Wanaki Center – Five years Strategic Planning – Request for bids

The Wanaki Center offers a residential wellness program to support those with substance abuse disorder, it was established in 1991. Our services are offered to adult First Nation People from across Canada. The Center is owned and governed by the Algonquin First Nations of Quebec. We are a 12 bed residential treatment facility that provides holistic substance abuse treatment services in both English and French.

The governing body of the Wanaki Center consists of nine Board members. The Board of Directors are seeking an individual or entity to guide the Wanaki Center through a comprehensive five year strategic planning process.

Project description:

The Wanaki Center is seeking bids to carry out the development of a five year strategic plan 2021-2026. The work to be completed includes a review of the Wanaki’s mission and vision statements, SWOT analysis, gap analysis, environmental analysis, initiatives and organisational structure. Other tasks include;

- Meeting with Wanaki’s key players to discuss the community members treatment needs.

- Collect information from staff and board of directors, Algonquin community members and the NNADAP network to develop a five year strategic plan.

- Identify and evaluate external factors that may impact the Wanaki Center; - Evaluate the five week program and its impacts according to activity reports,

program evaluations and surveys.

In addition to creating final document (Strategic Plan 2021-2026) for approval deliverable June 1st, 2020, the chosen individual will be expected to present a June 17th, 2020 at the Wanaki Center’s Annual General Assembly.

Request For Proposal Mandatory Requirement The deadline for submitting a project bid proposal is the close of business on January 17th, 2020. Work on the project is expected to begin January 27th, 2020 with completion not later than June 1, 2020. Individuals or entities interested in pursuing this project are to send a detailed proposal, including but not limited to:

- Name and contact information - Demonstrate experience within Aboriginal communities and alcohol and substance abuse

and recovery. - Experience and qualifications and their roles and responsibilities in the project. - Price quote (fee schedule for the work) including travel - Proposals shall include a list of three references including names, position, telephone

numbers and E-mail addresses for which the Bidder has performed similar work. These references might be contacted during the proposal evaluation phase to determine their satisfaction with the work carried out.

- Preference will be given to Algonquin owned business / individuals who can demonstrate that they have met all the mandatory requirements and have the professional experience to carry out the work.

- The candidate should have a thorough knowledge of financial accounting and business management practices to be able to provide the financial projections. Any bid that does not include all the information listed above will not be considered

Functional Requirements The candidate should demonstrate within the bid proposal that they have met all of the Mandatory Requirements or their proposal will be screened out of the evaluation process.

Algonquin-Anishinabe company Decontie Construction named Canada’s Brownfielder of the Year

First ever Indigenous recipient of the Canadian Brownfields Network’s Brownie Awards

Kitigan Zibi, December 12, 2019 - Algonquin-Anishinabe company Decontie Construction has been awarded the prestigious Brownfielder of the Year award by the Canadian Brownfield Network. This is the first time a Brownie has been awarded to an Indigenous recipient since they were founded in 2001. It was also the first time a territorial acknowledgement marked the opening of the evening ceremonies.

The Brownie awards recognize excellence among the people, programs, and projects involved in the redevelopment of brownfield properties across Canada. Andrew Decontie, President of Decontie Construction, and his wife and partner Wanda Thusky were in Toronto on November 26 to accept their award. “As an Algonquin-Anishinabe company who has fought so hard to break down barriers and silos for our workers and industry, we could not be prouder to accept this award,” said Andrew Decontie, President of Decontie Construction. “This achievement could not have been possible without our team’s dedication and hard work, and the support of our colleagues and friends at Zibi.” Decontie Construction won for its tremendous achievements in remediating over 100,000 tonnes of contaminated soil for the 34 acre mixed-use Zibi redevelopment, a $1.2 billion residential, retail and commercial community uniquely located on riverfront lands and islands between Ottawa and Gatineau. The Zibi project has opened the door for numerous other opportunities in brownfield remediation and involvement of First Nation members in this work. Andrew Decontie and Wanda Thusky personally invest their time in promoting a better understanding of brownfields as strategic assets to Indigenous community members and leaders. “First Nation workers are stepping up to clean ground contamination, and demonstrating a better way of treating the land for the benefit of future generations,” said Wanda Thusky. “We are using this Brownie Award as a platform to call upon remediation leaders from across the country to partner with the First Nations people of their own territories, and work alongside their host nations to bring much needed change both in construction practices and relationships.” Since 2015, Decontie has successfully completed projects worth several million dollars, and gainfully employed dozens of Algonquin First Nation women and men in the process, including the $4.5 million decommissioning of Hydro Québec’s Corbeau facility, and a recent brownfield redevelopment project in Parry Sound, in partnership with Milestone Environmental Contracting Inc.
