Stage 2 – Semiahmoo Town Centre Plan

February 9, 2009 - Council endorsed a public consultation process

Purpose of the Public Consultation Process is to build consensus on:

The Vision, density, and form & character of the Town Centre; and

The Stage 2 works to date such as design guidelines, amenities, transportation improvements, servicing plans, etc.

The Vision

…a vibrant, pedestrian friendly place with a mix of shopping, services, entertainment, amenities and places to live. Each street will have a specific intended character and mix of land uses to enhance the character and diversity of the pedestrian experience.

The Planning Principles

A complete community with pedestrian-friendly streets, a wider range of housing, retail, office and services in a mix of shopping centre and street-fronting locations, focused on 152 Street and the Mall site

Increase Floor Area Ratio from 1.5 x the Lot Area to 2.5 x the Lot Area in the “Town Centre” designation to: Support businesses; Provide amenities ; and Enhance the vitality of the area

Building Heights: Up to 4 storeys on 152 Street & Martin Drive but

up to 20 storeys set back from streets & adjacent developments

DESIGN GUIDELINES

One of the key components of Stage 2 of the

Semiahmoo Town Centre planning process is the

preparation of Design Guidelines to support the

Stage 1 Planning Principles and intentions for a

lively, diverse, and pedestrian-oriented heart for

the Semiahmoo community.

Draft Design Guidelines have been discussed

with the City’s Advisory Design Panel and tested

with 3D models. The Workshops that are part of

these Open Houses will look at the emerging

vision for Semiahmoo that is informing these

draft guidelines.

Range of Guideline Topics

The draft guidelines address:

• The application and policy context for their use – the guidelines are an

integral part of the overall Neighbourhood Plan update

• Streetscape and Public Realm Guidelines – how streets, parks, plazas, and

other public places should be designed

• Private Realm Guidelines – how new buildings and their landscapes should

respond to and help shape the character of the Town Centre.

• Sustainable best practices are integrated into the guidelines for both the public

and private realms including measures to promote energy efficient buildings,

stormwater management, walking, cycling, and social engagement among

residents.

Key Guidelines

Some of the key guidelines for Semiahmoo include:

• Each of the streets within the Town Centre are envisioned to have a specific

role that is expressed through a mix of land uses and the design of the

streetscape – refer to the panel that describes these proposed streetscape

characters.

• Architectural guidelines support the intended character and high level of

amenity of the public realm as well as addressing sustainable goals – refer to

the panels on the 3D modeling of the building form for these options.

• Public art is encouraged especially art that tells a story about Semiahmoo’s

history and community. Examples of public art from other places that is

based in community history include:

In particular, the potential to link the historic Semiahmoo Trail to the Town

Centre and to tell its story is noted as interpreted through art, special paving,

and plaques:

Status of Stage 2 Components

Transit & Transportation:

Using data from the 2031 South Surrey Traffic Model Update study, the detailed Stage 2 Transportation Study has commenced.

With the withdrawal of the application to redevelop the Semiahmoo Mall site, the underground bus layover has been deferred. TransLink is reviewing interim options and planned improvements to transit.
