Those powers should be exercised in accordance with Regulation (EU) No 182/2011 of the European Parliament and of the Council4 .

Text proposed by the Commission Amendment

(5) Reflecting the importance of tackling climate change in line with the Union's commitments to implement the Paris Agreement and the United Nations Sustainable Development Goals, this Specific Programme will contribute to mainstream climate actions and to the achievement of an overall target of 25 % of the EU budget expenditures supporting climate objectives. Actions under this Specific Programme are expected to contribute 35% of the overall financial envelope of the Specific Programme to climate objectives. Relevant actions will be identified during the Specific Programme's preparation and implementation, and reassessed in the context of the relevant evaluations and review processes.

(5) Acknowledging climate change as one of the biggest and most important global and societal challenges, and reflecting the importance of tackling climate change in line with the Union's commitments to implement the Paris Agreement and the United Nations Sustainable Development Goals, this Specific Programme will contribute to mainstream climate actions and to the achievement of an overall target of 50 % of the EU budget expenditures supporting climate objectives. Actions under the Specific Programme should contribute at least 50% of the overall financial envelope of the Specific Programme to the climate objective, in order to support actions or parts of actions that will help to deliver a net-zero greenhouse gas (GHG) emission economy by 2050 at the latest. Relevant actions will be identified ex-ante and fully reflected during the Specific Programme's preparation and implementation in form of the Strategic plan and work programmes, and reassessed in the context of the relevant evaluations and review processes, thereby ensuring that the objective of investing at least 50% of the Programme's overall financial envelope to climate-related research and innovations achieved efficiently and in a timely manner.

Justification

The 35% of ear-marking for climate expenditure of the Horizon budgetary envelope as propsed by the Commission only confirms the status quo of the current programme. Given that climate change is one of the biggest and most pressing global and societal challenges this will be insufficient. The transition towards reaching a net-zero greenhouse gas emission economy by 2050 at the latest needs to accelerate and an ambitious and well endowed RDI policy is the most important tool in order to achieve that.

Justification

Besides the scientific, societal, economic and innovation impact, the programme should also monitor its progress in reaching the climate objectives. These objectives should be in line with the overall MFF target of 25% of the budget to tackle climate challenges. In order to stay within the boundaries reached in the Paris Agreement, the overall target of MFF of 25% of the budget should be increased. Hence, the budget allocated to the climate objectives in Horizon Europe should be at least 35%.

(5 a) As part of the annual reporting, in accordance with Article 45 [Regulation establishing the Horizon Europe Framework Programme], the Commission should carry, a robust consolidation exercise to identify whether the Programme’s climate expenditures is on track to achieve the 50 % target. The Commission should provide information on the scale and results of support to the climate change objectives, differentiating between mitigation and adaptation as well as provide information on the climate contribution of relevant financial instruments, and make this publicly available. In accordance with the Court of Auditor Report 31/2016, particular attention should be paid to the contribution by the bottom-up parts of the Programme, where the share of bottom-up actions that can be considered climate-related depends upon researcher proposals. If the Programme is achieving less than 50% climate-relevant spending, the Commission will respond either by requiring a sharper focus on climate in the Work Programmes of Pillar 2, by

(7) Reflecting the important contribution that research and innovation should make to address challenges in food, agriculture, rural development and the bioeconomy, and to seize the corresponding research and innovation opportunities in close synergy with Common Agricultural Policy, relevant actions under the Specific Programme will be supported with EUR 10 billion for the cluster 'Food and Natural Resources' for the period 2021-2027.

(7) Reflecting the important contribution that research and innovation should make to address challenges in food, agriculture, rural development and the bioeconomy, and to seize the corresponding research and innovation opportunities in close synergy with Common Agricultural Policy, relevant actions under the Specific Programme will be supported with EUR 10 billion for the cluster 'Food and Natural Resources' for the period 2021-2027.Sustainable food production is vital for our future. EU entities are leading the development of innovative solutions to global challenges. An EU-led infrastructure for agri-food innovation will ensure European actors maintain competitive advantage while facilitating the transfer of knowledge, know-how and best practice globally, in line with the SDGs and the WTO Agreement TRIPS Article 66.2. This will be supported with €200 million from the Horizon budget.

The research infrastructures proposed in this amendment will bring together multi-actor partnerships (research and education partners working with industry, government and NGOS) in EU and in Least Developed Countries (LDCs) to combine production strategies processing optimisation and nutrition impact with sustainable practices across the chain from producer to consumer.Article 66.2 of the WTO TRIPS agreement notes the commitment by developed countries to provide incentives to their enterprises or institutions for the purpose of promoting and encouraging technology transfer to least-developed country Members. The infrastructures proposed will provide the potential for synergies between Horizon Europe and the new Neighbourhood, Development and International Co-operation Instrument. The SDIAs could be co-funded with the Neighbourhood, Development and International Co-operation

(b) foster sustainability in funding strategies and mechanisms allowing for long-term projects and ambitious missions,

(c) ensure fruitful transnational research collaborations that maximize the European potential and translate results into health systems,

(d) increase the use of multidisciplinary research between disease areas where commonalities exist and thereby decrease duplication and isolated research.

(e) increase visibility of Horizon Europe and its benefit for EU citizens, address fragmentation of responsibilities for science and research within the EU governing bodies, streamline the existing funding mechanisms.

4. The Steering Board for Health shall provide a comprehensive research strategy and steering in developing the work programmes and missions related to Health, including programs in other Challenges.

5. The Steering Board for Health shall be an independent science-led stakeholder group, composed of actors from biomedical research and innovation, other relevant sectors of research and industry and with strong participation of patient representatives and citizens.

6. The Steering Board for Health shall be composed of 13 to 15/ 15 to 20 high level individuals drawn from across disciplines and activities, in the fields of research, innovation, public health and wellbeing. The members of the Steering Board for Health shall be appointed by the Commission, following an open call for nominations or for expression of interests or both, whichever the Commission will find more appropriate, and taking into account the need for balance in expertise,

(b) the blueprint for steering coordination and cooperation between the health programes, related pillars, such as EIC, ERC, as well as within Strategic Partnerships and the EU structural funds. The blueprint shall ensure more visibility and coordination of the existing financial mechanisms allocated to health research, shall steer coordination and cooperation, and shall develop the work programmes and missions related to Health.

The implementation of Horizon Europe's programme-level objectives in an integrated manner will be ensured by multiannual Strategic Planning. Such planning will provide the focus on impact for the Programme overall and coherence between its different pillars, as well as synergy with other EU programmes and support to and from other EU policies.

The implementation of Horizon Europe is steered by an inclusive participatory and transparent strategic planning process of the research and innovation activities funded by the programme.

The Strategic Planning process shall lead to the implementation of Horizon Europe's programme-level objectives thereby defining the funding priorities. It will provide focus on impact for the Programme and coherence between its different pillars, as well as synergy with other EU programmes and support to other EU policies and how to leverage additional private and public money. Notably, Strategic planning shall be consistent with the Paris Agreement and the Union’s climate related long-term objective and remaining carbon budget.The strategic planning process and the adoption of the strategic R&I plan through a delegated act shall increase ownership and understanding for the purpose of the programme by a wider public and will allow the co-legislators, stakeholders and Member States to be fully informed on the envisaged initiatives and to ensure that main European policies targets, are reflected in and supported by Horizon Europe, with adequate resources. Planning will help to develop and implement policy for the relevant areas covered, at EU level as well as complementing policies in the Member States and ensuring a better coordination with the EU’s priorities. It will further take into account foresight activities, studies and other scientific evidence and take account of relevant existing initiatives at EU and national level. It will allow simplification of the funding landscape, avoid duplication and overlaps between funding possibilities while leveraging additional private and public funding and promote faster dissemination and uptake of research and innovation results.In order to respond to these objectives, the Commission will launch a mandatory multi-stakeholder open consultation phase with Member States, the European Parliament, stakeholders, including civil society organisations, about the strategic priorities, under the Global Challenges and European Industrial Competitiveness pillar, and the suitable types of instruments, including missions and the European partnerships. All partnerships and missions or any other strategic new initiative shall be identified in this Strategic R&I Plan and be subject to mandatory multi-stakeholder consultation before being implemented in work programmes. Results of consultation with Member States, the European Parliament and stakeholders shall be divulgated before any decision on future priorities, for each relevant area, is taken.The strategic planning will promote strong engagement with citizens and civil society both within the strategic planning process itself and at all other stages of research and innovation, including agenda-setting. Future partnerships funded under the second pillar ‘Global societal challenges and a net-zero GHG emission economy’, will in particular be assessed in terms of their potential to help deliver the SDGs and the Union’s climate related long-term objective and remaining carbon budget in consistency with the Paris Agreement.Building on experience in Horizon 2020, the social sciences and the humanities will be fully integrated across all clusters and work programmes, and through the development of social sciences oriented calls and specific and dedicated activities.On-going and new KICs will be defined in the legislative proposal for a Decision of the European Parliament and the Council on the EIT Strategic Innovation Agenda. Nevertheless, the creation of any new KIC should be subject to an additional and adequate funding, allowing the existing KICs to develop the ecosystems, build partnerships and pursue and implement efficiently their ambitious objectives.'FET Flagships' supported under Horizon will continue to be supported under the Programme. As they present substantial analogies with missions, other 'FET flagships', if any, maybe be supported under this Framework Programme as missions geared towards future and emerging technologies.The missions should strengthen the collaborative aspects of the Programme. Where appropriate, the strategic planning process shall assess in how far European partnerships could work as supporting implementation pillars of the missions. The implementation of Horizon Europe's programme-level objectives in an integrated manner will be ensured by multiannual Strategic Planning. Such planning will provide the focus on impact for the Programme overall and coherence between its different pillars, as well as synergy with other EU programmes and support to and from other EU policies.

The implementation of Horizon Europe is steered by an inclusive and transparent strategic planning process of the research and innovation activities funded by the Programme.

The Strategic Planning process shall lead to the implementation of Horizon Europe's programme-level objectives thereby defining the funding priorities. It will provide focus on impact for the Programme and coherence between its different pillars, as well as synergy with other EU programmes and support to and from other EU policies. strategic R&I plan through a delegated act shall increase ownership and understanding for the purpose of the programme by a wider public and will allow the co-legislators, stakeholders and Member States to be fully informed on the envisaged initiatives. The Strategic Planning will help to develop and implement policy for the relevant areas covered, at EU level as well as complementing policies in the Member States. It will allow simplification of the funding landscape, avoid duplication and overlaps between funding possibilities and promote faster dissemination and uptake of research and innovation results.In order to respond to these objectives, the Commission will launch an open consultation phase with Member States, the European Parliament, stakeholders, including civil society organisations, about the strategic priorities including missions, under the Global Challenges and European Industrial Competitiveness pillar, and the suitable types of instruments, in particular the European partnerships. All partnerships and missions or any other strategic new initiative shall be identified in this Strategic R&I Plan before being implemented in work programmes.As regards European partnerships, the Strategic R&I Plan will outline and give the rationale for the creation, merge and phasing out of the European partnerships. All well-established partnerships, such as the Joint Technology Initiatives, will be considered for continuation beyond 2020 due to their added-value in bringing and leveraging private investment and contribution to synergies of funds (i.e. Clean Sky has signed partnerships with 17 Member States and regions around Europe). As in Horizon 2020, proposals for Joint Undertakings will be presented as Council Regulations.On-going and new KICs will be defined in the legislative proposal for a Decision of the European Parliament and the Council on the EIT Strategic Innovation Agenda.

Nevertheless, the creation of any new KIC should entail additional and adequate budgetary resources, not to undermine the objectives and the commitments of the existing KICs. 'FET Flagships' supported under Horizon (currently Graphene Flagship, Human Brain Project, Quantum Flagship) will continue to be supported under the Programme. As they present substantial analogies with missions, other 'FET flagships', if any, maybe be supported under this Framework Programme as missions geared towards future and emerging technologies. The missions should strengthen the collaborative aspects of the Programme and reinforce existing European partnerships, which could work as supporting implementation pillars of the missions. The missions will have technological and societal elements and will be defined in close cooperation with all relevant DGs.The Strategic Planning will identify existing links between Horizon Europe and other Union Programmes, including the Euratom programme, which offer possibilities for synergies between EU funds. Horizon Europe will become a point of reference for research and innovation in all related programmes across the EU budget and non-funding instruments. This will also promote faster dissemination and uptake of research and innovation results and avoid duplication and overlaps between funding possibilities. It will provide the frame for linking the direct research actions of the Joint Research Centre and other actions supported under the Programme, including the use of results for support to policy.
