W e are pleased to announce the publ icat ion of the first issue of the HiReach
newsletter. If you are interested in transport innovations with social character and new business models favouring inclusive and participative mobility, you are at the right place!
HiReach is a 3-year Research and Innovation Action (RIA) from 2017 to 2020 funded under Horizon 2020. HiReach focuses on the development of new tools and business models to improve accessibility for areas and communities in need. HiReach kicked off in Milan on the January 16th-17th of 2017.
HiReach aims to trigger the development of new tools and business models that will cover the needs of potentially vulnerable social groups and difficult-to-reach areas encouraging inclusive and participative mobility.
The vulnerable social groups within HiReach include children and young, people with disabilities, low income and unemployed persons, elderly, migrants, people living in rural and deprived areas as well as other vulnerable to exclusion citizens.

■■ Explore and test new solutions based on the creative work of start-ups and innovative entrepreneurs
■■ Provide open source tools, guidance and support to developers as well as testbeds for new inclusive mobility solutions

What is it and who may be affected?
The social dimension of transport has received little attention in academia and policy-making in recent decades. Increased focus on the relationship between social disadvantage and mobility-related disadvantage has
led to the term “transport poverty”, representing a concept that still needs to be fully defined.
Inadequate transport facilities neg-atively affect personal mobility. The availability of transport options is vital for employment and basic services, as well as for maintaining social ties and leading a meaningful life.
Transport-related deficiencies affect individuals and groups differently according to different economic, social and cognitive parameters. So-cio-economic, socio-demographic and gender considerations must be factored in when designing suitable solutions, as well as people’s per-ceptions and aspirations. As trans-port access and social inclusion are mutually interdependent, transport poverty can feed social exclusion, spurring a vicious cycle that further disadvantages those in need.
Living in urban, rural or peri-urban ar-eas which all have different needs also affects both an individual’s transport difficulty and social position. Further-more, spatial and social conditions vary significantly across and within European member states. Hence, it is important to view transport poverty in a local context, identify common transport poverty elements across Europe and design joint solutions to eliminate it.

their experience, and relying on the networks existing in the targeted re-gions, HiReach will be able to con-duct a micro-perspective analysis, e.g. the understanding of very spe-cific sub-groups.

involving startups and new entrepreneurs in developing solutions for transport poverty The HiReach Startup Lab will develop solutions to transport poverty with market potential. There will be efforts to continue developing and commer-cialising these solutions beyond the completion of the HiReach project.
The HiReach Startup Lab will:
■■ Explore and test new solutions based on the creative work of startups, innovative entrepreneurs and local communities
■■ Provide open source tools, guidance and support to developers as well as testbeds for new inclusive mobility solutions
■■ Offer support to interested startups engaging them in a startup accelerator, in which they will detail their solutions from technical and business model perspectives.

more than advisory board!The Take-Up Group (TuG) is a per-manent table composed of public and private actors supporting project research activities and interested in replicating the new tool and business models developed within HiReach beyond the project.
The members will validate the devel-opment of the tools throughout the project, actively contribute to drive the processes through their ideas and initiatives, and have direct ac-cess to the project's key reports and events.
The HiReach Take-Up Group is com-posed of:
1. Local authorities in selected EU countries;
2. Representatives of EU and international stakeholders’ associations and institutions;
3. Passenger transport operators and digital platforms with consolidated experience in developing and implementing innovative mobility solutions.
Their involvement in the project is more practical and proactive than

simple steering of the project as a traditional advisory board. TuG relevant functions include:
■■ Active participation to TuG meetings and discussions
■■ Validation and cross-fertilisation, through their ideas and initiatives, of new tools and business models throughout the project
■■ Carrying out brainstorming sessions and small exercises (questionnaires) on possible solutions
■■ Facilitating access to local data and stakeholders
■■ Assessing the results of the project in a constructive manner
■■ Dissemination of HiReach activities and results
First physical meeting of the HiReach Take-Up Group collocated with the second Consortium meeting took place in the Berlin University of Technology premises on May 8th.

collaboration with other projectsHiReach has built strong cooperation links with Horizon 2020 “sister” proj-ects dealing with accessibility and mobility themes. The four projects already paved the way for mutual dissemination and communication activities.
INCLUSION addresses the challenges of accessibility of public transport in a variety of transport environments across Europe, including deprived urban neighbourhoods, remote rural areas and particularly vulnerable population segments.

STARS - Shared mobility opporTunities And challenges foR European citieS – aims to explore and boost the dif-fusion of car sharing in Europe. It will analyse the car sharing market, mea-sure the benefits of different services and compare their costs, and study user profiles and behaviour.

The MoTiV project aims at advancing research on Value of Travel Time (VTT) by introducing and validating a con-ceptual framework for the estimation of VTT through European-wide data collection, producing scientific and policy outcomes as well as potential business developments.

Preparation works are now under way for the organisation of the joint exhibition stand at the CIVITAS Fo-rum Conference in Umea (Sweden) on 19-21 September. Moreover, HiReach and INCLUSION will joint their forces in the thematic session
on accessibility and inclusion to present the preliminary results from their respective initial phases includ-ing the analysis and understanding of the mobility needs of vulnerable travellers as well as the new mobility approaches to fight transport poverty in European cities and regions.
