym yn parhau i gynnig awgrymiadau enw Cymraeg ar gyfer ein holl

gynlluniau datblygu. Cafodd yr enw Cwrt Pendyris ei dderbyn gan yr Awdurdod Lleol.

Rydym wedi cael unrhyw geisiadau am gyfarfodydd cyhoeddus gael ei gynnal yn Gymraeg neu i'w cyfieithu ar unrhyw digwyddiadau cyhoeddus.

Mae ein Cynllun Iaith Gymraeg ar gael ar ein gwefan yn y Gymraeg a'r Saesneg.

Mae ein cwrs Sefydlu yn parhau i gynnwys manylion am y Cynllun Iaith Gymraeg a chyfrifoldebau staff

Mae 7 aelod o staff yn siarad Cymraeg yn rhugl; 2 ar lefel ganolradd ac 8 sydd yn nodi fod ganddynt ddealltwriaeth sylfaenol o'r Gymraeg.

amrywiol. Mae Cardiau busnes dwyieithog wedi cael eu dosbarthu i’r tim arwain, tim

rheoli a staff allweddol eraill. Y Gornel Gymraeg wedi cael ei gyflwyno yn yr E-gylchgrawn – mae’n darparu

5 gair neu ymadrodd allweddol ar gyfer staff. Nid ydym wedi derbyn unrhyw gwynion am weithrediad y Cynllun. Mae'r Cynllun Iaith yn cael ei adolygu ym mis Mehefin 2011
