Access to Technology and Know-how on Cleaner Production in Central Europe
A CENTRAL EUROPE project (2008 - 2011)
www.act-clean.eu
UBA | Horst Pohle | Welcome and Introduction to Act Clean
• Welche Bedürfnisse haben die Unternehmen?
• Wie werden diese von den beteiligten Akteuren aufgegriffen?
• Was läuft gut (Treiber/Anreize)? Was läuft schlecht? Wie kann man diese beheben? Barrieren/Hemmnisse)

Keywords of the Final Conference!
Driving Ressource Efficiency (Policies, programms)
Support Structures and Instruments
Knowledge Transfer
Financing and Investing Environmental Technology
Connecting Demand and Supply
Driving forces and Barriers
Not only one solution! Different Options and Innovation Paths

Resource Efficiency:Cleaner Production vs. End-of-Pipe
- increases the Resource Efficiency in the production- reduces the input of resources, the need for end-of-pipe-technology and the mass of waste
process optimisation + use of innovative and future-oriented technologies

Case History: „Surface Cleaning“: Innovation paths/driving force/barriers Problem: Emission of Chlorinated Hydrocarbons (CHC)/CHC-Waste
1990 CHC-Ordinance- Driver (Regulation): 95% emission reduction/technical regulation/reduce CHC-concentration befor opening the cleaning machine/a sensor did not open befor (Driving force to develop new sensors): - Driver (Public Support) UBA support a Zero-Emission-Machine (Condensation/Charcoal-Filter) to demonstrate the technique.- But the realization is expensive (Driver for Innovation)
3 Solutions available: (regulate targets not techniques)
Solution 1: CHC-TechnologySolution2: Water TechnologySolution3: Hydrocarbon Technology
• Solution1: CHC-Technology•
- Driver: Deadline 1994 Barrier: bad execution: 50% •
- Recycling rate only 50% (Barrier: Angry about the recycling quality; Driver: Public support concerning information and practical examples))
•- Driver: Combining and reduction of machines (Example: 40% was not necety): personal reduction; combining different cleaning steps (rationalization)

Solution 2: Water Technology
- Driver: possible a future CHC-ban (sustainability)
- Driver: new CHC facility very expensive: looking for new solutions
- Driver: Increasing product quality/anti corrosion chemicals
- Barrier: CHC-Cleaning is everywhere possible. Now work for specific solutions/tests/construction of new machines/complex material flows/technical problems with drying (energy/time)
- Barrier: Water treatment (limit values)/to pay for polluted water
- Barrier: approval procedere/Länder /Driver: Federal approval procedere
• Solution 3: HC-Technology•
- Barrier: expensive/Explosion Protection/ new vacuum drying techniques
Not only one solution!!!!!!•
Why we need to clean the tools? Production Chain Innovation
- Reduction of cooling lubricants or no more cooling lubricants/dry technologies
- New Cleaning Technologies (Sonic-Systems, Plasma …)
Result: Highly Ressource Effecient

Painting-Facilities (car-painting)
• Problem: Lacqer-Waste (overspray)• Problem: Emission of VOC• Main Driver: 20 mg/m³ VOC emission limit value• Innovation 1: Catalytic Afterburner• Driver : very expensiv catalytic afterburner/big air volumes• Innovation 2: Water based lacqer• Driver : water and waste problems, product quality after
recycling• Innovation 3: Powder lacqer• Near Zero Emission Techniques - Driver: 100% Ressource
Efficient
