PROGRAM OVERVIEW

▪ IHDA developed the Illinois Rental Payment Program (RPP) to provide rental assistance to eligible Illinois households unable to pay their rent due to the COVID-19 pandemic.

▪ IHDA is issuing this RFA to obtain responses from qualified housing counseling agencies, community-based organizations, non-profit organizations, and legal aid groups o assist with the operation of the RPP by providing housing stability services.

ELIGIBLE ACTIVITIES

HSS OUTREACH:

▪ Disseminating information about the RPP throughout the applicant’s coverage area;

▪ Performing outreach services within the coverage area to inform as many people as possible about the RPP in languages needed in the community; and

▪ Identifying other available housing resources for clients.

**Note: Agencies whose coverage area is limited to the Chicago metro MSA (Cook, DuPage, Lake, Kane, McHenry, and Will Counties) are ineligible to apply to do outreach only. These agencies must also conduct intake.

ELIGIBLE ACTIVITIES

HSS INTAKE:▪ Assisting Illinois residents, including landlords and tenants (“Clients”) with the

initial RPP application process virtually, over the phone, or in-person;

▪ Helping Clients after submittal of an RPP application including case management and referral services;

▪ Following-up with Clients after the submittal of an RPP application including case management and referral services;

▪ Provide intentional outreach and intake assistance to landlords of 2–4-unit buildings who may face technology and language barriers; and

▪ Assisting tenants who have applied for funds from RPP, but whose landlords have been unresponsive, including engaging in any specific landlord outreach steps required by the Act.

ELIGIBLE ACTIVITIES – FUNDING

Funding is available up to $140,000 per Partner Agency for the period of March 31, 2021 and may cover from 3 months up to 12 months through March 31, 2022.

▪ HSS Client Intake (not to exceed $100,000)

▪ HSS Tech Equipment (not to exceed $15,000)

Maximum Request Amount- $140,000

Applicants must provide a copy of their most recent independent financial audit.

If a Management Letter was issued, a copy of this letter must be attached.

Please also include any Management Response and/or Corrective Action Plan.

The Management Response and/or Corrective Action Plan must be on the applicant’s letterhead and be signed by either the Executive Director, Chief Executive Officer, or Chief Executive of the applicant.

Note that IHDA reserves the right to use lack of a corrective action or lack of a response to findings to determine funding.
