Textile and Apparel Labeling Requirements
Comparative Analysis of U.S., EU and China Regulations
Webinar
Speaker: Dale Widner
Importance of Labels
Labels are small parts of textiles and apparels but a large part in linking the brand
to them.
Labels are one of the primary tools for brand establishment and awareness.
Products failing to meet labeling regulations in all countries will not be allowed to
appear on the market.

including wool products and fur products. The label shall contain fiber name and percentages
by weight of each fiber in the product. Both natural fiber and chemical fiber should be labeled
with its generic name.
Only the fiber composition in yarn, fabric, clothes and other household products should
be labeled. Non-fiber substances including plastics, glass, wood, metal or leather are not
required to be listed on the label.
USA
Fiber composition label
The consequence of fiber composition labeling should be in accordance with the fiber content
in descending order .
Cotton 55% 55% Cotton
Rayon 45% 45% Rayon
Products with just one fiber: the description "100%", "pure" or "all" may be used only for
products exclusively composed of one fiber.
Fiber content tolerance:
The textile fiber product which contains more than one fiber shall not deviate or vary from
the percentages stated on the label in excess of 3 percent of the total fiber weight of the
product. For the textile fiber product that is composed wholly of one fiber, the fiber content

Fiber composition label
In general, it must carry a label clearly identifying the full fiber composition and indicating any
non-textile parts of animal origin.
Products with just one fiber: the description "100%", "pure" or "all" may be used only for products
exclusively composed of one fiber;
Products composed of two or more textile components which have different textile fiber contents: should
carry a label or marking stating the textile fiber content of each component. The composition of the main
lining must always be stated - Not compulsory for components accounting for less than 30% of the
total weight of the product
Products containing unused wool: it should be labeled with “virgin wool” or “fleece wool”.
In case of the presence of non-textile parts of animal origin : the labeling or marking saying 'Contains
non-textile parts of animal origin' has to be put on the product.
EU
Care label
EN ISO 3758: 2012 Textiles-Care labeling code using symbols
There is no harmonized EU legislation on care labeling, and it is not mandatory to
include care labels for the textile products sold in EU.
In the EU, care labels can consist of symbols/logos only (i.e., ISO care labels);
additional text is allowed, but not necessary.
The care symbols used in ISO 3758 are based on the Ginetex labeling system. The
care symbols used in ISO 3758-2012 consist of 5 main treatments and shall appear in
the order of washing, bleaching, drying, ironing and professional textile care.
EU
Eco-label
- Oeko-Tex Standard 100
Eco-label will be awarded to the textile products if:
Substances with harmful effects on the aquatic environment and air have been limited
during fiber production;
The risk of allergic reactions has been reduced;
The product does not shrink more than conventional products;
The product is as color resistant against washing, drying friction and light exposure as
conventional products.
EU
Apparel sizing
EN 13402 Size designation of clothes is a European standard for labeling clothes sizes.
EN 13402-1 Terms, definitions and body measurement procedures
EN 13402-2 Primary and secondary dimensions
EN 13402-3 Measurements and intervals
EN 13402-4 Coding system
There are three approaches for size-labeling of clothes: Body dimensions, product
dimensions and ad hoc size.
