Hauptakteure im Mittelpunkt von Umweltinnovationen sind Unternehmen

Sie sollen bei einem nicht eigendynamischen Markt innovative Techniken entwickeln und umsetzen !!

Treiber: Staat: Muss Politik entwickeln um Innovationen in diesen Markt zu bringen

• Wie kann der Staat es managen, dass sich in diesem Sektor Produktlinien (supply chains) entwickeln?

• Wie macht es die EU, wie machen wir es und wie machen es die Partnerländer des Projekts?

Case History: „Surface Cleaning“: Innovation paths/driving force/barriers Problem: Emission of Chlorinated Hydrocarbons (CHC)/CHC-Waste

1990 CHC-Ordinance- Driver (Regulation): 95% emission reduction/technical regulation/reduce CHC-concentration befor opening the cleaning machine/a sensor did not open befor (Driving force to develop new sensors): - Driver (Public Support) UBA support a Zero-Emission-Machine (Condensation/Charcoal-Filter) to demonstrate the technique.- But the realization is expensive (Driver for Innovation)

- Driver: Deadline 1994 Barrier: bad execution: 50% •

- Recycling rate only 50% (Barrier: Angry about the recycling quality; Driver: Public support concerning information and practical examples))

•- Driver: Combining and reduction of machines (Example: 40% was not necety): personal reduction; combining different cleaning steps (rationalization)

Solution 2: Water Technology

- Driver: possible a future CHC-ban (sustainability)

- Driver: new CHC facility very expensive: looking for new solutions

- Driver: Increasing product quality/anti corrosion chemicals

- Barrier: CHC-Cleaning is everywhere possible. Now work for specific solutions/tests/construction of new machines/complex material flows/technical problems with drying (energy/time)

- Barrier: Water treatment (limit values)/to pay for polluted water

- Barrier: approval procedere/Länder /Driver: Federal approval procedere
