Marin County Legislative Update By Casey Mazzoni
SONOMA COUNTYSonoma County Energy Independence Program is awarded a grant.Recently the California Energy Commission gave the Sonoma County Energy Independence Program (SCEIP) $3 million. The money will help to continue the two-year-old program. The program offers financing for retrofits, discounted energy audits and utility rebates for residential customers who qualify.
The grant, which came from stimulus dollars, will also pay for the statewide expansion of the program. On Tuesday the Sonoma County Board of Supervisors approved the expansion.
This was great news especially at a time of nationwide uncertainty for government-run energy retrofit efforts known as PACE. Most of the other programs were suspended or shut down last year after new federal rules made it almost impossible to continue programs. Sonoma County’s wasinitially stopped, but the courageous supervisors decided to file a lawsuit against the federal overnment.
MARIN COUNTYCounty reviews plan for coastal strategies.The Marin County Community Development Department recently released a report, which proposes revised policies for coastal planning.
The plan outlines new policies regarding development and clarifies regulations. It can be download-ed at www.co.marin.us/MarinLCP.
The plan includes suggestions for streamlining approval of farm buildings, clarifying boundaries of coastal communities, giving options for septic system improvements and promoting energy efficiency.
This summer the plan will be discussed at public forums, and reviewed by county planners and supervisors as well as the state Coastal Commission.

Greetings fellow MBA members:
The Marin Builders Association’s Green Building Committee would like to solicit your ideas and involvement in the selection of candidates for our annual Leadership in Sustainability Awards. This will be our second annual award presentation and will take place at the Marin Home & garden Expo on June 4th, 2011. There are four categories for this year’s awards. They are: Individual, Organization, Pioneer and Education. The selection criteria for the award recipients should follow these brief guidelines: Recipients must make a direct and local impact by enhancing the environmental health, social equity, and economic prosperity in Marin County. Recipients can be based elsewhere but must be engaged in the local culture of Marin County to qualify.

SAFETY TOPICAre You Prepared For An Emergency?
Emergencies in the workplace cannot be eliminated, but if you have an emergency action plan in place and have trained workers to respond quickly and appropriately you can optimize efficiency, relieve anxietyand in some cases, save lives.
Management commitment and worker involvement are essential to an effective emergency action plan. The ac-tion plan should be explained to workers and reviewed whenever the plan or responsibilities change. How good is your emergency action plan? Find out by asking yourself and your workers the following ques-tions:
General Is there a means of reporting emergencies and accounting for personnel before and after an incident?
Who is the person responsible for decision-making dur-ing emergency conditions?
Does everyone in the workplace know the procedures to follow in various emergency scenarios (e.g. fire, explo-sion, earthquake, chemical spill or workplace violence, etc.)?
Do workers know the escape routes and evacuations pro-cedures including where to reassemble for a headcount or for further instruction?
Do workers know where emergency supplies are located?
MedicalDo workers know how to respond in the event of a medi-cal emergency?
Are there workers trained in cardiopulmonary resuscita-tion (CPR) and first aid?
Does the worksite have first aid equipment which corresponds to the possible injuries workers may encounter? (e.g. emergency wash stations, personal protective equipment, oxygen tanks, ice packs, etc.)
Are emergency response phone numbers (fire department, ambulance, medical facility, etc.) clearly posted where they can be readily accessed?

FireDoes the worksite have fire extinguishers that match the possible fire hazards?
Have workers practiced using the fire extinguishers so that they’re aware of their operation and limitations?
Have the fire extinguishers been recharged within the last year? (They must be tagged to indicate the recharge date.
SpillsDoes the worksite have absorbent material that matches the quantity and type of chemicals which could spill?
Do you have relevant personal protective equipment that would be needed to respond to a chemical spill?
Have workers been properly trained in how to safely respond to a chemical spill?
Once you have established your emergency action plan, make sure workers are trained and retrained in the possible emergencies they may encounter, the emergency procedures they should follow, any first aid or rescue procedures, and in the location of emergency response equipment and phone number. In an emer-gency an immediate and educated response can save individual lives, the business operation, and thousands of dollars in potential losses.

o es posible eliminar las emergencias en el lugar de trabajo, pero si usted ha implantado un plan de ac-ción de emergencia y cuenta con trabajadores capaci-tados para responder apropiadamente y con rapidez, usted puede optimizar la eficiencia, aliviar la ansie-dad, y en algunos casos, salvar vidas.
La dedicación de la administración y la participación de los trabajadores son esenciales para un plan de acción de emergencia. Se recomienda explicar el plan de acción a los trabajadores y revisarlo siempre que cambie el plan mismo o las responsabilidades. ¿Qué tan eficaz es su plan de acción de emergencia? Averígüelo preguntándose a sí mismo y a sus traba-jadores las preguntas siguientes:
Aspectos generalesExiste algún medio para informar sobre las emergencias y contar al personal antes y después de un incidente?
Quién es la persona responsable de tomar decisiones durante las condiciones de emergencia?
Sabe alguien en el lugar de trabajo los procedimien-tos a seguir en varios escenarios de emergencia (por ejemplo: incendio, explosión, terremoto, derrame de productos químicos o violencia en el lugar de tra-bajo, etc.)?
Conocen los trabajadores las rutas de escape y los procedimientos de evacuación incluso el lugar de reunión para contar las personas presentes o para recibir instrucciones adicionales?

¿Saben los trabajadores cómo responder en caso de ocurrir una emergencia médica?
¿Hay trabajadores capacitados en técnicas de resucit-ación cardiopulmonar (CPR) y primeros auxilios?

¿Están los números de teléfono de respuesta de emergencia (cuerpo de bomberos, ambulancia, instalación médica, etc.) claramente colocados en lugares fácilmente accesibles?
Incendio¿Tiene el sitio de trabajo extintores que correspon-dan a los posibles riesgos de incendio?
¿Han practicado los trabajadores el uso de los extintores para estar conscientes de su funcionamiento y limitaciones?

¿Han recibido los trabajadores la capacitación apropiada sobre cómo responder de manera segura ante un derrame de productos químicos?
Después de establecer su plan de acción de emergencia, asegúrese de que los trabajadores reciban la capacitación y los cursos de repaso sobre las posibles emergencias que pudieran encontrar, los procedimientos de emergencia que deben seguir, cualesquier procedimientos de primeros auxilios o de rescate, y sobre la ubicación del equipo para respuesta de emergencia y los números de teléfono respec-tivos. En una emergencia, una respuesta inmediata y con conocimiento de detalles puede salvar las vidas de las personas, la operación del negocio y miles de dólares en pérdidas potenciales.

Injury and Illness Prevention ProgramIn California, every employer is required by law to provide a safe and healthful workplace to his/her employees. In accordance with the California Code of Regulations, your employer needs to have an ef-fective Injury and Illness Prevention Program (IIPP) in writing. There is a specific IIPP required for the construction industry, the Construction IIPP. What should you expect to see in an IIPP? It is a written plan that has the following elements:
* Management commitment/assignment of responsibilities * Safety communications system with employees * System for assuring employee compliance with safe work practices * Scheduled inspections/evaluation system * Accident investigation * Procedures for correcting unsafe/unhealthy conditions * Safety and health training and instruction * Recordkeeping and documentation
The IIPP includes procedures that your employer puts into practice. Part of the employer’s responsibility is to control potential workplace hazards and correct hazardous conditions or practices as they occur or are recog-nized. The program includes a system for your employer to communicate with you on matters relating to oc-cupational safety and health, including provisions designed to encourage employees to inform the employer of hazards at the worksite without fear of reprisal.
The safety communications system, one of the elements of the IIPP, should be in a form readily understand-able by all affected employees. The safety communication system may include:
* meetings * training programs * postings * written communications * a system for anonymous notification by employees about hazards * labor/management safety and health committees * other means of ensuring communication with employees.
