What is WEEE Compliance?The WEEE Directive was introduced in 2005. The directive was for producers of WEEE (Waste Electrical and Electric Equipment), to take responsibility for the WEEE they produce. If you are a producer of EEE (Electronic and Electrical Equipment) and place more than of five tonnes of EEE per annum into the UK market, you are legally required to join a compliance scheme. The aim is to reduce the amount of this type of waste stream as well as encouraging recycling and re-use. There is also an ongoing aim to find more environmentally friendly ways of production.

Weee.co Compliance are a part of XPO Group which includes XPO IT Services Ltd, who are an AATF with 16 years experience in the disposal and recycling of WEEE waste; this gives us the knowledge and expertise to handle all your compliance needs and help reduce your waste.

What is an AATF?An AATF is a licensed ATF site that carries out treatment on waste electrical and electronic waste; this would include activities including depollution, disassembly, shredding and preparation for disposal.

Only operators of Approved Authorised Treatment Facilities can issue evidence notes for treatment, recovery or the recycling of WEEE - Being an AATF means that XPO can issue such evidence notes to show that a certain tonnage and category of WEEE has been re-used, recycled or recovered by them.

These evidence notes are a requirement of all Compliance Schemes and customers who will need to prove this information to the Environment Agency. Evidence of re-use and refurbishment of whole appliances will also count towards the recovery and recycling targets. If you are an operator of operate a facility which collects whole items for re-use and refurbishment, for example computers or large household items such as fridges, washing machines or cookers, and you operate under a waste management licence or exemption, you can apply to become an AATF. This will then allow you to issue evidence of re-use to compliance schemes and their producers.

What do Producer Compliance Schemes do?The responsibilities of PCS’s are as follows:- They must register their members every compliance period, paying the appropriate charges.

- They must report the information required by the appropriate authority. Which includes:Registration information about members.Household EEE put on the market by members, broken down into each category (annually).Non household EEE put onto the market by members, broken down into each category (annually).Amounts of WEEE collected from a DCF, or received directly from distributors or taken back (quarterly).Amounts of WEEE for reuse as a whole appliance (quarterly). This must distinguished by category and whether household or non-household.

- They must arrange for WEEE to be cleared to or received for treatment or reuse at an AATF or for re-use as a whole appliance. This must be treated in line with the Best Available Treatment, Recovery and Recycling Techniques (BATRRT).

- Obtain sufficient evidence notes that they have discharged the collective household obligations of their members.

- Pay a compliance fee where not enough evidence notes have been obtained.

- Submit a declaration of compliance confirming obligations have been met.

- Retain appropriate records

- Establish and maintain systems for the priority of re-using whole appliances.

According to market share of the overall producer household WEEE collection target in each of the categories in which they placed EEE on the UK market in the previous compliance year.

Your responsibilities: •Register with a compliance scheme.•B2B producers must record and submit accurate data for EEE that you have placed on the market annually.•B2C producers must record and submit accurate data for EEE that you have placed on the market quarterly.•Finance appropriate collection, treatment, re-use, recycling, recovery and environmentally sound disposal of WEEE at the end of its life.•Label your products with your brands (logo) and register this with your scheme.•Label products with registered brands, as well as ‘crossed out wheelie bin’ symbol and correct date mark.•Ensure distributors have the correct producer identification number or WEEE Number for your company.•Keep data on information on materials and components and the location of hazardous substances.

Producers The producer places the electrical or electronic equipment onto the market in the UK. If you place 5 tonnes or more onto the UK market in any year, you are required to join a PCS. As a producer you have obligations for both the EEE sold by you as well as the financing of the collection, treatment, recovery and environmentally sound disposal of WEEE.

You are a producer if you: –•Manufacture under your own brand•Re brand EEE produced from other suppliers, where the supplier has not placed its’ own brand.•Import EEE into the UK on a commercial basis – if a consumer/business purchases and item of EEE abroad and brings it back to the UK for personal use, they are not a producer.

It is possible for companies to be both producers and distributors.Distributors are responsible for offering a household user a facility for the return of WEEE. This also includes internet sales. They are also under responsibility to provide details to all their customers about the take back schemes available to them.If you are a distributor you have two options. Either offer in store take-back free of charge, or join the Distributor take back scheme. The DTS exempts you from offering in store take – back, but there is a fee. Either way, you must inform your customers and display in store or online information on environmental issues relating to WEEE, as well as the options for the recycling of their WEEE.The regulatory body for distributors’ obligations is the Vehicle Certification Authority. The VCA have provided a guide to all take back options available to distributors here.

There are also useful links and templates available on the website for the information that should be supplied to customers.

As a distributor records must be kept of any WEEE taken back must be kept for at least four years.

but wanting something back for it, another option would be for us to sell the equipment on your behalf and give you an agreed percentage back from the sale of the item(s) in the form of a rebate.

Manufacturer/Producer Services

Returns Management/Reverse logistics XPO can deal directly with your customer/end-users. We can issue and handle RMA’s for you, as well as handle the whole returns process, including repair and repacking.

We handle stock coming into our warehouse as carefully as stock leaving our warehouse. We prepare items going back into stock, refurbish any items that require this and recycle where necessary.

Refurbishment As Microsoft Registered Refurbishers we are able to provide top quality refurbished PC’s, including a genuine copy of Windows.

We are also able to upgrade items and test faulty items. Any items we receive back are cleaned and tested, then refurbished or upgraded as necessary. These items are then packed and either resold by XPO or sent back to you.

Assembly & Rework We can offer services to include assembly operation, at the quality that your customers expect from your brand. You can reduce cost on import duty by having your final assembly done in the UK, meaning you are as competitive as possible.

If there is a slight issue meaning your product is not perfect i.e. incorrect labelling or an update requirement then we can help. If something like this arises and you have strict deadlines to keep to we can help you meet them. We can help complete imperative rework requirements to ensure you are on time and your product is presented exactly as your quality standards would expect.

Re-use & Trade in SchemesXPO IT Services Ltd, wherever possible, aims to reuse any items that are returned to us, and we can offer this service to you, meaning you can encourage your customers to return old items without any hassle to you. We can manage the reuse and trade in schemes you implement. If the end user purchases any new items, you can offer to take back the old item for them.

By having us collect any old equipment and like for like items, you can potentially obtain a return on these items and not have to pay for costly waste disposal. We receive the items from your customers, refurbish, clean and test them and resell or redeploy them back into the community. You can receive a rebate back on these items, as well as knowing you are doing your bit for the environment. You also receive full reports on anything we receive for your records.

We have an emphasis on re-use here at XPO; however some items are past the stage of refurbishment and have to be recycled.

Producer Compliance Scheme ServicesIf you are an importer, a manufacturer or you sell equipment that is dependent of electricity or electronics for its main function, (excluding domestic lighting) this is classed as EEE, you are therefore likely to be a B2B, B2C or B2B/B2C producer and need to be a member of a Producer Compliance Scheme.
