Cooking for the stars

It is hard work that allows a restaurant to achieve the stars. The Chef works inside the kitchen using the finest ingredients, being tastefully creative or keeping to tradition but adding a personal touch, while at the guest service side, the ambiance and the service quality can make or break the experience. It is definitely a team effort.Nine restaurants of Macau have achieved Michelin star ratings in the

2010 Hong Kong and Macau edition of the most famous food guide of the world. From now on, it is a daily struggle not lose the awarded stars.

WHeN Chef Mi-chele Dell’Aquila arrives at restau-rant Aurora, at the Altira Hotel,

the first 10 minutes are spent briefing his 10 chefs before they start work in the kitchen. They talk about the night before, what failed and what went well. Next, he meets with the front of house, the people in charge of the guest service.

At 9:30 pm, Chef Mak Kip-Fu, ex-ecutive Sous Chef of the Cantonese restaurant Zi Yat Heen at the Four Seasons Hotel checks the special requests of his guests in order to prepare for the evening. After a brief-

ing with the food and beverage de-partment, including his 22 chefs, he checks the food that is arriving and its quality.

This year, for the second time, the Hong Kong and Macau Michelin Guide rated his restaurant with two stars. It is the only two-star restau-rant in Macau. Robuchon a Galera has three.

Coming from the Southern Italy, Chef Michele Dell’Aquila has led the kitchen brigade at Aurora for just one year and has already achieved the first Michelin star in the history of the restaurant. Together with the Robuchon a Galera, at Hotel Lisboa, Aurora is also the only Western cui-sine restaurant to receive stars.

and to get a star rating means rec-ognition for the entire restaurant staff and provides great exposure for the establishment. However, once a kitchen is awarded a star, the hardest battle begins.

Dell’Aquila has worked in other Michelin star restaurants throughout his career. Before he came to Macau, he worked at the Bulgari Hotel in Tokyo.

“[To be rated in the guide] is about recognition. I hope to maintain the rate. I am always improving myself, trying to innovate. I wouldn’t like to be a boring restaurant,” he said.

Aurora was the only other local de-but in the Hong Kong and Macau 2010 Michelin Guide. The so-called French bible of gastronomy awarded 51 stars in the two special adminis-trative regions, of which 12 belong to Macau restaurants.

The major city’s restaurants includ-ed in the guide are experts in Chi-nese cuisine, mainly Cantonese. A big number have achieved the recog-nition of the Michelin experts by the years of experience of the Chinese chefs that lead the kitchen.

For the second year, Chef Vong Kuai Iu of the Grand Lapa Hotel’s (former Hotel Mandarin) Tung Yee Heen, was awarded with one Michelin star. He has 46 years of experience and

has worked in hotels with traditional Chinese cuisines before.

Where to find a Michelin star?Three stars

Robuchon a Galera at Lisboa Hotel

Le Caviar Osciètre, La Pintade et le Foie Gras or La Pièce de Boeuf “Kagoshima” are some of the classic French haute cuisine signature dishes of the restau-rant of the “Chef of the Century” and most Michelin-starred, Joël Robuchon (25 stars). The restaurant is Robuchon’s second venture outside of France and each dish reflects the Robuchon philosophy of respect for the original flavour of the ingredients using a classic cooking style. The restaurant boasts a wine cellar with over 6,100 labels and is the first establishment in China to receive the Wine Spectator’s “Grand Award”.

Zi Yat Heen at Four Seasons Hotel

Crispy Crab Claw with Shrimp Mousse or Pan-Fried Fillet of Star Garoupa in Supreme Soya Sauce are some of the signature dishes of this traditional dim sum restaurant. Complementing the thoughtful and innova-tive Cantonese cuisine, the restaurant offers a wine list featuring over 300 wines from all over the world. “Chef

Mak has created a traditional Cantonese menu but with a lighter, fresher taste by using premium ingredients and minimal seasonings,” the guide says.

One star

Aurora at Altira Hotel

Myazaki Beef with Barolo Wine Sauce is one of the star dishes of the menu of the Altira’s restaurant Au-rora. Its menu is “based in authentic Italian cuisine with a focus on northern Italian dishes combining con-cept, technique and the very highest quality products within dining settings that are as attractive and diverse as the dishes we prepare,” explained Chef Michele Dell’Aquila.

Jade Garden at Starworld Hotel

Sautéed River Shrimps and Jade Garden Tea-Smoked Duck are some of the specialities of this Shanghainese restaurant. Jade Garden also specialises in sophisticat-ed and innovative Suzhou and Jiejiang dishes such as steamed shad and fire-roasted honey beef. The dining room is marked by bright lighting and vivid colours that match perfectly to the restaurant’s modern food themes.

Braised Supreme Shark’s Fin in Brown Sauce or Steamed Japanese Bean Curd Filled with Dried Seafood and Shark’s Fin or the Dim Sum Steamed Superior River Shrimp Dump-lings in Fish Shape are some of the signature dishes of The 8. Wing Lei at Wynn Macau

The centerpiece of Cantonese cuisine restaurant Wing Lei is an iconic flying dragon composed of 90,000 Swarovski crystals and individual blown glass elements. Its specialities include Supreme Shark’s Fin Dumplings in Soup at lunch time and Steamed Macau Sole in Soy Sauce at dinner time.

Lei Garden at Venetian Macau

It is a traditional Cantonese cuisine restaurant inside a Venice decorated casino-resort. Instead of talking about its food, the Michelin Guide emphasizes the quality of its guest service. “Walls of marble provide the backdrop to a comprehensive range of traditional Cantonese dishes served at breakneck speed by an efficient team of waiters,” it says.

need and make them satisfied. To get a star is a big pressure for all the restaurant team, because more and more guests come because of it.”

Biggest revenues, more demanding service

Let’s move out of the kitchen and talk about business. When a restaurant is awarded a star by the French guide, more clients are expect-ed, and while that means more revenue it also means more trouble for restaurant managers.

“All the restaurants have the same changes when you get a Michelin star. It brings up the revenues, it means recognition within the mar-ket, your service needs to be up to the stan-dards and also for the staff it motivates them,” resident manager of the Grand Lisboa Hotel, Michael Au, stressed.

He is the man in charge of the management of The 8 Restaurant, that was awarded with one Michelin star for the second year consecutively. According to Michael Au, it’s all in the art of the guest reception.

“There is a kind of standard procedure,” he said. The moment of truth is the entrance of the guest. The secret of a star rated service is how to treat the guest in a proper way. Once they are seated, the challenge really begins.

Are you ready? “You have the detail of the napkin, next you have to explain the menu and to step aside. The most important is how to maintain overall supervision. It is a chain. Once it breaks in a certain point the guest cannot be totally satisfied,” he said.

Front of house at Tung Yee Heen Chinese res-taurant is lead by eric Wai, and it is the first time he has worked in a Michelin star restau-rant, despite having experience in one of the 10 best French restaurants in the world, in Hong Kong.

eric Wai said he remembered when Tung Yee Heen was awarded a star for the first time. He said there was an increase in the number of guests who came to try the food. “At the sec-ond year, more guests came, “ he said. “They really wanted to experience why the restaurant got the star for the second time,” he explained.

But, to be in the Michelin Guide is also a mat-ter of competition. “If a Michelin star restaurant loses a star, they lose business too,” he said.

He came from inside the kitchen, having a break from his work. He is considered the best Chef of the world, but he was not cooking now. Every season, he travels around the world visiting his dozens of restaurants to personally set the menus. Joël Robuchon is the owner of 25 Michelin star restaurants and one of them is located right here in Macau, at Lisboa Hotel. Speaking to the Macau Daily Times in an ex-clusive and quick interview (he is a very busy man), the owner of the only three-star Michelin Guide res-taurant of Macau disclosed (speak-ing in French, being translated to English) his plans to Macau.

MDTimes: Robuchon a Galera has been established in Hotel Lisboa since 2001 and rated with three Michelin stars since the first Hong Kong and Macau edition, in 2009. What changed in the restaurant after that?

Mr Robuchon: A three stars rate makes the restaurant exposed to the world. Now, in Macau, the restaurant is booked every day for lunch time. All that the customers have is a high expectation and you have to ques-tion yourself every day. Nothing is granted to maintain this level.

MDTimes: You have 25 Michelin star restaurants. What is your goal for the next year?

Mr Robuchon: Last year, I opened a Japanese restaurant in Monte Carlo. So, hopefully, I would get 26 Michelin stars.

MDTimes: What is your secret to get so many Michelin stars?

Joël Robuchon plans to make Macau famous

Mr Robuchon: It it is a secret I cannot tell (he laughs). When I started my career, in the first year I got one star. In the second year, I got two. And in the third year, I got three. It was the first time that something like that was happening to a Chef. So that’s why I became famous so fast. The American press considered my restaurant in Paris the best in the world. So that had a great impact too.

MDTimes: Do you have any projects in Macau?

Mr Robuchon: Robu-chon a Galera is moving to the top floor of Grand

Lisboa in the second half of this year. The restaurant will have a panoramic view that will make it the most beau-tiful restaurant of the world. Having a so beautiful restaurant will make Macau famous, not only because of casinos, but also by its food.

MDTimes: What are your thoughts about the quality level of the fine food restaurants in Macau?

Mr Robuchon: I don’t know because when I come to

Macau I eat in my res-taurant. I don’t have

time to go to other places.

Michelin star can make the differ-ence. Despite the Hong Kong and Macau edition of the guide being only in its second year, the French guide may change the scene of fine dining in Macau.

Providing more recognition and cli-entele, the guide increases the demand for quality and the level of competition. Still, the opinions about the situation of the local business are different.

Located at the Hotel Lisboa, Tim’s Kitchen is a family business Chinese restaurant that could reach the suc-

cess thanks to years of experience. “My father always say to me: You just cook with your heart. You are not only cooking for a living,” director of the restaurant Kenneth Yu said.

Macau is usually criticised for its service in the food and beverage sec-tor, mainly because of a lack of well trained staff. However, according to Kenneth Yu, times are changing.

“I cannot say there is a lack of qual-ity. The chances to improve are get-ting more in the past few years,” he added.

“The potential is very high, but busi-ness should be stable to let the service

improve,” eric Wai suggested.Some people are more ambitious.

Restaurant manager of Zi Yat Heen, Kenneth Boon, thinks that “Macau is definitely a very good place to enjoy a fine dining experience. It is a small destination and short distance. Be-sides, you can find a nice restaurant at any major hotel.”

“There is room to improve overall, not only in Macau” Michael Au add-ed. “Definitely, we have luxury hotels and we make the difference in Asia, so I believe Macau is the best place to enjoy fine dining – better than in Hong Kong.” W

AN Arab-Israeli shop-keeper is locked in a Byzantine battle with the Coptic Church over an ancient Jerusalem

cellar, in a saga involving Christian-ity’s holiest site and a 12th century Muslim general.

Lawyers on both sides expect au-thorities to decide soon whether the disputed basement adjacent to the Church of the Holy Sepulchre is sa-cred or not, and whether the egyp-tian Christians or the Israeli Muslim can claim ownership.

The legal battle over the centuries-old vaulted stone cellar has been festering for 14 years in the heart of the Holy City, a flashpoint of political and religious conflict.

It has as many twists and turns as the Old City, a maze of narrow streets and intrigue, and features top Middle east political players.

Antonios al-Orshaleme, general secretary of the Coptic Orthodox Patriarchate in Jerusalem, insists the basement is holy ground and was once part of the Church of the Holy Sepulchre, revered by most Chris-tians as the site where Jesus was cru-cified and buried.

Orshaleme says the vast cellar, which runs under both the patriarch-ate and the grocery store, had been a church at least as long as the Holy Sepulchre, but remains vague as to when it was last used as such.

The church was built in the fourth century. Its destruction seven cen-turies later provided an impetus for the Crusades. It was rebuilt in 1048 following agreement between the Byzantine empire and the region’s Muslim rulers.

a monastery,” says Orshaleme, clad in a black gown, an embroidered hood covering his head, as he points to the ground below the patriarchate.

Not so, says lawyer Reuven Yeho-shua, who represents storekeeper Hazam Hirbawi.

“For 800 years this cellar was used as a garbage dump,” says Yehoshua.

The entrance to the basement, which can be seen from above through a mesh of wire, is cluttered with a jumble of discarded objects.

Yehoshua points to a 1921 survey that describes the basement as be-ing “disgusting” and filled with cess-pools.

“This is what they say is a holy place?” Yehoshua asks, shaking his head.

A history buff, Yehoshua bases his arguments on a wealth of ancient documents, including one showing that Salah ad-Din – the 12th century military commander who defeated the Crusaders – issued a writ giving Muslims control of the area where the store is now located, and the basements below it.

Orshaleme admits that part is true and points out, with a smile, it goes to show Christians were the original owners.

“This whole area was part of the Church of the Holy Sepulchre. Salah ad-Din made the church smaller and surrounded it with Muslims so it could not grow strong again.”

The modern dispute started in 1996 when Hazam Hirbawi was sent by his father to the cellar to pick up a stone he needed to repair a wall in the build-ing, only to find 10 Copts digging and clearing out mud and rubble.

“I asked what they were doing. They said: ‘We’re fixing our place’,” said Hir-bawi. “We kicked them out,” he adds.

Orshaleme says Hirbawi had no

right to interfere with the Copts.“Hirbawi came down and made

problems with workers from the church.”

The Coptic Church, which is pre-dominantly egyptian, took its case to the egyptian authorities, who in turn raised it with then Palestinian leader Yasser Arafat.

Hirbawi’s father refused to cave in and was eventually arrested by agents from Arafat’s Preventive Se-curity, who took him to the Palestin-ian political capital Ramallah.

The dispute rapidly snowballed and

hawkish Israeli Prime Minister Ben-jamin Netanyahu, who served a first term at the time, sent forces to sur-round Ramallah.

The elder Hirbawi was released three days later and took the issue to the Israeli authorities.

The issue is one of clout for the Copts, a comparatively small denom-ination and among those who share

ownership of the Church of the Holy Sepulchre under a fragile agreement which hasn’t always been enough to prevent brawls between rival monks.

For Hirbawi, it’s a question of prin-ciple.

Anyone remember the browser wars? You know, back when Internet explorer and Netscape Navigator were battling for the dominant position of the browser market, and media out-lets made such a big deal out of it because the World Wide Web was still so primitive that there didn’t seem to be a whole lot going on. Well, although today’s browser wars are tame by comparison, Internet explorer still rules the market with pro-grams such as Safari and Firefox (and now Google’s Chrome browser) taking a respectable chunk of the browser market share. However, the newest version of the Opera browser has left me very impressed. I remember trying this program out a few years ago and being confused by its interface. Now it sports a sleek and fast interface with many built in features that I have to install on Firefox as third party add-ons, which only slows it down and makes it prone to crashing.

Although Macau does have a diverse entertainment scene it can be quite limited. With just a one hour ferry ride away Hong Kong is often enough to fill the gap. It

can be a bit of a bore though to go to the neighbouring territory merely to book tickets in advance for shows

Available with wings?Twitter users responded snarkily to the name of Apple’s latest innovation the iPad, pushing the phrase “iTampon” to a number two “trending” topic on the microblogging site, last week.Apple CEO Steve Jobs unveiled the new gadget amid high expectations, and Twitter users followed his announcement online, with both “Steve Jobs” and “Official Apple iPad” scoring high on the site’s trending topics.But by late afternoon, joking messages drawing attention to the connotations many associated with the name iPad were being uploaded by Twitter users all over the world, in a variety of languages.“Dear Apple: Have fun trying to control all the teasing you’re gonna get for the iPad name (i.e. #iTampon #iPadwithwings etc etc),” wrote user Emily McLain.“I guess iTampon will be the smaller version to come out this fall,” joked one user under the account name sTOOJ.“Does the iPad come with wings?” wrote Justin Breese.Twitter account user “thelampnyc” questioned why Apple’s vast marketing resources hadn’t made the connection.“Really love that I have already heard the iPad called the #iTampon. On this day in 1952, after a long illness, King George VI of Great Britain and Northern Ireland dies in his sleep at the royal estate at Sandringham. Princess Elizabeth, the oldest of the king’s two daughters and next in line to succeed him, was in Kenya at the time of her father’s death; she was crowned Queen Elizabeth II on June 2, 1953, at age 27.King George VI, the second son of King George V, ascended to the throne in 1936 after his older brother, King Edward VIII, voluntarily abdicated to marry American divorcee Wallis Simpson. Law &PeopleA quick look at the new law on contracting non-resident workers (Part III)by Icília BerenguelC&C Lawyers

We gave you a first look and then we gave you a look upon, now we give you a final outlook on Law Nº 21/2009 that will enter into force next April 26 and that regulates

the contracting of non-resident workers.As stated in our previous articles, although this law

embraces some principles and administrative norms that have been used for quite a while, it will also bring in some innovatory matters.

Among them stands out the introduction of a con-tracting fee and the criminal responsibility of legal enti-ties, stipulated by amendment to Law 6/2004 that regu-lates the Illegal Immigration and expulsion.

The contracting fee will be set by dispatch of the Chief executive for each non-resident worker that the em-ployer effectively contracts and its payment shall be due on a monthly basis. However, the payment of this fee shall in no circumstances be deducted by the employer from the remuneration due to the worker.

The criminal responsibility of the legal entities, stipulat-ed by amendment to Law 6/2004, is an absolutely inno-vative matter in the penal legal system as it substantiates an exception to the general system of personal respon-sibility foreseen in the Penal Code of Macau that states “Unless provided otherwise, only the individual persons are susceptible of penal responsibility”. But why?

Because, for starters, the sanctionary system established for the administrative infractions is exceedingly known, as it usually culminates in the application of a fine and/or sanction. But the new law goes a step further by append-ing article 26-B to Law 6/2004, that regulates the Illegal Immigration and expulsion. In this article is stipulated that “1. The legal entities, even if irregularly incorporated, the associations without legal personality and the special commissions are responsible, in the terms of this article, for the crime foreseen in article 16, when perpetrated in their name and in the collective interest:

1) By their bodies or representatives, or2) By a person under their authority, when the perpe- W

tration of the crime became possible in virtue of a de-ceitful breach of the duties of vigilance or control they are responsible for.

2. The responsibility of the entities referred in the pre-vious number is excluded when the agent had acted against the express orders or instructions of the said entity.

3. The responsibility of the entities referred in nº 1 above doesn’t exclude the individual responsibility of the respective agents.

4. For the crime foreseen in article 16 a fine up to 360 days is applicable to the entities referred in nº 1.”

In what concerns the article 16, one should note that this legal provision stipulates that “1. Anyone establish-ing a labor relation with an individual not holding any of the documents required by law to be engaged as worker, independently of the nature and form of the contract, or the type of remuneration or consideration, is punished with a jail term up to 2 years and, in case of relapse, with a jail term between 2 and 8 years.”

Obviously, a legal entity will not be susceptible to a jail term and that is why the nº 4 of article 26-B of the Law 6/2004 stipulates that “For the crime foreseen in article 16 a fine up to 360 days is applicable to the entities re-ferred in nº1.”

Also, one should bear in mind that the penalties fore-seen in article 26-B of Law 6/2004 can be applied to-gether with the accessory penalties of:

- Revocation of the whole or part of the authorizations for contracting non-resident workers granted, together with the loss, for a period of six months to two years, of the right to apply for new authorizations;

- Loss, for a period of six months to two years, of the right to participate in public tenders for public works contracts or concession of public services;

- Loss, for a period of six months to two years, of the right to any subsidies or benefits granted by a public entity.

In short, crime doesn’t pay!In a blink of eye we can surely see that Law 21/2009 is

undoubtedly bringing some alterations to the contract-ing of non-resident workers system, alterations that for better or for worse only time will tell.

ing “rage syndrome” with my vet in Tai-pa, but there seems to be a lot of conflict as to what it is. Maybe I can find out here? MJ – Coloane.

Answer:

Hi MJ-

The term “rage syndrome” was originally coined to describe a set of behaviors that were occurring in a disproportion-ate number of english springer spaniels, compared to other breeds. It is one of those terms t h a t is just too attractive, so now there are reports of golden retriever rage, cocker spaniel rage, Persian cat rage... and so on. These are the clinical signs that fit the original syndrome as it was described in english springer spaniels:

1) sudden unpredictable biting, often directed at the dog’s owner (this has been modified now to include biting that does occur in certain predictable situations as more observation of these dogs has oc-curred)

2) extreme aggressiveness during these attacks that often stops as suddenly as it starts (this is referred to as uninhibited aggression in some reports)

3) dilation of the dog’s eyes prior to the

attack is a commonly reported signal.4) multiple bite wounds are common in biting inci-

dents associated with this syndrome.

There is a lot of argument about whether this syn-drome really exists as a distinct syndrome apart from dominance behavior in dogs, about whether this is a heritable condition, whether this is a form of seizure or whether these dogs have brain disorders such as reduced seritonin levels (associated with violence in people).

Based on information in the literature and on the Veterinary Information Network, this is a condition that follows family lines, is associated with decreased serotonin levels and that the condition is hard to dis-tinguish from dominance aggression.

Dogs that appear to have rage syndrome do become aggressive in certain repeatable situations, such as

when an owner leans over the dog or attempts to move if from the couch or some other repeatable trigger for the behavior.

This makes it less likely that this is a seizure dis-order and treatment for seizures has not been a very successful way to control the problem. I think that it is safe to say that most veterinarians be-lieve that there are a group of dogs who exhibit ex-treme uncontrolled aggression that is way beyond the “typical” aggressive responses for dominant dogs.

I think that these dogs probably occur in many breeds but that springer spaniels are over-represented among these breeds. The term “rage sydrome” is almost cer-tainly inappropriately used to describe aggression that does not fit the reported syndrome, making the problem seem much more widespread than it really is. Shoegazing: a sub-genre of alternative rock that emerged from the United Kingdom in the late 1980s lasting until the mid 1990s. The British music press named this style shoegazing because the musicians in these bands “stood relatively still during live performances, in a detached, introspective, non-confrontational state, hence the idea that they were gazing at their shoes.”Ride is one of the best examples of the genre.
