Dear Families, Welcome to a new and exciting school year! We are excited to open our doors and welcome new and returning families to the 2018-19 school year. Brooklyn Elementary is a wonderful school built on the foundation of strong partnerships with students and their families. Student success happens when we all work together. As a means to maintain a safe school environment, we have implemented the following procedures to help keep our children safe during the day:

For security, all doors are locked from 8:15 am - 3:00 pm. Please buzz for access using the intercom system to the left of the main office doors. All teachers will have pogs to open the doors from the outside. The doors will still be able to be opened from the inside at any time.

All visitors, parents, volunteers and substitute teachers must register at the visitor station to receive a visitor pass. You must provide a valid driver’s license to receive a pass. You must wear an identifying badge while you are in the school and check out when leaving. This will help staff and students identify visitors and make them feel welcome.

Any students who are tardy or who are returning to school in the middle of the day should use the Main Entrance and check in to get a pass. Parents who wish to walk their child to class will be expected to sign in as a visitor.

If you have any questions, please contact the School Office at 835-4591. Thank you for cooperating with these security protocols for the safety of Oregon School District students and staff.

August, 2018 Dear Oregon Families, As we all know, succeeding in school requires developing good habits and attendance is one of the most important. Learning to attend school regularly and punctually helps students develop the skills of persistence and perseverance which helps them succeed in school and ultimately, in life. Due to this, all schools in the Oregon School District pay very close attention to student attendance and work in partnership with students and parents to establish positive attendance habits early in a student’s school career and maintain those habits as they approach adolescence and young adulthood. According to the organization Attendance Works (www.attendanceworks.org), chronic absences from school are a leading early warning indicator of academic trouble and later dropout. By 9th grade the number of student absences is a better indicator of dropout rates than 8th grade tests scores. Poor patterns in middle school and high school are often established earlier in a student’s school career. We believe that creating and maintaining a strong school/home partnership on all matters including school attendance is critical to the future success of our students. We recognize that there are always clear and acceptable reasons for a student to miss school. However, an absence or a school tardy represents a missed learning opportunity regardless of whether or not an absence is excused or unexcused. All Oregon schools will closely monitor student attendance and tardies in order to intervene early before attendance becomes an issue impacting learning. Every school will follow the same procedure outlined on the back of this letter. Our procedures are based in compliance with Wisconsin State Statute 118.15 on Compulsory School Attendance. Most importantly, our procedures are based on the desire to work with families to get their children to school as often as possible in order to maximize learning. If there are barriers to school attendance, we want to work with families to remove the barriers. If you have concerns related to your student’s attendance at school please call a school counselor, administrator, or your student’s teacher. Step 1 If a student reaches 5 days of absences from school,

the school will send out a letter to parents to remind

them of the attendance policy and offer any assistance

if the parent deems it necessary.

Step 2 If a student reaches 10 days of absence the parent will receive a

notification letter stating that if there are any future absences,

they will be marked as unexcused unless the absence meets one

of the 7 criteria listed above. The letter will also offer assistance

in removing any barriers to attendance.

Step 3 If absences are accumulated beyond the 10 allowed by state law and

the absences do not meet one of the 7 criteria above, the parent will

receive a letter inviting them in for a meeting with a school adminis-

trator to discuss ways to support the student and improve attendance.

If absences continue to accumulate the student may receive a police

citation for habitual truancy and be ordered to appear in municipal

court.

Wisconsin State Statute 118.15 on Compulsory School Attendance states that students may be excused by their parent/guardian

for 10 partial or full days within a school year. A partial day is defined as one or more periods during the educational day. An

absence beyond the 10 days will only be excused if it falls into one of the following categories:

1. A medical reason that is documented with a note from a medical professional

2. A court appearance that requires a student’s presence. A note from the court official is required

3. A family emergency that necessitates the student’s presence. This must be cleared with school administration

4. A death in the immediate family

5. Religious observance

6. Approved school activities

7. Pre-approval by a school administrator

IF A STUDENT MUST BE GONE…

STUDENT ATTENDANCE REPORTING STUDENT ABSENCES AND EXCUSES

The following guidelines regarding student attendance are in effect for all students at elementary schools in the Oregon School District: Please call the automated attendance line at 835-4500 (press option #1) if your child will be absent or late. If you feel a need to speak personally to the classroom teacher, please feel free to do so, but also call the attendance line. Please remember that if a substitute teacher is in the classroom for the day, messages are not retrieved from the voice mail. Please call within the first hour of school or the school will contact you, so we can assure your child is safe. In addition, sending a note to your child’s teacher on the day your child returns to school stating the reason for absence would be helpful. Children are expected to be in their classroom by 8:00 a.m. All tardies will be recorded. Any child arriving after 8:00 a.m. or leaving during the school day must report to the office. Absences will be recorded by the following hours:

1st Hour 8:00-9:00 2nd Hour 9:00-10:00 3rd Hour 10:00-11:00 4th Hour 11:00-12:00 5th Hour 12:00-1:00 6th Hour 1:00-2:00 7th Hour 2:00-2:50

According to policy: “A student may be excused by the parent/guardian for not more than (10) ten days in the school year if the absences are pre-arranged and the student completes missed coursework”. Parents are legally responsible for their children's school attendance according to the state law of Wisconsin. The following absences per Oregon School District Board Policy 8.09 are considered excused: Personal illness, Doctor Appointments, Dentist Appointments, etc.

A WRITTEN MEDICAL STATEMENT IS REQUIRED.

Acute family crisis, serious illness or death of immediate family.

Religious observances.

Special cases in which an excuse from the Administration has been secured in advance of the absence.

If someone is going to pick up work for an absent student, we ask that you contact the teacher or office early in the morning. (Contact teachers in writing 1-2 weeks before a vacation for schoolwork.) Please keep in mind when scheduling vacations and appointments that the time missed from school can never really be “made up”. For the sake of your child’s education, please try to schedule vacations during non-school times.

Truancy Truancy is any absence for part or all of one or more days from school for which the school has not been notified by the parent regarding the reason for the child’s absence. Truancy also means intermittent attendance carried on for the purpose of defeating the intent of Section 118.15 of the Wisconsin Statutes. Students will be considered habitually truant if absent or tardy from school without an acceptable excuse for the following:

Part or all of five (5) or more days on which school is held during a semester. (1998 Wisconsin Act 239)

The courts hold parents responsible for their children’s attendance. If their child is found to be habitually truant, parents may receive a penalty including a $500 fine, up to 30 days imprisonment, or both.

Excessive Absences/Tardies It is widely recognized that any pattern of excessive absence (excused, unexcused, or a combination), has an adverse effect on the learning process. The Oregon School District believes early intervention is most successful in making a positive difference in a child’s school experience. Because of this philosophy, all schools in our district make formal responses to situations involving excessive or unexcused absences. If problems are suspected, a parent meeting will be called to discuss reasons for the absences and to determine an action plan designed to improve school attendance and the child’s educational program. According to school policy, the district may request the parent or guardian to obtain a written statement from a physician or licensed practitioner as proof of the physical or mental condition of the student.

Indoor Recess Requests Based on consultations with medical professionals, we believe that if students are properly dressed and well enough to attend school, they will go out for recess and attend physical education classes. A note from the child’s physician will be required in the event that a child cannot participate in outdoor recess or physical education for an extended period of time due to injury or illness.

Change of After School Plans

If you have a change of after school plans for your student, please write a note for your child to deliver to his/her teacher. If the change is during the school day, make sure you speak to the teacher directly.

School Insurance

All students enrolled in the Oregon School District are insured by First Agency, Inc. This insurance is provided by our Board of Education. Your child is covered by this insurance on the school grounds and in the school building during the hours that school is in session or at any school directed activity. This is accident insurance, not health insurance. Glasses are not covered. Only the school may report and file a request for benefits. It is imperative that your child report any injury immediately to the teacher and the office. All injuries must be verified and confirmed by the school to qualify for benefits. First treatment must be given within 60 days of the date of injury for a claim to qualify. First Agency, Inc. is a secondary coverage. In order to determine benefits you must report the accident to your own company if you have other insurance.

Health Services Team

A copy of the Oregon School District Health Policies and Rules can be found in the Student Policies and Procedures. You will find information on immunizations, physical examinations and procedures/forms for administration of medications at school on our website at www.oregonsd.org. Parents-Health Services. In the best interest of your child we need to be able to reach you or your emergency contact as soon as possible in the event of illness or injury. It is important to pick you child up promptly in case they need medical treatment. Please let the office know if there is a change of phone numbers, workplace, e-mail address or emergency contacts. It is important to have current information in the case of an emergency. The Health Office is staffed by a health assistant, Vickie Kneifl, from 7:45 - 3:15. She can be reached at 835-4575.

We reserve the right to search student’s cubbies, desks, and backpacks as deemed necessary to maintain the health and safety of students at Brooklyn Elementary School.

BEHAVIOR EXPECTATIONS

Brooklyn Elementary recognizes the vital relationship between an orderly atmosphere and a positive and successful learning experience in school. Discipline is a necessary ingredient for success, and its foundation originates in the home. It is the parent's responsibility to develop good habits of behavior as well as positive attitude toward school. We seek a cooperative relationship in guiding the child to become a responsible member of society capable of self-discipline and effective decision making. A student's behavior affects the school climate. Therefore, we have developed school wide rules to ensure a safe and effective learning environment for everyone.

PERSONAL APPEARANCE

Students’ clothing choices and personal appearance should compliment the learning environment. Students may choose their own dress and personal appearance, as long as such dress or personal appearance does not materially disrupt school operations, present an obscene or vulgar appearance or constitute a danger to health and safety. The School Board may enact and enforce regulations defining modes of dress and appearance. (Based on School Board Policy 8.17.02B)

STUDENT RESPONSIBILITY FOR SCHOOL MATERIALS AND PROPERTY

Students and their parents are responsible for all damages caused by the student. Students should care for and respect every piece of equipment and property.

Rollerblade shoes, valuables, weapons, tools with blades, jackknives and toy weapons are not to be brought to school at anytime. No one shall possess a weapon on school property, school buses, or at any school-related event. A weapon is defined as any object that by its design and/or use can cause bodily injury or property damage. Students violating the policy on possession of weapons (District Policy 437) will be subject to disciplinary action, possible suspension and/or recommendation for expulsion. In the case of possession with intent to threaten or cause bodily harm to others, or to cause property damage, law enforcement officials will be notified, parent/guardian will be notified and recommendation for expulsion review considered. Additionally, wheeled items such as skateboards, scooters, roller blades, roller shoes, etc., are not to be used on school property. They can be a serious safety hazard if used inappropriately. Bicycles should be walked once the child reaches school property. The use of I-Pods, MP3 players, CD Players and cell phones are not permitted during school hours, unless approved by a staff member. Students are prohibited from using any electronic paging or two-way communication devices. (See District Policy 441 for further information or exceptions.)

IF AN ITEM IS LOST

The school is not responsible for lost money or other valuables carried by students. Please use good judgment regarding personal belongings. It is best to keep valuable items at home. We do not have lockers nor can we supervise the hallways all the time. Cards for trading (e.g. Pokemon) and electronic games (e.g. Game Boy) which are stolen are usually impossible to recover. Lost items of clothing, etc. are usually found in the "Lost and Found" in the hallway off the lobby. Small or valuable items are kept in the office. Pupils should check several times for a lost object, as it may not be located immediately. It is very helpful if you label your child's jackets, snow pants and boots. That increases the chances that lost items will be returned.

PARKING GUIDELINES FOR BROOKLYN ELEMENTARY In order to maintain a safe drop-off/pick-up area for our students, we need everyone to follow the pick-up/drop-off guidelines. Thank you in advance for working with us to keep our children safe at all times. KEEP IN MIND THAT OUR LARGE PARKING LOT IS FOR PARENT PARKING AND DROP OFF. AS YOU DROP YOUR CHILD OFF IN THE MORNING, PLEASE PROCEED AS FAR FORWARD AS YOU CAN IN THE DESIGNATED AREA. IF YOU DO NEED TO ASSIST YOUR CHILD IN GETTING OUT OF THE CAR, PLEASE PARK IN A PARKING STALL IN THE LOT AND HELP THEM CROSS SAFELY IN THE MARKED AREA.

THE BUS LOOP (EAST PARKING LOT) IS FOR BUS TRAFFIC ONLY. PLEASE DO NOT PARK IN THE FRONT BUS LOOP SO OUR CHILDREN CAN LOAD AND UNLOAD SAFELY.

Parent Drop Off Entrance/Exit Please drive in and proceed to the right. When doing so, please do not stop on the sidewalk as it could block a path for children walking to and from school.

Please note the signs that designate the drop-off/pick-up area. Signs indicate No Unattended Vehicles in this area. The intent is that parents will drive into the area, drop-off or pick-up their children, then drive away so the next vehicle may do so as well. Traffic needs to keep moving in this area. Do not park in this area or leave your vehicle unattended. Please do not park in front or behind the vehicles parked in the parking spaces.

If you walk your child into school, please park in a parking stall in the West/Visitor Lot or designated streets. We ask that students enter school only after 7:50 A.M. unless you have an appointment with a staff member.

If your child walks to school, please remind them not to walk through the parking lot and to stay on the sidewalk.

Students to be picked up will be waiting in the drop-off/pick-up area located by Entrance 1 doors with a staff member. Please pull up to this area to pick-up your child(ren). Students will not be allowed to cross the parking lot or traffic to get into a vehicle. You must come to get your children if you are not in the designated pickup/drop-off area.

September , 2018 Dear Brooklyn Family,

Although not all students ride the bus to and from school, all students are bus riders at some

time throughout the school year for swimming and field trips, so it is important that all families know the guidelines for bus transportation. In an effort to have a school year that provides safe transportation for our students and to decrease the amount of bus misbehavior, we are going to continue to use the bus guidelines developed by Brooklyn bus drivers, staff and site council members. All Brooklyn buses will have these same 4 basic rules this year: I AM A SAFE BUS RIDER WHEN I:

1. Respect others, their property and the bus. 2. Sit down. 3. Use a quiet voice. 4. Keep my hands to myself.

The behaviors that constitute a misconduct slip will be used consistently by all Brooklyn bus drivers. Misconduct is defined as any behavior that makes the bus unsafe. These behaviors include:

1. Hitting 2. Screaming 3. Throwing things 4. Excessive profanity 5. Any infraction of the 4 rules above

When a student is issued a misconduct slip, two copies will be sent home. One copy is to be signed and returned to the office. The classroom teacher, office, bus driver and parent will have copies on file. The consequences for bus misconduct are as follows:

1. First misconduct slip- conference with principal or administrative intern, bus driver

and student. 2. Second misconduct slip- conference with principal or administrative intern, bus

driver, parent and student. There will be a warning that a 3rd misconduct will result in an automatic 5 day suspension.

3. Third misconduct slip- conference with principal or administrative intern, bus driver, parent, student and transportation director. This will result in a 5 day bus suspension. Parents will be responsible for transporting their child to and from school.

**The above consequences relate to the normal handling of most cases. In the case of extreme misbehavior, steps 1 and 2 may be bypassed at the administrator's discretion.

The issue of whether students will be allowed to eat on the bus will be up to each individual bus driver's discretion. Damage to the bus, bus equipment, or personal property of others will require restitution by the student's parents. The administration and bus drivers are meeting with students next week to go over these guidelines.

Indoor Recess Requests Based on consultations with medical professionals, we believe that if students are properly dressed and well enough to attend school they will go out for recess. A note from the child’s physician will be required in the event that a child needs to stay in from recess for an extended period of time due to injury or illness. Appropriate Dress Students are expected to come to school prepared for outdoor play. It is the student’s and parent’s responsibility to make choices that ensure physical safety and well being while outside. Therefore, please help your child make good choices based on daily weather conditions. We recommend hats, mittens, snow pants, and boots throughout the winter months. Boots will be required into the spring because of wet playground areas.

Windchill Outdoor/Indoor Recess Plan Windchill -Temperature combination of 0 or below will be Indoor Recess unless the person(s) on duty decides otherwise. Person(s) on duty will check the temperature on the Internal Home Page/News, Weather & Sports. They must then decide if it is an indoor or outdoor recess and change the flags in the hallways to correspond with their decision.

Emergency Closing Information

We are approaching the time of year that includes snow and colder temperatures. As you know, weather in Wisconsin can change quickly and is often difficult to predict. Please know that the ability to move our nearly 4,000 students to and from school is the primary factor in determining a school closing, delay or early dismissal.

The decision to close, delay or dismiss students early from school due to inclement weather conditions is one that we take very seriously. We monitor the weather conditions extremely closely in the winter months. On nights when weather is forecasted to cause any issues that might impact the safety of our students arriving at school, we are actively assessing the weather situation by 4:45 a.m. and working toward a decision no later than 6:00 a.m. Once a decision is made about a school closure or delayed start, this information is posted on our website, communicated to the local TV and radio stations and included on the district voice message center. We have received numerous requests to add text messaging and/or a phone call as notification to families on days of school closings. As an example, you will receive a text and/or a phone call on the numbers you provided to us in the Campus Portal. You can change the notification settings at any time by logging into the Campus Portal at http://www.OregonSD.org/portal, clicking on "Contact Preferences" and checking the appropriate checkboxes in the "Priority Notification" column. An example is shown below.

For snow events, our local bus contractors complete road checks in different parts of our school district as I and other staff review predicted weather patterns through various websites, news outlets and telephone conferences with area school districts to check weather conditions that are approaching Oregon/Brooklyn. In particular, we are assessing the timing of the snow/ice, the predicted accumulation amounts, the wind conditions, current road conditions and projected road conditions during travel times to and home from school. Additionally, I am in conversation with other superintendents in neighboring school districts to compare reports.

A decision to dismiss school early depends on additional information. For example, if the weather changes and we need to dismiss school early, this decision is often made by noon in order to provide parents with reasonable notice and the bus contractors with the time to meet the early release schedule. This is a critically important decision in our school community, since the employment rate among families is high and literally hundreds of young children have no one at home to accommodate an early dismissal. Their safety from early dismissal to the point at which parent supervision is available is always considered. Fortunately, we have excellent county and municipal road crews that clear the roads in our 98 square mile district as soon as they can to improve conditions for safe travel.

The main criteria for cold weather is wind chill factor. If the National Weather Service issues a wind chill warning (a sustained wind chill of -35), we will close for the day, or consider a delayed start if the warning will be lifted in the mid-morning hours. We will hold school during a wind chill advisory.

As parents and guardians, you always have the final decision on your child's attendance at school during inclement weather conditions. If you have a concern for the safety of your child on a certain weather day, you can keep him/her home or remove them from school early and this will be an excused absence. Please communicate with the school office if you make this decision as a parent.

School Closing

We need to have all children and their families work out a plan for what to do in the event of early dismissal due to bad weather or any other unforeseen circumstance. This plan will be kept in each classroom so the teacher can assist the student, if necessary. This plan will assure that each child has a safe, direct place to go when they leave school

Please develop a plan with your child and complete the form below. Review the plan with your child, especially on days when ice or heavy snow is predicted. If possible, try to develop a plan that does not require using the phone. Although phones are available, if 480 students need to use them at once, we cannot manage. In addition, we are often receiving incoming calls at the same time.

We appreciate your efforts to make sure we have a concise plan for each child if we must dismiss school early for unforeseen reasons.
