  • FOREWORD

    Gentlemen,

    And so another year has passed us by and what a memorable one it has been once pgain.

    f

    From those hot summer evenings at City Beach doing pre-season training, scratch matches, the Point Peron Camp and those wet and windy training sessions at the W.A.C.A. ground. Let's be honest, it's all hard work and if it's not, who's fooling who? But also what satisfaction and comradeship we derive from it all. The satisfaction of achievement at whichever grade we attain and the comradeship we all enjoy, be it at training, during the game or socially afterwards. These are just some of the pleasures we as umpires all enjoy and are the main points I personally will certainly miss.

    If young or older umpires hope to be successful in this absorbing pastime, they certainly require two major ingredients, enthusiasm and a total commitment. If one is not prepared to work hard on the skills of umpiring or he does not have enthusiasm, you may as well stay home on the weekend and do the gardening.

    In closing may I take this opportunity to thank everyone I have been associated with in my years of umpiring and wish you all greater success in the 1983 season.

  • PRESIDENT'S REPORT

    FELLOW MEMBERS

    This report brings to a close another season and, on reflection, 1982 has passed with relative quiet, both on and off the field.

    To the members of the Management Committee a special vote of thanks for their time and effort in making 1982 another successful year. Special thanks to Don McCamish, our Secretary for the professional and, at times, entertaining manner in which he carried out his duties

    Also to Ken O'Driscoll for1his efficient handling of our finances and our social

    Committee headed by David Rowe and Alan Mirabella. The latter portfolio is a particularly difficult one and this Committee's job is made so much more difficult by lack of interest and support.. Stronger participation in Association functiCJns throughout the year could have been expected; nonetheless, many thanks to the hardy band of members and partners who support all our functions.

    Year 1982 saw a very sound and compatible working relationship with the W.A.F.L. and sincere thanks are extended to President, Vince Yovich and General Manager, Peter Bowler.

    Perhaps the only area for concern throughout the year has been the performance of the Tribunal and clearly some revamping is required in this area. Public comment would certainly support this contention - clearly the solution in the hands of the W.A.F.L.

    The move to the Celtic Club (Inc) for after games drinks has been an unqualified success and special thanks to the President and Members of that Club are recorded.

    The continued support of Ampol is gratefully recorded and I would like to personally thank Ross Benzie for his involvement and ready assistance to our Association.

    To Joyce W.A. go special thanks for continuance of their Incentive Awards to umpires.

    Congratulations to all umpires who participated in the Finals and particularly the Grand Final and Interstate Umpires.

    In closing and as this will be my last report as President, sincere thanks to all members for their support over the past three years. To the incoming President and Committee my best wishes and I know that you, the members, will give them the same support that you gave me.

    SECRETARY'S REPORT

    To Members of the Western Australian National Football League Umpires' Association:

    Gentlemen,

    On behalf of your Management Committee, it is again my pleasure to present, herewith, the Annual Report for Season 1982.

    The Association enjoyed another successful season in 1982 with several of our members achieving i~portant milestones in their respective fields of endeavour together with three,Field, two Boundary and three Goal Umpires being appointed to their first senior matches. As in past seasons we once again experienced a shortage of numbers in each of the categories and this problem will no doubt continue unless the WAFL takes some positive steps to attract suitable people to our ranks.

    During the season several of our members were the subject of severe criticism by club officials and in one regrettable incident physically abused by spectators. Whilst I believe that we are not above criticism by club officials I feel that it is in the best interests of the game for those officials, particularly Club Presidents and Coaches, to act in a responsible manner at all times. It is incumbent on the WAFL to police this undesirable and increasing trend.

    Another area of concern to the Association and its Members during 1982 has been the function of the WAFL Protests and Disputes Tribunal. Many of the decisions and subsequent penalities handed down by that body were inconsistent and confusing. Although we should not be concerned with the findings of the Tribunal it is extremely frustrating and disappointing to see players, correctly reported in accordance with the laws of the game, found guilty, then given ·meaningless cautions or paltry penalties that have little or no deterrent effect. Some of the injuries sustained by players this season as a result of illegal facets of play were, to say the least, sickening. Two sure ways to stamp out this unnecessary aspect of our game is for Coaches to instil a greater sense of personal and team discipline in their players and for the Tribunal to hand down more severe and realistic penalties.

    We are constantly reminded of the financial plight of the WAFL and most of the League Clubs. Obviously this is a very real problem and the WAFL is to be commended for their efforts in attempting to obtain some assistance through the profits of the TAB. Perhaps the proposed Instant Lotteries may provide some relief when they come into being. The particular aspect of the financial situation that is relevant to this Association is the cost, to the WAFL, of providing umpires and the substantial drain on their coffers that this service represents. It seems somewhat incongruous that the WAFL has not accepted some form of sponsorship to offset or partially offset that cost. I am sure there are several major companies who would be keen to be involved in this regard and the ensuing benefits would be advantageous to all concerned. Hopefully the WAFL will give this matter some consideration in the near future.

  • MANAGEMENT COMMITTEE

    The Management Committee welcomed five new members this season in Messrs. John Morris, Barry Grirnrnond, Phil O'Reilly, David Rowe and Ken O'Driscoll. Each made meaningful contributions during the year. Under the Chairmanship of John Devine the Management Committee has endeavoured to execute the affairs of the Association in a business like manner and have spent many long and deliberating hours carrying out the responsibilities entrusted to them. I am personally thankful to each of them for their assistance and co-operation.

    UMPIRES APPOINTMENT BOARD

    We extend congratulations to Mr Brian Calcutt on his appointment as Chairman for 1982. Under his Chairmanship, the Board consisting of Messrs. Ray Scott, Max Pinner, Peter Pustkuchen and John Fuhrmann carried out their duties in an innovative and efficient manner.

    I feel it is a credit to the Board and a reflection of their judgement that little criticism was heard from Members of appointments made during the season.

    Once again the Board was assisted in their deliberations by the hard working observers. On behalf of the Members of the Association I extend our appreciation to Messrs. Bill Brown, Terry Neilson, Brian Collett, Allan Clarke, Colin Turton, Norm Brown, Terry Carter, Brian Haigh, Kevin Holland, J~m Sharp.

    UMPIRES ADVISOR

    The responsibility for the maintenance of umpiring standards in 1982, rested once again with Ray Scott who was capably assisted by Peter Pustkuchen and Ned Martino. The appointment of Peter Pustkuchen as Assistant Advisor Metropolitan decidedly lessened the load on Ray and allowed him to concentrate on the senior panel.

    It has not been an easy year for the Umpires Advisor with petty criticism, mainly unwarranted, corning from frustrated Coaches and irresponsible club Presidents. However, it is to his credit that he has on all occasions readily defended his umpires.

    To carry out the onerous task of umpires Advisor for six years is something that only a dedicated person could achieve and Ray deserves the appreciation of each of us for the guidance and assistance he has given over this period.

    TRAINING SUPERVISOR

    John Fuhrmann once again looked after our physical preparation and we are thankful for his supervision and direction in this regard.

    UMPIRES ADVOCATES

    This past year we were fortunate to have the services of Ray Montgomery, John Smith-Gander and Charlie Pratt as our advocates. This is an often thankless and frustrating task and we are indebted to each of them for their valuable assistance.

  • POINT PERON CAMP

    Having had the opportunity this year to attend my first Camp, I can fully appreciate why it is held in such high regard.

    Apart from the physical and mental benefits that ensue, the venue provides an ideal opportunity for fostering the camaraderie that is so important in the field of umpiring.

    The success of the Camp is undoubtedly due to the industrious efforts of Hal Symons and his loyal band of helpers. We are all extremely grateful for their fine contribution.

    COUNTRY FOOTBALL

    As in past years our members were treated to the usual high standard of hospitality by the various country clubs.

    I extend our congratulations to each of the premier clubs and to the players who won fairest and best awards in the respective competitions.

    TRAINING STAFF

    This year, for the first time, our training staff were directly employed by the WAFL. However, we were fortunate to retain the services of Warren South, Harry Jardine, Doc Doherty and Bernie Magnus who once again provided us with first class treatment and advice. On behalf of all members I extend to each of you our grateful appreciation.

    HONORARY SOLICITORS

    ~uring 1982 we were fortunate to receive an offer from the respected firm of Dwyer, Durack & Dunphy, to act in the capacity of Honorary Soiicitors to the Association.

    We are particularly indebted to Mr Simon French and Mr Rene Lucien Le Miere for their professional assistance and advice.

    HONORARY AUDITOR

    Mr Brian Eddy again gave of his time to audit the books of the Association and we are fortunate to have such a capable man to carry out this task.

    JOYCE AWARDS

    Joyce W.A. continued their support of urnp~r~ng in W.A. with the Joyce Incentive Awards. These awards are without parallel in Australia and are the envy of our colleagues interstate. We are indebted to Mr Len Vickeridge, Mr Alec Wearne and Joyce W.A.

    AMPOL LIMITED

    We are indeed fortunate to have a Company such as Ampol backing our Association. They again provided the magnificent trophies for our presentation night and we are most appreciative of their support. On behalf of all members I extend to Mr Tony Rapson and Mr Ross Benzie our sincere thanks.

    The amicable relationship between the Association and the WAFL continued in 1982.

    I extend our appreciation for their continued support and assistance to the General Manager Mr Peter Bowler, his principal officers in Messrs. Jardine, Judge, O'Brien, Davis and all the WAFL Staff.

    I would particularly like to thank Neil Judge for his willing co-operation throughout the season.

    CONCLUSION

    In relation to the activities of the Association, 1982 has been a satisfactory year. However, I feel that a greater degree of enthusiasm could be displayed by a lot of our members towards social functions and making themselves available to serve on the Management Committee. For an organization such as our to succeed it is imperative that we have all members participating actively in our affairs, whether it be in an administrative or social capacity.

    The decision to use the Celtic Club for after match refreshments has in the main proved popular. We should all continue to patronize this concept in 1983 and refrain from visiting League Clubs where we are frequently ostracized and made the targets for ab'USe for a losing sides poor performance.

    Relationships with our employer, the WAFL, were maintained with a view to mutual understanding and co-operation and I believe that we have come a considerable way to achieving those ideals. We shall be meeting with Executive of the League before the end of the year to discuss the 1983 Fees and Conditions submission and we look forward to a satisfactory resolution of that matter.

    I must at this stage, pay tribute to all the people who have given me their assist-ance and co-operation during my second year as Secretary. To individualise would be unjust but by the same token it would be remiss of me if I didn't especially mention our retiring President, John Devine. His guidance and sobering influence has been an inspiration and his leadership will be sadly missed by us all, he has always given of his time willingly and with the best interest of the Association and its members uppermost in his thoughts. From all of us John, thank you for a job well done.

    Finally, congratulations to the incoming President and office-bearers for 1983 and best wishes to all members for the forthcoming Festive Season and may you a~l enjoy a successful umpiring season in 1983.

    TREASURER'S REPORT

    Gentlemen,

    It is with pleasure that I present to you' the annual financial statements.

    The format of the accounts have changed this year in order to give you a more detailed explanation of income and expenditure, and the accumulated funds of the Association.

    On reflection, our results have been satisfactory, thanks to the hard-working efforts of your management and social committees. This involves careful financial planning which enables the Association to continue from year to year, operating successfully within its available resources.

    Socially we have not had a good year, as most functions were not well supported. We have endeavoured to make these functions more attractive to members by keeping our costs dO\m, Only two social functions showed a profit and in actual fact the overall cost to the Association was $1 3 71.

    Our Reserve Account has a balance of }5 641 which was invested Town and Country at 14% for one month and on call thereafter, accumulated every three months and added to the account.

    Cur working account has a balance of $1 524 which is a slight increase on last year. This can be attributed to the proceeds from raffles during the year.

    I would like to take this opportunity to express my thanks ·and congratulations to John Devine on an extremely successful year as President and to Don McComish for the expertise shown during his year as Secretary. Their support and assistance was greatly appreciated.

    To members of both management and social committees I thank you for your assistance when called upon. Without your support my task as Treasurer 'ti'Ould have been more arduous.

    To Brian Eddy the auditor, my thanks for your time in completing a most comprehensive audit.

    My special thanks also to Les Leicester and Social Secretary Alan Mirabella for their co-operation and valued support during the year.
