CD is “the process whereby people, organizations and society as a whole unleash, strengthen, create, adapt and maintain capacity over time” (OECD)

CBS – SYSTEMIC & ORG LEVELS 1. Highest Political Commitment and leadership to mainstream SNDS & NAMA into
national policy and legislation frameworks and mechanisms.
2. Institutionnalisation and untied supports of Multi-stakeholder Platform for dialogue, consultation, collaboration and partnership;
2. Macroeconomic and fiscal reforms to promote green economy , sustainable consumption , private sector development and local and foregin direct investments;
3. Appropriate policy and legal framework to encourage civil society organisartions through untied financial supports through charity Trust, CSR and other novative instruments.
5. Improved management of international Conventions and access to new financing mechanisms such as carbon finance, CDM… (Cost benefit analysis)
6. Human Resources Management with emphasis on succession planning
7. Appropriate mechnaism for information / knowledge management and sharing.
