Under The Environment Protection Act, 1986, rule framed " Chemical Accidents ( Emergency
Planning, Preparedness, and Response ) Rules,1996 for Management of Hazardous Substances

Critical Issues to be addressed in Off-Site Emergency Planning
• Most credible accident scenario and worst casescenario should be a criteria of the plan.
• ½ LFL and 1/10th of the IDLH scenarios should alsobe considered for plotting risk contours.
• Response planning at tertiary level i.e. at local level
• Availability of scaled maps to identify exactvulnerable area
• Awareness and capacity building of DCG/ LCGmembers (Key stakeholders)
• Assesment of existing resouces of serviceorganisations at District/Local Level and itsaugmentation in view of demand of risks.
Off-Site Emergency Planning - Issues
• Defining the most credible accident scenario based on real time situation for HAZAN
• Constitution of committees at local level along with their response plan to be formed with following sub-committees
- Law and Order Committee
- Rescue committee
- Traffic Control committee
- Advisory Committee
- Fire control committee
- Health and Welfare Committee
- Water supply committee

Off-Site Emergency Planning - Issues
• Technical Support for identification of Hazardous pockets andmatching GIS based Emergency response System from NIC/Other agency
• Periodical Sensitization workshops for members of DCGand LCG.
• Awareness, Education, and Training for the vulnerable
community through local opinion makers, Civil Defence,Panchayat Raj Institution etc. at Local Level.
• Assistance from MoEF/ NDMA for capacity building ofStatutory Authorities.
Off-Site Emergency Planconsists of three parts :-
1- TECHNICAL PLAN2- MANAGEMENT PLAN3- CONTINGENCY PLAN
TECHNICAL PLAN
1- Information about the site including likelylocations of dangerous substances,personnel and emergency control rooms.
2- Technical information such as chemical andphysical characteristics and dangers of thesubstances and plant.
3- The types of accidents and release to betaken into account.
MANAGEMENT PLAN
4- Organizations involved including key personnel and responsibilitiesand liaison arrangements between them.
5- Details of emergency response procedures.
6- Evacuation Arrangements.
7- Identify the facilities and transport routes.
8- Communication links including telephones, radios and standbymethods.
9- Contact for further advice e.g. metrological information, transport,temporary food and accommodation, first aid and hospital services,water and agricultural authorities.
10- Special equipment including the fire fighting, materials damage,control and repair items .
11- Notify the public.
CONTINGENCY PLAN
12- Arrangements for dealing with the press and other media interests.
13- Longer term clean-up.

Rule 14 (1): It shall be the duty of the concernedauthority as identified in Column 2 of Schedule 5to prepare and keep up-to-date an adequate off-site emergency plan containing particularsspecified in Schedule 12 and detailing howemergencies relating to a possible major accidenton that site will be dealt with and in preparingthat plan the concerned authority shall consultthe occupier and such other persons as it maydeem necessary.

The Responsibility – provisions of the constitution
Column 2 of Schedule 5; Sl. No. 9:
Concerned authority: District Collector orDistrict Emergency Authority designated bythe State Government (for preparation ofoff-site emergency plans as per rule 14.).
Rule 14 (4): The concerned authority shallensure that a rehearsal of the off-siteemergency plan is concluded at least oncein a calendar year.
