Who Are We

Algonquin Power & Utilities Corp. ("APUC") is a respected and socially responsible

participant in the renewable energy and sustainable infrastructure sectors and with

generating stations across North America including wind energy and hydroelectric

facilities. The Amherst Island Wind Energy Project is being developed by Windlectric

Inc., a subsidiary of Algonquin. Gaia Power Inc. (Kingston, Ontario) is the original

developer of the Amherst Island Wind Energy Project.

Windlectric has retained Stantec Consulting Ltd. to prepare the Renewable Energy

Approval (REA) application, as required under O. Reg. 359/09. For this project, Stantec

is providing professional consulting services in environmental sciences, consultation

and project management.

Project Components

Basic project components include:

! Approximately 31-37 Siemens SWT-2.3-113 2.3 MW model wind turbine

generators (total installed nameplate capacity of approximately 56 - 75 MW);! A 34.5 kilovolt (kV) electrical power line collector system (will be buried

where possible);! Fibre optic data lines from each turbine and/or wireless technology for the

communication of data;! A submarine cable;! An operations and maintenance building;! A substation (on the island);! A transformer station (on the mainland);! Meteorological tower(s) (met tower);! An access road to the met tower site; and,! Access roads to turbine components and infrastructure.

Temporary components during construction may include a temporary dock, storage

and staging areas at the turbine locations, staging areas along access roads,

delivery truck turnaround areas, central laydown areas, crane paths and associated

watercourse crossings.

The electrical power line collector system would

transport the electricity generated from each

turbine to the substation, along the submarine

cable to the mainland and then to a transformer

station located adjacent to an existing Hydro One

Networks Inc. 115 kV transmission line.

Why choose Amherst Island?

! Good wind regime;

! Electrical interconnection – the Project has access to connect to existing

transmission capacity on the Hydro One provincial grid;

! Landowner interest;

! Compatible land uses – agricultural land requiring a small footprint for Project

Economy Act (GEA), and related

amendments to other provincial

legislation, received Royal Assent

in the Ontario Legislature on May

14, 2009.

! The Project will require a REA

according to Ontario Regulation

359/09 (Renewable Energy

Approvals under Part V0.1 of the

Act) under the Environmental

became law on September 24,

Renewable Energy Aproval Process

- Setback Distances

A key component of the Renewable Energy Approval (REA) process is the

establishment of common setbacks for all renewable energy facilities in the Province.

Within the regulation, there are some setbacks for which studies that identify

potential adverse environmental effects and mitigation measures can be conducted if

it is not possible to meet the setback requirements.

For example, in some instances, development and site alteration may be possible

within a setback area if an Environmental Impact Study (EIS) is completed to assess

potential impacts and mitigation measures.

Technical Studies

Environmental studies are being completed to fully understand the local environment

and assist with the development of the Project Layout.

The technical studies have included, to date, the analysis of:

! Wildlife and wildlife habitat, including Species at Risk and Significant Wildlife

Habitat;! Bird breeding and migration areas;! Waterbodies and aquatic resources;! Woodlands, vegetation, and other significant natural features (e.g. wetlands and

Areas of Natural and Scientific Interest);

and! Archaeological Features, Built Heritage Features and Protected Properties.

The Natural Heritage Assessment (NHA), Water Assessment, Stage 1 and 2

Archaeological Assessments, and Protected Properties and Heritage Assessment

reports, with more information on the natural environment in the Study Area, will be

provided in draft form for public review and comment a minimum of 60 days before

the Final Public Open House.

Natural Heritage and Water Body Assessments

Our natural environmental assessments:

! Commenced spring 2011.

! Included site assessments of the vegetation communities and associated wetlands,

wildlife monitoring surveys (e.g., mammals, amphibians, reptiles and birds).

! Field survey for bat hibernacula and maternity roost.

! Field work specific to avian wildlife have included:

! Spring waterfowl – Staging and foraging.! Spring Landbird – Staging.! Spring shorebirds.! Species at risk such as Short-eared Owl,

! Water body assessment to date includes a review of surface water features as well

as near shore fisheries community and habitat assessments for fish and mussels

along the north shore of Amherst Island and the mainland.

! Additional natural environment survey work will continue into 2012.

! The results of the studies will be documented in the Natural Heritage Assessment

(and Environmental Impact Study, if required) as well as the Water Assessment

Report (and Water Body Report, if required). The documents outlining the findings

will be made available 60 days before the second Open House.

! There are two potential sources of sound typically associated with wind turbines:

! Aerodynamic: Blades pass through the air and create a “swishing” sound! Mechanical: Originates from the gearbox and generator that are often housed in the

nacelle. The turbines selected for this project are direct drive and do not have gearboxes.

! An Environmental Noise Impact Assessment will be completed to ensure compliance with

the Ministry of the Environment (MOE)'s regulatory requirements. The report will be

included in the Design and Operations Report.

! Ontario use an internationally accepted sound model, which is supported by experiences in

the province and in other jurisdictions.

! Current regulatory requirements are intended to limit sound levels outside the nearest

dwelling to 40 dBA. This sound level is equal to the World Health Organization Europe

(2009) night-time noise guideline that is a health-based value designed to allow good

conditions for sleeping.

! The assessment will also take into consideration other operational and proposed wind

facilities within a 3 km radius of noise receptors. This will help to ensure a conservative

(cautious) approach is being used which considers cumulative noise effects.

Health and Wind Power

Public health and safety will be considered during all stages of the Project.

! Many studies have been conducted world-wide to examine the relationship between

wind turbines and possible human health effects.

! In Ontario

! “Ontario doctors, nurses, and other health professionals support energy

conservation combined with wind and solar power – to help us move away from

coal”

! In “The Potential Health Impact of Wind Turbines” (May 2010), Ontario's Chief Medical

Officer of Health recently examined the scientific literature related to wind turbines

and public health, considering potential effects, such as dizziness, headaches, and

sleep disturbance. The report concluded that:

! “…the scientific evidence available to date does not demonstrate a direct causal

link between wind turbine noise and adverse health effects. The sound level from

wind turbines at common residential setbacks is not sufficient to cause hearing

impairment or other direct health effects, although some people may find it

annoying.”

! The report also concluded that low frequency sound and infrasound from current

generation upwind model turbines are well below the pressure sound levels at

which known health effects occur. Further, the report states that there is no

scientific evidence to date that vibration from low frequency wind turbine noise

causes adverse health effects.

! Overall, health and medical agencies agree that sound from wind turbines is not loud

enough to cause hearing impairment and is not causally related to adverse effects*.

! Scientists and medical experts around the world continue to publish research in this

area. Through our health consultants, Windlectric is committed to keeping informed

on the most recent findings.

Benefits of the Project

! Helps to meet forecasted energy demand while reducing greenhouse gas levels;

! New supply of safe and clean energy; and

! Helps to meet Ontario's commitment to renewable energy and phasing out of

coal-fired power plants.

Windlectric will be a good neighbour in your community. The Project would also be a

positive benefit to the community:

! Potential employment opportunities for local residents (during pre-

construction, construction and operations);

! Tax payments to Loyalist Township. Calculated at $40,000/MW x an assessed

mill rate. Estimate, at this time, from $300,000 to $400,000 per year;

! Supplemental income for participating

landowners; and

! Improvement to some local roadways.

Property Values

Windlectric acknowledges public comments and concerns related to potential

property value impacts. Recent studies have shown that neither the view of the

turbines nor the proximity of turbines has any consistent measurable or statistically

significant effect on property values.

! Canadian Wind Energy Association (CanWEA) hired independent consultants to

review property values in Chatham Kent and the study also indicated that in some

cases, local impacts of increased tourism and economic stimulus from wind farms

can actually drive up property values in host communities (February 2010).

! A publicly funded study on this subject conducted in the U.S. by Ben Hoen and

Ryan Wiser of the Lawrence Berkeley National Laboratory (December 2009) found:

! No evidence that homes near wind facilities are stigmatized by those facilities

as compared to other homes in the region.! No statistical evidence that homes with a view of wind turbines have different

values than homes without such views.! No statistical evidence that homes within ¼, ½ and 1 mile of turbines sell for

different values than those further away.

Liaison Committee

Windlectric has established an Amherst Island Wind Energy Project Liaison

Committee. The purpose of this Committee is: “To serve a role in providing

two-way communications between the local community,

Windlectric/Algonquin Power (the project owner/developer). “

This Committee, comprised of four interested Amherst Island residents, has

met three times, and will continue to meet at key milestones during the REA

process.

Terms of Reference, meeting notes and meeting agendas are posted on the

Project website.

Decommissioning

At the end of the Project's life, Windlectric Inc. will repower or decommission

the Project.

! Decommissioning would include the dismantling and removal of facility

components, and restoring the land.

! Components would be recycled or reused wherever possible.

! A site restoration plan would be developed based on the standards and

best practices at the time of decommissioning.

A Decommissioning Plan Report is required as part of the Renewable Energy

Approval application package, and will be made available for public review a

minimum of 60 days prior to the final open house for the Project.
