The Revised Total Coliform Rule Sample Site Plan is a written plan that identifies sample sites for routine coliform monitoring. Why do I need to develop a Revised Total Coliform Rule Sample Site Plan?

The Revised Total Coliform Rule Sample Site Plan is a written plan that identifies sample sites for routine coliform monitoring. A. Revised Total Coliform Rule Sample Site Plan General Requirements

1. Standard operating procedure (SOP) for Revised Total Coliform Rule monitoring

Your water system’s SOP for Revised Total Coliform Rule monitoring will prescribe how monitoring is conducted. Complete your water system’s SOP in Part 1. Revised Total Coliform Rule Monitoring SOP of the template. The SOP should include:

Number of routine samples required each month. See Table 1. Revised Total Coliform Rule Minimum Number of Monthly Routine Samples to determine the number of samples your water system must collect each month.

Description of how all areas of the distribution system, including areas of concern, are represented by the routine sample sites.

Description of how all routine sample sites will be used on a rotating basis to ensure representative sampling.

Description of how routine samples will be collected at regular intervals throughout the month. (An exception is water systems using only groundwater with a population below 4900, which can collect all samples on the same day.)

Requirement for three repeat samples following a total coliform positive routine sample. Criteria for choosing repeat sample sites. Description of how triggered monitoring of groundwater sources will be conducted, for

water systems serving groundwater.

2. List of routine sample sites

Your routine sample sites should be selected carefully so that you obtain representative samples of your entire water distribution system. Choose as many routine sample sites as you need to represent the entire water distribution system. Add routine sample sites in Part 2. Revised Total Coliform Rule Routine Sample Sites of the template. Considerations include:

Routine sample sites may be a customer’s premise, a dedicated sampling station, or another designated compliance monitoring location.

Routine sample sites must be listed with a street address (or 911 address), if available. Routine sample site codes will take the form of TC001, TC002, TC003, etc. Suitable repeat sample sites within 5 service connections upstream and downstream of

each routine sample site must be available. However, repeat sample sites should not be listed because there is flexibility to use any suitable sample site within 5 service connections for repeat monitoring.

Areas of concern in the distribution system should be represented in the routine sample sites to ensure representative sampling. Such areas include:

o Dead endso Low pressure zoneso Areas with longer retention timeso Upstream and downstream of storage tankso Areas serving water from different sources

Sample sites with the following types of faucets are NOT recommended:o Ball-joint faucets with a single valve for hot and cold watero Swivel faucets that swing back and fortho Outdoor faucetso Faucets with leaky packing material around the stemo Faucets with a treatment device in use, such as an on-site water softener or filtero Faucets that face upward or sidewayso Frost-free hydrantso Faucets with threads on the inside of the spouto Faucets at janitorial, commercial, or kitchen sinks where bacteriological

contamination is likely

3. For water systems serving groundwater, locations for triggered monitoring

If your water system serves groundwater, you must submit a list of all groundwater triggered monitoring locations for all wells subject to triggered monitoring under the Ground Water Rule. Add triggered sample sites in Part 3. GWR Triggered Monitoring Sample Sites of the template.

4. Revised Total Coliform Rule Water System Map

Your Revised Total Coliform Rule Water System Map should show the entire area of your distribution system. Requirements for the water system map include:

Your Revised Total Coliform Rule Water System Map should be submitted on an 8.5 x 11 sheet of paper.

All routine sample sites must be shown on the map. (Again, keep in mind that suitable repeat sample sites must be available within 5 service connections upstream and downstream from each routine sample site.)

All storage facilities such as tanks, stand pipes, and water towers must be shown on the map.

All water treatment facilities, such as treatment plants and chlorination stations, must be shown on the map.

All water sources, such as wells, surface water intakes, and connections to other public water supplies. If water sources are located off the map, indicate where the source water enters the distribution system on the map.

Mapping websites can provide an aerial view of your water system to assist with creating your map:

o Google Maps at www.google.com/mapso DEQ’s Flex Viewer at www.deq.state.ok.us/mainlinks/gis/index.html

Hand-drawn maps are acceptable as long as they are legible and an accurate representation of the water system.
