is to reduce Iskandar Malaysia’s carbon intensity emissions

by 50 per cent by 2025.

Minister of Malaysia in December 2012

Carbon Society (LCS) among

students, teachers and their

families in achieving the target

of carbon reduction by 2025.

• Collaboration IRDA, JPNJ, UTM,

MIM and Japan (Kyoto City)

• 231 primary schools and

28,000 year 6 student

• Recorded 290,219.3 KgCO2eq.

AIMS:

• to establish long-term partnerships between

stakeholders. An umbrella platform to

implement marine and coastal initiatives;

• to encourage proactive management of coastal

resources involving technical government

agencies, researchers, NGOs, the private

sector;

• To empower local champions as the main

beneficiary of the PESISIR programme.

• In 2016, CASBEE Iskandar Manuals

(for Urban, City and Building) pilots

have been completed and adopted by

IRDA

Low Carbon Society Action Plan 2025 (LCSAP 2025) for

5 Local Authorities In Iskandar Malaysia:

• LCSAP 2025 launched at COP21 in Paris in Dec

2015.

• Full commitment from the 5 LAs towards the

implementation.

• 2017-2018: List of programmes to be implemented

by each local authority.

• Implementation Plan - details on resources required

such as finance, funding and manpower

requirements, roles and function of agencies.

• KPI of the Johor EXCO for Health & Environment.

22nd Session Of The Conference Of Parties (COP22), Nov 2016, Marrakech,

Morocco.

• LCSBPIM2025 – One of Malaysia’s key showcases at the inaugural

Malaysia Pavilion.

• IM shared a booth with UTM to promote LCSBPIM

• IRDA launched 3 documents: Iskandar Malaysia Green House Gas (GHG)

Inventory 2015, the CASBEE Manuals and PESISIR project.

• IRDA also strengthened its Smart City international collaboration by

signing MOU with Zenata Ecocity (near Casablanca)

• IRDA continues to promote Building Efficiency Accelerator (BEA), Global

District Energy (GDE) in Cities Initiative, and its involvement in the Lima-

Paris Action Agenda on Energy.

• Discussions with RegionsADAPT, a new NPO with growing membership of

regions around the world.

(GHG) Inventory 2015

Low Carbon Development Cycle

• Iskandar Malaysia has completed 5 out of 6 stages of the Low Carbon Development Cycle

(2011-2015: Research/Science to 58% targeted reduction by 2025 to programme

implementation). Stage 6 of the cycle – Tracking Performance of Implemented Low Carbon

Society programmes - Iskandar Malaysia Greenhouse Gas Inventory 2015.

• IM used the Global Protocol for Community Scale Greenhouse Gas Emission Inventories (GPC) -

an internationally-recognised carbon monitoring and reporting framework (by World Resources

Institute), recognised by the UNFCCC. This is IM’s inaugural attempt at monitoring; and data

limitations meant that we decided to report at BASIC level for the 2015 reporting. Thus the GHG

emissions accounting and reporting at the BASIC level covers the following sectors:

• This inventory had accounted 15.47 million tonnes of carbon dioxide equivalent for Iskandar

Malaysia region in 2015. 66% of the total emissions is contributed by the stationary energy sector,

followed by 29% by the transportation sector and 5% by the waste sector.

• Emission intensity per GDP in the year 2015 is 0.27 kilo tonnes of carbon dioxide per million ringgit

Malaysia (ktCO2/RM Million), which marks a 7% reduction compared with 2010 emission intensity

of 0.29 ktCO2/RM Million.

• Such decrease in emission intensity, although not conclusive due to limited monitoring period, is a

positive sign despite the continuous growth of the region. Iskandar Malaysia will continue to monitor

the GHG emissions trends to track the impact and performance of GHG emission reduction

programmes.

• Iskandar Malaysia GHG inventory will be done yearly. To achieve the carbon reduction target in year

2025, it is important to get support from all sectors and agencies at Federal, State and Local

government and the private sector to implement the programmes in LCSBPIM 2025.
