There are only 4 right-of-way rules• Port/Starboard• Windward/Leeward• Clear ahead/clear astern• While tacking

The rules of Part 2 apply between boats that are sailing in or near the racing area andintend to race, are racing, or have been racing.
However, a boat not racing shall not be penalized for breaking one of these rules, except rule 14 when the incident resulted in injury or serious damage, or rule 24.1.
What if you meet a boat which is not a competitor? IRPCAS (don’t lose sleep over this)

Rule 13 While Tacking
After a boat passes head to wind, she shall keep clear of other boats until she is on a close-hauled course.
If two boats are subject to this rule at the same time, the one on the other’s port side or the one astern shall keep clear.
Hint: “If you are on the right, you’ve got the rights”
A boat keeps clear of a right-of-way boat(a) if the right-of-way boat can sail her course with no need to take avoiding action and,(b) when the boats are overlapped, if the right-of-way boat can also change course in both
directions without immediately making contact.

When boats are on opposite tacks, a port-tack boat shall keep clear of a starboard-tack boat.
Port Starboard (Rule 10)Case 50 (or how to win a port starboard protest)
When a protest committee finds that in a port-starboard incident S did not change course and thatthere was not a genuine and reasonable apprehension of collision on the part of S, it shoulddismiss her protest. When the committee finds that S did change course and that there wasreasonable doubt that P could have crossed ahead of S if S had not changed course, then P shouldbe disqualified.

Breaking rules
If you break one of these rules….
TWO penalty turns
1) First get well clear
2) Two tacks and two gybes in the same direction
