Pastry Notice

The next pastry will be a Freshly popped #16 bag of Bacon Cheddar Flavored Popcorn. The box will be picked up on Monday April 1st. It will be 4 Tickets per bag with a Max order of 2 bags for 8 Tickets. Pastry pick up will be Wednesday April 10th in Admin, from 10:15am to 10:30am for G..P. and 10:30am to 10:45am for programmers.

TV. Scheduling Notice

Per the inmate handbook:

Each week the TV. Schedule is to be done by 2 inmates on rotation by bunk. The schedule is to be submitted to the Unit Officer by 8 p.m. on Friday for approval. Any discrepancies or failure to do the TV. Schedule will result in a default schedule being used.

All inmates including AIP/NDN inmates will follow the schedule. If there is a discrepancy in the schedule compared to what is being shown on the television, then the default schedule will be used.

Below is the list of status changes made to DOC administrative rules since 12/15/18.

PROPOSED RULES:

291-149 Work Release Programs Proposed amendments to rules to standardize terminology and to provide clarification to the processes related to work release programs. Last day to provide comment: 05/16/19

291-158 Trust Accounts Amends the rules to implement SB 844 (2017), which authorizes DOC to collect a portion of inmate trust account deposits for the purposes of creating transitional fund accounts, and to pay court ordered financial obligations the inmate may owe. Last day to provide comment: 05/16/19

TEMPORARY RULES:

291-058 Structured, Intermediate Sanctions Amends rules to implement changes made in 2017 legislation related to the supervision of drug-related misdemeanors. Rule changes will now include application to drug related misdemeanors as defined in ORS 423.478 for crimes committed on or after August 15, 2017, removing the conflict that the existing rules created. Effective: 02/12/19 – 08/10/19

DOC rules are available for review and copies in the inmate legal library.

NOTICE REGARDING PETITION REQUESTING AMENDMENT OF ADMINISTRATIVE RULE

On February 21, 2019, the Oregon Department of Corrections received a petition requesting an amendment to OAR 291-063-0120(2)(g). A copy of the petition may be obtained from the agency by submitting a request to the Rules Coordinator.

Pursuant to ORS 183.390(2), the Oregon Department of Corrections invites comment on OAR 291-063-0120(2)(g), including any comments on whether options exist for achieving that rule’s substantive goals in a way that reduces any negative economic impact on businesses. Any pub-lic comment must be received no later than May 10, 2019, at 5:00 PM. Comments must be submitted in writing to the address below:

To Minimum Custody Adults in Custody:

As some of you have already learned, Corban University and Paid In Full Oregon (a non-profit organization) have partnered with the Oregon Department of Corrections to provide a four year Bachelor Degree of Science program at the Oregon State Correctional Institution. One of the requirements for this program is that the AIC must have at least eight years remaining on their sentence at time of enrollment. While the graduates will earn a Bachelor of Science degree, the goal of this program is much larger. It is about transforming adults in custody into spiritual leaders and then sending those leaders throughout DOC to transform the lives of others. Therefore, a minimum sentence length of eight years remaining is necessary. Please do not write to staff asking to get into the program, as no exceptions will be made to the minimum requirement of eight years remaining.

PRAS Revisions:

As many of you may remember, the Department has been analyzing the current PRAS system in response to a petition to amend the rule. Thank you for your patience as we looked into this very complex system. We are pleased to announce the first PRAS revision; the elimination of the 120-day evaluation period. By eliminating this waiting period, people arriving into our custody will be eligible to earn daily PRAS points on their first day of a qualifying program assignment and no longer need to wait 120 days to do so. This change will go into effect April 1, 2019, and from that time forward the 120-day evaluation period will not be applied. Please note there will be no back dating of points for those impacted prior to April 1, 2019.

Additional positive changes are in store for PRAS, and efforts to automate those changes are underway. We are eager to provide you system improvements and will communicate those changes as they become ready.

Medical Lay-In,

When an Inmate is placed on Medical lay In by Health services that means he is restricted to his bunk and not to be up and about except for Meals and restroom breaks. The only exception to this is medical call outs and canteen. If an Inmate is caught off of his bunk for any reason other than those mentioned he will receive an immediate 24 hour conduct order for a first offence. Upward deviation or more progressive discipline is subject to the review of the individuals conduct history.

Physical Plant Notice

The cable has been installed along the walkways where there used to be the yellow plastic chains. Inmates are not allowed to; duck under, climb on, or over, push on, pull on etc… Inmates are to use the walkways and not across the grass areas.

Coffee Cart Notice

When ordering from the coffee cart you may only order one item per sign up. The item must be consumed before the next time you go to coffee cart.

You are Not allowed to share items from the coffee cart. You may sign up for the coffee cart as many times in one day as you want.

Also there will No longer be coffee cart during visiting times for AIC’s not at visiting.

Hopeless Dope fiend to Dope Less Hope fiend… At a young age I discovered a reckless life style that would soon spiral out of control. With a needle in my arm and failed attempts of recovery I saw no hope in my future. From the deep-down depths of my addiction a desperate prayer was heard. A blessing in disguise, an end of one life style and the beginning of another was born here at Powder River. Today I no longer live in the dark snare of addiction and criminality but have found a new way of life and a higher power, who I understand today. I have learned how to face my demons today with a new way of thinking and a set of skills learned here in the Powder River AIP program. Today I am no longer a hopeless dope fiend with a needle in my arm, quite the opposite. OCE Work Opportunity The OCE Call Center at WCCF is recruiting to fill open positions. The current schedule is Monday – Friday, 7:15 – 3:30. This position awards PRAS points with the opportunity to earn a Team Goal Award and a produc-tion-based Individual Meritorious Award as well. Agents in this out-bound contact center perform lead genera-tion calls. The agents must be motivated and able to maintain a professional attitude at all times.

All applicants must meet the following qualifications: · Must qualify for a Minimum Custody Institution (Level 1 or 2) · Must have a valid social security number or equivalent · Have NO convictions for ID Theft or Computer related crimes · Be able to read proficiently and speak English language clearly · Be able to work efficiently and professionally at all times · Cannot be in any programs/activities which would conflict with a Monday – Friday 7:15 am. to 3:30 pm.

Physical Plant has a training opportunity for someone interested in learning how to repair bikes. It is a part-time position 2 days a weeks or on-call basis.

The program will be a combination of hands on training and

self-study program, which requires a lot of reading and self-motivation.

SEASONAL RECRUITMENT Adults in Custody

Fire Team

Do you need a job skill? Would you like to work in the forest? Do you want to be trained to fight fires? Then you need to apply to be a part of the DOC’s Adults in Custody Fire Team. To qualify for this exciting opportunity, you: ▪ Must be a Classification Level 1 Unfenced or Classification Level 2 Community ▪ Your projected release date or start date of eligibility window for treatment should be after 10/01/19. ▪ You must be medically approved to work in the forest. You must be reasonably fit to perform the

duties of the assignment with no asthma or heart conditions. ▪ You must be approved by your counselor (Do not request authorization from your counselor.

Please submit application directly to Ms. Hysong) You will be automatically disqualified if you: ▪ Have been convicted of a sexual offense, including attempts ▪ Have been designated “predatory” in any State ▪ Have been convicted of Arson or attempt

Working as a wild land firefighter is long, hard, strenuous work. The hours can be 10-16 hours a day in inclement weather over uneven terrain, requiring climbing, bending, stooping, digging and lifting up to 50 pounds repetitively. Pre-qualified candidates must pass the Pack Test (walk 3 miles with 45lbs pack in 45 minutes). If you are selected, you will be trained in wild land firefighting and possibly an additional 40 hours of chainsaw training. In addition, your training may include various natural resource topics and also First Aid and CPR Certification. The benefits are priceless – you would be working outdoors in a natural setting as part of a team assisting the Oregon Department of Forestry in maintaining healthy forests and protecting them from wild land fires. You will receive a certificate of program completion and upon release you will have a job skill in the wild land fire fighting field. Firefighters earn the following: ▪ PRAS of 12-14 points per day, plus ▪ Meritorious award of $3 per day on fire, plus ▪ Bonus $3 per day per fire (General Savings Account)

Powder River Correctional Facility

New Hope – Powder Pals Program New Hope for Eastern Oregon Animals (New Hope – Powder Pals) partnered with the Pow-der River Correctional Facility, Oregon Department of Corrections, since early 2011. A key focus of this work has been the ability to provide meaningful work for inmates in training homeless dogs. More specifically, the program assists homeless dogs lacking obedience

skills and behavioral issues that limit the animal’s ability to be re-homed successfully. New Hope for Eastern Oregon Animals is a Private Non-Profit whose purpose is to improve the lives of animals through kindness, understanding and respect. Their purpose is to rescue

and rehabilitate animals in Eastern Oregon, increase awareness of animal well being through education, and encourage a caring and safe environment for animals.

Work duties will include are but not limited to the following:

• Follow the training program at all times. Failure to follow the program will result in immediate removal from the program and may result in disciplinary action.

• Conduct or assist with scheduled training sessions. • Conduct or assist with socialization of the animals. • Follow the schedule of activities for the animals. • Exercise animals daily. • Keep a daily log of the animal’s progress in the program. • Feeding and watering following recommended daily amounts. • Remove solid waste from kennel areas (inside and outside), and any other area as

needed using approved Personal Protective Equipment (PPE). • Clean kennel area (inside and outside) using appropriate chemicals and PPE. • Must be willing to work in a variety of weather conditions.

Qualifications for opportunity to apply:

1. In compliance with DOC Case Plan 2. No major misconduct reports within the last 6 months 3. Minimum of 6 months remaining on sentence or entering treatment program 4. No history of animal neglect or abuse 5. Willingness to work as a team, open to new training ideas, willingness to make

a difference to an animal 6. Be motivated for change and have a good attitude 7. Must be able to lift 50 lbs
