‘Framework for Action on
Independent Living’

Good morning. My name is Claire
McDonald and I work for the Welsh
Government.
Today I will be talking about our
plans for disabled people.
These plans are called the
Framework for Action on
Independent Living.
Disability Wales told us about their work on
‘Independent Living Now’.
They told us what disabled people said they
need to live independently.
- Disabled people are worried about changes
to their benefits.
- We are worried about changes to the
services people use.
A lot of people helped to write the
Framework for Action:
- Disability Wales
- Other disability groups
- Disabled people.
Told us about their experiences and the
barriers they face.
Told us about the things which have helped
them to be more independent.
1. Information Advice and Advocacy
2. Accessible and supported housing
3. Choice and control in personalised care
and support
There are 7 main parts in the Framework.
4. Person centred technology
5. Accessible transport
6. Employment
7. Access to places – buildings and outside
places
The Framework says we should aim for a
society where disabled people have the
same choice and control as others. For
example how they live their lives and get
support from others.
It is based on the Social Model of
Disability which wants to:
- Remove all barriers to people being
included in society.
- Create a society that values people’s
abilities.
- Promote the rights and full inclusion of
disabled people.
The Framework has 3 aims:
1. To develop a Wales where disabled
people are included, empowered and
enjoy equal rights.
2. To make sure our plans consider every
part of someone’s life and so we do not
have lots of different plans.
3. To be clear about what we will do to
improve each area. Such as housing,
support, access, transport.
There is no new money to do the things we
want to do.
So we have to find new ways of using the
money we have. We think we can do this
by:
- Making the voice of disabled people
stronger
- Making sure they have a say in Strategic
Equality Plans, local Access Groups and
other groups
- Speak-up for the rights of disabled
people
- Support people to speak-up for
themselves
- Bring together disabled people and
people who make decisions about
funding and services
- Tell us about equality issues and the
barriers people have to overcome
- Act when things are not equal and
services fail
Organisations run by disabled people to have a stronger
voice, so they can:
Centres for Independent Living
The DEWIS Centre in Pontypridd supports
disabled people to live independently.
There could be more centres like these to:
- Support people with Direct Payments
- Deliver Equality Training
- Provide Advocacy Services
- Promote access to buildings and services
We have been asking people what they
think. Will the Framework for Action
improve the lives of disabled people in
Wales?
We have published a summary so that
everyone can see what was said.
The final Framework for Action will be
published in the Summer

Changing Needs
This process is on-going. Equipment needs to be reviewed especially where changing
needs occur.
Training
PT training session and
training on how the
equipment works.
Individual is referred for
Personalised technology.
An assessment is carried out
to identify a tool kit of
equipment to suit the
individuals needs.
Individual gives consent, if
individual is unable to give
consent then a “best interest”
procedure would need to be
followed.
Review and Evaluate.
Check that the
equipment is still meeting
the individual needs.
Monitor the individual and
how their needs might
change.
This is an ongoing process
and if/when the individuals
needs change then the
procedure will start again.
Is there any work needed
prior to the installation?
Are there any health &
safety issues to
consider?
Decide how an alert is
responded too.
Will it be an alarm or will
the call centre phone a
specified number? Once the right equipment
has been agreed, identify a
supplier and place an order.
Look at funding and where it
will come from.
