What is WOTFV?

WOTFV is a Tri-County community collaborative (Calumet, Outagamie, and Winnebago Counties) which focuses on partnering to advance a culture of health and well-being for all Fox Valley residents. Our activities are designed to address active lifestyles and healthy eating habits among Fox Valley residents in a variety of settings, such as: active communities, early care and education, worksites, food system, healthcare, and schools.

What is AmeriCorps?

AmeriCorps, which is federally funded by the Corporation for National Community Service (CNCS), is a national service program that engages over 80,000 members in service each year to address national problems through direct service. These members impact communities and organizations by increasing capacity and resources in an identified area of need. In return, members gain valuable professional, educational, and life experience.

What’s a member? An individual who is serving an organization through AmeriCorps. What’s a host site? A partner organization that will host an AmeriCorps member. This member will support

WOTFV, WOTFV AmeriCorps, and the host organization’s health and wellness goals related to physical activity and healthy eating. For more information, please “What is a Host Site” section found on page 3.

What is the WOTFV AmeriCorps Program?

The WOTFV AmeriCorps Program will enroll AmeriCorps members to lead, develop, and/or expand new or existing services which focus on physical activity and/or healthy eating habits (healthy eating also includes breastfeeding & healthy beverages). Members will support these services through the following primary service activities:

Health education Increasing capacity and/or resources to new/ongoing obesity prevention programs or initiatives Volunteer recruitment and utilization Data Collection

These services will occur at partner host sites and in the community throughout the Tri-County area.

AmeriCorps promotes health education as part of a multi-faceted approach to addressing community needs. A key component of the WOTFV AmeriCorps Program will be health education services provided through host sites. Member delivered health education services must meet the following characteristics:

One session, lasting 30 minutes or more in length OR 2 or more sessions, lasting 15 minutes or more in length Educational content related to physical activity or healthy eating habits (healthy eating also includes breastfeeding

& healthy beverages) is shared and discussed with clients/recipients Information is shared through lessons, coaching, activities, events, or other similar means as defined by host site

in application Curriculum utilized comes from an evidence-based or evidence-informed source.

Members will serve for a full calendar year, from 9/3/2019 to 8/31/2020. During this time, members will serve in either a full-time capacity of 1700 hours (averaging 33 hours/week) or half-time capacity of 900 hours (averaging 17.5 hours/week). Members serving in these positions will expand/enhance health services, education, and resources to address the WOTFV Focus Areas as listed below:

WOTFV Focus Areas:1. Active Communities: To increase residents’ physical activity by providing more opportunities to

be active in the community.2. Early Care & Education: To increase healthy eating and physical activity by children in the early

care setting.3. Worksites: To increase access to and participation in worksite wellness programs for Fox Valley

employees.4. Food System: To create and support a sustainable, healthy food system through policy and

environmental change.5. School: To increase healthy eating and physical activity by children in the school setting6. Healthcare: To optimize healthcare systems and providers to augment prevention efforts and

incorporate obesity prevention with treatment and care.7. Other: Promoting healthy weight, physical activity, and/or healthy eating habits in other settings

as defined by applicant.

As described and defined above, health education is required by all members at partner host sites. Members can also participate in other activities related to host site goals and programs that are focused on addressing a healthy lifestyle through physical activity, healthy eating, or other initiatives related to health weight. In addition, AmeriCorps promotes the recruitment and managing of community volunteers. When applicable, members may be managing and incorporating volunteers into their health services or to support host site volunteer initiatives. Additionally, members may also recruit volunteers to directly support the host site organization’s health and wellness programs, initiatives, or goals.

Please note that AmeriCorps members cannot participate in any of the Prohibited Activities as listed under Attachment B. A member cannot displace an employee or volunteer or duplicate an employee or volunteer’s duties as listed in Attachment C.

What is an AmeriCorps host site?

A host site is an organization where the member will be serving his or her time. Members will serve at the selected organizations as additional peoplepower to increase capacity and resources towards a supporting a culture of health and well-being for Fox Valley residents. The following non-federal entities are eligible to apply:

Federally Recognized Indian Tribes Educational Institutions Governments Agencies Nonprofit Organizations

Application information and consideration:

Returning applicants will be considered based on:

1. Continued alignment with the WOTFV AmeriCorps Program goals and expectations. Please refer to “What is the WOTFV AmeriCorps Program” section found on pages 1-2.

2. Vision and goals to expand off the experience and progress gained during the 2018-2019 service year. 3. Organization’s ability to meet and comply with WOTFV AmeriCorps Program goals and requirements, including:

a. Program compliance, including:i. Progress towards Program and Host Site objectives and goals.

ii. Participation in Program meetingsiii. Timely response to program communications, approval of member timecards, and cash match

paymentsb. Providing a site supervisor who will:

i. Provide oversight, direction, and professional development to the memberii. Participate in partnership activities and program oversight thought WOTFV AmeriCorps Program

Manager meetings. Meetings include supervisor orientation, quarterly conference calls, and Program site visits. Other meetings may occur during the year.

iii. Review member attendance and approve timesheetsiv. Support member data collection as required by the WOTFV AmeriCorps Program.

c. Provide the member with necessary equipment, such as work space, computer, internet access, telephone, business cards, office supplies, etc.

d. Demonstrated financial ability to pay a match of either $4,750.00 per half-time member or $9,500 per full-time member to support the program

i. Cash payments will be paid for in two installments during the program year:1. September 3rd , 2019: 50%2. February 2020: 50%

ii. Per AmeriCorps rules and regulations, this cash match cannot be paid for with federal funds. If there are questions or concerns about this, please contact Amanda Ross.

e. Follow AmeriCorps rules & provisions (these will be shared and discussed during Host Site Supervisor training – see Attachment A, B & C for more details)

Host sites may apply for more than one member if the need is described in the application. Host sites may also share a member with another organization. Section 2: Member Position Description

A strong member position description provides clarity of the member’s service activities at host site organizations. This section will guide applicants through the process of creating a service position description (like a job description). Creating this position description will define how the AmeriCorps member(s) will enhance your organization’s goals through service.

AmeriCorps members enhance and expand host site programming capacity. Member position descriptions need to provide sufficient activities for members to complete their service hours (half-time, 900 hours for 17.5 hours/week; full-time, 1700 hours for 33 hours/week). Position descriptions must include opportunities that focus on healthy lifestyles related to physical activity and/or healthy eating (healthy eating also includes breastfeeding and healthy beverages). These opportunities must align with your organization’s internal goals as well as the WOTFV AmeriCorps Program Goals described in the “What is the WOTFV AmeriCorps Program” section listed above on pages 1 and 2.

Host Site Checklist

I understand that having an AmeriCorps member requires our organization to provide the following:

● Site supervisor or designated staff member to serve as liaison to the AmeriCorps member and be available to

provide supervision, support, and mentoring

● Opportunities for the AmeriCorps member to receive orientation to site-specific policies, procedures and

curriculum, as well as site-specific training opportunities

● The integration of the AmeriCorps member as part of the site staff team, inviting the AmeriCorps member to

attend staff meetings and trainings and ensuring that current staff understand the role of the AmeriCorps member and the goals of the WOTFV AmeriCorps program

● Staff to work with the AmeriCorps member to identify health education service opportunities.

● Staff to supervise and approve member timesheets on a weekly basis

● Opportunities for the AmeriCorps member to meet with site supervisor staff as needed to review site priorities,

collected data, and alignment of AmeriCorps resources and goals

● An adequate space to work where the AmeriCorps member will have access to a telephone, computer, and the

Internet on a regular basis

EXPECTATIONS RELATED TO AMERICORPS PROVISIONS1. Ensure member activities are in accordance with the AmeriCorps grant provisions as outlined in the

EXPECTATIONS RELATED TO THE MEMBERS1. Ensure a positive work environment and offer 900 or 1700 hours of service opportunities2. Ensure member activities focus on achieving the WOTFV AmeriCorps Program performance measures through

health education activities, increasing capacity and resources to new/ongoing obesity prevention programs/initiatives, and volunteer recruitment, management, and training

3. Place members in established programs or inform members during recruitment if placing in a new or developing program. Ensure that members placed in established programs are working to expand or enhance exiting programming

4. Ensure members wear service gear whenever logging hours. This service gear will be supplied by the WOTFV AmeriCorps Program.

5. Support Member professional development by:

● Orientating members to their host site and community

● Completing the Member Work Plan (template will be provided by the WOTFV AmeriCorps Program) outlining programming responsibilities, their schedule and individual professional development goals

● Providing training in host site mission and related professional development topics

● Ensuring Members have the necessary training and resources to successfully meet their responsibilities

● Holding (at a minimum) bi-weekly supervisory meetings

● Engaging in discussion of member goals and offering opportunities to explore professional interests

● Encouraging participation in the larger National Service network6. Allow Members to fully participate in:

● Member orientation and professional development meetings.

● The AmeriCorps opening and closing ceremonies

● Program service projects7. As host site organization policies and finances allow, provide the member travel reimbursement for host site

required travel.

EXPECTATIONS RELATED TO WOTFV AMERICORPS ADMINISTRATION1. Participate in partnership activities and program oversight through WOTFV AmeriCorps Program Manager

meetings. Meetings include quarterly conference calls, and three to five in-person meetings throughout the year.2. Maintain open and honest communication with WOTFV AmeriCorps Program partners3. Share responsibility for WOTFV AmeriCorps Program projects 4. Adhere to WOTFV AmeriCorps Program partnership decisions

5. Immediately communicate issues related to member performance or host site integrity to the WOTFV AmeriCorps Program Manager

6. Submit required documentation in a timely manner including, but not limited to:

● Member work plan

● Member mid and end of term evaluations

● Cash match

● Approve member timecards on a weekly basis

● Review member submitted data on a quarterly basis

While charging time to the AmeriCorps program, accumulating service or training hours, or otherwiseperforming activities supported by the AmeriCorps program or CNCS, staff and members may not engagein the following activities:

a) Attempting to influence legislation;b) Organizing or engaging in protests, petitions, boycotts, or strikes;c) Assisting, promoting, or deterring union organizing;d) Impairing existing contracts for services or collective bargaining agreements;e) Engaging in partisan political activities, or other activities designed to influence the outcome of an election to any

public office;f) Participating in, or endorsing, events or activities that are likely to include advocacy for or against political parties,

political platforms, political candidates, proposed legislation, or elected officials;g) Engaging in religious instruction, conducting worship services, providing instruction as part of a program that

includes mandatory religious instruction or worship, constructing or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of religious proselytization;

h) Providing a direct benefit to—i) A business organized for profit;ii) A labor union;iii) A partisan political organization;iv) A nonprofit organization that fails to comply with the restrictions contained in section 501(c)(3) of the

Internal Revenue Code of 1986 related to engaging in political activities or substantial amount of lobbying except that nothing in these 9 provisions shall be construed to prevent participants from engaging in advocacy activities undertaken at their own initiative; and

v) An organization engaged in the religious activities described in paragraph 3.g. above, unless CNCS assistance is not used to support those religious activities;

i) Conducting a voter registration drive or using CNCS funds to conduct a voter registration drive;j) Providing abortion services or referrals for receipt of such services; andk) Such other activities as CNCS may prohibit.

AmeriCorps members may not engage in the above activities directly or indirectly by recruiting, training, or managing others for the primary purpose of engaging in one of the activities listed above. Individuals may exercise their rights as private citizens and may participate in the activities listed above on their initiative, on non-AmeriCorps time, and using non- CNCS funds. Individuals should not wear the AmeriCorps logo while doing so.

Attachment C—Rules of Non-duplication and Non-displacement

§ 2540.100 What restrictions govern the use of Corporation assistance?

Subpart A—Requirements Concerning the Distribution and Use of CNCS Assistance

a. Supplantation. CNCS assistance may not be used to replace State and local public funds that had been used to support programs of the type eligible to receive CNCS support. For any given program, this condition will be satisfied if the aggregate nonfederal public expenditure for that program in the fiscal year that support is to be provided is not less than the previous fiscal year.

b. Religious use. CNCS assistance may not be used to provide religious instruction, conduct worship services, or engage in any form of proselytization.

c. Political activity. CNCS assistance may not be used by program participants or staff to assist, promote, or deter union organizing; or finance, directly or indirectly, any activity designed to influence the outcome of a Federal, State or local election to public office.

d. Contracts or collective bargaining agreements. CNCS assistance may not be used to impair existing contracts for services or collective bargaining agreements.

e. Nonduplication. CNCS assistance may not be used to duplicate an activity that is already available in the locality of a program. And, unless the requirements of paragraph (f) of this section are met, CNCS assistance will not be provided to a private nonprofit entity to conduct activities that are the same or substantially equivalent to activities provided by a State or local government agency in which such entity resides.

f. Nondisplacement. (1) An employer may not displace an employee or position, including partial displacement such as reduction in

hours, wages, or employment benefits, as a result of the use by such employer of a participant in a program receiving CNCS assistance.

(2) An organization may not displace a volunteer by using a participant in a program receiving CNCS assistance.(3) A service opportunity will not be created under this chapter that will infringe in any manner on the promotional

opportunity of an employed individual.(4) A participant in a program receiving CNCS assistance may not perform any services or duties or engage in

activities that would otherwise be performed by an employee as part of the assigned duties of such employee.(5) A participant in any program receiving assistance under this chapter
