UNIT BIOGRAPHYIn September 1986, the U.S. Air Force established AFJROTC

California Cadet Corps unit 862 (CA-862) at Duncan Polytechnical High School. The AFJROTC program at Duncan prioritizes academics, fitness, and developing leadership. Cadets in the program gain knowledge in many areas: leadership, management, aerodynamics, history of aviation, global studies, space, astronomy, space, drill, physical fitness, teamwork and communication skills.

During its history, CA-862 served the local area as a positive force through the work and leadership of cadets. Early activities of our cadet corps included service to Coastal Cleanup Day, Highway Cleanup Day, Flag Day, 10 Flags Over California, and the Bicentennial U.S. Constitution Committee.

Duncan cadets continue to serve their nation, school, and community through a variety of activities and teaming with organizations such as AMVETS, Fresno Veteran’s Hospital, ADDICOTT, Salvation Army, Scout Island service projects and Leukemia and Lymphoma Society; the corps also serves the community and nation via World War II Veterans Honor Flight, Fresno Veterans Home, 911 Recognition Day, Hmong New Year, school/community clean up and various others. We also march in one of the nation’s largest parades on 11 Nov each year: Fresno’s Veteran’s Day Parade.

Stallion Squadron cadets exercise leadership skills though the Color Guard, Armed Drill, Unarmed Drill and Academic Teams as well as through teams such as Public Affairs APT, Orienteering, Scout Island, Soccer, Apache Challenge, Basketball, and service/activity projects that are led by cadets. Our teams compete in many events across Central California (CECA) and Northern California (NORCAL).

Not only do our teams compete, we win! For instance, our cadet Color Guard, Drill Teams, Volleyball Team and Combat Dodgeball Teams have earned many #1 rankings and trophies in local and region

competitions. Our Color Guard, Unarmed Exhibition and Armed Exhibition Drill Teams are the reigning #1 champions of the CECA Drill Meet and our standard drill teams and academic team regularly finish in the top three during regional competitions. Our cadets recruit, plan, train, and lead these teams to excellence.

Among the other awards and commendations received by CA-862, the cadets earned the “Meritorious Unit" award in 1991, 1995, and 1999--given to the top 25% of AFJROTC units in the nation. This unit also received the “Distinguished Unit Award” for the years 2010, 2011, 2012, 2013, 2014, 2015 and 2016.

Much has been achieved in our corps, but we don’t rest on our laurels. We can always improve. Everyday we follow the classic Air Force

motto: AIM HIGH!

10 FACTS ABOUT AFJROTC1. NO MILITARY SERVICE OBLIGATION for participating in the AFJROTC program.2. Membership in AFJROTC is open to any student willing to meet the professional

standards of AFJROTC cadets, has completed eighth grade, is physically fit, and is dedicated to developing themself and others as a U.S. citizen of character.

3. AFJROTC courses carry the same credit as any other elective subject and offers PE credit for the first two years.

4. Cadets earn medals, ribbons, trophies, plaques & other awards based on service to community and school, scholarship, military bearing and appearance, etc.

5. Most of the AFJROTC uniforms, insignia, medals, ribbons and textbooks are provided at no cost to cadets.

6. Cadets develop leadership experience and personal self-confidence by leading elements; many will become project officers, flight sergeants and commanders.

7. Huge opportunities exist within the corps: color guard, drill team, sport teams, academic team, model rocket building, cadet leadership camp, and many more.

8. Cadets are offered multiple field trip opportunities throughout the course of the year.9. AFJROTC cadets have an advantage when competing for appointments to the U.S.

Integrity First It is the willingness to do what is right even when no one is looking. It is the "moral compass" -- the inner voice; the voice of self-control; the basis for the trust imperative in today's world.

Integrity is the ability to hold together and properly regulate all of the elements of a personality. A person of integrity, for example, is capable of acting on conviction. A person of integrity can control his/her impulses.

Courage A person of integrity does what is right even if the personal cost is high. Stand up for what is right, even if you are standing alone.

Honesty Honesty is essential to everday life as a cadet. Your word is your bond. We do not lie and we cannot justify any deviation from the truth.

Responsibility A person of integrity acknowledges their duty and acts accordingly.

Accountability No person of integrity tries to shift the blame to others or take credit for the

work of others.

Justice A person of integrity practices justice. Those who do similar things must get similar rewards or similar punishment. This is fairness.

Openness Professionals of integrity encourage free flow of information within the organization. You, as a cadet, should seek feedback from all directions to ensure that you are fulfilling key responsibilities, and never be afraid to allow anyone at any time to examine your performance.

Self-respect To have integrity also is to respect oneself. Honor is the highest form of self-respect. Be certain that you can your actions are honorable

Loyalty Loyalty is the quality of sincere confidence in, and support for, superiors and subordinates. This does not mean that you cannot disagree with a superior. You have the right to express your opinion, but your superior has the final word. However, it is not loyal to publicly criticize a superior, peer, or subordinate. It only takes a small amount of common sense to realize that a group could fall apart because only a few minor incidents where loyalty is lacking. Your fellow cadets deserve your loyalty.

Discipline Discipline is the "cement" that bonds any military force together. The heart of discipline is obedience of orders to the letter and doing so in spirit. Do not follow orders because you are afraid of being punished; obey them because you want to help AFJROTC become a better organization than what it already is.

Service Before SelfProfessional duties take precedence over personal desires.

Respect Act in the certain knowledge that all persons possess a fundamental worth as human beings.

Discipline and Professionals cannot indulge themselves in self-pity, discouragement,self-control anger, frustration, or defeatism. They have a fundamental moral obligation to

the persons they lead to have confidence and forward-looking optimism. Professionals are expected to exercise control in the following areas:

Anger Professionals are expected to refrain from displays of anger that would bring discredit upon themselves and/or their unit.

Appetites Professionals exercise self-control and do not use food as an outlet to relieve stress. They choose a healthy diet so their health does not become a burden on themselves or society.

Alcohol and Do not use tobacco and alcohol. Your body is too valuable. Invest in

Faith in the To lose faith in the system is to adopt the view that you know bettersystem than your commanders. In other words, to lose faith in the system

is to place self before service. Leaders can be very influential in this regard; if a leader believes in "the system", then subordinates will follow.

Excellence in All We DoExcellence in all we do directs us to constantly improve and innovate. Excellence will propel our unit into a long-term, upward spiral of accomplishment and performance.

Following Rules Professionals exercise good judgment and understand that rules have a reason for being, and the default position must follow those rules unless there is a clear, operational reason for refusing to do so.

Service Focus on providing services and products for our school & community.excellence

Personal Complete your high school education, stay physically fit and in goodexcellence mental shape. Demonstrate personal excellence while doing homework and

actively participating in the corps.

Community Community excellence is achieved when CA-862 works together to excellence successfully serve others in our community and nation.

Resources Excellence in all we do also demands that we are good stewards with theexcellence resources we have. Operations There are two kinds of operations excellence: internal and external. excellence Both must be in sync, and both must be effective

Internal This form of excellence pertains to the way we do business within the unit: It involves respect on the unit level and a total commitment to maximizing the Cadet Corps excellence.

External This form of excellence pertains to the way in which we treat those outside the corps as we conduct our operations.

STANDARDS OF CADET CONDUCTThe following examples are unacceptable student conduct:

Improper or unprofessional postings via social media, text, etc Usage and/or possession of narcotics, alcoholic beverages, stimulant

drugs, pornography, and related paraphernalia Possession of weapons or other dangerous instruments/substances Insubordination or disrespect of school personnel Assault or verbal abuse of anyone Extortion / intimidation Conviction of a felony or misdemeanor Theft/damage/destruction of Air Force or school property Disruption of the learning environment Trespassing Sexual harassment Chronic offenders PROHIBITION ON PHYSICAL DISCIPLINE. Any form of physical

discipline (i.e., pushups for being late, running for failure to perform) or hazing will not be tolerated in any way. Refer to AFJROTC 36-2001, para. 7.3.

WHERE CONDUCT STANDARDS APPLYAll rules governing student misconduct shall apply to any incident that is:

On school grounds or at job site before, during, and after regular school hours; On school grounds at any other time when the school is being used for a function or

by any school group; Off school grounds at a school activity, function or event; During the transporting of students to include the period of time at the bus stop

before boarding the bus, on the bus; and getting off the bus; or in the proximity of the bus stop when under the supervision of the bus driver.

CONDUCT OF CADETSNote: When a subject heading is underlined, it applies only when the cadet is in uniform.

1. GeneralYou represent a select group looked upon as the best of America's youth. This means that you should always conduct yourself in a manner that is favorable to your school, the cadet corps and the United States AFJROTC.

2. Addressing Other Cadets A cadet officer is addressed by cadets of lower rank by his/her rank followed by his/her last name. (Example: Cadet Captain Smith) OR, a cadet officer may be addressed as "Sir" or "Ma'am". NEVER address a cadet officer in uniform by his/her first name unless he/she asks you to. Higher rank addresses lower rank cadet by their last name.

3. Addressing Instructors and School AdministratorsRespect to authority is a key element to the JROTC program. Cadets will show and demonstrate respect to teachers, school administrators, and guests. Proper protocol would be to use Mr., Miss, Mrs., or military titles as well “Sir” or Ma’am”. Address SASI and ASI by “Colonel” or “Sir” and “Tecnhical Sergeant” or “Sarge.” You are the one that is trying to express your ideas, thoughts, or requests. Showing respect to others helps obtain that result.

4. Saluting A salute is nothing more than a greeting and respect. You are required to salute all cadet officers, and the SASI/ASI when eye contact is made. You are not required to salute cadets in the NCO ranks (Staff Sergeant - Chief Master Sergeant). These cadets exchange a verbal greeting only. Officers must render a salute to officers of a higher rank. Remember you only salute outside the building in uncovered areas (excluding eaves of hallways).

5. Walking With Cadets and Military Personnel of a Higher Rank There are many customs and courtesies in the military that show respect to others. A few examples: It is customary to walk to the left side of a person of honor or higher rank. When passing through a doorway, the person of lower rank holds the door and allows the

person of higher rank to proceed through the doorway first. When boarding and leaving a vehicle, the person of lower rank gets in first and gets out

last.6. Treatment of Cadets of a Lower Rank

Respect to each other is very important. Every person has value and deserves respect. A critical element to the JROTC program is treating everyone with respect and dignity. NEVER, at any time will hazing be tolerated in the corps of cadets. Any hazing is to be reported immediately. No cadet is to be embarrassed or degraded in any manner. This includes public reprimands, public punishment, joking about difference in rank, etc.

7. Calling Room to AttentionWhen distinguished military visitor enters the JROTC classroom, the room will be called to attention. The occupants of the room remain at attention until the person entering says, "At ease", "As you were", etc. Classrooms, gymnasiums, cafeterias, etc. will not be called to attention when there is a large mixture of cadets and non-cadets in the room. (More than one-half non-cadet is usually a good rule of thumb).

8. Courtesties Rendered to Non-CadetsFaculty members and adults are addressed as "Mr."/"Ms." (last name) unless they ask or permit you to address them in other forms. In conversation, unless otherwise directed, they are answered "Yes sir/ma'am" AND NOT "yeah", "nope", etc.

9. Public Display of AffectionNo public display of affection will be tolerated. Keep it professional. PDA while in uniform, on or off campus, will result in documentation of the incident and appropriate consequences that could result in immediate removal from AFJROTC. When not in uniform, PDA in violation of Duncan rules and standards will result in written counseling.

10. Reasons For Strict StandardsIf a military unit is to function in a smooth manner, there must be procedures for everyone to follow. Cadets are leaders in training. As a young leader, you must learn discipline and be ready to accept responsibility. Even if you do not pursue a military career, you will learn how important standards are for our society and the work force.

Wherever you go, people will know you are associated with the military. Therefore, you must represent CA-862 by showing pride to our US Armed Forces and the people we protect.

CLASSROOM RULESa. DO

Follow Honor Code and Core Values. Be mature. Use good judgment and common sense. Treat each other with dignity and respect. Be a good leader and follower. Be an active member of the corps. Bring materials to class when required Request permission to speak, before leaving your seat, to change into PT gear, etc. Request permission to use the phone, computers, printers or all Air Force property. Utilize every opportunity to grow your leadership skills Comply with Duncan’s rules of conduct. Use proper protocol when interacting with other cadets, asking SASI/ASI questions, etc

b. DO NOT (Unless specifically authorized by SASI/ASI) CHEW GUM OR EAT CANDY IN THE CLASSROOM!!!!! Argue back with your Flight Commanders, Sergeant, and ASI (Aerospace Science Instructor)

and SASI (Senior Aerospace Science Instructor). PDA (Public Display of Affection) in violation of Duncan rules. PDA (Public Display of Affection) in uniform (blues and PT) and/or at JROTC events. Wear hats, caps, and berets in the classroom. Use cell phones or other electronic devices during class. Disrupt the class (talk, make noise, whistle, etc.). Write on the whiteboards without SASI/ASI approval. Sit on table, desktops or backs of chairs. Enter Cadet Staff area if you are not a staff member. Sleep or put head down on the desk. Enter the supply room, the instructors’ offices; tamper with desks, computers, or file cabinets. Use profanity. Make improper gestures. Address instructors with "yeah" or “nope." Alter the programs on computers in the classroom or office area. Throw things around the classroom. Make loud noises or participate in horseplay. Make racial slurs or sexist comments. Disturb pictures, bulletin board items or displays. Allow the door to slam when walking in or exiting the classroom. Change clothes in the supply room. Leave personal objects behind the staff area for an excessive time. Change out of uniform during the day without SASI/ASI permission.

CLASSROOM REPORTING PROCEDURESThe following are the daily classroom procedures:

1. The Flight Commander ( FLT/CC) and the Flight Sergeant (FLT/SGT) are responsible for the procedures of the flight during the class period. All cadets will abide by FLT/CC and FLT/SGT instructions.

2. When you walk into the AFJROTC classroom, you will show military bearing, walk along the west wall to the rear of the room and proceed to your seat from the rear of the element. Be alert for announcements that provide important information.

3. When you reach your desk, take out any AFJROTC materials that you will need from your book bag and place them on your desk. Element leaders will check their elements for absentees and be ready to report the information when directed by the FLT/SGT FLT/CC and FLT/SGT march to the front of the room. FLT/SGT calls flight to attention: “FLIGHT, Tench-HUT.” Then he/she commands

element leaders to report in absences and tardies: “ALL ELEMENT LEADERS REPORT.” Totaling the absences and tardies, FLT/SGT and FLT/CC face each other.

FLT/SGT salutes FLT/CC and reports totals: “Sir/Ma’am, ________ Flight reports # absences, # tardies or all present.” FLT/CC returns salute and executes an about face while FLT/CC executes a left face.

FLT/CC reports the same info to SASI, ASI, or the cadet at the podium. 4. If a cadet arrives late, the cadet will stand just inside the door at attention and wait to be

cleared to enter the classroom. Do not interrupt the FLT CC/SGT reporting procedures. All cadets standing inside the door will be reported as tardy by the Element Leader, FLT/SGT and FLT/CC.

5. 3 minutes before the end of class, FLT/SGT will stand up. 2 minutes prior to the end of class, FLT/SGT will prepare flight for dismissal. Cadets will stop class work and put books and classroom materials away. Cadets will clean out their desks, pick up any trash in the immediate vicinity of their desks, align their desks with others in their elements, and prepare to stand for dismissal.

6. 1 minute prior to the end of class, FLT/SGT calls the flight to attention, PARADE REST, makes appropriate announcements, and returns the flight to attention. After the flight responds with their flight identification, the FLT/SGT will order: “DISMISSED.” At that time, cadets may depart the classroom in an orderly manner.

UNIFORMS AND INSIGNIAUniform Basic ConceptThe Air Force Junior ROTC cadet uniform is with certain exceptions the same as worn by active duty personnel. This uniform is the distinctive dress of a proud and honorable profession. Each cadet must be aware of his/her responsibility for maintaining his/her uniform in good order and wearing it correctly. Except as authorized in this regulation, Air Force Junior ROTC cadets will wear the standard service uniform prescribed in AFI 36-2903 as supplemented by AETC.

Standards of Personal AppearanceEach member of the Air Force Junior ROTC must maintain high standards of dress and personal appearance. It is imperative that all members present a well-groomed appearance to their fellow citizens. Further, the need for personal cleanliness, safety, and proper wear of the uniform on the part of all members requires that certain minimum standards be established. Uniforms must be kept clean, neat, correct in design and specification, and in good condition. Uniforms will be buttoned and shoes will be shined and in good repair. Badges, insignia, belt buckles, and other metallic devices must be maintained in proper luster and condition.

Uniform: Articles such as wallets, pencils, pens, fobs, handkerchiefs, combs, and sunglasses cases will not be worn or carried exposed on the uniform. The wearing of wristwatches, identification bracelets, and rings is permitted. Conservative sunglasses may be worn, but not in formations.Hair: Hair will be neat, clean, trimmed, and present a groomed appearance. It will not extend beyond the top of the collar nor be more than 1 ¼ inches in bulk. Hair in the front will be groomed so that it does not fall below the eyebrows and will not protrude below the band of properly worn headgear. In no case should the bulk or length of hair interfere with the proper wear of Air Force headgear. Prohibited styles (not all inclusive) are Mohawk, mullet, cornrows, dreadlocks, etched design, unnatural hair color and assymetrical cuts (one side shaven, comb-overs, etc)Sideburns: If an individual wears sideburns, they will be neatly trimmed in the same manner as his hair. Sideburns will not extend beyond the bottom of the ear opening and will end with a clean-shaven, horizontal line.Shaving: Mustaches are permitted, but the rest of the face will be closely shaven. Mustaches will be neatly trimmed, must not extend downward below the lip line of the upper lip and may not extend sideways beyond a vertical line drawn upward from the corners of the mouth. The hair must be styled to permit proper wear of the headgear and will not be worn. Exaggerated styles with excessive fullness or extreme height are prohibited. Hair color, highlights, and frosting will not be faddish and will be natural looking hair color for human beings, similar to the individual’s hair color (e.g. black, brunette, blond, natural red, and grey).Cosmetics: Cosmetics will be conservative and in good taste.Jewelry: Conservative style earrings (one pair) are allowed while in uniform in the lower ear lobe. A maximum of three rings may be worn.

Miscellaneous:Removal of Coats:The SASI may authorize cadets to remove their uniform coats in school classrooms. Distinctive Gear:Active members of Color Guard and Drill Teams may wear additional uniform items, berets, insignia, and devices. With the exception of shoulder cords, a cadet will not wear the above nonstandard items unless performing duty as a member of such a group.Headgear (hat/caps):Although Air Force regulations do not require headgear to be worn while under a covered structure, on uniform wear day, cadets will wear their headgear in the campus hallways. Cadets are allowed to take off their covers while eating.Shoulder Cords: Cords are earned (if applicable) for holding a position in the corps or serving on a specific team. Cadets must sign for the cord and return the cord at the end of their duties for the position or when they leave the team. Air Force Junior ROTC cadets must be instructed concerning where and when to wear the uniform. Cadets will obtain permission for wearing the uniform at times when they are not told to.

SHOE SHINEMaterials:

Kiwi shoe polish Fresh water Cotton balls

Step 1: For brand new shoes with no polish, remove the protective coating with rubbing alcohol. Your shoes will look fairly poor (ugly) afterwards.

Step 2: Clean the shoes and take off the shoe laces.Step 3: Dip a cotton ball in water and rub a little polish onto it. Make small circles on your shoe with

the cotton ball. Do not apply too much pressure. It will look dull at first.Step 4: Start in a small circle and expand as that spot shines.Step 5: Focus mainly on the toe and heel of the shoe, but do not neglect the sides and tongue. Once

you start wearing your shoes they will get creases and you have to take special care to get that part of the shoe shiny again.

Step 6: Relace your shoes with the first lace going DOWN into the holes. Every lace after that should also go down into the holes and remember when you wear your shoes to tuck the laces in.

Step 7: Practice makes perfect, and you will have to experiment and discover the method that works best for you.

PERSONAL APPEARANCE INSPECTIONAll cadets will be given a personal inspection on appearance by their Flight Commander and Flight Sergeant each "Uniform Day" as specified by SASI and/or ASI.

Uniform appearance, hair regulation, shoe condition, accouterments and cadet bearing will be graded on a 2 point scale. A total of 10 points may be awarded. Each cadet will start with 10 points but will lost points for infractions.

Infractions will be tabulated in the following manner:a. Uniform appearance 0 1 2b. Hair (Facial included) 0 1 2c. Shoes 0 1 2d. Accoutrements (Ranks, Buttons, Cables) 0 1 2e. Bearing 0 1 2

The situations cited above are not all inclusive. Failure to correct the infraction(s) by the next inspection will double the deduction. If it is still not corrected by the 3rd inspection the grade will be "zero". Repeated failure of inspections may result in dismissal from AFJROTC.

AWARDSAll cadets are given the opportunity to earn awards during the year. An award may include a ribbon that is worn on the uniform. Annual awards are presented at the Cadet Ball while other awards are presented in different settings throughout the year (class, drill pad, CIA trips, etc). Refer to AFJROTC 36-2001 and Consolidated Operational Supplement for award criteria. A consolidated list is at Attachment 2. For example, CA-862 cadets may earn the following:

Activities Ribbon: Awarded for participation in at least 3 activities as specified on the CA-862 Activity and Service Calendar (examples include JROTC teams, clubs, CECA events, etc) A subsequent oak leaf cluster may be added each year as long as 5 activity events occur during the year.

Attendance Ribbon: Awarded each semester to cadets who have no more than 1 excused absence per quarter, school business excepted.

Cadet Leadership School: Cadet Leadership Camp OIC presents to cadets completing CLC. Star for CLC staff.

Color Guard Ribbon: Awarded for distinguished participation in scheduled team events

Dress and Appearance Ribbon: Awarded each semester for exceeding uniform standards (+) at least 50% of the time and no unexcused uniform wear. Limited to 25% of corps.

Drill Team Member Award: Awarded for distinguished participation in scheduled team events

Good Conduct Ribbon: Awarded each semester to cadets who have: a B average in AS class, no unexcused uniform wear, and a satisfactory citizenship grade in all classes.

Recruiting Ribbon: Awarded for recruiting one student who spends at least one semester in the corps.

Service Ribbon: Awarded for distinctive performance in school, community, or AFJROTC service projects. Participation must contribute significantly to the goals of the organization. Cadets must participate in at least 3 service events as specified on the CA-862 Activity and Service Calendar. A subsequent oak leaf cluster may be

PROMOTIONSPromotions are not a reward for showing up. Instead, promotions are based on your ability and motivation to assume more responsibility in a leadership role. To be promoted, you must do a good job AND show potential for holding a more influential position of trust and authority. Promotions will be based on the whole person concept (meaning: you’re effective in multiple areas of leadership, academics, and military training). Our promotion system is outlined here: Bravo through Echo Flights (how freshmen/sophomore cadets may be promoted):

1. If selected for Flight Commander or Flight Sergeant position. 2. If selected for promotion at a Promotion Board or Open Ranks Inspection (soph staff only)3. If selected for a Staff NCO position that carries a higher rank (sophomores only)4. If 1 through 3 do not apply, cadets are promoted as assigned by cadet’s number of years in

JROTC (see table below)*

Promotion Board (lower flights):

Cadet Promotion Boards will be held during the Fall and Spring. The board consists of select Alpha Flight, Staff members or NCOs. Promotions will be based on military bearing, proper wear of the uniform, appearance, knowledge of customs and courtesies, academic and leadership accomplishments. This information is gathered on the promotion board scoring sheet. The process:

1. One week prior to the Fall Promotion Board, a 3-day Promotion Board Training course will be held for all cadets who signed up for promotion. Promotion Board Training attendance is mandatory to be able to attend Fall Promotion Board.

2. A handout with questions will be given based upon grade level after completing Promotion Board Training. Cadets are to complete the handout and study the information, including information presented during Promotion Board Training.

3. Cadets will be able to choose when to meet the board: morning, lunch or after school.4. On Fall Promotion Board day, cadets are to dress in service coat, present the handout to the

board, and be professional with proper customs and courtesies.5. For Spring Promotion Board, there is no Promotion Board Training Course but all other

requirements are the same as the Fall Board. All Freshmen and Sophomore cadets below the rank of SSGT will participate in the Spring Promotion Board.

6. Date of Rank: WINGS will reflect a new date of rank--1st of the month after the board is held. Cadet wear the rank immediately upon announcement. Board promotions are permanent.

Open Ranks Inspection:Open Ranks Inspections (ORI) are held during the Fall and Spring for Alpha Flight and Sophomore NCOs (any rank of C/SSgt and above). The chief inspector will be the cadet SQ/CC who will choose additional inspectors from a pool of Alpha officers (typically commanders) and NCOs who maintain the highest standards. Promotees will be selected based upon the following criteria:

1. Phase 1: Proper uniform wear2. Phase 1: Knowledge of the Cadet Corps3. Phase 1: Military Bearing4. Phase 2: Leadership performance5. Phase 2: Academics and behavior

Score sheets are produced prior to the event by Force Support OIC/NCO in coordination with the commander. Score sheets and the ORI process must be briefed to participants and inspectors NLT the day prior to the ORI. ORI promotions are permanent but may not exceed the max rank authorized for the held position.

Promotion Based on Job Position:Note 1: Junior and sophomore cadets selected for a specific position that is different than their

permanent rank will wear temporary grade as authorized for the position. Note 2: At the end of each semester when vacating a position

a. Senior cadets may convert their temporary rank to permanent rankb. Junior cadet officers will revert to their permanent rank or c/2LT, whichever is higher.c. Junior/Sophomore cadet NCOs will revert to their permanent rank or c/SSgt, whichever is

higher. Note 3: Once a cadet holds a permanent officer rank, he/she may not hold a Staff NCO position (unless waived by SASI/ASI).

The purpose of a temporary/permanent grade structure is to allow as many cadets as possible to hold leadership positions and to avoid imbalances in the grade structure.

RESERVE CADETIn certain cases, a cadet in the program for one year may qualify for Reserve Cadet Status. Reserve cadets may participate in ROTC activities, but time does not count for Certificate of Completion, minimum unit enrollment, or unit funding. Refer to AFJROTC 36-2001 para 7.1.3.

DISCIPLINEDiscipline is the consequence for not meeting standards (cadet conduct, academic, etc). Discipline may include verbal or written feedback, counseling, or warnings. For minor cadet misconduct or Level 1/Level 2 behaviors (per Duncan Levels of Behavior), cadets will meet with the following cadet leaders (in order) until the issue is fixed: Element Leader, Flight Sergeant, Flight Commander, First Sergeant, Deputy Commander, and Squadron Commander. Cadet leadership will keep the SASI/ASI apprised of progress of all discipline issues until it is fixed. For Level 3 behaviors, SASI/ASI will coordinate with the Duncan administration on corrective action.

DEMOTION BOARDSA demotion can occur if a cadet does not maintain their current level of authority and responsibility. Also, a suspension that is against cadet, constant trouble making from a cadet will be put on a demotion board. Ample discussion and counseling will be made with the individual to help the individual. The board, consisting of the SASI, ASI, SQ/CC, DO, DS, and 1st SGT, will then decide if the misconduct of the cadet(s) involved will result in a demotion. Any cadet may be demoted to a rank deemed appropriate by SASI and ASI.

DISENROLLMENT AFJROTC instructors may recommend disenrollment of a cadet from the program to the principal at any time during the academic year. A cadet may be disenrolled for:

Failure to maintain acceptable standards (academics, uniform wear, grooming, etc). Inaptitude or indifference to training. Disciplinary reasons. Any other reason deemed appropriate by the AFJROTC SASI and the principal.

Flight SergeantSummary: Primarily responsible for assisting the flight commander in all aspects of flight command.

Element LeaderSummary: Primarily responsible for the appearance, discipline and drill of the element.

Leading the element in the classroom and on the drill area. Giving the flight sergeant accurate absentee information concerning the element on a daily basis. First element leader assumes all flight duties in the absence of the Flight Commander and the Flight

Sergeant. Once trained, Element Leaders may assist FLT/CC/SGT and inspect their elements on uniform days

AFJROTC CA-862 CADET HANDBOOK

The Change of Command (COC) ceremony is held twice a school year, fall and spring. This ceremony serves to announce the new squadron commander and the honor flight, both chosen by the SASI and ASI. The Training Drill Officer is in charge of conducting the COC and is usually the adjutant.

The COC is usually held outside unless there is inclement weather when we move indoors. To see a step by step of how a COC runs, go to our AFJROTC website and look at the documents under “Cadet Staff Documents.” Cadets who hold crucial positions are the Squadron Commander, First Sergeant, SASI, Adjutant, Flight Commanders, Flight Sergeants, Guides, Color Guard, drill teams and cadets running for the squadron commander position.

CADET STAFF MEETINGS a. Cadet staff meetings are held every 2-3 weeks during the school year or on an as needed basis. Senior cadet staff, in coordination with the SASI or the ASI, sets meeting dates and time. The location of these meetings will normally be in the classroom.

b. The SASI or the ASI attend all cadet staff meetings. They will attend in the capacity of advisors to support cadet staff and to ensure meetings are consistent with AFJROTC goals. c. Procedures for Cadet Staff Meeting Listed below is a suggested meeting agenda (SQ/CC may customize the format):

(1) Squadron commander opens the meeting.

(2) CS calls staff to attention and then seats. Squadron commander calls meeting to order.

(3) CS sets the meeting up, takes attendance, and records minutes.

(4) OLD BUSINESS: Status of all previous business not "closed" at the last meeting. Personnel tasked with projects (project/action officers) are expected to provide up to date information at this time.

(5) NEW BUSINESS: These are matters of concern to the corps not previously discussed. The SQ/CC decides if the topic has merit. If it does, can it be resolved during the meeting or does it require an action or project officer. If the item of new business requires an action or project officer, the SQ/CC assigns one. The cadet taking minutes will ensure the item of New Business is recorded as follows:

(a) Action Item Name (b) Project/Action Officer assigned (c) Action(s) required (d) Suspense date (e) Status (may not be any initially)

(6) The Squadron Commander polls cadet staff for comments. After cadets have finished their discussion, the SASI/ASI makes comments.

(7) ADJOURNMENT:

(a) The commander announces the time and place for the next meeting after the SASI/ASI comments.

(b) Squadron commander adjourns the meeting. FS calls staff to attention and dismisses staff.

A motion may be passed if a majority of the staff is present.

GUIDON BEARERGuides are chosen by their Flight Commander and Flight Sergeant based on their capabilities, reliability, behavior, academics, and leadership skills. They will be seated in front of the Flight Sergeant. They are trained by the Drill Training Officer, Drill Training NCO, and other select cadets. The purpose and duties of Guides are listed below:

Represent your flight Participate in Change of Command ceremonies March in parades Flight runs

FLAG DETAILIt is AFJROTC’s duty to put up and take down the flags every school day, with exceptions of weather. The duty is rotated through the flights. Each flight will be designated a week to put up and take down the flags. The Flight Commanders and Flight Sergeants will determine a method of choosing the Flag Detail, consisting of 4-5 cadets. Flags are to be put up during Alpha flight 0700 – 0755 and to be taken down before 1550. All cadets who pass by the Flag Detail, as they are marching with the flags, are to halt and stand at attention until the detail pass. When entering the classroom to put away the flags, the cadet with the key is to say “Colors through the door,” resulting in everyone in the room clearing the aisle, stopping all activity and standing at attention until Flag Detail is dismissed.

DRILL AND COLOR GUARD TEAM To be an active drill team or color guard member you must meet all AFJROTC standards, maintain a minimum of a "C" average for ALL courses, a school grade point average of 2.30, comply with the school attendance standards and attend scheduled practices. You must also sign the Drill Team Commander and/or Color Guard Commander Policy Letter so that you understand the requirements, standards and restrictions that allow the team to operate.

Attendance: Attendance at practices will greatly determine whether you will remain an active team member. All absences must be approved by respective commanders. A Color Guard member with one unexcused absence will be counseled by the CC. Written excuses must be legible.

Berets: Cadets who have "made" the team and are active must purchase a beret and the beret must be worn during all performances, unless on color guard or stated otherwise by commanders, but optional for uniform wear. Only current drill team and color guard members are permitted to wear the beret.

Cords: When issued, must be worn on the left shoulder of shirt or dress blues. They must be kept clean and returned upon request by commanders. If cord is lost or damaged, the cadet must pay what it costs to replace it. Cords will not be worn on the windbreaker.

Ribbons: Ribbons will be presented to all active members during the Awards Presentation at the end of the school year. Members should update their ribbon racks on own time.

AWARENESS PRESENTATION TEAMGoal: To showcase what AFJROTC is about, what it represents and what we do.Requirements:

Professionalism, Military Image and Knowledge of the Corps Professional presenting skills APT members must be in good academic standing Obtain knowledge of Duncan and AFJROTC Chain of Command Know Duncan ROP, clubs, classes and the culture of Duncan Show leadership qualities Committed and dedicated to the team Available upon request

To Apply: Cadets may apply for an APT team position after the Fall Semester PA officer and NCO are announced. Members will serve the entire year. Selection is determined by Fall PA/APT Officer and NCO, with input from Cadet CC and DO. SASI/ASI approve.

REPLICA WEAPON USAGE & STORAGEReplica rifles and ceremonial swords will be stored in a locked, steel storage cabinet or in commercial lockable weapon storage racks. This cabinet or rack must be located within a secure locked room.

Access to the rifles should be restricted to authorized personnel only.

A Standard Form 702, Security Container Check Sheet, is located next to the rifle rack and must be signed and dated upon each opening/closing. Weekly checks by the Color Guard or Armed Drill Team Commander will also be annotated. At least once each week, the Aerospace Science Instructor (ASI) will check the weapon inventory.

In addition to the SASI/ASI, only the Color Guard or Armed Drill Team Commanders and their deputies may unlock the storage containers.

Whenever a rifle is issued to a cadet for use: *Cadet using rifles must be members of the Armed Drill Team or Color Guard UNLESS permitted by Armed Drill/Color Guard Commander or SASI/ASI.

Cadets are not permitted to directly point rifles at any person or object under all circumstances.

2+ cadets must be present with the rifles at all times. Rifles and swords must be returned to unit storage daily unless overnight trips are involved. When transported, rifles may not be openly displayed and must be properly secured to

preclude loss, theft or damage.

NOTE: If a law enforcement officer should approach a cadet in the possession of a demilitarized rifle or sword, the cadet will place the weapon on the ground and follow any instructions given by the law enforcement officer. If an altercation should occur on campus during drill practice, all demilitarized rifles or swords will be returned to the storage containers immediately.

AFJROTC CA-862 CADET HANDBOOK

1. Dress out: Cadets must have an AFJROTC Physical Training (PT) T shirt and wear proper shorts/pants along with proper shoes. NO SANDALS OR OPENED TOED SHOES. Cadets will be in their seat/position, dressed out and ready for orders 5 minutes after the class start time.

2. Procedures for stretches/warm up: After all cadets have fallen in properly the Flight Sergeant will conduct stretches and warm up. No cadets should attempt any warm-up exercise that might cause injury or aggravate an injury. The following procedures will be followed:

(1) Flight Sergeant will start with a greeting, “Good morning/afternoon ____ Flight”(2) Flight responds, “Good morning/afternoon Cadet (Flt Sgt’s last name).”(3) Flight Sergeant says “At double arm interval dress right dress.” (Flight responds with a

warrior cry while moving into position) “Ready Front.” “Left Face.” “At double arm interval dress right dress.” (Flight respond with a warrior howl) “Ready Front.” Finally, “Right face.”

(4) Next, the Flight Sergeant says: “The first/next/last exercise of the day is (exercise name).”

(5) Cadets repeat “(exercise name) Cadet (Flt Sgt’s last name).” (6) Then, the Flight Sergeant says, “This is a # count exercise, # repetition/s….. position

of the exercise - move.”(7) Then the Flight Sergeant will say “Ready Begin.” and will lead the count with the flight

responding “Air Force” at each count. i.e. “1 - Air Force, 2 - Air Force…etc.” (8) When appropriate for the exercise, the Flight Sergeant says: “Switch.” The flight

responds “Change over” as their exercise position is changed.(9) Each time a repetition is completed, the flight will say: “(number of the repetition,) Cadet

(Flt Sgt’s last name).”(10)The flight will then say “Request permission to recover, Cadet (Flt Sgt’s last name).”

Then, the Flight Sergeant will say “Recover,” if satisfied with the flights performance. Then the flight will say “AIR POWER” when in the recovered position.

3. Up to 20 pushups, 20 sit ups, and 4 ‘figure 8’ laps around the court, field or gym may also be accomplished.

4. Any free time left after the exercise maybe used playing team sports.5. With sufficient time prior to the end of class, Flight Sgt will transition the cadets to cool down

stretches.6. After cool down stretches, fall into classroom and dismiss to change out.

EXERCISE DESCRIPTIONS1 Mile Run

The 1-mile run should take place on a regulation track. If a track is not available, make sure the course is well marked and that all runners start at the same mark. Runners should not switch lanes until the 200-meter mark if the run is being conducted on a standard 400-meter track. Runners should be stretched well and hydrated before the run.

Place your hands slightly wider than shoulders; keep torso straight and head aligned with spine throughout the exercise. Lower yourself until your chest comes within 3-5 inches from the floor; ( your upper arm should be parallel with the ground) Press back to starting position. AF Squats

1. Begin with your feet shoulder-width apart and your toes pointing straight ahead. Your hands are pulled in tightly to your chest. Inhale.2. Keep you back fairly straight and lower your buttocks until your thighs are parallel to the floor.3. As you lower your buttocks your hands are BEHIND your back, and they follow you toward the ground.4. As you move toward the parallel-to-the-ground position, you should simultaneously raise your heels from the floor.5. Now swing your arms upward and push off your toes, raising your body to a standing position.6. Once you

have reached the up-position, you pull your arms in toward your chest again, as if you are rowing a boat. Make tight fists with your hands and pull. Your elbows will be close to your body as you pull.7. Inhale as you pull your arms in, exhale as you lower yourself.Note:A score over the max standard for age and gender will be scored as 100%

Start by standing in a normal upright position with your hands on your hips. While keeping your hands on your hip, step out far enough with your left leg so that your right knee has to drop within an inch of the floor. Now step back to the upright position and then step out with your right leg until your left knee is an inch off the floor. Going from left to right one time equals one three count? lunge. However, for testing one may count each lunge individually, so the process described above would equal two lunges. Note:A score over the max standard for age and gender will be scored as 100%

Planks Both ArmsPosition yourself on the floor by resting on your toes and elbows. Keep your back straight. You should look like you're in a push-up position, but you are leaning on your elbows instead of your hands. You can clasp your hands together in front of you, or keep them apart. Hold this position as long as you can. No movement, just hold that plank position ... keep holding.Note:A score over the max standard for age and gender will be scored as 100%

V-Sit ReachPlace your feet eight to 12 inches apart on a line marked on the floor. This is the baseline, which will be crossed by 2 rulers that will be used to measure your flexibility. With palms facing down, place them on the measuring line. Keep your toes facing upward. As you reach forward, exhale, and reach as far as you can while staying in good position. Try this three times for practice and the fourth will be recorded. If you do not cross the base line it will be a negative number reached, and if you cross the baseline it will be positive numbers reached.Note:A score over the max standard for age and gender will be scored as 100%

Bent Knee Push Ups

Kneel on floor and bend knees so that you pivot on your knees rather than on your toes when doing a standard pushup. When you go to the down position, your knees will act as leverage point. It is recommended that these be done on grass or with a towel, etc, to protect ones knees.Note:A score over the max standard for age and gender will be scored as 100%

Sit-Ups

Lie on your back with legs bent 90 degrees at the knee - the standard "sit-up" position. Cross your arms and place your hands so that your fingertips touch your shoulders. Have a spotter hold your feet as shown in photo.Curl your torso so your chest moves toward your knees. Keep your hands on your chest at all times. The sit-up does not count if your hands come off your chest. You must rest in the up position while resting. One's hips or buttock should not come off the ground to produce momentum.Note:A score over the max standard for age and gender will be scored as 100%

Flutter Kicks

Flutter Kicks are a great way to strengthen your hip flexors. Flutter Kicks are a traditional and staple PT exercise. Start kicking. Keep your range of motion between 6 inches to 36 inches max. Keep legs straight with knees locked as shown in the photo.This exercise is scored on time held not on reps per minute, so speed in doing the reps is not important, it is how long they can perform the exercise. Note:A score over the max standard for age and gender will be scored as 100%Mountain Climbers

Go into a regular push-up position, but extend your left leg forward so that your left knee is tucked up close to your chest. This will be the official start position. You will then move your left leg back to a straight position while you bring your right leg up to where its knee is tucked up under your chest. You will repeat this process and count each leg forward as one full mountain climber. The E2C standard chart for “mountain climbers” is based on individual knee forward counts and not the three-count method.Note:A score over the max standard for age and gender will be scored as 100%

Start in a standing position with your arms to your side and your feet together.(2) Squat down and bend over so that you are in a squat position with your arms extended out before you and resting on the floor. (Count to “one” on this move.)(3) Kick your legs out from under you so that you go to a standard push-up position. (Count to “two” on this move.)(4) While in the push-up position, kick your legs apart so that your legs form a wide “V”. (Count to “three” on this move.)(5) Bring your legs back together and return to the standard push-up position. (Count to “four” on this move.)(6) Once back in a push-up position, perform one standard push-up. (Count to “five” on the downward move and count to “six” on the upward move in the push-up.)(7) While keeping your arms on the floor in front of you, tuck your legs up underneath you so that you return to the squat position described in line “2” above. (Count to “seven” on this move.)(8) Return to the standing start position. (This is move “eight” and completes one full “Body Builder.)Note:A score over the max standard for age and gender will be scored as 100%

PRESIDENTIAL PHYSICAL FITNESS AWARDAmericans have been earning he Presidential Physical Fitness Award since 1966. Those who reach or exceed the 85th percentile—the top15 percent of your age group on all five items of the test—are eligible to receive the Presidential Award for outstanding achievement.

Those who complete the President’s Challenge physical fitness test items and exceed the 50th percentile on all of the test items, but who do not achieve the 85th percentile on one or more, qualify for the National Award.

Earning any of these awards should bring pride to you. We encourage you to try for improvement from year to year. Remember that people who are trying to be fit and active are all winners!

IMPORTANT: To participate in this program, the cadet must have a signed Cadet Health/Wellness Program consent form on file.
