Welcome to the Empowerment Academy for the 2017-2018 School Year! I am excited to start a new year at the Empowerment Academy and ensure that your student receives the best education program possible. Our dedicated staff is preparing a wonderful school year to meet the needs of all our students and to partner with families.

This handbook has been produced to share the school’s philosophy, goals, objectives, and procedures that are to be followed. Because learning and academic success are our ultimate goals, everyone is expected to adhere to these procedures. Please read the handbook thoroughly. If you have questions, please call the school immediately.

LITERACY THROUGH THE ARTS

We believe that education in the arts is essential for all students. Each of the arts disciplines (dance, music, theatre and visual arts) maintains a rich body of knowledge that enables students to understand the world in ways that support and enhance their learning in other core subjects.

Under the theme of “Literacy Through the Arts”, students will read, think, discuss and write in all content areas. Teachers and students at The Empowerment Academy will create a classroom community that will feature:

Students reading and writing daily in accordance with the primary goals of the common core state curriculum, and programs adopted by the school.

Students receiving instruction in art, music, theater, dance technology, and other enrichment programs to reinforce reading, writing, mathematics and content area subjects.

Students receiving study in multiculturalism with special emphasis on Afro-centric culture in the areas of reading, writing, mathematics, and content area subjects.

Students/teachers will use the internet and computer technology in their classrooms and in the computer lab.

Students with disabilities receiving instruction in the least restricted environment, and having access to the general education curriculum.

CHARACTER EDUCATION

Our school has adopted the “Character Counts Program” to teach Character Education. This program was developed to improve students’ skills, reduce misbehavior, successfully manage classrooms, increase commitment to schoolwork, and improve school climate.

Elementary students at The Empowerment Academy are taught “Character Counts” daily, for at least 15 minutes. Middle school students receive character education lessons within their weekly guidance program. The “Six Pillars of Character” that are taught include:

These pillars are reviewed and enhanced in our middle school monthly planned guidance program. Students work with the guidance counselor weekly to study these traits more in-depth. Various forms of bullying are also discussed. Students are taught how to deal with bullying if they are the victim or the bully. Bullying is not to be tolerated at this school.

All adults, including family members and staff, as well as students, are expected to exhibit these “Pillars of Character” at all times. Our school environment will center on the above pillars.

POSITIVE BEHAVIOR INTERVENTION AND SUPPORTS

DISCIPLINE POLICY

The discipline policy at The Empowerment Academy is aligned with that of the Baltimore City Public School Code of Conduct and has been approved by the school’s School Family Council

(SFC). Our goal is to assist the child and family in order to change behaviors of disruptive students.

When a student displays inappropriate behavior in the classroom, this can cause disruption to the classroom that negatively affects their peers, the academic program, and the learning environment. Every effort will be made to assist students and families to resolve behavioral concerns. The Empowerment Academy uses progressive discipline to address and correct undesirable behaviors. Please refer to the chart below for the progression of discipline for an infraction.

Students who are continually disruptive in class or who engage in persistent violence toward self or others will not be allowed to continue their education at The Empowerment Academy.

All Interventions will be documented prior to writing an office referral for a repeated offense that is managed at the classroom level.

STRATEGIES, CONSEQUENCES AND DEFINITIONS

I N-CLASS TIME OUT

This is when the child is separated from the group and given the opportunity to move back into the group as soon as possible.

OUT-OF-CLASS TIME OUT

From time to time a student may need to be removed from the classroom due to frustration or other emotions that may prevent him/her from completing assignments or because he/she is exhibiting disruptive behavior that prevents the rest of the class from proceeding. The student may be sent to another classroom, the guidance counselor or, with an Office Referral, to the main office to complete work, calm down, and/or refocus. The student will be asked to write a reflection. Parents will be notified through written correspondence when their child has received an Office Referral.

SATURDAY CLASS

Prior to suspension, students with chronic misbehavior may be required to attend one or more Saturday classes. Parents of these students must also attend these Saturday sessions. All Saturday sessions will be from 10:00 am – 12:00 noon unless otherwise noted.

OFFICE REFERRAL

An Office Referral (copied to administration, staff and student/parent) is a form that identifies the violation, teacher, and/or administrative action taken and requires signatures of staff and parent. The Office Referral is not the first course of action with a student that is disruptive. Teachers are expected to manage minor behavioral incidents in the classroom. Should a minor behavior incident recur frequently or a student engage in a major behavior incident, then an

Office Referral is warranted. Parent involvement is a key factor in helping staff members to determine the cause of behavior as well as to determine possible solutions.

CONSEQUENCES OF OFFICE REFERRALS

Consequences of Office Referrals may include, but are not limited to, one or more of the following examples depending on one the severity of the violation*:

LOSS OF PRIVILEGES

A student may be excluded from classroom or school-wide activities because of repeated offenses/office referrals.

THE STUDENT SUPPORT TEAM (SST)

SST is another strategy used to help students at The Empowerment Academy. It is used as a proactive intervention at the request of a staff member or parent. The purpose of the SST is to address academic, behavior and attendance concerns early. This is done by having several members of the staff along with the family assess the child from multiple vantage points. The team then brainstorms to develop reasonable objectives and remedies for the student through positive behavior modification and/or specific academic strategies. Further support when necessary such as remedial help, tutoring, or counseling may also be recommended. The SST consists of the Principal or designee, the classroom teacher, parent, guardian of the child, guidance counselor, and any relevant staff member. Referrals to SST can be made by any staff member or the parent(s)/guardian(s).

REFERRAL TO PRINCIPAL OR PRINCIPAL’S DESIGNEE

Infractions of a serious nature, including, but not limited to those indicated in the Student Discipline Code will result in the student being referred to the office. The Principal or designee will speak with all individuals involved and will make a determination as to the appropriate action to be taken.

PARENTAL MEETING WITH PRINCIPAL OR PRINCIPAL’S DESIGNEE

At the discretion of an administrator, parents may be required to meet with the Principal or designee to discuss a student’s behavior. If parents receive a Required Parent Letter, the appointment must be met. If not, the child will not be allowed to return until the parent/guardian has had this meeting. In addition, no student can return to the school after a suspension until a parent/guardian has met with the Principal or designee.

SHORT-TERM/LONG-TERM SUSPENSION

Suspension will follow Baltimore City Public School System (BCPSS) guidelines. Please refer to the BCPSS School Code of Conduct for policies regarding attendance, dress code violations, student code of conduct and student adherence to the Discipline Policy.

ALTERNATIVE PLACEMENT

This is a reassignment from The Empowerment Academy to another school. A student may receive an alternative placement for the following continual reasons:

Long-term/short-term suspension Tardiness/absences Saturday school detention Fighting/bullying Obstruction school property/vandalism

GRADING POLICY

The grading policy focuses on five components of the grade – classwork, test/quizzes, homework and projects (included in the classwork or homework grade as appropriate). The following range of percentages should be used in determining the assessment of reading and mathematics in relation to grade standards.

Weighting in the gradebook are as follows:

The gradebook is a crucial data collection tool and will be updated weekly in Infinite Campus. Assignments will be rigorous in nature and aligned to the standards and skills currently being

taught.

Assessments - There will be at least 6 forms of assessments (Unit Assessments, Benchmark/Interim, Teacher-created assessments/quizzes) in a teacher’s gradebook per quarter for each subject.

Within each quarter students should receive a minimum of three grades per week per subject. This can include any combination of exit tickets, tests/quizzes, classwork, homework and projects.

A VARIETY of categories must be used in the gradebook in order to ensure the grade reflects student performance accurately.

Students in grades 4-8 will receive a grade for the upkeep and organization of their notebooks and folders. This will aide in both student and staff organization.

Grades will reflect a student’s ability to master the standard/skill that students are being taught, NOT compliance or completion.

For resource classes, a minimum of one grade per week, per child should be entered into the gradebook.

**Beware-classwork is the largest percentage, and students are encouraged to be very focused throughout the day.

HOMEWORK

The purpose of homework at The Empowerment Academy is to reinforce what is being taught in the classroom. Students are expected to complete all homework by the due date as assigned by the teacher. Homework may be assigned on a nightly, weekly or long-term project basis. Ten points per day will be deducted from the grade of all late assignments. Homework is ten (10%) percent of a child’s grade. Teachers are expected to tailor the homework to the needs of each academic group.

If parents have a concern about the appropriateness of assignments, including content or the length of time it takes to complete the homework, the parent should communicate with the teacher after the homework has been completed. It is important that homework assignments be completed, even when parents disagree with them, to support the authority of the teacher. If the parent and teacher cannot agree on the appropriateness of the homework, the parent can appeal to the Principal or designee who will be the final decision-maker.

The amount of homework will vary from level to level. Primary students, in grades Pre K and K, should receive no more than 30 minutes

of homework a night. In grades 1 – 4, students should receive no more than one hour of homework

each night Intermediate students, in grades 5 – 8, should receive no more than two hours

(total) of homework each night.

ASSESSMENT

The teachers at The Empowerment Academy use a variety of monitoring techniques to diagnose student needs and to assess student progress. The following are the major forms of assessment:

FIELD TRIPS

Field trips are an integral part of the instructional program. The purpose of a field trip is to provide educational experiences related to a student’s study which is beyond the immediate school environment. The instructional staff or the school Social Worker will plan field trips. Unless stated otherwise, families are responsible for the costs of all trips. Additionally, students may occasionally be asked to bring a bagged lunch along with them on a trip. Advance written notice of all field trips will be sent to parents at least four weeks prior to the trip. Parents must then sign the permission slip allowing their child to participate. If permission slips and money are not sent back two weeks prior to the trip, your child may not be able to attend. Also, if a student’s behavior is inappropriate, he/she may not be able to participate in field trips.

EXTRA CREDIT

This is work that enhances, enriches, and accelerates learning. It is not work that replaces missed assignments. Extra credit is not to be given when students have not completed basic minimal requirements. It is at the teacher’s discretion to give extra credit assignments to students.

PARENTAL INVOLVEMENT VOLUNTEER POLICY

PHILOSOPHY

Our parental involvement program is based on Joyce Epstein’s “Six Types of Involvement” Model. This framework suggests that a strong parental involvement program has parents participating in the following areas:

Parenting – Assist families with parenting and child-rearing skills; understanding child and adolescent development, and setting home conditions that support children as students at each grade level.

Communication – Communicate with families about school programs and student progress through effective school-to-home and home-to-school communication.

Volunteerism – Involve parents as valued supporters in the educational process. As volunteers, parents can assist teachers, administrators, serve as tutors, and assume other tasks that will support the betterment of the students and school.

Learning at Home – Involve families with their children in learning activities at home, including homework, projects and other curriculum-related activities, decisions and planning.

Decision Making – Include families as participants in school decisions, governance and advocacy through PTO, school councils, committees and other parent organizations.

Collaborating with the Community – Integrate community resources to strengthen school programs, family practices, student learning and development.

The Empowerment Academy believes that parents and community involvement is an essential component of the educational process for children. In an effort to promote student achievement, The Empowerment Academy will encourage, motivate and inspire parents, caregivers, community residents, businesses and educators to become actively involved in the education of our children. Please check with our Parent Liaison/classroom teacher to see how you can become actively engaged within the school.

THE BASICS

Monitoring volunteer hours is extremely import at The Empowerment Academy. The Empowerment Academy community will do whatever we can to assist you in being totally involved in the life of the school. Because our school families have been committed to the success of the school, as indicated by the high levels of family involvement you too are encouraged to be involved. Such involvement leads to high student achievement, a positive school climate, and a safe environment.

The Empowerment Academy Parent Involvement Calendar year begins April 1st and ends March 30th. Parents/families are strongly encouraged to complete at least fifty (50) hours of volunteering per year in service to the school. Each household is responsible for the completion of their volunteer hours. Extra hours/volunteer hours cannot be “transferred” from one family to another. The fifty hours per year commitment is the equivalent of about 5 hours per month of the school year. A family that contributes over 50 hours may rollover up to 10% of the excess hours to the following year. Families will only be able to receive hours for their child(ren) within the household. Throughout the year families will be recognized for their outstanding involvement.

PARENT VOLUNTEER PROCEDURES

Each family will be responsible for identifying adult family member volunteers and keep that list updated with the Parent Liaison. Those not on the list will not be allowed to volunteer. This is for safety reasons. A volunteer must be at least 21 years of age or older.

In order volunteer in the building, photo identification is required. Volunteers report to the main office to sign in and must receive a visitor’s pass. The

parent must then report directly to the Parent Liaison’s room to sign in. The staff

member requesting the work must also initial as soon as the task is completed accurately.

At the end of each volunteer task, volunteer sign-in sheets should be signed by the appropriate staff. Sign-in sheets will be turned in monthly by the teacher to the Parent Liaison, calculated, and returned back to the teacher.

When the building is open on Saturdays for volunteer opportunities, no one under the age of 21 will be allowed in the building while parents/guardians are completing volunteer hours due to safety concerns.

Hours will be given to completed tasks, workshops attended, etc.

MONITORING YOUR VOLUNTEER HOURS

In an effort to provide support for our families and to make their volunteer involvement at school a successful and rewarding experience, the following procedures have been put in effect:

You will be notified about your completed hours as follows:

1. The Parent Liaison will send a quarterly report on the status of your hours. This report will be sent home with the child.

2. Recognition will be given to families as they reach their 50 hour plus goals.3. Hours will be posted on the Volunteer Hours board in the Parent Liaison’s room #101.4. The Parent Liaison will be available to answer questions regarding volunteer hours via

phone, or scheduled meeting. If you have questions or to schedule a meeting, please call 443-984-2381.

ROUTINES AND PROCEDURES

ARRIVAL

Being punctual to school is important. When students arrive late, they not only miss out on instruction, they disrupt the routines of their classroom and the school. For students eating breakfast, doors will open at 7:30 am. All others must wait until 7:45 am. Upon entering the building, students will quietly line up at their designated location. At 7:45 am, students will be permitted to walk to their classrooms. All late arrivals will enter using the main entrance door. It will be necessary for a student to receive a late pass if he/she arrives at school after 7:55 am. Late passes will be issued at the main office. The names of students with excessive absences or lateness will be sent quarterly to the Truancy Office at North Avenue. Parents of chronically late students could be fined by the court.

ATTENDANCE

To receive the maximum instructional benefit from classrooms, the State of Maryland requires children to attend school regularly from age five to 15. We ask parents to cooperate in carrying out this state regulation, which our school system must enforce. Death in the immediate

family, illness of the student, quarantine, court summons, violent storms (tornado weather or hurricanes), religious holidays, and a state of emergency are lawful absences.

If your child is ill, with temperature of 100+ degrees, or has a communicable disease, the child must remain home. The names of students with unlawful absences will be sent to our Social Worker for further action. Chronic cases will result in students being transferred to their zone school. (Chronic cases could also result in court action.) Upon returning to school from an absence, a child is required to bring a written note from the parent or guardian stating the reason for the absence. This note should be given to the classroom teacher. Attendance awards will be given at the end of each quarter to those students with outstanding attendance. If a child is late two or more times during the marking period, they will not be eligible for an outstanding attendance award. The names of students with excessive absences or latenesses will be sent to the Truancy Office at North Avenue quarterly as per Baltimore City Policy. In order to be marked present for the entire day, a child must be in school at least 3½ hours. Parents of students with 10 or more days late by March 31st will be contacted to have a conference to discuss chronic tardiness.

ABSENCESThe state requires that when a child is absent, the parent write a note to the classroom teacher upon his/her return to school. The reason for the absence must be stated in this note. This will determine how the school will code the absence. Too many unlawful absences may result in legal complications for the parents. Also, the classroom teacher will determine if the student should be excused from completing the homework assignment. It is at the discretion of the teacher as to how and when homework should be made up.

BREAKFAST

Breakfast is served from 7:30 am until 7:45 am. Children arriving for breakfast enter through the front doors. Students are not to go to any other area of the building during breakfast. They do not go to their lockers, nor should they run through the building. After breakfast, students are to go to a designated area to line up for class.

LUNCH

Students are to eat lunch in the Cafeteria. They will not be permitted to use a microwave, nor will staff other than cafeteria staff handle a student’s food.

BIRTHDAY/CLASS PARTIES

Daily, we recognize student birthdays over the intercom. We also know that students want their classmates to share in this special day. However, we cannot allow these celebrations to disturb the instructional program. Therefore, in order to have your child’s birthday celebrated in the classroom you must:

Limit your celebration to cake/cupcakes and punch (something simple). Have the celebration for a maximum of 30 minutes toward the end of the school day or

during lunch. All baked goods must be store-bought

Due to student safety, any food brought to the school must be store bought with the ingredients clearly listed. Fail to adhere to this will result in your food item being returned or thrown away.

DOOR ENTRANCE/EXIT LOCATIONS

Pre Kindergarten – 5th grade will enter and dismiss at the main front door entrance of the school.

6th – 8th grade middle school students will use the side door entrance/exit. This door is located on the corner of Lafayette & Braddish.

CELL PHONE COLLECTION

At the Empowerment Academy, we want to ensure that the learning environment is free from distraction and to enhance student engagement. Therefore, cell phones will be collected at the beginning of the school day and be returned at the end of the school day. All phones will be stored and locked in the main office.

COMMUNICATION

Communication between home and school is instrumental for all of our students’ success. The School will communicate with parents in a variety of ways. In order for our communication to be effective, please read and review all information that is sent home.

The Empowerment Academy has numerous mechanisms built into its structure to ensure that we communicate effectively and efficiently.

school. Newsletters, permission slips, memoranda on various subjects, notes from teachers and staff as well as all homework assignments are put in your child’s backpack daily. Please check their backpack every day. Stress to your child the importance of carrying messages to and from school.

The Empowerment Academy Newsletter - is produced monthly during the school year. In the newsletter, you will find calendar information, notice of upcoming meetings, agendas, features, updates, and volunteer opportunities. The newsletter will be posted on the school’s website at the end of the first week of each month.

Bulletin Boards – throughout the school, they provide general information and announcements from the Administration, Teachers, Staff, the Parent Teacher Organization, and The Empowerment Board. Family members are encouraged to check

all bulletin boards regularly. Parent bulletin boards can be found in the lobby, outside the office and in room 101. Check the all regularly to stay current and up-to-date.

Texts/Emails – Please ensure that you provide the school with updated contact information so that we may contact you via email or phone. We will attempt to communicate in this manner whenever possible including monthly bulletins. Please make sure that you give the office your current email address and cell phone number.

Blackboard Parent Link – this school-wide phone system will call families periodically in order to remind them of special dates/events that are approaching. Please make sure that we have your correct telephone number on file. The school’s website is www.baltimorecityschools.org/262.

CHANGE OF ADDRESS/PHONE NUMBERS

Parents who change their address and/or telephone number at any time during the year are required to notify the school. This change is registered in our office and enables us to contact you in the event of an emergency or for informational purposes. This is most important for medical emergencies.

CONFERENCES/TELEPHONE CALLS

Conferences are an excellent way of keeping you informed of the overall progress of your child. Throughout the year, you will be contacted by your child’s teacher to schedule a progress conference (progress reports and/or report cards). Participation in a conference is necessary for the overall success of the student. Also, remember that as a parent, you can request conferences. Conferences can occur before 7:45 am, during a teacher’s planning period, or after 2:40 pm. It would be helpful if parents and teachers came to a scheduled conference with questions, concerns and strategies that could benefit the development of the child; however, conferences cannot and will not occur during instructional time.

Conferences can be conducted in person, by phone or by email. From time-to-time, correspondence may be sent through the U.S. Mail.

Parents are required to attend report card conferences when scheduled. See the school calendar for specific dates.

CUMULATIVE FOLDERS

Parents wishing to review the contents of their child’s cumulative folder should schedule a record review conference with a school administrator. Information included in the cumulative folder shall be kept confidential. No one other than school officials shall have access to the cumulative folder information unless by written parental permission.

DRESS CODE

The Empowerment Academy has a school uniform policy. It is the responsibility of the parent/guardian to send his/her child each day in a clean uniform. Research has shown that

When the school is involved in special activities/events, all parents will receive a letter notifying you of the event and the type of apparel that can be worn. Uniforms are mandatory at The Empowerment Academy.

Mandatory School Uniform Policy Disciplinary Procedures2017-2018

1. Violations of the uniform policy (dress code) will be documented and signed by the student and result as follows:

A. FIRST VIOLATION: Verbal warning to students and phone call to parents. B. SECOND VIOLATION: Student is assigned to an alternative learning setting until

appropriate clothing is secured. Parents are called may be asked to report to the school to provide the appropriate clothing.

C. THIRD VIOLATION: Student is assigned to after-school administrative detention and phone call to parents.

D. FOURTH AND SUBSEQUENT VIOLATIONS: Administration will administer a disciplinary consequence in accordance with BCPSS Code of Student Conduct. This disciplinary consequence may result in a parent conference or Saturday Detention. The severity of the infraction and the student’s willingness to cooperate with school officials and adhere to the standards of the dress code will be factored into disciplinary consequence.2. Violations of this dress code shall be treated as disruptive behavior in violation of

the BCPSS Code of Student Conduct. However, dress-code violations shall not carry

over on the student’s disciplinary record to subsequent years. This dress code shall apply to all students at all times when they attend school or any school-related or sponsored event.

3. Students who violate the uniform policy multiple times may be banned from participating in future Uniform buy-out days.

EARLY DISMISSAL

Students will not be allowed to leave the building early unless the parent or another designated person (listed on the emergency card) signs the student out from the office. If you have a planned early dismissal, please write a note to the child’s teacher so they can prepare them at the appropriate time. When the authorized person arrives, the office will notify the teacher to send the student(s) to the office. Parents are not to go to their child’s classroom for early dismissal. Parents are to report to the main office to sign the student out. An office staff member will contact the teacher. Teachers will not release students unless this procedure is followed.

DISMISSAL

Regular dismissal is at 2:35 pm daily. It is the parent’s responsibility to provide transportation to and from school on a daily basis. Students requiring transportation must be picked up by 2:50 pm. Elementary students remaining after 2:45 pm will be taken to our aftercare program and parents will be assessed a $11.00 fee at pick up. Middle school students must remain outside and will not be readmitted into the building after 2:50 pm. On half days, students will be dismissed at 11:15 am. Failure to pick up your student 30 minutes beyond dismissal time will be considered neglect. The Department of Social Services and/or the Police will be called for students who are not picked up in a timely manner.Procedures: • To prepare students for dismissal at the end of the school day, we will have a DEAR (Drop Everything and Read) period to get students quiet for the afternoon announcements.o PreK and Kindergarten (15 minutes at 2:20 pm)o Grades 1-8 (10 minutes at 2:25 pm)• Announcements will begin at 2:30 pm and dismissal will begin at 2:35 pm. Students who are staying for aftercare will be called to report to the cafeteria.• If students have coach class, they must remain with their classroom teacher and report to the gymnasium for dismissal. After dismissal, they can report to their coach class teacher.• Middle school students will report to the designated middle school teacher’s room where they will be monitored before coach class begins. They must remain in this area and will not be permitted to leave for any reason other than to use the restroom. • After 2:35 pm, classes will be called by grade level to report to the gym to wait for pick up.• When students arrive to the gym, they must remain silently in their line to be called by an adult.

• Middle School students who “pick up” their siblings must exit the school and come to the front steps to meet their siblings. Students in grades 1 through 5 who walk home will be released immediately from the gym.• Each student will be assigned a number according to their class section on the first day of school. For example, a first grader’ number will be begin with the numbers 1-0, etc. This will better assist us with communication. These numbers will be distributed on the first day of school. • The adults on duty outside will communicate via walkie talkie with the adults in the gymnasium to send the students outside.

HEALTH SERVICES

Through the cooperation of the Board of Education and the Health Department, we have a nurse’s aide on duty daily. Students who become ill or injured at school will be sent to the Health Suite. The nurse will provide immediate care when student experience minor cuts or scratches. Parents will be notified in case of more serious illness or injury and will be requested to come to pick up their child immediately. Students will only be released to an adult with valid picture identification if that adult is listed on the emergency card.

Parents are reminded that it is not always appropriate for the child to come home just because he/she has come to the health suite. This determination is up to school officials after the child’s situation has been reviewed. In case of emergency, the procedures outlined on the student’s health emergency card will be followed. Therefore, it is essential that the school have two emergency numbers in case the parent cannot be reached. In the event of emergency hospitalization, as per Baltimore City Ambulance Regulations, a student may be taken to the nearest hospital. If it is not an emergency, the student may be taken to a previously specified hospital provided a doctor of the hospital assures the ambulance crew that the necessary arrangements have been completed.

Teachers will need to have a note from the physician if a child is unable to go outside for recess. Only students with notes will remain indoors on days when the weather permits outside activity.

It is important that all our students receive a physical examination at least once each year. A healthy child is a happy child. A healthy child is also able to do his/her best work in the classroom.

INCLEMENT WEATHER (EMERGENCY CLOSING OF SCHOOL AND DELAYED OPENING)

The Superintendent of our schools recognizes that the emergency closing of schools may create problems for some parents. However, the health and safety of all school children remain a priority. The danger of walking or traveling on icy, unsafe streets and extreme heat are factors that impact on the decision to close schools.

Students must be dressed appropriately at all times. Only during severe conditions (32 degrees or below or storms), students may enter the building 10 minutes earlier. Lack of supervision prevents an earlier entrance. Inclement weather is an occurrence beyond our control therefore, it is imperative that parents are aware of weather conditions before sending their children to school. Also, please note that students are only allowed to enter the school building early during severe weather conditions. Breakfast is not served when school is delayed.

The Empowerment Academy follows the policy of Baltimore City Public School Systems (BCPSS) for school closings due to inclement weather. On days when we are experiencing or anticipating the arrival of inclement weather, the BCPSS Chief Executive Officer will make one of the following decisions regarding the opening of schools for the day:

Schools open and on schedule Schools closed for the day Schools open – two hours late

The decision to delay the opening of school by two hours may be followed by an announcement that schools are closed for the day. This follow-up announcement will only be made when travel conditions have not improved and/or are not expected to improve during the remainder of the school day. Any subsequent announcements to close schools following the initial announcement of a two-hour delay will be made to the local media by 8:00 am. If it is necessary to close schools for the day, the regular school sessions, as well as all extended day and after school programs will be cancelled. If it is necessary to close schools early after school is in session, an announcement will be made to the news media by 10:00 am.

Summer-like weather may also force the closing of school. On days that call for unusually hot temperatures, BCPSS may decide to end the school day prior to 2:35 pm. If the temperature reaches 90 degrees by 11:00 am, BCPSS may close schools. A school closing of 2 ½ hours early means The Empowerment Academy will dismiss students at 11:15 am. Please listen to your radio on very hot days.

MEDICATION

At times, the administration of medication in school is necessary. If your physician decides it is necessary for your child to have medication during the school day, a written order from the doctor must be forwarded to the school nurse along with the medication in its original container. Please notify the school immediately of any physical problems requiring medication,

especially asthma and allergies. Parents, not students, should bring medication to school. Parents are requested to have a physician fill out the School Medication Administration Authorization Form (see appendix #4) and bring this form to school along with the medication. The school nurse cannot administer over the counter medication such as Aspirin, Tylenol, etc.

PARENT NEWSLETTERS

The Parent Newsletter informs parents of current school activities. It keeps parents abreast of our academic program and programs outside the school that are of special value and interest to the children. It is also a source of many valuable parenting tips. The newsletter is usually distributed monthly. Other newsletters can be expected throughout the month. They include grade level, School Family Council, and PTO correspondence. It is the parent’s responsibility to read all correspondence from the school. Your participation in listed activities and events will support the school. If you have a question about anything you have read, do not hesitate to call the school at (443) 984-2381.

PERSONAL PROPERTY

We ask that children not bring extra money to school. Radios, toys, trading cards, electronic devices, collectibles or other such objects should not be brought to school unless permission is given by a teacher. Items brought from home, including school sweaters and uniforms, should be clearly marked so they can be easily identified. The school cannot assume responsibility for the loss or breakage of items. Lost and Found is located in the parent room #101. Periodically, all unclaimed or unlabeled items will be given to a charity.

PROMOTION AND RETENTION

We expect all students to be successful at The Empowerment Academy. With the various strategies used in the classroom and parental support at home, students should perform well on a daily basis. In order to be promoted to the next grade, students must:

Grades 1st and 2nd

Earn a passing grade of 70 or above in Language Arts and Mathematics.

Grades 3rd – 8th

Earn a passing grade of 70 or above in Language Arts and Mathematics, Social Studies and Science. Students not performing at satisfactory levels by the second quarter will be screened by our SST (Student Support Team).

There will be no social promotions at The Empowerment Academy. If your child is retained and you disagree, first make an appointment with the Principal. If you are still not satisfied, you may appeal in writing using the process received at the Retention meeting.

RESPONSIBILITY FOR TEXTBOOKS AND MATERIALS

Textbook are provided on a free loan basis. They are expensive and must be used for a number of years. Textbook contracts will be sent home at the beginning of the year. Parents are responsible for lost and/or damaged books and materials for instruction. There will be a fee for lost and/or damaged textbooks and materials torn, water damaged, written in, etc.). Board of Education policy states that no pupil may be advanced to a higher grade unless the pupil, in addition to receiving a passing grade, returns textbooks and educational materials in satisfactory condition or reimburses the school for lost or damaged textbooks. We urge parents to help us as we attempt to teach our students responsibility in taking care of school property. Book covers are required for all hardback textbooks taken home.

If students lose their planners, they must purchase a replacement, which costs $5.

Studying is an act of reviewing learned skills taught in the classroom. Here are helpful tips on how to study with your child;

The parents of students transferring from The Empowerment Academy are expected to notify the school’s secretary at least three (3) days in advance. Parents are required to provide the following information to ensure a smooth transition:

As soon as all requested information is submitted, the school secretary will handle all record transfers to ensure a smooth and timely process.

THE EMPOWERMENT ACADEMY APPEAL PROCESS

Parents, teachers, and staff, all of whom are members of The Empowerment Academy agree in their contracts to abide by the policies and procedures of The Empowerment Academy and to resolve any issues within the established procedures. The Principal is charged with carrying out the policies established by The Empowerment Center, Inc. Board of Directors and BCPSS in accordance with the mission of The Empowerment Academy.

If a family believes that a decision by the school has been reached in violation of the policies and procedures of The Empowerment Academy, or that a serious error in judgment or fairness has been made an appeal of that decision may be made to the Appeals Committee of The Empowerment Academy. THE EMPOWERMENT ACADEMY PARENT/GUARDIAN CONTRACT

To encourage the learning and success of my child in school as a parent/guardian, I pledge to:

Become actively and positively involved with the school’s PTO. Have my children at school daily and on time. Attend mandatory session on our School Plan/Vision (new parents only).

Monitor and sign my child’s homework daily. Participate in at least two Parenting and/or Parent Education workshop sessions. Volunteer a minimum of 50 hours by March 31st. Ensure that my child wears a clean and pressed uniform daily according to the

uniform/dress code. Adhere to all school policies in the handbook, including not using cell phones, and

early dismissal policies. Pick up my child on time at the end of the school day. Read all bulletins, newsletters, and other notices. Always be a positive role model for my child and others while on school grounds. Return all completed forms in a timely manner. Always report directly to the office upon entering the building. Parents should not

go directly to their child’s classroom.

Families are strongly encouraged to adhere to these guidelines.
