Section 2 - District School Counseling Department Mission Statement
The mission of the Wilkinsburg School District is to promote academic excellence and to enhance physical, intellectual, socio-emotional and cultural growth in all students.
The counseling department’s mission is to be part of a team that will guide participants on the path that will contribute to each student achieving his/her success personally, academically,
socially, and emotionally in order to become a productive citizen.

Section 3 - Program Goals
Wilkinsburg School District: · Academic Domain Goal:Consult with parents/students to assist in connecting the purpose of their education and achievement to real life issues and future success.
· Career Domain Goal:Implement Every Student Succeeds Act (ESSA) with career readiness indicator activities in grades K-6 with 100% of the students in 2018-2019, up from 10% of the students in 2017-2018.
· Personal/Social Domain Goal:Decrease the number of office referrals overall for 2018-2019 by 10%. Reduce the number of students with office referrals from 60 students by 10%. Decrease the percentage of incidents during lunch/recess from 23 per day in 2018-2019 by 10%.

Section 4 - Stakeholders
Stakeholder Role StudentsStudents will participate in classroom lessons, individual sessions, and/or small groups that will guide them in personal/social, academic, and career domains. Select students will report information and data to the Advisory Council. ParentsParents will be informed and included in the process of building and guiding student’s personal/social, academic, and career development. Parents will play an integral part in bridging the gaps between home and school to support their child(ren) in reaching his/her potential in all domains. Parents will report information and data to the Advisory Council. EducatorsCounselors and teachers will collaborate on appropriate grade level lessons for all domains (personal/social, academic, and career) to enable each student to be successful. Business/CommunityBusiness and community members will provide an overview of personal and academic skills necessary for the workforce. The business/community will arrange for opportunities for students to develop skills and provide opportunities for job shadowing. The business/community will provide information and data to the Advisory Council. Post-SecondaryPost-Secondary partners will assist the school counseling program in providing what is necessary for each student to reach personal success. Post-Secondary members will collaborate and work with all stakeholders to guide students in the appropriate direction to achieve short and long-term goals that will lead to a successful future. Post-Secondary members will provide information and data to the Advisory Council.

Section 5 - Role of the School Counselor
The School Counselors in the Wilkinsburg School District will function in four primary roles as indicated in the American School Counselor Association (ASCA MODEL); Leader, Advocate, Collaborator, and Agent of Systemic Change. As a Leader, the school counselors will work to develop and implement a school counseling program aligned with the PA State Standards. As an Advocate, the school counselors will promote the academic, career, and social/personal success of every student. As a Collaborator, the counselors will work/consult with stakeholders to create an environment that promotes student success in meeting the district mission and achieving personal success. As an Agent of Systemic Change, the counselors will work with all parties to develop and implement action plans for the success and achievement of all students and the Wilkinsburg School District.

Section 6 - The Wilkinsburg School District Advisory Council
The Wilkinsburg School District Advisory Council is made up of strategically selected stakeholders that will meet, develop and implement a variety of services and programs provided through the counseling department. The Advisory Council will develop goals, collect data, provide resources and assist in bridging the gaps between the students, parents, school, and community.
The Advisory Council will meet twice per school year. Job Description
Job Description for Elementary School Counselors Pre-K through 6:To provide necessary school counseling services at the elementary school level in the areas of individual, group and classroom counseling; consultation, support and collaboration with families, staff, and related agencies; crisis intervention, and participation in the other related programs and services.
Reporting Relationship
The counselor will report to the building principal. The counselor will provide communication as required concerning the achievement of objectives, student goals, and achievement, summary of activities and other matters related to the counseling department.
The duties of the Guidance Counselor include, but are not limited to:
1. Consult and communicate with faculty, staff, parents, administrators, community, and outside agencies.2. Conduct classroom, small group, and individual counseling sessions.3. Assist in resolving crisis situations in the school/district.4. Participate in SAP team.5. Participate in multidisciplinary process, PBIS, individual educational planning team.6. Conduct meetings/events for faculty/staff, parents and students on guidance topics.7. Assist teachers in the development of behavior management plans for individual students.8. Refer students to necessary outside agencies to assist in meeting the student’s academic or social/personal needs.9. Coordinate and assist with school/projects/programs.10. Refer for screenings/testing necessary for student achievement (Sp. Ed Testing, Gifted Testing, OT/PT, Speech/Lang., etc.)11. Assist with appropriate student placement (classroom, school, services, APS, and/or agencies).12. Facilitate in the transfer or request for files or records13. Interns will assist site supervisor (when applicable/approved) in mentioned duties to gain experience.
