• JBSA has MOU with CoSA DSD for development notification• Dialogue with DSD or land owner result in resolution or compromise• The notification process is another example of the close relationship b/w CoSA

and JBSA• 2019 resulted in 12 objections:

• Camp Bullis (CB) objections were due to environmental issues – golden cheek warbler and karst invertebrate. Land owner would have to resolve environmental issues to proceed

• Lackland (LAK) objections were due to proximity of development near noise contours

• Randolph (RAN) were due to proximity to flight line

Habitat Modification & Bird Mitigation Methods• CoSA Parks does not start work before USDA clearance• Inflatable air dancers proven & effective method• Pyro noises: used with drones & lasers in the 2 hours before sunset;

1 or 2 pyro every few minutes, for up to 2 weeks then taper off• Goal: train birds to associate drone/laser appears before noise to

disperse when they see the devices … shorten time needed for pyro

USDA Catalysts to Plan Start• Confirms existing fledglings matured to

juvenile status & departed nests• Assesses viability of eggs in nests• New nestlings as of late Sep• Visits weekly to check status

Elmendorf Lake Park: Bird Hazard Mitigation Plan

General Notes• Eggs: ~ 30 days to hatch; nestlings take ~ 30

- 50 days to become fledglings• Fledgling process takes 1 - 3 weeks• If eggs hatch, delays plan start for ~ 60 days• After initial re-roost discouraging ops, USDA

continues to monitor & mitigate as necessary• Next Egret breeding season: mid-Feb 2020

• Acquisition of land parcels along Growdon Rd is necessary to support parallel requirements of JBSA & 149 FW– JBSA: Area Development Plan would support several mission partners– 149 FW: New Munitions Storage Area in vicinity of Growdon Rd

• Goal: City of San Antonio purchases property; conveys property to JBSA/federal government

• Primary Consideration: Environmental Assessment (EA)• Decision point: Is 2012 EA “usable”? If not, determine new EA cost & funding source• Goal: Land acquisition in FY21 CoSA budget request, and approved

Value Proposition• Kelly Field has a single runway

that was built in the 1950’s• Predictable Access is essential to

aeronautical customers of Port San Antonio

• An ALS would mitigate TDY cost, thereby fortifying Guard and Reserve missions in San Antonio

Challenges to Overcome• The USAF does not have a

requirement for an ALS• The USAF has no justification for

maintaining an ALS• The Port has no real estate interest

in the jointly used flying facilities of Kelly Field

• An ALS built to UFC Standards will not fit without significant waivers and deviation of standards
