This day-long en banc of the California Public Utilities Commission (CPUC) is intended to explore how to promote effective roles for participants in the energy efficiency market “ecosystem” in the context of future changes in technology, markets, and opportunities and to optimize these roles through improved CPUC regulations. The morning session will feature an interactive panel discussion on the overarching goals for energy efficiency in California, lessons learned from other jurisdictions, and successes and shortcomings of California’s energy efficiency regulatory regime and utility based energy efficiency programs. The afternoon session will focus on the long-term Rolling Portfolio approach and will include a high-level discussion on the implications of Rolling Portfolios, including funding, goal setting, and administration by investor-owned utilities and others. NOTICE OF DRAFT RESOLUTIONS (Pursuant to PU Code § 311(g))

The ALJ Division has prepared Draft Resolution ALJ-299 to establish rules for a pilot program citation appeal and for General Order 156 appellate rules. It will not appear on the Commission’s agenda sooner than June 26, 2014. The Commission may then vote on this draft resolution, or it may postpone a vote.  When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order.   Only when the Commission acts does the resolution become binding on the parties.

The Energy Division has prepared a Draft Resolution E-4648 for the June 26, 2014 Commission Meeting. This Draft Resolution E-4648 addresses PG&E’s AL4531-E, requests approval for a Power Purchase Agreement with Chevron U.S.A. Inc. for deliveries of as-available energy and capacity from cogeneration facilities at the Richmond Refinery. This Draft Resolution grants Pacific Gas and Electric’s (PG&E) request to deviate from the standard indemnity clause of Form 62-4577, Agreement to Perform Tariff Schedule Related Work, on a one-time basis under its Agreement with UC Davis to perform a Transmission-to-Distribution Line conversion project requested by the UC Davis at its property in Lake County.   Notice of this Draft Resolution has been sent to interested parties. The Communications Division has prepared Resolution T-17444 Approval of Communications Division Resolution to this Resolution, the California Public Utilities Commission (CPUC or Commission) conditionally grants the request of Total Call Mobile, Inc. (Total Call) (U-4360-C), a wireless carrier, to be designated as an Eligible Telecommunications Carrier (ETC) to provide only federal Lifeline wireless service to qualifying customers in California in the service areas of the Uniform Regulatory Framework (URF) carriers[1] excluding the Small Local Exchange Carriers (Small LECs)[2] service areas. Total Call does not seek federal high-cost fund support or California LifeLine fund support. The request is consistent with the Federal Communications Commission’s (FCC) Lifeline requirements, the Commission’s ETC requirements of Resolution T-17002, applicable CPUC General Order (GO) 153 LifeLine requirements, and applicable requirements for CPUC wireless registered carriers.
