Overall Benefit Cap
• "no family will be allowed to receive more in benefits than the average family receives for going out to work". (George Osborne)
• Combined Benefit payments capped at £500 per week for couple or lone parent or £350 per week for single person
• The cap is applied to the Housing Benefit.
• Exemptions: pensioners, disability benefits, working tax credit
• Pilots from 2 April 2013 (Bromley, Croydon, Enfield, Haringey)
• The rest from July 2013, all cases by September 2013 (phasing?)

What’s driving the scale of loss?
• Poverty
– higher levels of benefit dependency
– transient population
• Large Families
– needing larger properties
• High rents
– location and property size
An example • A family of 5, a couple with 3 children living in Harlesden,
NW10 in temporary accommodation. • Family are on IS and receive around £324 a week in benefits.
– This amount is to cover basic living costs: food, clothing, travel costs etc.
• The average rent in this area, is £400 per week. – HB has been assessed and fully covers this amount.
• From Summer 2013 with the OBC the total benefit payment is restricted to £500 per week – The balance is deducted from the HB entitlement.
• This leaves £176 per week of HB entitlement. • Shortfall of £224 p/w - Annual reduction in HB of £12k
Three Choices
1. Customers can avoid the cap by working more than 16 hours if a lone parents or 24 hours for couples, and be entitled to Working Tax Credit, or
2. Pay the shortfall from their other income (Income Support/Jobseekers allowance, Tax Credits and Child Benefit), or
3. Move to cheaper accommodation
