Winchester Fire and Rescue
• Held live fire training in Franklin County, Pennsylvania for B -shift and volunteers.

• Responded to working structure fire at 418 Stonewall Avenue. • Participating in Old Town Easter Egg Hunt. • Met with Communications Department on Drone Program,
WFRD Annual Report, and other items. • Attended Apple Blossom Firefighters Parade meeting. • Prepared for Winchester Fire and Rescue and Shawnee Fire
Company Apple Blossom Firefighters Muster. • Hosted a Valor Awards meeting. • Completed scene size management training. • Participated in daily physical training, building construction
training, flow path training and ropes/knots training. • Conducted a fire investigation determined to be accidental.

Public Services• Continued City Hall renovations: The carpet for the fourth floor offices was shipped and will be
installed next week. Painting on the first floor (basement) continued and the installation of the new flooring will begin next week.
• Submitted all the documents required for the utility revenue bonds that City Council approved Tuesday evening to the Virginia Resources Authority. The bonds will be sold in May and the funds will be available shortly thereafter.
• Held the mandatory pre-bid meeting for contractors interested in bidding on the water meter/sidewalk replacement project. There were 10 contractors in attendance.
• Provided assistance to VDOT to repair their signal at the interstate ramps on Berryville Pike that was not operating correctly and causing significant traffic flow issues.
Emergency Management
• Reviewed status of Regional Mitigation Plan. • Tested Ultra High Frequency radio and placed it in service. • Programmed radios for Fire and Rescue. • Reviewed placement of power inverter in Fire & Rescue administrative vehicle. • Scheduled Mobile Command Unit for pickup from repair shop.
Parks and Recreation• Sent Spring/Summer 2018 activity guide to printer. • Held Advisory Board meeting. • Met to discuss the Park’s 2018 Swinging Fore Sports golf tournament. • Hosted new Easter Bunny Eggtivities program. • Completed interviews and made offers for two Maintenance Technicians and one Custodian position. • Received and distributed purchase order for Outdoor Pool Re-surfacing.

Old Town Winchester (OTW)
• Worked on promotional materials for Kidzfest to be held May 19. Edited the promotional video and poster. Call for vendors on Facebook released.
• Received 10 vendor applications for the OTW Farmers Market. Reviewed applications and preparing information packets for vendors.
• Conducted another round of edits with graphic designer to OTW Shopping and Dining Guide. • Spoke with eight downtown business owners regarding questions and concerns. • Presented information about Old Town Winchester to the City’s INSIGHTCitizen’s Academy. • Worked on April stakeholder newsletter. • Worked with event organizers to track down outstanding information. Sent out event permits and letters. • Participated in a farmers market webinar offering strategies to strengthen markets and a webinar on
applying for the Farmers Market Promotion Program Grant.
Economic Redevelopment
• Attended the Shenandoah University Business Symposium. • Presented to the City’s INSIGHT Citizen’s Academy class. • Met with prospective investors/business owners interested in Winchester. • Continued working with tenants in the Creamery Building on relocation options. • Participated in workforce development partner meeting. • Participated in planning meetings for workforce initiative events.
Winchester-Frederick County Tourism
• Proofed and finalized 2018 Visitor Guide and sent to the printers. Guides should be in local businesses in approximately two weeks.
• Met with Sean Murphy from the Virginia Center for Literary Arts, who will be coming to Winchester in about a year.
• Took part in Tourism Tuesday on The River 95.3; guest was from the Lord Fairfax Orchid Society which will be having their annual show at the Museum of the Shenandoah Valley this weekend.
• Attended the Shenandoah Spirits Trail monthly meeting; discussion focused on marketing initiatives for 2018, app development, and responses to a recent member survey.
• Presented to the City’s INSIGHT Citizen’s Academy for the Tourism and Economic Development session.

Innovation and Information Services (IIS)
• Discussed Gruber Power systems annual maintenance renewal for server room UPS’s. • Held document management system demo and kick-off meeting for Fire and Rescue Department. • Rolled out Personal Property test environment shortcuts for upcoming field expansion testing • Continued Disaster Recovery formal plan creation – notifications, damage assessment log, table top
exercise plan. • Completed various tasks associated with the new Network/System Administrator onboarding assistance/
training. • Resolved Downtown Welcome Center network outage. • Assisted GeoComm vendor with getting software installed on new server to support new mapping
capability for Emergency Communications Center. • Worked with vendor to swap network connections to the new Cisco switches in the Emergency
Communications Center Local Area Network room. • Replaced and tested Leightronix (City TV channel) replacement hard drive.
Planning
• Reviewed and approved a second iteration of SU and Creamery Building plats early in the week which were then recorded later in the week.
• Attended City Council meeting where first reading of the ordinance for the E. Gerrard Street right-of-way encroachments was conducted.
• Prepared background materials for the consultants working on the pedestrian and bicycle-oriented study for the City of Winchester included in the current MPO work program.
• Worked with I&IS staff to configure a secure off-network PC to meet U.S. Code Title 13 confidentiality requirements for review of address files from the U.S. Census Bureau prior to starting LUCA review in advance of the 2020 decennial census.
• Provided a tour to a group of students enrolled in the Life-long Learning Program offered by Shenandoah University.
• Met with engineers and surveyors working for private property owners and developers regarding private development projects.

Communications• Distributed the March 29 CitE-News, the City’s weekly electronic newsletter. • Distributed the March 27 City Council Meeting Wrap Up Newsletter. • Launched the new online property search program. With this map-based program (developed by the
City’s GIS Coordinator), property owners can learn about their property with one simple search. By typing in the property address, the following information will be populated (if available): 1) Tax information; 2) Refuse & recycling day; 3) Voting ward and council representatives; 4) Voting precinct; 5) School district; 6) First due fire station; 7) Leaf collection area number; 8) Zoning district; 9) Corridor Enhancement District; 10) Historic District; and more. Find a link for “Property Search” under the Living Here tab or in the GIS section on the City’s website.
• Handled 4 media requests for information and staff interviews. • Placed registered children into sessions for the WPD Junior Academy and started a waiting list. • Continued filming the new Fire and Rescue recruits to showcase their journey on social media - this
week with the Fire Marshal and during a live burn demonstration. • Met with Fire and Rescue to discuss the use of the Air-6 drones for communications purposes. Staff will
also create a web page of information and resources about the program. • Met with Fire and Rescue regarding the overhaul of the department’s annual report. • Met with the Police Department regarding an overhaul of the department’s website. • Began discussions about possibly creating a TV show about City information in-house. The show would
also be posted on social media, the City’s website and YouTube. • Designed a postcard for OTW’s Summer Midday Market. • Designed a social media campaign graphics for upcoming Parks and Recreation programs. • Continued working on the Mayor’s Fitness Challenge Program. • Assisted the Mayor with the Shenandoah University Student Advisory Group. Created an online
questionnaire and collected responses. Also, began setting up a meeting. • Solicited for volunteer photographers for the Fire and Rescue Department and helping with process. • Designed and ordered water/sewer emergency magnets for Public Services. • Developed a Hands-only CPR Tour program for Fire and Rescue and began signing up business
locations. Designed promotional material: brochure, flyer, social media ads, and video. • Set up a hands-only CPR training day for City employees and began promoting. • Created and printed reserved Apple Blossom parking tickets for the Parking Authority. Tickets go on
sale April 2. • Began designing a preventing sewage backups brochure for Public Services. • Completed the 2017 Citizen Survey Feedback campaign on social media. Will present report to City
Manager and award prizes this month. • Held INSIGHT Citizen’s Academy session for Economic Development and Tourism. Began planning for
the graduation ceremony on April 19. • Set up board member candidate interviews.
