Hertfordshire County Council has received pump priming transformational funding from the Department of Communities and Local Government (DCLG) to enable the co-location of Sawbridgeworth Library and Sawbridgeworth Fire Station. The aim is to co-locate the services to deliver a bright, attractive, welcoming, flexible, tech-enabled new library and to refurbish and improve the existing fire station. The proposals were considered by Hertfordshire County Council Cabinet on 12 March 2016. HCC Cabinet approved co-location of Sawbridgeworth Library and Fire Station at this meeting and resolved to progress the project.
This exhibition sets out the current planning application proposals to:
• Create a new library and refurbished fire station in Sawbridgeworth.
• Redevelop the existing Sawbridgeworth library site for residential use
The purpose of the exhibition is to inform and seek the views of local residents and other interested parties.
The proposals will in due course be the subject of two detailed planning applications that will be submitted to the County Planning Authority and East Hertfordshire District Council once all the comments on the current scheme have been received and evaluated. It may be that, prior to the submission of the planning applications, we will make some changes to the current proposals as a result of outcomes from this public exhibition.
The public exhibition panels displayed here today explain:
• How the consultant team have undertaken different technical studies on the Sawbridgeworth Fire Station and Library sites to look at traffic, trees, ecology, flooding, drainage and town planning issues
• What the current planning application proposals for the Fire Station site look like
• What the current planning application proposals for the Library site look like
• How you can make your views known on what you have seen this evening

The existing Sawbridgeworth Fire Station is located north of the centre of Sawbridgeworth to the north of Station Road. The site is bounded; to the north by residential development; to the east by semi-detached Grade II listed cottages; to the south by Station Road and to the west by Sawbridgeworth United Services Social Club.The Fire Station is a retained facility which means that it is not manned full-time. There are 12 retained firefighters who are called out when there is an incident and the first 6 fire-fighters arriving at the Station then go out to attend the incident. In 2014-15 there were 117 call-outs.
Key features of the site are as follows:
• The fire station site is in the ownership of Hertfordshire County Council
• The existing fire station buildings are of no particular architectural merit
• The access is from Station Road
• Hard standing is located around the buildings in the form of car parking, access roads and paths
• The site has a small group of trees fronting Station Road
A number of technical studies have been completed to assist the preparation of the planning application proposals:
• Topographical survey which accurately plots all buildings, levels and existing trees
• Planning policy appraisal which shows that part of the site lies in a Conservation Area and in an Area of Archaeological Significance
• Tree survey which shows that the four trees on the site frontage are in poor condition and add little value to the street scene
• Ecological survey which shows that the site has no statutory or non-statutory recognition for ecological importance and there is no potential for protected species on the site
• Access appraisals and traffic surveys examining the capacity of the road network have informed the proposals
• Car parking assessment which looks at highway policy and determines the number of car parking spaces required for the combined Fire Station and Library
• A flood risk and drainage assessment found that the site is not at risk of fluvial flooding and the development will not increase the chances of flooding elsewhere
• There is sufficient foul sewerage capacity to accommodate the proposals
All of these studies will be submitted as part of any planning application package.

The existing Sawbridgeworth Library site is located east of Knight Street. The site is bounded; to the north by the rear gardens of a listed residential property fronting Knight Street; to the east by the Sawbridgeworth Memorial Hall; to the south by Fawbert and Barnard Infants School and to the west by an electricity sub-station and new dwelling.Key features of the site are as follows:
• The library site is in the ownership of Hertfordshire County Council
• The existing library building is located on the site frontage and was constructed in 1937 having been extended in the 1950’s
• The existing library is also home to child care services in the town
• The existing library is operationally deficient: there are public library facilities on two floors, a narrow staircase linking the floors, no lift, no disabled access to the first floor, small compartmentalised spaces making management and security difficult, and, inadequate “backroom” space for staff use
• The Library has been listed as an Asset of Community Value
• Hard standing is located to the rear of the site and provides a small staff car park
• The site access is from The Forebury

The planning application proposes the alteration and extension of the existing Fire Station to provide a new library alongside refurbished improved fire station facilities. A detailed planning application will be submitted to Hertfordshire County Council (as the development is for County service uses). The current proposals are as follows:
• A new library which is on one level and replaces all the floorspace currently provided on two floors at the existing library (public floorspace 103sqm) and can also accomodate child care services
• New shared library workroom/fire control room and kitchen area for Library and Fire Station staff and firefighters
• New accommodation for firefighters comprising new changing facilities, gym, drying room and BA wash down
• Staff and disabled visitor car park for library use and car park for firefighter use in accordance with East Hertfordshire District Council requirements
• An innovative modern timber clad design that will enhance the Conservation Area

The planning application proposes the redevelopment of the existing Library site for residential use. The existing community use is being relocated to the Fire Station site. A detailed planning application will be submitted (in parallel with the Fire Station planning application) to East Hertfordshire District Council. The County Council proposes to dispose of the site once planning permission has been obtained. The entire capital receipt raised from the sale will be needed to supplement the pump priming funding to achieve the extension providing for the new Library and refurbished Fire Station.The current proposals are as follows:
• Two new four bedroom residential dwellings fronting The Forebury
• Two storey height dwellings
• Private garden space at the rear of the dwellings
• Garden space at the site frontage to The Forebury
• Access from The Forebury
• Car parking spaces in accordance with East Hertfordshire District Council requirements
• Traditional high quality design with render and brick facade that respects the adjoining Conservation Area

Following comments from the exhibition the County Council and the consultant team will evaluate the responses and decide whether any changes need to, or can be made, to the current proposals before the two planning applications are finalised. The planning applications may be submitted by the middle of July 2017.

The Spatial and Land Use Planning Unit at Hertfordshire County Council will be managing the Fire Station application and any changes to the scheme once the application is submitted. The planning application will be allocated to a specific case officer.
East Hertfordshire District Council Development Management team will be managing the Library planning application and any changes to the scheme once the application is submitted. The planning application will be allocated to a specific case officer.
