Youth Week 2011 – Bigger, better, and SAFER than ever!

Itbeganwithahandfulofmunicipalitieslaunchinganewandexcitinginitiativetopromotepartnershipsbetweenyouthandadults,businesses,government,andschools.Morethantenyearslater,YouthWeek(May1–7)hasbecomeaninternationalcelebrationpromotingyouth.PastYouthWeekeventshaveincludedawardceremonies,advocacycampaigns,serviceprojects,entertainmentevents,sportingcompeti-tions,andeducationalforums—alldesignedtoshowcase,educate,andempoweryouthinourcommunities.
AregionalcommitteecoordinatesthelogisticsofYouthWeekinB.C.,butyoungpeoplethemselvesplantheactualeventsthattakeplaceineachmunicipality.ThiselementisauniqueaspectofYouthWeek.Infact,oneofBCYouthWeek’sgoalsistoencourageyouthtotakeanactiveroleintheireducation,recreation,andpersonaldevelopment.
Anadditional—andequallyimportant—aspectofYouthWeekistheintegrationofhealthandsafetyintomanyoftheevents.“Weknowthatyoungpeoplerespondtopositivesocialinteraction—that’sakeyelementofYouthWeek,”saysTrudiRondou,manager,YoungandNewWorkerPrograms.“ForWorkSafeBC,it’sanopportunitytorecognizethecontributionyouthbringtotheworkplaceand,atthesametime,tospreadawarenessabouthealthandsafetyonthejob.”
ThisyearWorkSafeBCwillbesponsoringoveradozenregionalevents,includinga4-on-4ballhockeytournamentatKwayhquitlumMiddleSchoolinPortCoquitlam,anurbanarteventinLangley,atug-o-warinNorthVancouver,“TheAmazingRace”inRichmond,andaBowenIslandoutdoorconcert.
Eachoftheseevents—alongwithmanyothersnotlisted—willincludeelementsofhealthandsafety—whetherit’sfacemasksforgraffitiartists,helmetsforskateboarders,orsafetyquizzesforparticipants.
“Thisweekisanimportantpartofouryouthoutreach,”saysRondou.“WhilethenumberandrateofyoungworkerinjuriesissteadilydeclininginB.C.,over50percentofseriousinjuriestoyoungworkersoccurduringtheirfirstsixmonthsonthejob.Morethanthreeyouthaweekareseriouslyhurt.Andinthe‘LocalGovernment’sector,thereareonaverage144youngworkerclaimseveryyear.”
Sowhatcanyoudotoparticipate?ManyemployershosttheirownYouthWeekevents,andincludeelementsofhealthandsafety.Orasasupervisor,takethetimeduringthisweektotalktoyouryoungworkersabouttheirhealthandsafetyrightsandresponsibilities.YouthWeekisaboutengagementandparticipation—sofindawaytogetinvolved!

Safety CommitteeThefollowinghalf-daycoursesareofferedaroundtheProvince,orcanbeprovidedspecificallywithinyourmunicipality.SAFETYCOMMITTEEMEMBERRESPONSIBILITIESExaminesthelegislatedrequirementsforthecommittee,itsrole,conductofmeetingsandmakingrecommendations.WORKSITESAFETYINSPECTIONSParticipantswilllearntechniquestoplanandconductinspections,prioritizehazardsandwriteeffectivereports.INCIDENT/ACCIDENTINVESTIGATIONSWillprovideparticipantswiththeknowledgeandtoolstoconductinvestigationinterviews,analyzefacts,determinecauses,writereports,andmakeeffectiverecommendationstopreventarecurrence.HAZARDIDENTIFICATIONANDRISKASSESSMENTSParticipantswilllearnhowtoperformhazardidentificationsintheirworkplace,andquantifytherisklevel
sothatprioritiescanbeestablishedtoeliminateorreducethehazard.
CONTRACTORCOORDINATIONUndertheWorkers Compensation Act,yourmunicipalityhasmanylegislatedresponsibilitiesastheOwnerofthejobsite.Thishalf-daysessionwillprovideyouwithusefulinformationonwhatthoseresponsibilitiesare,aswellastoolsandsuggestionstohelpyoucomplywithContractorCoordinationrequirements.

SAFETYMANAGEMENTSYSTEMSON-LINEAHealthandSafetyManagementSystemisacomprehensivein-depthapproachthataddressesallaspectsofanorganization’soperationsfromahealthandsafetyviewpointandinvolvesmanagementandworkersinameaningfulway.AnorganizationwishingtopursueCORmusthavehadtheCAOoranothermanagerparticipateinaSafetyManagementSystemscourse.Toaccessthistrainingon-linevisitwww.elearning-bcmsa.caINTERNALAUDITORFORLOCALGOVERNMENTCORAUDITSThistwo-daycourseisforstaffwhowishtolearnmoreabouthowtheCORauditisconducted,andwillenablelargeorganizationstoperformtheirownmaintenanceauditsinyears2and3oftheCORAuditcycle.
POOLSAFEBCMunicipalAquaticCentresposeanumberofpotentialhazardsforworkers.Inadditiontothenumberofpotentialhazards,mostaquaticstaffareyoungworkers,themostvulnerabletoaccidentsatwork.Thiseight-hourcoursewillprovidetheparticipantwiththeknowledgeandskillsneededtorecognize,evaluate,andcontrolhazardsinpoolsettings.
SHORING/EXCAVATION/TRENCHSAFETYEarth,whencutinto,instantlyseekstohealitself–whichcanresultinanexcavationfailure,unlessproperproceduresarefollowed.Evenasmallvolumeofsoilcansuffocate,crush,ortrapaworker.
Withahands-oncomponent,participantswillbeabletoidentifywhichpassiveoractiveshoringsystemsarebestforvariousapplicationsandwillsee,first-hand,howtheyareused.
UNDERGROUNDUTILITYLOCATORSPECIALISTThisthree-daycourseisgearedtowardtheintermediatestudentinlocatingundergroundutilities.Withthetoolsusedinthestudents’municipality,theparticipantwillfullyunderstandtheprinciplesandpracticestofollowtolocateundergroundhazards.
WORKPLACEVIOLENCEPREVENTIONWorkersaresubjectedtoviolencefromnon-workersonaregularbasis.Thisfastpacedhalf-dayinteractivesessionwillhelpparticipantsidentifypotentiallyviolentsituations,andwillprovidethemwithskillstodefusethesituations.

MUSCULOSKELETALINJURY(MSI)PREVENTIONFOROUTSIDEWORKERSThisinteractivetrainingsessionisdesignedtoprovideemployeeswithtoolsandstrategiestoreducethedevelopmentofmusculoskeletalinjurieswhileenhancingtheirlivesbothatworkandathome.

Municipalbuildingandbylawinspectorsareexposedtoanumberofpotentialhazardsintheirwork.Wehavecreatedaone-daycoursetohelpinspectorsrecognizethesehazards,andperformin-fieldriskassessmentstoensuretheirsafety.
