I. Important Instructions to the bidders

A. Procedure for Bid Submission

I. The Bidder shall submit their response through Bid submission process on e-Procurement platform at www42TU.apeprocurement.gov.inU42T by following the procedure given below:

II. The bidder would be required to register on the e-procurement platform www42T.apeprocurement.gov.in42T

or https://tender42T .apeprocurement.gov.in42T and submit their bids online. Offline bids shall not be entertained by the RFP Inviting Authority for the RFPs published in e-Procurement platform. The RFP document can be downloaded from e-Procurement platform at www.apeprocurement.gov.in or on the website of the APSSDC i.e. http://www.apssdc.in

III. The bidders shall submit their Pre-Qualification Bid, Technical bid and Price bid online in e-Procurement web site. The bidders shall upload the scanned copies of all the relevant certificates, documents etc., in support of their Pre-Qualification, Technical bids and other certificates/documents with clear readability, in the e-Procurement web site. The bidder should sign on all the statements, documents, certificates uploaded in the e-Procurement website, owning responsibility for their correctness/authenticity.

IV. Amendments/ Corrigendum if any shall be published in the APSSDC website. The bidder has to keep track of any such changes by viewing the Addendum/Corrigenda issued by the APSSDC from time-to-time. APSSDC shall not be responsible for any claims/issues arising out of this.

V. Pre-Qualification, Technical and Financial bids must be prepared in the prescribed formats and submitted online in e-Procurement web site and a hard copy of the same to the MD & CEO, AndhraPradesh State Skill Development Corporation (APSSDC), G&J Infra building, 3rd Floor, D No.-78/2, Near NH-5, 12th Block, Near Prathuru Road, Tadepalli, Guntur district, Andhra Pradesh- 522501 on or before 16/04/2018 up to 3:00 PM by hand/ through courier/ speed post.

VI. Incomplete proposals or those received after the specified time and date or not fulfilling the specified requirement shall not be considered.

I. All the bidders shall submit the hardcopy of the DD towards the bid processing fee and EMD as applicable in APSSDC office at Vijayawada before proposal due date. All the bidders shall invariably upload the scanned copies of DD/BG in e-Procurement system and this will be the primary requirement to consider the bid responsive.

II. APSSDC shall carry out the technical evaluation solely based on the uploaded certificates/documents, DD/BG towards EMD in the e-Procurement system and open the price bids of the responsive and technically qualified bidders only.

III. Pre-Qualification, Technical and Financial bids must be prepared in the prescribed formats and a hard copy of the same to be submitted to MD & CEO, Andhra Pradesh State Skill Development Corporation (APSSDC), G&J Infra building, III Floor, D No.-78/2, Near NH-5, 12th Block, Near Prathuru Road, Tadepalli, Guntur district, Andhra Pradesh- 522501, on or before 16/04/2018 up to 3:00 PM by hand/ through courier/ speed post.

IV. The successful bidder shall invariably furnish the original DD/BG towards EMD; Certificates/Documents of the uploaded scanned copies to the RFP Inviting Authority before entering into agreement, either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. APSSDC will not take any responsibility for any delay in receipt/non-receipt of original DD/BG towards EMD, Certificates/Documents from the successful bidder before the stipulated time.

V. On receipt of documents, APSSDC shall ensure the Genuinity of the DD/BG towards EMD and all other certificates/documents uploaded by the bidder in e-Procurement system in support of the qualification criteria before concluding the agreement.

E. Deactivation of Bidders

Vide Ref GO Ms. No.174 – I&CAD dated 1-9-2008, if any successful bidder fails to submit the original hard copies of uploaded certificates/documents, DD/BG towards EMD within stipulated time or if any variation is noticed between the uploaded documents and the hardcopies submitted by the bidder, the successful bidder will be suspended from participating in the RFPs on e-Procurement platform for a period of 3 years. The e-Procurement system would deactivate the user ID of such defaulting bidder based on the trigger/recommendation by the RFP Inviting Authority in the system. Besides this, APSSDC shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the RFP process for execution of the development schemes taken up by the government. Other conditions as per RFP document are applicable.

The bidder is requested to get a confirmed acknowledgement from the RFP Inviting Authority a proof of Hardcopies submission to avoid any discrepancy.

F. Payment of Transaction Fee:

It is mandatory for all the participant bidders from 1st January 2006 to electronically pay a prescribed non-refundable Transaction fee to M/s. APTS, the service provider through "Payment Gateway Service on E-Procurement platform". The Electronic Payment Gateway accepts all Master and Visa Credit Cards issued by any bank and Direct Debit facility/Net Banking to facilitate the transaction. This is in compliance as per G.O.Ms. 13 dated 07.05.2006.

As per GO MS No.4,user departments shall collect 0.04% of ECV (estimated project cost) with a cap of Rs.10,000 (Rupees ten thousand only) for all works with ECV upto Rs.50 Crores, and Rs.25,000/- (Rupees twenty five thousand only) for works with ECV above Rs.50 Crores, from successful bidders on e-Procurement platform before entering into agreement / issue of purchase orders, towards e-procurement fund in favour of Managing Director, APTS. There shall not be any charge towards e-Procurement fund in case of works, goods and services with ECV less than and upto Rs. 10 lakhs

H. RFP Document:The bidder is requested to download the RFP document and read all the terms and conditions mentioned in the RFP Document and seek clarification if any from the RFP Inviting Authority. Any offline bid submission clause in the RFP document could be neglected.

The bidder has to keep track of any changes by viewing the Addendum/Corrigenda issued by the RFP Inviting Authority from time-to-time in the e-Procurement platform. The Department calling for RFPs shall not be responsible for any claims/issues arising out of this.

I. Bid Submission Acknowledgement:

The bidder shall complete all the processes and steps required for Bid submission. The system will generate an acknowledgement with a unique bid submission number after completing all the prescribed steps and processes by the bidder. Users may also note that the bids for which an acknowledgement is not generated by the e-procurement system are treated as invalid or not saved in the system. Such invalid bids are not made available to the RFP Inviting Authority for processing the bids. The Government of AP is not responsible for incomplete bid submission by users.

a) The bidders need to register on the electronic procurement market place of Government of Andhra Pradesh i.e., www.eprocurement.gov.in. On registration in the e-procurement market place they will be provided with a user ID and password by the system using which they can submit their bids on line.

b) While registering on the e-procurement market place, the bidders need to scan and upload the required documents as per the RFP requirements on to their profile. The e-procurement market place provides an online self-service registration facility to all such Contractors who are already registered with respective participating departments for supply of specified goods and services.

c) All the bidders shall invariably upload the scanned copies of DD/BG in e-Procurement system and this will be the primary requirement to consider the bid as responsive. The Department shall carry out the Technical bid evaluation solely based on the uploaded certificates/documents, DD/BG towards EMD in the e-procurement system and open the price bids of the eligible and responsive bidders. The Department will notify the successful bidder for submission of original hard copies of all uploaded documents and DD/BG towards EMD prior to entering into agreement.

d) The bidders shall furnish a declaration in online stating that the soft copies uploaded by them are genuine. Any incorrectness/deviation noticed will be viewed seriously and apart from cancelling the work duly forfeiting the EMD, criminal action will be initiated including suspension of business.

III. Background

Andhra Pradesh State Skill Development Corporation (APSSDC) is a unique organization formed as a public private partnership (PPP) corporation to promote skill-development & entrepreneurship in the state of Andhra Pradesh. The corporation now serves as the ‘Executive Agency’ for the newly formed Department of Skill Development, Entrepreneurship and Innovation. APSSDC will also serve the important tasks of providing high quality skilled manpower as part of the ‘Knowledge and Skills Mission’ of GoAP, which is one of the cross-cutting missions among the seven missions formed by the Govt. to facilitate double digit growth of the state.

Under its long term vision, APSSDC is proposed to train 2 crores candidates, ranging from school going students, engineering and non-engineering students, in-trade services, unemployed, agricultural & allied,

crafts, SHGs & entrepreneurship development.

To achieve this target, APSSDC has taken up many skill development initiatives/training programs for the candidates starting from school students to graduates and post graduates including un-employed youth in the State. Apart from these initiatives, APSSDC is also implementing centrally sponsored schemes like DDUGKY, PMKVY and etc.

APSSDC originally designed/developed different portals to capture the data, manage and monitor the training programs. The data is currently being captured through three different existing portals. There is about 7.5 Lakh beneficiary legacy data available as of now with APSSDC which is distributed among the various skilling/ Training initiatives.

About 4.7 lakhs data pertaining to the schemes which are being implemented in the Academic stream. Under Non- Academic stream there is about 1.3 Lakh data pertaining to Job facilitations and Entrepreneurship. Rest of the data is being distributed among the various schemes like Youth Training Centres, RPL etc., refer Annexure- II for scheme wise synopsis, Progress/Legacy data and Indicative Projection of data.

Since APSSDC is scaling up its activities by implementing new schemes and programs with a target to reach out a Million youth in the next financial year, it is further envisioned to work with Candidate-Level information and a strong emphasis on assessment and certification for the training imparted.

Mitigating these challenges keeping the requirement of a robust analytic and real time Dashboard and MIS to make the growing skill ecosystem more efficient and transparent will require a complete redesign of the system with redefined business requirements with integration of existing portals. This requires a scalable, efficient, and effective transaction processing system that would manage high volumes of short-term and long-term skill development training data. The system further demands an analytical dashboard which can be used to analyze the large volumes of data to investigate the trends, predict outcomes and discover insights. These analytical dashboards should be encrypted with business intelligence tools with accuracy as a key factor. It should further consist of advanced BI features like drill-down and ad-hoc querying.

IV. Eligibility Criteria

The process will comprise of screening and selection based on the supporting documents submitted as mentioned below. Accordingly, marks will be assigned and evaluation to be done based on marking criteria defined in Annexure-I;

V. Submission of Bids

As mentioned in ‘Important Instruction to Bidders’ section, a hard copy of the proposal is also needs to be submitted at APSSDC office. The Bid prepared by the Bidder should comprise the following components:

a) Technical Bid – Part I: Separate sealed cover comprising of prescribed formats at Annexure –III onwards with superscriptions as “Technical Bid– Selection of Solution Provider for Design, Development and Implementation of IT Solutions including Real Time Dashboard for Andhra PradeshState Skill Development Corporation”.

b) Commercial Bid – Part II: Separate sealed cover comprising of prescribed format at Annexure --VI onwards with superscriptions as “Commercial Bid – for Request for Proposal (RFP) for Selection of Solution Provider for Design, Development and Implementation of IT Solutions including Real Time Dashboard for Andhra Pradesh State Skill Development Corporation.”

c) Bidder to keep both Technical Bid and Commercial Bid in a single separate sealed cover with superscriptions as “Bid for Selection of Solution Provider for Design, Development andImplementation of IT Solutions including Real Time Dashboard for Andhra Pradesh State SkillDevelopment Corporation” and RFP No. APSSDC/MIS- (AI) IT Platform/01/2018.

d) Any bid document not conforming to any one of the above terms will be rejected.

e) Bidder is required to deposit a non-refundable processing fee of Rs. 25,000/- (Rupees Twenty Five Thousand only) and Earnest Money Deposit (EMD) of INR 10 Lakhs along with the bid. The Processing Fee and EMD must be in the form of a crossed demand draft Payable to ‘Andhra Pradesh

State Skill Development Corporation’ payable at Vijayawada, drawn on any scheduled commercial bank and must accompany with Covering Letter in cover of the Proposal Document. Proposals that are not accompanied by the Proposal Processing Fee and EMD shall be rejected by APSSDC.

f) If work is sanctioned, the bidder would be required to furnish a Performance Bank Guarantee i.e. an amount of 5% of the work order with validity of post three month of the project duration, within 15 days of the issuance of work order/before signing the Agreement.

VI. Evaluation of the bids

a) Evaluation of Technical Bids

a) A Committee constituted by the APSSDC will carry out evaluation of the proposals received by it in order to determine whether they are substantially responsive to the requirements set forth in the proposal. In order to reach such a determination, committee will examine the information supplied by the bidders, and shall evaluate the same as per the evaluation criteria specified in this proposal.

b) The Technical evaluation shall involve:

1. Document based evaluation of the proposal (Desk Appraisal) as per the Mark Allocation Matrix given at Annexure – I.

2. Presentation by Applicants.

c) Presentations: The committee will invite each applicant to make a presentation. The purpose of such presentations would be to allow the bidders to present their proposed approach to the evaluation committee and the key points in their proposals.

d) The Committee members will assess the presentations of the bidders on specific parameters related to their capacity to deliver.

e) Final score will be assigned to the bidders after assessing document based and presentation scores as per Marks Allocation Matrix given at Annexure –I . Bidders obtaining minimum 70 marks will be eligible for next round of evaluation i.e. commercial bid evaluation.

f) The Committee reserves the right to reject any or all proposals on the basis of any deviations. Selection of bidder will be done solely at the discretion of the Committee /APSSDC.

g) APSSDC reserves the right to accept or reject any proposal, and to annul the evaluation processand reject all proposals at any time prior or post award of contract, without thereby incurring any liability to the affected proposal or bidders or any.

h) When deemed necessary, during the Bid Evaluation process, Committee/ APSSDC may seek any clarifications from the bidders.

i) Conditional Bids will be rejected.

b) Evaluation of Commercial Bid

a) The commercial evaluation would be based on the Quality and Cost Based Selection Method (QCBS). The weights given to Technical and Financial proposals are:

c) The normalized Financial score of the technically qualified bidders will be calculated, while considering the Total cost of Bid given by each of the Bidders in the Financial Bid as follows:

d) Normalized Financial Score of a Bidder = {Lowest TCB/Bidders TCB} X 1000 (adjusted to 2 decimals)

e) The final score will be calculated through Quality and Cost selection method based with the following weight-age:

i) In the event the final scores are ‘tied’, the bidders whose score is tied securing the lowest (among all the tied bidders) financial score will be adjudicated as the Best Value Bidder for award of the Project.

VII. Scope of Work

The scope of work for the bidder is Requirement Study, Design, Development, Testing, Deployment, and further Operations and Maintenance of the following solutions for a period of next 1 year. APSSDC reserves the right to extend the O&M for further 1 year subject to satisfactory performance, without any changes to the original O&M terms.

1. Development & Integration of Portal/s.

i. APSSDC has developed a website and portals to carry out the implementation and monitoring of the various schemes and training programs by enrolling candidates for academic, non-academic domain and Job Melas. Some of the processes are automated and semi- automated. Bidder is required to study these portals and accordingly provide a solution by integrating them as a single Portal. It is expected that there would be a single portal for APSSDC through which these application would be redirected. The details of the available portals and website is given in below table for reference:

2. Skill Development Management System (SDMS)

The Skill Development Management System (SDMS) is envisaged to have the following broad features but not limited to pertaining to the skill life cycle. Portal will act as a single entry point and connects the entire Skills Ecosystem and helps Youth, Training Providers, Employers, Govt., Funding/ Sponsoring Organizations etc. The bidder is to develop the work flow management software and automate the processes and also to customize the processes available with the existing portals. 3. Dashboard design and development

The primary objective of this project is to design, develop and implement a real time comprehensive analytics based interactive solution with capability to analyze and provide insights from the data which will help APSSDC to see the performance & Monitor of the various schemes and training programs.

a. The overall scope consisting of the following:

a) All kinds of technical support involving prescriptive and predictive insights of data through BI analysis process by collating, joining and analyze the scheme wise data.

b) Provide user licenses for BI/ Analytics Engine on cloud for the contract period. The cost for the same is to be borne by the bidding firm.

c) Provide infrastructure on cloud for the contract period. The cost for the same is to be borne by the bidding firm.

d) Operations & Maintenance of the application for periods specified in the RFP.

e) Hosting of generated reports in a portal, accessible to important stakeholders. Modify the BI application / reports as per the day to day need.

b. Key Characteristics of Proposed BI based Solution:

a) It is proposed that BI & Analytics dashboard be enhanced with additional functionality for visualization and instant data driven decision making.

b) Enable data driven decision making through a series of dashboards / services that provide holistic understanding of district wise scheme functionality.

c) Should display the Scheme-wise key performance indicators that can be monitored and is measurable in terms of, its value, its target, visual indication of the status, relevant scales and ratios, progress over time and geographic mapping where applicable.

d) Tools such as filtering and drill-down can be used in dashboard; department’s key performance indicators, actions which also include lag & lead performances district wise etc.

e) The portal can be accessed by the Departmental HODs/Officials concurrently to monitor effectively & take necessary actions if needed.

f) The data gets automatically updated without any assistance from the user. The frequency of the data updating will vary with the schemes. Dashboard data gets updated on real time basis.

g) APSSDC will feed the criteria and the portal will generate reports on prescribed models.

h) Implement “filter” in the reports and customize search results to find exactly what the various departments want for “predicative analytics to enable decision making + prescriptive analytics to streamline and improve efficiencies and effectiveness”.

c. Connecting to Data & APIs:

a) Connecting to multiple data sources such as MSSQL, MYSQL, Any Web Services, Web Links and Excel spreadsheets, etc.

b) Functional ability to connect various source level data (Training Partner, Beneficiary, District, Mandal, etc) across multiple databases and transaction types

c) Connecting with other data sets such as Industries, Labour and socio-economic data to augment and contextualize data.

d) Triangulation of data from multiple sources for data validation, verification and enrichment.

d. BI Analytics Dashboard Design:

a) Creating Summary, Department, District and Geographic real time Dashboard.

b) The numbers & visualizations shall indicate the situation on Skill Development Initiatives and shall be easy to read and intuitive to understand. This may include:

c) Color coding to be used for high priority / flagship projects, welfare, central or external supported projects and to showcase important data.

e) Application of data manipulation tools such as ranking, calculations, formulas and display rules.

f) Drill down functionality to source level data.

m) Build an extensible architecture that allows for the addition of new reports and new levels of granularity over time to the Dashboard over time.

n) Enabling dynamic generation of reports based on user specifications (e.g., set a time frame and report adjusts graph for that timeframe).

o) Cloud infrastructure is to be used for deployment of the solutions. Deployment Model shall be complied with Normal standards of security and privacy.

e. Strategic planning features:

a) Visualization for monitoring the various KPIs across the Skill Development Schemes with presentation of variations.

b) Visualization techniques and framework to empower users/ decision makers to appreciate the reports quickly and take educated decisions.

c) Support decision making for allocation or re-allocation of resource to achieve the goals.

d) A GIS / map based view to compare between districts / Mandals for various indicators.

e) Provision to create custom queries to represent the data on a state /district / Mandal map.

f) Provision to have a Timeline view to see progress after every month / year.

f. Deployment Model

a) Cloud infrastructure is to be used for deployment of the solution and it is to be quoted in the bid as cloud license for contract period only.

b) Normal standards of security and privacy as proposed by Government of India shall be complied with.

c) Strict prohibition of sharing the data with any other department.

d) The entire application comply with all laws and statutes of Government of Andhra Pradesh

e) Data sharing from the participant departments shall be through Web services only.

g. IS & Web Services Security

a) To facilitate secured transactions, reliable data availability 24x7x365, confidentiality and authentication, the following security controls are proposed for the solution.

b) All aspects of Web services including routing, management, publication, and discovery should be performed in a secure manner. Web services implementers must be able to utilize security services such as authentication, authorization, encryption and auditing. Encryption of data shall take place at client level itself. Application server shall provide SSL security.

h. Artificial Intelligence (AI) based Chat-bot solution

a) The Bot must be capable of handling all relevant queries as raised by prospective candidateson nearby training centres, relevant skill courses, job prospects etc. in English, Telegu, Hindi and Hinglish capabilities to identify user’s query/request/complaints and respond accordingly.

b) ChatBot solution should be updated with all the latest information related to APSSDC’s existing as well as newly introduced schemes and services at any point of time.

c) The firm should enable suitable information security / cyber security and secure configurationin respect of the components, and utilities in the system, as per requirement of the APSSDC from time to time.

d) The Solution should focus on operational efficiency, quality and cost efficiency with continuous improvement by learning from regular sessions.

e) The solution should adhere to the security policies set up by APSSDC and Government of India.

4. Development of Mobile Application

The widespread adoption and use of mobile technologies have the potential to provide new and innovative ways to improve training delivery and the skilling needs of individuals by providing access to need based training. Mobile apps for people are being developed to create awareness and to enhance access to skilling programs for all people of the state of Andhra Pradesh and support employability.

APSSDC intends to have a fully developed mobile application available on widely accepted smart phones. As part of the IT enablement of the various schemes run under the aegis of APSSDC, and it is envisioned to get a mobile app developed to cater to the masses. It would enable the public to have information about the schemes, skill development institutions in their vicinity, availability of courses, locating jobs and many more.

A complementing set of mobile apps to help and manage the skilling portal and its stake holder on small devices like phones, pads and tabs. Also, taking into consideration of remote locations the apps should work offline. Broadly, the following features, but not limited to, are expected in the Mobile App:

a) It is expected that app shall be available for iOS, Android and windows mobile operating systems.

b) Access be based on unique login identity and permission.c) App shall be integrated with the portal solution as mentioned in this RFP.d) App shall support multi-lingual interface (minimum Telegu, Hindi and English).e) App shall be modular, and capable of progressively upgrading to cater to future needs.

f) The app shall have dedicated modules to handle Skilling centres’ location, course list, scheme comparison and information about the various jobs available in the vicinity of the candidate.

g) App shall provide the placements connects.h) App shall register the user after downloading the mobile application;i) Push notifications – Through this feature, the users shall notify one time about any new

version/feature of the app which may be added later on.

5. Testing and SecurityThe IT solutions developed are proposed to be tested by Standardization Testing and Quality Certification (STQC) or its authorized personnel prior to its deployment. The security framework for all the applications should be compliant with latest guidelines issued by Government of India.

6. Operation and Maintenance Phase (O&M)Bidder is expected to provide support including maintenance and troubleshooting of codes and cloud hosting during O&M phase for one year.

7. Handholding support

Bidder is expected to support handholding support post completion of the project in view of cloud management other relevant aspects of the project.

VIII. General Instructions

a) Period of Validity of Bids

Bids should remain valid for the period of at least 180 days from the last date for submission of bid prescribed by the APSSDC. A bid valid for a shorter period shall be rejected by the APSSDC as non‐ responsive. In case the last date of submission of bids is extended, the Bidder shall ensure that validity of bid is reckoned from modified date for submission. Further extension of the validity of the bid will be decided by the APSSDC in case of need.

b) Amendment of Bidding Documents

Prior to the last date for bid submission, the APSSDC may, for any reason, whether at its own initiative‐ or in response to clarification(s) sought from the prospective Bidders, modify the RFP contents/ covenants by amendment. Clarification /amendment, if any, will be notified on APSSDC’s website (apssdc.in). No individual communication would be made in this respect.

c) Authorization to Bid

The proposal/ bid being submitted would be binding on the Bidder. As such, it is necessary that authorized personnel of the firm sign the bid documents. The designated personnel should be authorized by a senior official of the organization having authority.

d) Payment Terms and Conditions

The payment will be released subject to satisfaction of the performance and deliverables according to the following milestones:

e) Execution of SLA

The successful bidder shall execute a Service Level Agreement (SLA), which would include all the services and terms and conditions of the services to be extended as detailed herein and any other conditions as may be prescribed by the APSSDC. The bidder shall execute the SLA within one month from the date of acceptance of letter of Appointment/work order. The contract shall be executed by the authorized signatory of the bidder.
